In the West Bank, Israeli settlers shot and injured a Palestinian during a raid in Surif. Israeli forces shoot and kill a Palestinian child and injure 7 others during a raid in Bayt Rima. Israeli forces also shoot and injure 2 Palestinians with live ammunition during a raid in Balata refugee camp. Elsewhere, Israeli forces shoot and injure a 12-year-old boy during a raid in Ya’bad. Israeli forces also shoot and injure a Palestinian at a checkpoint near Nablus. In Gaza, Israeli forces bomb Khan Yunis, Jabalia refugee camp, Dayr al-Balah, Nuseirat refugee camp, and al-Bureij refugee camp, killing at least 162 people and attacking the Palestinian Red Crescent Society’s headquarters in Khan Yunis for the fourth day in a row. Israeli forces also withdraw from the Gaza City neighborhoods of Daraj and Tuffah after spending 10 days demolishing homes and cemeteries. Israel says it attacked more than 100 targets in Gaza overnight. Rockets fired from Gaza cause damage in Sderot. In Lebanon, 8 rockets are fired at Kiryat Shimona, no damage was reported. More than 22,600 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 57,910 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 319 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 81 children. More than 3,949 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7, including Israeli soldiers. In addition, 173 Israeli soldiers have been killed and 1,020 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 80 trucks carrying aid enter Gaza via the Rafah and Karim Abu Salem (Kerem Shalom) crossings. France and Jordan jointly airdrop aid to Gaza from 2 C-130 transport planes. UNRWA appeals for more basic supplies, saying it does not have diapers for babies being sheltered in its facilities. Hamas political leader Ismail Haniyeh issues a video message to U.S. secretary of state Antony Blinken, saying he hopes the U.S. has learned lessons from its mistakes in the past 3 months and will working toward ending the occupation. Blinken arrives in Turkey, the first stop on his Middle East visit where according to the State Department he will work toward the protection of civilians in Israel, Gaza, and the West Bank, freeing more captives, getting more aid into Gaza, ensuring Palestinians in Gaza are not forcibly displaced, deter Houthi attacks in the Red Sea, reduce tensions at the Blue Line, and takes steps toward creating a Palestinian state. PA foreign minister Riyad al-Maliki speaks with UK foreign secretary David Cameron. According to a PA statement, Cameron condemns comments made by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir in favor of the displacement of Palestinians in Gaza. Hezbollah secretary-general Hassan Nasrallah gives a speech warning that if Hezbollah does not respond to the assassination of Hamas deputy political leader Saleh al-Arouri in Beirut then all of Lebanon will be exposed to Israeli attacks. The Israeli Broadcasting Corporation reports that the PA is working with South Africa on the genocide case against Israel at the ICJ in which hearings will begin next week. (AJ 1/5)

Rwanda, Chad, and the Democratic Republic of Congo deny reports by the Israeli publication Zman Yisrael that they have discussed receiving Palestinians from Gaza. (AJ 1/5; AJ 1/6)

Family members of 6 Israelis held captive in Gaza meet with Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani in Doha, discussing the lack of progress in negotiating their release. According to Axios, Al Thani tells the families that Israel’s assassination of Saleh al-Arouri has made the negotiations harder. Al Thani also speaks with Lebanese caretaker prime minister Najib Mikati, discussing Israel’s effort to drag Lebanon into war with Israel. (AJ 1/5; AX 1/6)

In the West Bank, Israeli forces seized a concrete mixer near Qarawat Bani Hassan. 17 Palestinians were arrested during late-night raids in Ya’bad, Nablus, Bethlehem, Aida refugee camp, Dura, and Bayt Rima; 4 Palestinians were injured by Israeli forces using live ammunition during the raid in Ya’bad. Human Rights Watch released a report saying that Israel has killed at least 34 Palestinian children in 2023. The report criticized Israel for the killings and the international community for not holding Israel accountable, including by adding Israel to the UN list of countries that have committed grave violations against children during armed conflict. Libyan prime minister Abdul Hamid Dbeibeh visited the Palestinian embassy, promising that Libya would not normalize relations with Israel after he suspended foreign minister Najla Mangoush in the aftermath of Israeli foreign minister Eli Cohen saying that the 2 had held a meeting in Rome. Israeli finance minister Bezalel Smtorich said Israel would not agree to any gestures toward Palestinians as part of a normalization deal with Saudi Arabia. Smotrich also attacked the U.S. for its criticism of National Security Minister Itamar Ben-Gvir’s pro-apartheid comments on 8/23, calling the U.S. hypocritical for preaching human rights to Israel considering “how they operated in Afghanistan and Iraq.” (HA, MEE 8/28)

Israel’s Channel 13 reported that a delegation of Palestinian officials will travel to Saudi Arabia to discuss concessions Israel will have to make to Palestinians in order to convince Saudi Arabia to normalize relations with Israel. (TOI 8/28)

In the West Bank, PA forces violently dispersed Palestinians demonstrating against the detention of political prisoners held by the PA in Nablus, leading to tear-gas related injuries. Israeli settlers assaulted Palestinians in Hebron, injuring 2, including 1 minor. Israeli settlers also threw stones at farmers in Lasifer. Elsewhere, Israeli settlers vandalized 14 olive trees in Yasuf. Israeli forces demolished 4 structures in ‘Anata and issued a demolition notice for another in Ein ad-Duyuk at-Tahta, demolished 1 commercial structure in al-‘Awja, demolished 1 house in Kafr ad-Dik, and issued demolition notices for 2 structures in Maeen in the Masafer Yatta area. 15 Palestinians were arrested during late-night raids in Tuqu’, Beit Umar, Bayt Rima, Ya‘bad, and Nablus. In Gaza, Israeli forces made incursions to level land east of Khuza‘a. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. The OIC’s Executive Committee held an extraordinary meeting to discuss Israeli national security minister Itamar Ben-Gvir’s tour of the Haram al-Sharif compound on 1/3 and issued a statement condemning Ben-Gvir’s actions. (WAFA 1/10)

In an interview with Kan, U.S. ambassador to Israel Tom Nides said that the U.S. government opposes “legalizing outposts, [and] massive settlement expansion.” (HA 1/11)

In the West Bank, a 14-year-old Israeli settler was shot in the head by a stray bullet in the Kiryat Arba settlement. It was reported that the bullet was assumed to have been fired during a wedding celebration. Israeli settlers threw stones at Palestinian vehicles traveling near Sa‘ir, causing damage. Israeli settlers also vandalized 23 Palestinian-owned vehicles in Beit Iksa, slashing tires and writing racist graffiti. Elsewhere, Israeli settlers attacked 1 Palestinian family harvesting olives near al-Shuyukh with clubs, pipes, and stones, hospitalizing 5 members of the family. Israeli settlers also raided Burin, throwing stones at Palestinian homes, causing damage. Israeli forces shot and killed 2 Palestinians, including a 14-year-old, and injured 4 others during a raid in Jenin refugee camp. Israeli forces also shot and killed 1 Palestinian man during a raid in Beit Duqqu. Elsewhere, Israeli forces demolished 1 residential structure and sealed 2 water wells in Arab al-Feihat and demolished 2 residential structures in Bruqin. 20 Palestinians were arrested during late-night raids in Beit Sira, Bayt Rima, al-Mughayyir, Aida refugee camp, Fawwar refugee camp, Nablus, Jenin, Kufeirit, and Ya‘bad. In East Jerusalem, Israeli forces shot and killed 1 Palestinian after he allegedly stabbed 1 Israeli police officer in the Old City; 2 Israeli police officers were lightly injured by shots fired by other police officers. After the incident Israel closed the Haram al-Sharif compound to Palestinians, only allowing Jewish visitors. In Gaza, 4 rockets were fired by Palestinian militants toward Israel, 3 landing inside of Gaza and a 4th being intercepted; causing no injuries or damage. Israel subsequently conducted air strikes on Gaza hitting sites in Maghazi refugee camp, causing damage. It was later reported that Hamas authorities had arrested 2 Palestinians suspected of having fired the 4 rockets. Israel said it had lifted all restrictions on movement in and out of Nablus after a 3-week siege of the city. Subsequently, PA prime minister Muhammad Shtayyeh toured the city with 30 representatives from foreign countries. Prime Minister Shtayyeh called the siege imposed on Nablus collective punishment. Outgoing Israeli prime minister Yair Lapid spoke with U.S. secretary of state Antony Blinken in a phone call. The U.S. State Department said Blinken “underscored the need for all parties to urgently de-escalate the situation” in the West Bank. (HA 11/5)

128 scholars signed a statement urging the UN not to adopt the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism, calling it “divisive and polarizing. The IHRA working definition of anti-Semitism has been criticized for conflating criticism of Israel with anti-Semitism. The statement suggested the UN instead use the Jerusalem Declaration on Antisemitism. (JDF, JP 11/1; AJ 11/3)

In the West Bank, Israeli settlers re-erected a settlement outpost near al-Lubban ash-Sharqiya; the settlement outpost was dismantled by Israeli forces on 6/7. 18 Palestinians were arrested during late-night raids in Ni‘lin, al-Mughayyir, Bayt Rima, Balata refugee camp, Rujeib, Bayt Dajan, Ya‘bad, Jenin, Tulkarm, Tubas, Fawwar refugee camp, and Beit Fajjar. In East Jerusalem, Israeli authorities took measurements for the demolition of a 4-story apartment building in Silwan. The Israeli supreme court rejected a petition for a retrial in a case where the Israeli settler group Ateret Cohanim allegedly purchased 3 buildings in the Old City from the Greek Orthodox church, allowing the settler organization to evict the Palestinian tenants. The Greek Orthodox church called the ruling “unfair” and without “any legal logical basis.” The EU voiced concern about the supreme court ruling. Israel extended its antiquities authority to the West Bank. The Israel Antiquities Authority will replace the Coordinator on Government Activities in the Territories in managing archeological sites in the West Bank. (HA 6/8)

Speaking, via phone link at a conference on the holy sites in Jerusalem, dubbed “Property Documentation and the Historical Status of the Holy al-Aqsa Mosque,” PA president Mahmoud Abbas said that the PA would not accept any changes to the status quo of the holy sites in Jerusalem, saying all Islamic and Christian holy sites are Palestinian. Israeli media reported that members of a Liberian delegation in Israel headed by minister of state for presidential affairs Nathaniel McGill told Israeli journalists that Liberia will open a trade office in Jerusalem that eventually will become Liberia’s embassy to Israel. The delegation was meeting Israeli officials, including president Isaac Herzog. (ALM 6/9)

Axios reported that last week, Israel refused a proposal for a White House summit with the PA, U.S., Egypt, and Jordan to create a political horizon for ending the occupation. (AX 6/8)

Axios also reported that the White House is sending the newly appointed assistant secretary of state for Near East affairs, Barbara Leaf, to Israel and Ramallah for meetings with Israeli and Palestinian officials. (AX 6/8)

Haaretz reported that the EU commission’s anti-fraud office will not open an investigation into the 6 Palestinian rights organizations Israel deemed terrorist organizations in October 2021, saying that it had not seen sufficient evidence from Israel against the 6 organizations. EU diplomats told Haaretz that the evidence handed to EU countries by Israel was not compelling and did not meet the threshold of proof. (HA 6/8)

The World Bank approved a grant of $30 million for PA reforms in transparency, inclusion, and green economy and a $7 million grant for social services and online employment oppounities for Palestinians in Gaza. (WAFA 6/8)

In the West Bank, Israeli settlers uprooted 170 olive trees in al-Lubban ash-Sharqiya and set 1 vehicle on fire in Asira al-Qibliya, writing “Jewish blood is not cheap” on nearby walls. Israeli settlers also opened fire on Palestinian vehicles driving near the Migdal Oz settlement. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near the al-Hamra checkpoint, smashing the windshields on 5 vehicles. Israeli settlers also threw stones at 1 Palestinian vehicle near Jericho, injuring the driver. Meanwhile, Israeli settlers stopped a Palestinian taxi driver near the Dead Sea before beating him. Israeli settlers also vandalized 2 vehicles in the Masafer Yatta area. Israeli forces raided Ya‘bad, arresting 4 of the family members of 1 Palestinian man who killed 5 people in Israel on 3/29. Israeli forces also took measurements for a punitive demolition. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israel’s security cabinet decided to revoke work permits for relatives of Palestinians who have attacked Israelis and pushed forward a plan to reinforce the separation barrier. Israeli police also asked the security cabinet to limit access to the Haram al-Sharif compound to Muslim worshippers 60 and older—a request the security cabinet did not immediately respond to. In the West Bank, Israeli forces demolished 1 house in Harmala, 1 house in Bayt Ta‘mar, and 3 agricultural structures in Duma. 4 Palestinian children were arrested during late-night raids in Bethlehem. 11 others were arrested, including 9 during raids in and around Bayt Rima, Kobar, Jenin, Jaba‘, Bethlehem, Bayt Jala, Halhul, and Dura, and 2 were arrested at checkpoints in Bethlehem and Ya‘bad. In East Jerusalem, Israeli forces raided the Muslim Girls Secondary School in Wadi al-Juz and arrested 2 employees, including the principal of the school. In Gaza, Israeli forces violently dispersed Palestinian protesters east of Rafah, injuring 1 with a rubber-coated bullet and others with tear gas. 1 Palestinian prisoner in administrative detention ended his 33-day hunger strike after the Israeli prison service promised not to extend his detention beyond 2/14/2022. (WAFA 9/1)

Israel’s foreign minister Yair Lapid said that reopening the U.S. consulate to Palestinians in Jerusalem is a “bad idea,” saying it would weaken the Israeli government coalition and send the “wrong message.” Israeli and U.S. government sources have told Haaretz that the U.S. is moving slowly on reopening the consulate because of the potential ramifications it could have on Israel’s government coalition. Foreign Minister Lapid also criticized the way the U.S. withdrew from Afghanistan. Haaretz reported that Israel’s public security minister Omer Bar-Lev had ordered the Israeli police to stop its policy of confiscating Palestinian flags during protests except in exceptional circumstances. (HA 9/1)

The U.S. Central Command announced that it had taken over the responsibilities of Israel from the U.S. European Command. The move, welcomed by Israel, was seen as an effort to strengthen the normalization deals between Israel, the UAE, and Bahrain as it allows for easier coordination of military exercises arranged by the U.S. (JINSA 9/2; Defense News, Defense News 9/7)
