Later, Israeli soldiers violently disperse Palestinians protesting the occupation and distributing Christmas gifts in Bethlehem. IDF troops also arrest 1 Palestinian youth n. of Hebron and fire tear gas canisters at Palestinian students in c. Hebron, then close down a nearby checkpoint when the students throw stones. Meanwhile, the IDF conducts house searches and arrest raids in a village nr. Ramallah; patrols nr. Hebron. In East Jerusalem, dozens of rightwing Jewish activists enter Haram al-Sharif and tour the area. Revoking its 2011 approval of the Delek Group-Noble Energy alignment, the Israeli Antitrust Authority recommends that the 2 U.S. and Israeli energy companies either sell off their shared stake in offshore natural gas fields or end their cooperation agreement. (TOI 12/23; JP, JTA 1/4)

In the Gaza Strip, armed Palestinian groups and the IDF maintain the 5-day cease-fire on its final day. Palestinians in Gaza continue emergency relief efforts and, as more bodies are found in the rubble and more people succumb to their injuries, the Palestinian death toll since the beginning of OPE rises above 2,000. Overnight in the West Bank, IDF troops enter Hebron overnight and destroy the homes of the 3 Palestinians they hold responsible for the kidnapping and killing of 3 teenage Israeli settlers in 6/2014, demolishing 2 and sealing 1 with concrete. During the demolitions, local residents clash with Israeli soldiers, and several Palestinians are injured with rubber-coated metal bullets. The IDF also conducts house searches and raids in 2 villages s. of Jenin, Jenin refugee camp (r.c.), Hebron, and Ramallah, arresting or detaining 9 Palestinians. Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct 6 hours of talks in Cairo during the day, with the goal of extending the 5-day cease-fire that is set to expire at midnight. They also work on the outline of an agreement, based on the 8/15 Egyptian proposal, that reportedly includes the opening of some crossings between Israel and Gaza, the importation of construction materials with international supervision, and the extension of the permitted fishing area to 12 naut. mi., with larger points of disagreement being deferred to future negotiations. The Israeli negotiators leave Cairo to brief PM Netanyahu and senior defense officials in the evening. PA Pres. Abbas travels to Doha, Qatar, for talks with Hamas leader Mishal and Qatari emir Shaykh Tamim Bin Hamad al-Thani. The Norwegian Foreign Ministry announces that it plans to cohost a conference with Egypt in Cairo for reps. of donor countries to attend so they can coordinate the reconstruction of Gaza. The conference will be held on 10/12. (HA, REU 8/18)

Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing damage but no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron at night; patrols in 1 village nr. Jenin in the afternoon, and in al-Fawar r.c. and 2 villages nr. Hebron, and 1 village each nr. Bethlehem and Ramallah at night. Jewish settlers uproot 51 olive tree saplings nr. Ramallah. In East Jerusalem, IDF troops clash with residents in Issawiya after erecting a temporary checkpoint, injuring 6 with rubber-coated metal bullets. Israeli newspaper Haaretz reports that Martin Indyk will resign from his position as U.S. special envoy for Israeli-Palestinian negotiations in light of the breakdown in negotiations, citing unnamed Israeli officials. Indyk reportedly blames Israel primarily for the failure, specifically highlighting the consequences of settlement construction. (HA, JTA, ToI 5/5)

PA Pres. Abbas holds talks with Hamas leader Khalid Mish‘al in Doha, and later meets with Qatari emir Shaykh Tamim Bin-Hamad al-Thani. Hamas releases a statement describing the meeting as “positive.” The Palestinian leaders’ discussions focus on the formation of a Palestinian unity govt., which is expected to be formed within 2 weeks. Meanwhile, the Gaza-based Interior Ministry announces that it has freed 6 prisoners from Fatah. (Fatah says that 40 of its mbrs. are still in prison. Hamas puts the number at under 20). Hamas authorities also announce that al-Quds newspaper will be distributed once again in the West Bank starting 5/7. Hamas PM Ismail Haniyeh’s adviser Issa Nashar urges Pres. Israeli media reports that PM Benjamin Netanyahu may adopt a package of ‘‘goodwill gestures’’ ahead of U.S. Pres. Obama’s upcoming visit, including transferring responsibility for 2 West Bank roads to the PA, releasing Fatah prisoners, and approving building plans for Palestinian villages in Area C currently considered illegal. Netanyahu’s office denies the reports and says that any practical steps would only be taken if the Palestinian leadership returns to talks without conditions. (MNA, ToI 3/5)

In the West Bank, Jewish settlers uproot around 100 olive trees in Nahalin village nr. Bethlehem. The IDF conducts house searches and arrest raids in 1 village nr. Israeli security service Shin Bet publishes statistics indicating a 70% increase in violent attacks by Palestinians in the occupied territories during 2/2013 (138 incidents) compared to 1/2013 (83 incidents), most of which were the throwing of Molotov cocktails. (HA 3/5; XIN 8/6)

Hamas reports that PA security forces arrested 66 of the movement’s supporters in the West Bank during 2/2013, and summoned another 38 for interrogation. A senior Hamas official in the Gaza Strip says that PA Pres. Mahmud Abbas had ‘‘sold the reconciliation in return for an American smile.’’ (JP 3/5)

A week after assuming office, U.S. Defense Secy. Chuck Hagel hosts Israeli DM Ehud Barak at the Pentagon for talks on Iran and Syria, among other topics. Hagel assures Barak that there would be no interruption of funding for Israeli defense systems like Iron Dome, Arrow and David’s Sling, even as the looming sequester looks set to cost Israel around $155 million in defense assistance. Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. PA legislative elections are held. Hamas’s Change and Reform party wins a surprise majority, taking 74 seats. Fatah wins 45 seats, PFLP’s Martyr Abu Ali Mustafa wins 3, Independent Palestine wins 2, Third Way wins 2, Alternative wins 2; and independent candidates allied with Hamas win 4 seats. Hamas says it will meet with Abbas, as head of Fatah, and the smaller parties in several days to discuss formation of a unity government. Citing retaliation for the death of an Israeli woman on 7/14, the IDF launches overnight missile strikes on 4 sites in Gaza: a Hamas cultural center in n. Gaza, 2 sites Palestinians have used to launch rockets in s. Gaza, and a metal workshop (alleged weapons factory) in central Gaza; at least 2 Palestinians are injured. Later in the day, an IDF drone fires a missile at a car driving in Gaza City, assassinating 4 Hamas mbrs. Sharon authorizes the widening of the IDF’s campaign to include Hamas. Later 4 rockets fired fr. n. Gaza hit the Israeli town of Netiv Haasara, killing 1 Israeli woman, wounding 1; Hamas, the AMB each claim responsibility (the AMB for the fatal strike, which it says was in retaliation for the 7/10 assassination attempt); as many as 21 mortars and rockets are fired during the day, also damaging an IDF post. Abbas meets with his Gaza security cmdrs. and advisers, orders PA security forces to deploy along the Gaza borders within 2 days to prevent rocket fire into Israel. (A PA security official speaking on condition of anonymity expresses concern that the security force may not have enough manpower to take adequate action.) Abbas also meets with Islamic Jihad leaders, who agree to continue discussions on a cease-fire. Sharon convenes his security cabinet to discuss possible military action in Gaza, approves plans for a “large-scale invasion” of northern Gaza if Abbas does not bring Palestinian violence under control quickly. In light of Abbas’s efforts, the security cabinet unanimously agrees to allow Israel to resume security contacts with the PA. Bethlehem, begins bulldozing land for a new road; fires on residential areas of Jenin town and r.c.; conducts arrest raids, house searches nr. Hebron and Ramallah, and in Bayt Hanun, Bayt Jala, Bayt Lahiya, Jericho, Tulkarm r.c. and town. The PRCs fire 2 Nasir 3 rockets fr. n. Gaza toward Sederot, 1 lands inside Gaza, the other inside Israel; neither causes damage or injuries. Hamas fires 3 mortars at Nisanit, 1 mortar at Aley Sinai, causing no damage or injuries. After holding emergency sessions with the PA national security council and cabinet, Abbas orders the PA security forces to make “maximum efforts” to stop Palestinian attacks on Israelis, to investigate the 1/13 Qarni attack. PA Negotiation Affairs M Saeb Erakat says that security forces in Gaza would “create security zones and road blocks” to prevent rocket and mortar fire. Sharon orders the IDF to intensify operations against Palestinian militants and to act “without restrictions, I emphasize, without restrictions” to halt “terrorism,” stating that Abbas is “not lifting a finger” to stop attacks on Israelis. Just before the PC meets in Ramallah, the IDF assassinates PFLP leader Nidal Salama, firing rockets at his car as he drives through Khan Yunis, also killing 1 Palestinian bystander; surrounds the home of, fatally shoots Bethlehem AMB cmdr. Mahmud Salah in an apparent assassination, also killing AMB mbr. Adnan Juayrish, who was with him; demolishes the home of Salah’s 2 brothers. Just 2 hrs. after Abbas’s new government is confirmed, a suicide bomber detonates a device outside a Tel Aviv nightclub, next to the U.S. emb., killing 2 Israelis, 1 French woman, wounding 34 (including at least 1 American); a 2d bomber escapes when his bomb fails to detonate; AMB, Hamas say they jointly planned the operation; both bombers are British Muslims (1 of Kashmiri, 1 of Pakistani descent) who apparently entered Israel fr. Gaza on British passports. The PC approves (69–12, with 3 abstentions) Abbas’s new government, presented after wks. of debate within Fatah. In his inaugural speech Abbas states that there is no military solution to the conflict with Israel, rejects “terrorism,” pledges to crack down on militant groups and confiscate illegal weapons, demands an independent Palestinian state within 1967 borders, with Jerusalem as its capital, and without Jewish settlements.
