In the West Bank, Israeli forces confiscate a Palestinian tractor from Ras al-Ahmar village nr. Tubas and deliver stop-work orders for 12 Palestinian projects under construction nr. Hebron. IDF troops arrest 5 Palestinians during late-night raids nr. Tulkarm, Jenin, and Nablus; and patrol nr. Nablus, Qalqilya, and Hebron. Unidentified assailants throw rocks at a bus nr. Bethlehem, breaking a windshield and injuring 3 IDF soldiers. In East Jerusalem, more than 60 Orthodox Jews tour Haram al-Sharif; Israeli forces arrest 5 who attempt to pray at the sanctuary. Israeli forces arrest a Palestinian at an entrance to the Old City, alleging that she was preparing to stab them. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Rafah, causing no damage or injuries. In n. Israel, Israeli forces demolish a Palestinian’s home in Hurfish village on the grounds that it violated construction regulations. In East Jerusalem, Israeli forces return the bodies of 2 Palestinians killed in confrontations with Israeli forces on 3/8 and 10/17/2015. They also arrest 6 other Palestinians during raids in Issawiyya and Kafr ‘Aqab; detain a Palestinian youth nr. the Old City after he allegedly stabs and lightly injures an Orthodox Jew. Outside the city, Israeli forces disassemble 12 EUdonated mobile homes nr. al-‘Izzariya, displacing approximately 90 bedouin Palestinians. In the West Bank, Israel Defense Forces (IDF) troops conduct latenight house searches and raids in 1 village each nr. Hebron and Ramallah, arresting 3 Palestinians (including 1 mbr. of the Palestinian Legislative Council); and patrol during the day nr. Hebron, Jenin, Salfit, and Qalqilya. They also violently disperse Palestinian youths throwing stones nr. Ramallah, injuring 1. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Gaza City, causing no injuries. In the West Bank, hundreds of Jewish Israelis visit religious sites across the West Bank in the morning, including al-Ibrahimi Mosque in Hebron, ahead of Purim on 3/24. When around 500 Israelis arrive at Joseph’s Tomb outside Nablus under an IDF escort, clashes break out with stone-throwing Palestinians from nearby Balata r.c.; there are no serious injuries. Meanwhile, the Israeli authorities shut down all checkpoints leading out of the West Bank as well as the Erez and Kerem Shalom crossings along Gaza’s border overnight, barring all Palestinians from crossing, except for humanitarian cases. A COGAT spokesperson confirms that the closure of the West Bank is set to extend through 3/26; the Erez border crossing is set to stay closed through 3/25. Israeli forces also erect a number of flying checkpoints around Hebron and close the w. entrance to the city. IDF troops conduct late-night house searches and raids in Nablus and nr. Ramallah, Jenin, and Hebron, arresting 8 Palestinians, issuing arrest summons to 3, and confiscating some electronics. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Meanwhile, Palestinian men under the age of 50 continue to be barred from the sanctuary. Along Gaza’s n. border, Israeli forces conduct a limited incursion to level land. The Israeli authorities, meanwhile, return the engines of 59 previously confiscated fishing boats and release an injured Palestinian fisherman who has been detained for 4 mos. The Israeli National Council for Planning and Building approves a plan proposed by the settler organization Elad to build a 16,000 m2 archaeological center in the City of David National Park adjacent to the Old City. This approval reverses an earlier ruling restricting the size of the proposed center to 10,000 m2 . (MNA 3/23; HA 3/25, 3/26)

IDF troops on the Gaza border e. of Rafah fire warning shots at Palestinian farmers working nr. the border fence, causing no injuries. In the West Bank, the IDF conducts house searches and raids in Hebron, 2 villages each nr. Qalqilya and Jenin, and 1 village nr. Tulkarm, arresting 3 Palestinians, and issuing summons to another; patrols in and around Hebron and Jenin, in 2 villages nr. Tulkarm, and in 1 nr. Qalqilya, sparking clashes with stone-throwing Palestinians nr. Jenin and Qalqilya. In East Jerusalem, Israeli forces conduct house searches in Qalandia r.c., the Old City, Silwan, and Issawiyya, arresting 8 Palestinians and sparking clashes with stone-throwing Palestinian youths. They also arrest a Palestinian lawyer alleged to have passed sensitive information from prisoners to Hamas officials. A Palestinian teenager stabs an Orthodox Jewish man nr. the Old City. Israel’s Defense Ministry announces that it has signed a deal with the U.S. to buy 14 F-35 fighter jets, with the option of buying another 17 in the future. Each jet reportedly costs around $110 m. Israel’s cabinet approved the purchase on 12/1/2014. (AP, TOI 2/22)

Palestinian and Israeli peace teams hold a 2d very low-profile meeting in Amman. The sides downplay the meeting, calling them “exploratory sessions,” so as not to raise expectations of a negotiating breakthrough. An anonymous Palestinian official says that the Israelis did not offer anything today that would move the peace process forward. Judeh does not issue a formal statement, and Israel refuses to comment. (NYT, WT 1/10)

The IDF conducts morning patrols in Qalqilya, 2 villages nr. Jenin, and 1 nr. Tulkarm; afternoon patrols in 2 villages nr Jenin (firing tear gas at stonethrowing youths in 1 incident), and 1 nr. Qalqilya; late-night patrols in Tulkarm and nearby Bayt Lid and in 1 village nr. Qalqilya. The IDF also enters ‘Azzoun village nr. Qalqilya in the afternoon to summon for interrogation 3 Palestinians released in the 10/2011 Shalit prisoner swap; conducts late-night arrest raids, house searches in Hebron and nr. Nablus. On the day before the New Hampshire primaries, Republican presidential candidates Ron Paul and Rick Santorum both stress that the U.S. must maintain close ties with Israel. Paul, who opposes all foreign aid, says he is against continuing massive assistance to Israel, stating “I don’t believe that I should take money from anybody here and send money to them,” saying it sends the message “we own you.” Santorum stresses the threat from Iran, whereas Paul calls the danger of Iran achieving nuclear weapons “way overblown.” (WT 1/10)

The White House announces that Pres. Obama has tapped his dir. of the Office of Budget and Management, Jack Lew, as his new chief of staff, replacing outgoing chief of staff William Daley. American Jewish organizations praise the selection of Lew, an Orthodox Jew who is very involved in Jewish events in Washington, stating that since Dennis Ross’s departure as Obama’s chief adviser on the Middle East they had worried that there was no one “left to call in a White House that has hemorrhaged top Jews over the last year or so” that could directly weigh in with the pres. on issues of concern to Israel. In Gaza, the IDF continues the incursion into Bayt Hanun begun on 4/25, demolishing the home of the Hamas mbr. targeted on 4/25, leveling surrounding land before withdrawing in the early morning. The IDF also sends troops into Bayt Lahiya, to seize and take to Israel local Hamas leader Hasan Marouf, trading heavy gunfire with local Palestinians and firing on Marouf’s home, killing his 14-yr.-old daughter. In the West Bank, the IDF raids an orphanage for girls, a 2d sewing factory in Hebron owned by the ICA (see 4/11), reiterating its 2/26 decision to evict residents and seal the sites for 3 yrs. if they are not vacated and turned over to the IDF within 24 hrs. (the ICA ignores the orders); conducts late-night arrest raids, house searches nr. Bethlehem, Jenin, Qalqilya. In Jerusalem, Israeli police barricade gates into the Old City, forcibly bar Orthodox Palestinian worshipers fr. reaching the Church of the Holy Sepulcher and the St. Jacob Cathedral to perform Holy Saturday services to mark Orthodox Easter (cf. 4/22), beating and arresting several worshipers, while allowing Jewish worshipers to enter the Old City for Pesach celebrations. Egyptian intelligence chief Omar Sulayman secures a pledge by Hamas, Islamic Jihad to suspend rocket fire fr. Gaza unilaterally while he works to obtain a more formal bilateral cease-fire agmt. with Israel. In Jerusalem, an armed Palestinian enters the library of Mercaz Harav, Israel’s leading Zionist yeshiva and the ideological home of the far-right religious settler movement, and opens fire on students with an AK-47, killing 8 Israelis and wounding 9 before an IDF soldier and 2 undercover policemen enter the building and shoot him dead; Israeli security officials identify the attacker as a bus driver for the school and an East Jerusalem resident who apparently acted alone. Israeli police later raid Jabal Mukabir neighborhood, detaining 9 Palestinians for questioning. In Gaza, Islamic Jihad, Hamas mbrs. ambush an IDF patrol that enters Gaza through the Kissufim crossing, detonating a roadside bomb and firing on the vehicle, killing 1 IDF soldier, wounding at least 1. In response, the IDF shells an Islamic Jihad site nr. al-Qarara, killing 3 Islamic Jihad mbrs.; makes an air strike on an Islamic Jihad rocketlaunching site nr. Dayr al-Balah, killing 1 Islamic Jihad mbr. A 5th Islamic Jihad mbr. is killed when a rocket he is preparing to fire into Israel explodes prematurely. The IDF also bulldozes land inside the Gaza border fence e. of al-Qarara. The Israeli navy fires on Palestinian fishermen off the Rafah coast, heavily damaging 1 boat, causing no injuries.
