In the West Bank, a Palestinian man succumbs to wounds sustained from Israeli forces during a raid in Jenin on 2/29. Israeli forces shoot and kill a Palestinian child in Huwwara. Israeli forces also shoot and injure a Palestinian man during a raid in Balata refugee camp. Elsewhere, Israeli forces uproot around 400 olive tree saplings in Wadi Fukin. Israeli forces also punitively demolish a home in Kafr Dan. Meanwhile, Israeli forces demolish an agricultural structure in Shuqba. Israeli forces also assault 2 Palestinians during a raid near Tubas. Separately, Israeli forces shoot and kill a cow during a raid in al-Halawa in the Masafer Yatta area. Israeli forces also arrest 22 Palestinians during raids in and around Kober, Ramallah, al-Bireh, Hebron, Tulkarm, Qalqilya, and Jericho, including a woman who was exchanged for Israeli captives during the prisoner exchange deal in November 2023. In Gaza, Israeli forces bomb Jabalia refugee camp, Gaza City, Beit Lahiya, and Khan Yunis, killing at least 97 people. In Lebanon, Israeli forces bomb Hula, Jabal al-Batam, Majdal Zoun, and Kafra, killing 3 people, including a child, in Hula. Hezbollah attacks Kiryat Shmona, causing damage. More than 30,631 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,043 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 415 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,606 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 182 trucks carrying aid enter Gaza. PA president Mahmoud Abbas meets with Turkish president Recep Tayyip Erdogan in Ankara. Erdogan says during a news conference that “Netanyahu and his accomplices in murder will surely be held accountable for every drop spilled before the law and public conscience,” calling the Israeli actions in Gaza “blatant genocide.” PA prime minister Mohammed Shtayyeh meets with Dutch foreign minister Hanke Bruins Slot in Ramallah. Israeli prime minister Benjamin Netanyahu’s office issues a statement saying the number of worshippers allowed to enter the Haram al-Sharif compound during the first week of Ramadan will be similar to 2023. (AJ, HA, REU 3/5; NYT 3/6)

Foreign ministers of OIC countries convene in Jeddah for an extraordinary meeting on the situation in Gaza. The organization calls for an immediate and unconditional ceasefire. (WAFA, WAFA 3/5; WAFA 3/6)

U.S. secretary of defense Lloyd Austin and Secretary of State Antony Blinken meet with Israeli war cabinet member Benny Gantz in Washington D.C. Blinken and National Security Advisor Jake Sullivan meet with Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, discussing ceasefire negotiations. The U.S. Department of Treasury sanctions former Israeli official Tal Dilian for his involvement in selling spyware that is used on Americans. Dilian is the co-owner of Intellexa, which produces the Predator spyware. (AJ, HA 3/5)

AP and Canadian media report that Canada will resume UNRWA funding after seeing the interim report into the Israeli allegations that UNRWA staff took part in Operation Al-Aqsa Flood. Later, Prime Minister Justin Trudeau says Canada has not made a final decision. (AJ, AP, HA 3/6; AJ, HA, REU 3/7)

Presumptive Republican presidential candidate Donald Trump says when asked if he approves of Israel’s conduct in Gaza, “[y]ou have got to finish the problem.” A poll commissioned by the Center for Economic and Policy Research show that 52% of Americans think the U.S. should halt arms shipments to Israel, including 62% of Democrats. In the West Bank, Israeli forces shot and killed 1 Palestinian during a raid in ‘Ayn Bayt a-Ma’ refugee camp, 2 were arrested. Israeli forces also razed 5 dunums (1.25 acres) of farmland and sealed 3 water wells with concrete in Hijja. 39 Palestinians were arrested during late-night raids in Bethlehem, Tubas, Jenin, al-Bireh, Salfit, Tulkarm, and Hebron. PA president Mahmoud Abbas and Hamas political leader Ismail Haniyeh met with Turkish president Recep Tayyip Erdoğan in Ankara. The 2 Palestinian leaders met in preparation for the summit of Palestinian political parties in Cairo on 7/30 where reconciliation will be discussed. According to Al Jazeera, Abbas presented Haniyeh with a plan that would see all Palestinian parties operate under the PLO umbrella. (HA 7/25; AJ, HA, MEMO, QDS, QDS, QDS, REU 7/26)

Germany said it had pledged $40 million to UNRWA during a visit to Gaza by the German representative to Palestine. (WAFA 7/26)

In the Gaza Strip, IDF troops e. of Khan Yunis open fire on Palestinians as they approach the border fence, causing no injuries. Meanwhile, 100s of civil servants hired by the Hamas-run govt. protest the fact that they have not been paid since 6/2/2014. In the West Bank, the IDF conducts house searches and arrest raids in Bayt Umar nr. Hebron, sparking clashes with residents; 5 Palestinians are injured with rubber-coated metal bullets. The IDF also patrols nr. Hebron, Ramallah, and Jenin. Israeli settlers vandalize Palestinian property in Turmus ‘Ayya village nr. Ramallah. Before departing Ankara for Cairo, PA Pres. Abbas confirms that the Palestinian leadership would like to resubmit their draft res. to the UNSC after they refer the issue to the Arab Peace Initiative for approval. (JP, WAFA 1/14)

An official in the former Hamas-run govt. in Gaza says that some security personnel hired after 2007 will receive NIS 1,000 (around $250) on 1/15, their 1st payment since 6/2. Civil servants employed by the Hamas-run govt. were paid a partial salary of around NIS 4,800 (around $1,245) on 10/29. (AFP, MNA 1/13)

The U.S. State Dept. announces that any bill Congress passes regarding new sanctions on Iran will be vetoed by the pres. Meanwhile, Pres. Obama calls Israeli PM Netanyahu to brief him on the negotiations with Iran, ahead of the meeting between reps. of Iran and the P5+1 in Geneva set for 1/15. (JP 1/14)

After early morning consultations with senior cabinet mbrs., the IDF launches its major offensive on Gaza, Operation Cast Lead (OCL), at 11:25 A.M. local time (4:25 A.M. EST). Israeli DM Barak acknowledges (WP 12/28) that OCL has been planned for several months, stating that the aim is “to strike Hamas severely so as to change the situation from its base,” cautioning that “it won’t be short.”

Israeli actions: After an initial “shock and awe campaign” lasting 3 min. and 40 sec., with 64 warplanes hitting more than 50 targets across the Strip, the IDF conducts periodic air strikes throughout the day, recording a total of 170 sorties against 150 targets, killing at least 228 Palestinians, wounding more than 700 (140 seriously), marking the highest single-day death toll and Israel’s largest offensive in the territories since 1967. The midday timing of the initial onslaught, just as schools let out for lunch, increases the number of civilian casualties, including an estimated 25 women and children. Israeli Military Intelligence sends automated calls to 20,000 Palestinians across the Strip warning of further air strikes targeting anyone with weapons or guns.

Targets struck are primarily civil police stations, military training bases, Hamas-related command-and-control centers, suspected weapons depots, and sites believed to manufacture rockets. Target areas include Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the city center and al-Daraj, al-Shuja‘iyya, Tal al-Hawa, alTuffah, al-Zaytun neighborhoods), Jabaliya r.c., Khan Yunis, al-Mughraqa (s. of Gaza City), Rafah, Shati’ r.c., and al-Zahra’ (c. Gaza nr. Jabaliya).

Palestinian actions: Palestinians fire 59 rockets (including some that reach the farthest north to date), 19 mortars into Israel during the day, killing 1 Israeli civilian in Netivot, wounding 4. (The fatality may have occurred before the official launch of OCL.)

Humanitarian notes: Gaza’s hospitals report (BBC 12/27) overflowing wards and not enough surgeons or supplies to cope. Egypt temporarily opens the Rafah crossing to allow transportation of some wounded to Egyptian hospitals.

Of note: During the initial “shock and awe,” the IDF hits a police academy graduation ceremony in Gaza City, killing at least 60 new civil police recruits and the chief of Palestinian police Maj. Gen. Tawfiq Jabber. Other targets include Gaza City’s main jail (the Saraya, holding Hamas opponents, hitting only the gates), the PA Preventive Security headquarters in Gaza City, the PA security compound in Rafah (southern headquarters of the PASF, PA Internal Security Service, and PA civil police), PA naval police facilities in n. Gaza and Khan Yunis, Palestinian Telecommunication Company offices in n. Gaza, a Gaza City mosque identified by the IDF as “a base for terrorist activities,” Hamas’s al-Aqsa TV station, the agriculture control dept. in Khan Yunis, numerous police stations and training sites, at least 9 homes, several workshops (considered rocket-manufacturing sites), and Hamas’s Asda’ media center outside Khan Yunis. One IDF airstrike on a PA ministry building kills 8 Palestinian students at an adjacent UNRWA training center, wounding 19 others (8 seriously). Hamas and Palestinian human rights groups in Gaza estimate that the dead include around 165 civil police officers (including those at the graduation ceremony) and Hamas’s central district governor, Abu Ahmad Ashur. Some targets are hit with U.S.-supplied GBU-39 bunkerbusting munitions received as recently as 9/08 (see Quarterly Update in JPS 150 and the “Israeli Arsenal” document in this issue’s Special Focus section). In other Israeli-Palestinian violence, the IDF fires tear gas, percussion grenades, rubber-coated steel bullets to disperse Palestinians demonstrating against OCL in the East Jerusalem suburbs of Anata, Issawiyya, Shu‘fat r.c. An E. Jerusalem Palestinian, reportedly angry over events in Gaza, injures an Israeli border police officer in a deliberate hit and run in the city. Israel asks the PA to extradite 4 Palestinians serving sentences in PA jails for attacks inside Israel. PA says that since the men have been tried, convicted, and are serving time for the crimes under PA custody, the PA has no legal obligation to turn them over to Israel. (QY 5/16)

IDF tightens closure on West Bank, Gaza. Only Palestinians working in the Erez industrial zone may go to their jobs. Goods, produce may go through Qarni, Sufa crossing points. 50 Palestinian reporters will be allowed in to cover the run-up to the 5/29 Israeli elections. (QY 5/16 in FBIS 5/16; MEI 5/24) (see 5/13)

IDF declares Ramallah a closed military zone for Arafat's visit, meaning no Israeli traffic may enter the city. An identical closed military zone order for Nablus is lifted (see 5/15). (IDF Radio 5/16 in FBIS 5/17)

In Washington, France, Israel, Lebanon, Syria, the U.S. end a wk. of talks on the Israeli-Lebanese cease-fire monitoring group; agree on draft for monitoring procedures, send it to their respective capitals for approval. Israeli authorities release information on man involved in the 4/12 East Jerusalem hotel explosion. They say the man, Husayn Maqdad, is a Lebanese Hizballah operative who was plotting a plane hijacking; claim he spent time at the Iranian embassy in Beirut. Hizballah denies having contact with him.
