After some Palestinian residents confront the settlers, IDF troops enter the village, sparking clashes with stone-throwing residents; 8 Palestinians are injured. Separately, IDF troops arrest a Palestinian at Qalandia checkpoint when she is found with a knife on her person; arrest 6 Palestinians during further raids near Bethlehem, Hebron, and Qalqilya; and patrol near Hebron, Tulkarm, and Salfit. In East Jerusalem, Israeli forces demolish a Palestinian mobile home in Qalandia refugee camp near Jerusalem. The Palestinian owner was living in the mobile home since Israeli forces demolished his previous home on 6/20. Israeli forces raze a plot of Palestinian land and confiscate a vehicle, demolish 2 car washes, a food shop, several storage buildings and offices in Silwan and Jabal Mukabir; and arrest 5 Palestinians during late-night raids in Issawiyya. Meanwhile, hundreds of Palestinians gather along Gaza’s northern coast to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the protests; 10 Palestinians are injured. Education Minister Naftali Bennett and Justice Minister Ayelet Shaked, both of the Jewish Home Party, announce that they intend to remain in Prime Minister Netanyahu’s ruling coalition and that they are dropping their demand for Bennett to take over the Defense Ministry. “There’s no apocalypse on the way. There are enemies, but not an enemy that worries me,” Bennett says. (HA, JP, YA 11/19)

Haaretz reports that Israel’s Population and Immigration Authority last week increased by 1,500 the number of permits awarded to West Bank Palestinians hoping to work as dishwashers and cleaners in Israeli restaurants, bars, and cafes. The increase is reportedly designed to ease the strain on restaurant owners who are struggling to find enough low-cost labor. Before this increase, approximately 30,000 West Bank Palestinians were permitted to come into Israel to work such jobs. (HA 11/19)

UNRWA commissioner general Pierre Krähenbühl tells reporters that the agency’s budget shortfall, which was created by U.S. president Trump’s decision to slash U.S. aid to UNRWA earlier this year, has been cut to $21 million, following another round of pledges from the EU and several Gulf countries. The deficit was reportedly $64 million as recently as last week. “This is a very encouraging result at the end of a lot of work,” Krähenbühl says. (AFP, TOI 11/19)

Airbnb, a U.S.-based home-share company with listings all over the world, announces that it is removing all 200-some of its listings in Israel’s West Bank settlements. “We concluded that we should remove listings in Israeli settlements in the occupied West Bank that are at the core of the dispute between Israelis and Palestinians,” a statement from the company reads. In response, Israel’s Tourism Minister Yariv Levin instructs his deputies to restrict the company’s operations across Israel. Strategic Affairs Minister Gilad Erdan calls on the settler-hosts who used Airbnb to sue the company using Israel’s anti-boycott law. “National conflicts exist throughout the world,” he argues. “Airbnb will need to explain why they chose a racist political stance against some Israeli citizens.” (EI, HA, JP, YA, YA 11/19; AJ, BBC, CNN 11/20)

Marking the second major BDS victory of the day, the Canadian Federation of Students, Canada’s largest and oldest students’ association, endorses the BDS movement and condemns the “ongoing occupation of Palestine.” Marking the third, the Quakers in Britain Church, a group 17,000 strong, announces that it is divesting from companies that profit from the Israeli occupation. “This includes companies—whichever country they are based in—involved for example in the illegal exploitation of natural resources in occupied Palestine, and the construction and servicing of the separation barrier and Israeli settlements,” a senior church official explains. Following the deadly shooting near Nablus on 1/9, the IDF shuts down the Huwwara checkpoint, slowing traffic in the Nablus area. IDF troops clash with Palestinian youths in Madama village near Nablus; 5 journalists are blocked from covering the conflict. Israeli settlers raze a swath of Palestinian farmland outside the Yitzhar settlement near Nablus. Elsewhere, IDF troops arrest 18 Palestinians during late-night raids in and around Hebron, Nablus, Ramallah, and Jenin; and patrol near Hebron throughout the day. Around 500 Israeli settlers enter 2 villages near Qalqilya, sparking minor confrontations with the Palestinian residents; there are no serious injuries. In East Jerusalem, Israeli forces arrest 8 Palestinians during late-night raids in al-Tur, Jabal Mukabir, Issawiyya, and the Old City. The Higher Planning Commission of Israel’s Civil Administration advances plans for the construction of 1,122 new homes in 20 West Bank settlements, including 204 in Oranit and more than 50 in the Jordan Valley. Sinai Province of the Islamic State (SPIS) fighters fire 2 rockets from the north Sinai Peninsula into Israel, where they land in open areas, causing no damage or injuries. Sources on the ground in Sinai report seeing Israeli fighter jets launch air strikes on a number of targets in response to the rockets. The attacks come after a day of heavy violence in Sinai and weeks of tension between Hamas and local Islamist groups in Gaza. Hours before the attack, SPIS fighters assaulted Egyptian soldiers at a vacant church in al-Arish with rocket-propelled grenades and car bombs, and also rob a bank nearby, sparking a firefight with Egyptian security personnel (at least 3 civilians and 4 soldiers are killed and at least 20 people are injured). The Egyptian army then launches a counterassault on insurgent hideouts near Rafah, al-Arish, and Shaykh Zuwayd, killing at least 24 fighters affiliated with SPIS and other armed groups. In the West Bank, Israeli settlers assault 2 Palestinian children on their way to school in Hebron. They also throw stones and bottles at a mosque in al-Tuwani village near Hebron, causing minor damage and sparking clashes between their IDF escort and residents of the area (there are no serious injuries). Settlers steal olives harvested from more than 65 trees in orchards near Nablus and Ramallah (IDF troops arrest a number of them later in the day). Other settlers attempt to assault Palestinians picking olives outside the Eli settlement near Hebron, but the Palestinians drive them off. IDF troops conduct a raid in Dahaysha refugee camp near Bethlehem, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 1 Palestinian is injured. They arrest 13 Palestinians during latenight raids near Jenin and Ramallah, and in Bethlehem and Qalqilya, and patrol near Jenin. In East Jerusalem, Israeli forces violently disperse a Palestinian family gathering in Issawiyya to welcome a relative home from prison, moderately injuring 3 of them. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Bayt Lahiya, causing no damage or injuries. They arrest 4 fishermen and confiscate 2 boats. At the weekly Israeli cabinet meeting, PM Netanyahu says U.S. pres. Trump’s 10/13 decision not to certify the 7/14/2015 Iran nuclear deal presents an opportunity to “fix” the deal. “I believe that any responsible government, and whoever seeks to promote peace and security in the world, needs to take advantage of the opportunity that Pres. Trump’s decision has created to improve the agreement or abrogate it and, of course, stop Iran’s aggression,” he says. Hundreds of Palestinians march through al-Suwana, East Jerusalem, to mourn Ali Abu Gharbiyeh, the Palestinian whose body washed ashore at Lake Tiberias on 6/30. Israeli forces fire stun grenades at protesters “shouting slogans” and “acting disorderly,” according to an Israeli police spokesperson. At least 35 Palestinians are lightly injured in the ensuing clashes. It is still unclear how Abu Gharbiyeh died. In the West Bank, IDF troops conduct a raid in al-Mughayyir village nr. Ramallah, sparking clashes with stone-throwing youths; 1 Palestinian is injured. They also arrest 9 Palestinians during raids in and around Qalqilya, Hebron, and Nablus; and patrol nr. Hebron. Along Gaza’s border, IDF troops violently disperse Palestinian protesters gathering nr. Jabaliya r.c. and Khan Yunis; there are no serious injuries. Israeli PM Netanyahu announces a temporary suspension of his ban on Israeli MKs and ministers visiting Haram al-Sharif, following a petition from MK Yehuda Glick, leader of the messianic Temple Mount movement and ultranationalist mbr. of Likud. IDF troops arrest 18 Palestinians and issue an arrest summons to a 19th during late-night raids in and around Nablus, Salfit, Hebron, and Bethlehem. Meanwhile, Israeli forces confiscate a number of water pipes from Khirbat alHadidiya village in the Jordan Valley. In a meeting with French PM Valls in Ramallah, PA PM Rami Hamdallah rejects Israeli PM Netanyahu’s 5/23 call for direct Israeli-Palestinian negotiations. Elsewhere, a U.S. official says that the Obama admin. is skeptical of Netanyahu’s push for bilateral talks, saying “we of course support meaningful negotiations, [but] we do not believe in negotiations just for the sake of negotiations.” (AFP, HA, JP, JTA, MNA, TOI 5/24)

Uncoordinated stabbing and alleged stabbing attacks continue in the West Bank and Jerusalem, resulting in the deaths of 3 Palestinians. Two Palestinians open fire on an Israeli bus in Ramot, causing no damage. Israeli police then chase the shooters into the Old City, where they shoot and kill the 2 men after they allegedly attempt to ram their car into a Jewish Israeli pedestrian, causing no serious injuries. A 3d Palestinian is critically injured in the crossfire. The IDF maintains, for a 2d day, the closure of 1 village each nr. Qalqilya and Salfit. On the outskirts of the village nr. Salfit, Israeli soldiers open fire on 2 Palestinian youths as they approach an IDF checkpoint, killing 1 and critically injuring the other. An Israeli settler stabs and injures a Palestinian nr. Nablus. Late at night, Israeli settlers spray price-tag graffiti on the walls of a Palestinian home in a village nr. Bethlehem. In response to the string of attacks on 3/8 and after conferring with senior security officials, Israeli PM Netanyahu announces that Israel will complete the construction of the separation wall in the s. Hebron Hills. He also states that his govt. proposes new legislation to deter and punish Palestinians who enter Israel illegally, close Palestinian media outlets responsible for alleged incitement, and deny work permits to the families of Palestinians who commit serious crimes against Israelis. Israeli police immediately arrest 10s of Palestinians in raids across Israel, targeting those who entered the country without proper permits. (HA, JP, TOI 3/9)

The Israeli authorities inform 5 Palestinian food companies that their goods will no longer be permitted to pass through the Beitunia crossing for sale in Jerusalem. Israel last barred West Bank food products from entering East Jerusalem for a brief period in 2010. (TOI 3/13)

In Cairo, French FM Jean-Marc Ayrault says that France will not recognize the State of Palestine if the planned French peace initiative fails, effectively retracting his predecessor’s 1/29 pledge. “There is never anything automatic,” he says, adding that “France will present its initiative to its partners. In East Jerusalem, Israeli forces shoot and kill a Palestinian in the Old City after she allegedly draws a knife with the intent to stab 1 of them. Israeli police shoot and kill a 2d Palestinian nr. the Old City after he opens fire on them with an automatic weapon, injuring 2 (1 seriously). Israeli forces then raid the alleged attacker’s home in Issawiyya, issue arrest summons to his father and uncle, take measurements in preparation for possible punitive demolition, and spark minor clashes with stone-throwing youths. In Israel, Israeli police shoot and kill a 3d Palestinian nr. Petah Tikva after he allegedly stabs and moderately injures an Israeli; shoot and kill a 4th Palestinian in Jaffa after he stabs several people, killing 1 U.S. citizen and injuring at least 10 Israelis (5 seriously). Later, a video of the incident in Jaffa circulates on social media, apparently showing an Israeli police officer shooting the Palestinian attacker execution-style. After the attacks in Petah Tikva and Jaffa, the IDF seals the Qalqilya and Salfit-area villages of the alleged attackers, blocking residents from entering or exiting. UN Secy.-Gen. Ban publishes a summary of a report compiled by an official UN board of inquiry on OPE. PA PM Hamdallah confirms PA Pres. As he departs Israel, U.S. Secy. of State Kerry says that Israel and the Palestinians are closer than they have been in years to achieving a peace deal. Speaking to reporters at Ben Gurion Airport, Kerry issues an upbeat assessment following 2 days of meetings with Netanyahu (who he met on 3 separate occasions) and Abbas (who he met once). Kerry says that 160 experts were involved in preparing a security plan presented by Gen. John Allen during the trip to both Netanyahu and Abbas (the details of which are not revealed). Separately, Israeli FM Lieberman tells the annual Saban Forum at the Brookings Institution in Washington that a deal is unlikely but talks are positive if only for the sake of conflict management. Israel’s High Court of Justice gives the state an extended deadline for the demolition of unauthorized settler outpost Amona in the c. West Bank, delaying removal until the end of 4/2013. In an op-ed in the New York Times, former lead Israeli peace negotiator Gilead Sher, former Israeli Security Agency head Ami Ayalon, and Israeli entrepreneur Orni Petruschka (organizers of a new group called Blue White Future) argue that since serious Israeli-Palestinian peace talks are unlikely to resume soon, Israel should adopt a “radically new unilateral approach” (which they term “constructive unilateralism”): openly “strive . . . to establish facts on the ground” that would impose a 2-state solution based on 1967 borders with Israel’s desired land swaps “regardless of whether Palestinians leaders have agreed.” The proposed borders would be based on Israel’s separation wall. At the same time, Israel would cease settlement expansion in areas that it does not intend to keep and prepare a plan to relocate settlers (they estimate 100,000) from settlements that would fall under permanent Palestinian control. Relocation would not take place, and the IDF would remain deployed in the West Bank, until the Palestinians signed a formal final-status agreement recognizing Israel’s fait accomplis. They argue that the plan meshes well with the Palestinians’ own constructive unilateralism of late (i.e., Abbas’s mission to gain UN recognition of Palestinian statehood), since it would be easier for Israel to negotiate with the Palestinians state to state. Netanyahu’s special ministerial panel examining the future of 3 unauthorized West Bank settlement outposts legalizes the outposts of Bruchin (pop. 350) and Rachelim (pop. 240) in the north, and Sansanna (pop. 240) in the south, stating that “these communities were founded in the 1990s based on the decisions of a past government.” The panel also calls on the Israeli High Court to put off the 5/1/12 deadline to evacuate 30 homes in Ulpana outpost (constructed on private Palestinian land), which the government describes as a “neighborhood of Beit El” settlement. UN. Secy.-Gen. Palestinian and Israeli peace teams hold a 2d very low-profile meeting in Amman. The sides downplay the meeting, calling them “exploratory sessions,” so as not to raise expectations of a negotiating breakthrough. An anonymous Palestinian official says that the Israelis did not offer anything today that would move the peace process forward. On the day before the New Hampshire primaries, Republican presidential candidates Ron Paul and Rick Santorum both stress that the U.S. must maintain close ties with Israel. Paul, who opposes all foreign aid, says he is against continuing massive assistance to Israel, stating “I don’t believe that I should take money from anybody here and send money to them,” saying it sends the message “we own you.” Santorum stresses the threat from Iran, whereas Paul calls the danger of Iran achieving nuclear weapons “way overblown.” (WT 1/10)

The White House announces that Pres. Obama has tapped his dir. of the Office of Budget and Management, Jack Lew, as his new chief of staff, replacing outgoing chief of staff William Daley.
