In the West Bank, an Israeli officer shoots and kills a stone-throwing Palestinian youth during clashes nr. the Qalandia checkpoint s. of Ramallah. There are no other serious injuries. In East Jerusalem, Israeli security forces raid the Jabal Mukabir homes of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18, sparking clashes. The Palestinian leadership has decided to postpone its submission of a UNSC res. calling for a timetable to end the Israeli occupation, originally planned for late 11/2014. The decision is reportedly caused by a combination of strong U.S. opposition, threats of sanctions, and bad timing, with the UNSC largely focused on the negotiations over Iran’s disputed nuclear program. In Vienna, reps. of Iran and the P5+1 agree on another extension to the Joint Plan of Action (signed on 11/24/2013). The talks, which began on 1/20/2014, will be extended 7 mos.; however, the negotiators plan to complete a political accord by the end of 3/2015, leaving final technical details for annexes to be agreed on by 7/1/2015. In the Gaza Strip, Israel Defense Forces (IDF) troops stationed nr. the border open fire on an unarmed 10-year-old Palestinian boy, critically injuring him. Later, the IDF arrests 3 Palestinians who cross the border fence into Israel nr. the Kerem Shalom crossing. In the West Bank, Palestinians gather nr. ‘Askar refugee camp (r.c.) to throw stones at Israeli military vehicles, sparking clashes with the IDF that leave 1 Palestinian injured. IDF troops deliver demolition orders to 5 Palestinian families n. of Qalqilya and temporarily seal all entrances to ‘Azun village e. of Qalqilya; patrol nr. Bethlehem and Hebron. Late in the evening, the IDF conducts arrest raids and house searches in Bil‘in, detaining mayor Basil Mansur, sparking clashes with stone-throwing local residents; conducts arrest raids nr. In West Jerusalem, a Palestinian stabs a Jewish Israeli with a screwdriver, injuring him; Israeli police set up roadblocks around the area in effort to capture the assailant, but he escapes. Late at night, a Palestinian bus driver is found hanged in his bus in West Jerusalem. Israeli authorities allege suicide, but the man’s family believes that Israeli settlers killed him in retaliation for the earlier stabbing. U.S. Secy. of State John Kerry calls Palestinian Authority (PA) Pres. Israeli justice minister Tzipi Livni postpones until 11/23 a debate in her comm. over a new “nation-state” bill, which would enshrine Israel’s status as the national homeland of the Jewish people in the Basic Laws. Hebron during a raid. The IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in Hebron at night; patrols in 3 villages nr. Hebron at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries except in Kafr Qaddum with 2 injured by tear gas canisters. Meanwhile, Jewish settlers vandalize property in a village nr. Nablus, leaving “price-tag” graffiti. In East Jerusalem, Israeli forces violently disperse Palestinian worshippers at Haram al-Sharif, using tear gas, rubber-coated metal bullets, and stun grenades, injuring around 40. As he departs Israel, U.S. Secy. of State Kerry says that Israel and the Palestinians are closer than they have been in years to achieving a peace deal. Speaking to reporters at Ben Gurion Airport, Kerry issues an upbeat assessment following 2 days of meetings with Netanyahu (who he met on 3 separate occasions) and Abbas (who he met once). Kerry says that 160 experts were involved in preparing a security plan presented by Gen. John Allen during the trip to both Netanyahu and Abbas (the details of which are not revealed). Separately, Israeli FM Lieberman tells the annual Saban Forum at the Brookings Institution in Washington that a deal is unlikely but talks are positive if only for the sake of conflict management. An explosion targets IDF troops patrolling the border fence between the Israeli-occupied Golan Heights and Syria, causing no injuries or damage. Army investigations conclude that the blast was from a bomb remotely-detonated as troops passed by. (YA 12/6; AFP 12/7)

The Organisation for the Prohibition of Chemical Weapons announces in a statement that it has verified the destruction of Syria’s unfilled munitions, as well as the destruction of parts of buildings at weapons production facilities. (AP 12/6)

The UNGA approves Jordan’s 2-year term on the UNSC, taking the place that Saudi Arabia rejected on 10/18 as a protest over the UN’s response to the civil war in Syria. Jordan will assume its role on 1/1, having secured 178 votes from the body’s 193 mbrs. (AFP 12/6)

Israeli DM Moshe Ya’alon declares that U.S. Secy. of State John Kerry’s effort to restart peace talks has failed and that the Arab League proposal is just spin. Ya’alon’s remarks are made in an address to the Washington Institute for Near East Policy in Washington, ahead of a meeting with U.S. Defense Secy. Chuck Hagel. His remarks are criticized by Israel’s Science and Technology Minister Jacob Perry as not conducive to resuming negotiations. (HA, JTA 6/14)

Norway’s Dep. DM confirms that UN Secy.-Gen. Ban Ki-moon has asked Sweden, Norway, Finland, and Denmark to contribute soldiers to the UNDOF in the Golan Heights, following Austria’s withdrawal. Meanwhile, U.S. Amb. to the UN Susan Rice says that the Obama administration has determined that sarin gas was used on 3/19 in an attack by the Syrian army in Aleppo and that unidentified chemical weapons were also used on 5/14 and 5/23. Separately, Hizballah leader Hasan Nasrallah declares in a televised speech that his group will continue to fight alongside Syrian pres. Israeli media reports that PM Benjamin Netanyahu may adopt a package of ‘‘goodwill gestures’’ ahead of U.S. Pres. Obama’s upcoming visit, including transferring responsibility for 2 West Bank roads to the PA, releasing Fatah prisoners, and approving building plans for Palestinian villages in Area C currently considered illegal. Hamas reports that PA security forces arrested 66 of the movement’s supporters in the West Bank during 2/2013, and summoned another 38 for interrogation. Hagel assures Barak that there would be no interruption of funding for Israeli defense systems like Iron Dome, Arrow and David’s Sling, even as the looming sequester looks set to cost Israel around $155 million in defense assistance. The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM.
