The PA Foreign Ministry condemns the shooting as an “extrajudicial execution.” Elsewhere in the West Bank, Israeli forces demolish a stone-cutting workshop near Jenin. IDF troops arrest 12 Palestinians during late-night raids in and around Hebron, Tulkarm, Jenin, and Nablus, and patrol near Qalqilya, Tulkarm, and Hebron. Hundreds of Israeli settlers visit Joseph’s Tomb late at night, sparking clashes between their IDF escort and Palestinians from nearby Balata refugee camp; 2 Palestinians are injured. Late at night, Israeli settlers enter Kobar, the Ramallah-area hometown of the Palestinian who stabbed 4 Israeli settlers at the Halamish settlement on 7/21. When Palestinians throw stones at the group, IDF troops escort the settlers out of the village and violently disperse the Palestinians, injuring 1. IDF troops also arrest 1 Palestinian during a raid in Qalqilya, and patrol nr. Hebron and Nablus during the day. In East Jerusalem, Israeli forces arrest 1 Palestinian during a late-night raid in Qalandia r.c., sparking clashes with residents; 1 Palestinian is injured. They arrest 5 more Palestinians during raids in Silwan and the Old City. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. In the West Bank, IDF troops shoot and injure a Palestinian youth after he allegedly attempts to cross into Israel nr. Qalqilya. Israeli forces shut down the main entrance to Kobar, the Ramallah-area hometown of the Palestinian who stabbed 4 Israeli settlers at the Halamish settlement on 7/21. They also raid several homes in the village; arrest 4 Palestinians during late-night raids nr. Jenin and Bethlehem, and patrol nr. Salfit and Hebron. In East Jerusalem, approximately 140 Jewish settlers tour Haram al-Sharif in the morning. Israeli forces arrest 29 Palestinians in late-night raids in the Old City, Wadi al-Juz, Qalandia r.c., Issawiyya, and Silwan. Tensions in East Jerusalem remain high as Israeli forces mount new security cameras at the entrances to Haram al-Sharif to supplement the new metal detectors installed in the wake of the deadly attack on 7/14. They also reopen the sanctuary, allowing more than 100 Jewish settlers to tour it in the morning. Palestinians protest and pray outside the sanctuary throughout the day; approximately 21 are injured during the ensuing clashes with Israeli forces. Meanwhile, Israeli forces arrest 3 Palestinians during raids in al-Tur. In the West Bank, armed Israeli settlers march through a Palestinian village nr. Jenin in protest of the deadly attack on 7/21. Other settlers throw stones at Palestinian vehicles nr. Nablus and Hebron, causing no serious damage. IDF troops shoot and injure 3 Palestinians: 1 attempting to cut through a fence nr. Qalqilya, another evading arrest in the n. Jordan Valley, and a 3d driving “suspiciously” at a checkpoint nr. Nablus, according to an IDF spokesperson. Meanwhile, the IDF violently disperses Palestinians protesting in solidarity with the Muslim worshippers outside Haram al-Sharif in Jayyus village nr. Qalqilya (2 Palestinians are injured), arrests 4 Palestinians and issues 1 arrest summons during late-night raids nr. Bethlehem and Hebron, and patrols nr. Hebron and Salfit throughout the day. Unidentified Palestinians fire 2 rockets from Gaza into s. Israel; 1 explodes in midair, and the other lands in an open area nr. Ashqelon, causing no damage or injuries. Late that night, Israeli tanks positioned along Gaza’s border shell a Hamas post nr. Dayr al-Balah and an open area nr. Khan Yunis, causing an unknown amount of damage. At the Israeli Embassy in Amman, an Israeli security guard shoots and kills 2 Jordanians, the property owner and a teenage worker, in disputed circumstances. The attack exacerbates Israeli-Jordanian tensions, which are already running high given the ongoing crisis at Haram al-Sharif. The Israeli authorities refuse to allow the Jordanian police to question the guard, and the Jordanian authorities refuse to allow the Israeli Embassy staff to leave the country until the guard submits to questioning. The Israeli press reports that the IDF has barred Palestinian workers from entering Halamish and a number of other Israeli settlements following the deadly attack on 7/21 and the settler protests on 7/22. Meanwhile, Israeli PM Netanyahu says that the home of the Palestinian who stabbed 4 Israeli settlers on 7/21 will be demolished soon. (MNA, TOI, WAFA, YA 7/23)

Tensions remain high in East Jerusalem after the widespread and deadly clashes on 7/21; 1 Palestinian is killed and 14 are injured in clashes in al-‘Izzariya, Wadi al-Juz, Issawiyya and al-Tur. Clashes also break out outside Haram al-Sharif throughout the day, but there are no serious injuries. Meanwhile, Palestinians across the city largely observe a commercial strike to commemorate the 3 Palestinians killed on 7/21. Meanwhile, Israeli forces arrest 16 Palestinians during raids in Silwan, al-Tur, and the Old City. In the West Bank, a Palestinian youth is killed when he accidentally triggers a piece of unexploded Israeli ordnance nr. Tubas. IDF troops conduct raids in Kobar, the Ramallaharea village of the Palestinian who allegedly stabbed 4 Israeli settlers at the Halamish settlement on 7/21, threatening punitive demolition of his home and sparking minor clashes (there are no serious injuries). Hundreds of settlers from Halamish set up a new outpost nr. their settlement to protest the 7/21 attack. Settlers protest and throw stones at Palestinian vehicles across the West Bank in response to the attack, damaging several cars and causing no serious injuries. Meanwhile, IDF troops arrest 25 Palestinians during late-night raids in and around Hebron, Bethlehem, Jenin, Salfit, Tubas, Qalqilya, and Nablus; and patrol throughout the day nr. Hebron. COGAT Mordechai says that Israel is “willing to examine alternatives to the metal detectors” installed at Haram al-Sharif “as long as the solution of alternative[s] ensures the prevention of the next attack.” (YA 7/22)

Sweden, France, and Egypt call for the UN Security Council (UNSC) to hold an emergency meeting to address the escalating tensions at Haram al-Sharif. UN diplomats say they will discuss the situation on 7/24. The Middle East Quartet releases a statement of concern about the “escalating tensions and violent clashes.” (WAFA 7/22; TOI 7/23)

Massive fires continue to burn across Israel and the West Bank for a 4th consecutive day, including new outbreaks nr. Jerusalem, causing serious damage in both Palestinian and Jewish communities. They spread further among Israeli settlements in the West Bank, including Halamish, a settlement near Ramallah, and Ma’ale Adumim. After the fires reach Halamish, the IDF shuts down the entrances to 3 Palestinian villages in the area, including Dayr Nizam. Israeli forces arrest 16 Palestinians across Israel and the West Bank in connection with the fire, including 1 man affiliated with the Northern Branch of the Islamic Movement in Israel. IDF troops shoot and kill a Palestinian at a checkpoint in Shu‘fat r.c. after he allegedly attempts to stab one of them. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s settlements, separation wall, and occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), and Kafr Qaddum nr. Qalqilya; there are no serious injuries. IDF troops also arrest 1 Palestinian during a late-night raid nr. Salfit, and patrol nr. In the Gaza Strip, IDF troops nr. the border fence e. of Gaza City open fire on dozens of Palestinians protesting the delay in reconstruction efforts following OPE, causing no injuries. Israeli forces conduct a limited incursion to level land nr. Bayt Hanun. Off the coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Meanwhile, the IAF conducts mock air raids over the Strip. In the West Bank, IDF troops disperse a group of Palestinians ceremonially planting olive trees in Silwad nr. Ramallah, arresting a senior PA official. During the ensuing clashes, an Israeli settler attacks 2 Palestinian journalists covering the ceremony. The IDF also declares a swath of desert land e. of Jerusalem a closed military zone. IDF troops conduct house searches and arrest raids nr. Hebron, Jenin, and Ramallah; patrol nr. Hebron, Ramallah, Salfit, Qalqilya, and Tulkarm. Elsewhere, Israeli settlers chop down 70 olive trees nr. Hebron. In East Jerusalem, an Israeli settler and his lawyer attempt to evict a Palestinian family from their home in the Old City, which is the last Palestinian-owned home in this area. Meanwhile, 5 Palestinians from al-Tur are indicted on charges relating to a series of attacks on Israeli forces in the last 6 mos. of 2014, which the Shin Bet believes to be a neighborhood-wide conspiracy. The Palestinian National Comm. against Israeli Punitive Measures announces a boycott of products manufactured by 6 major Israeli companies—Tnuva, Jafora-Tabori, Osem, Prigat, Strauss, and Elite. Comm. chair and Fatah Central Comm. mbr. Mahmoud al-Aloul says that merchants will have 2 weeks to remove the products from their shelves, then they will be subject to random checks from special inspectors. Haaretz reports that the Israeli govt. has marked around 3,740 dunams of the West Bank as state land, with the goal of expanding 4 existing settlements—Keddumim, Vered Yericho, Neve Tzuf, and Emmanuel. (HA, WAFA 2/9; YA 2/10)

IDF troops on the Gaza border e. of al-Bureij r.c. arrest 3 Palestinian laborers who attempt to sneak into Israel to find work. The IDF enters Araba village nr. Jenin, raids and confiscates materials fr. a protest tent set up in solidarity with jailed Islamic Jihad spokesman Khader Adnan, who has been on hunger strike since 12/17/11 to protest his detention without charge; the homes of several protest organizers and participants are also raided and searched. The IDF also patrols in 3 villages n. of Ramallah in the morning, in 1 village nr. Qalqilya in the afternoon, and in 2 villages nr. Salfit and 1 nr. Qalqilya late in the evening. The IDF also conducts late-night house searches nr. Salfit. Jewish settlers fr. Halamish settlement enter nearby Nabi Saleh and set fire to a mosque; the fire is quickly extinguished. Unidentified assailants blow up Egypt’s natural gas pipeline to Israel for the 12th time in the past yr. No group takes responsibility. Israel generates 40% of its electricity fr. natural gas, and 43% of that natural gas is supplied by Egypt. (NYT 2/5)

In an apparent assassination attempt, the IDF conducts a drone missile strike on a Palestinian home in Bayt Hanun in n. Gaza, where IQB mbrs. are meeting, seriously wounding 2 IQB mbrs. and lightly injuring a bystander; Israel claims the IQB mbrs. were tied to Hamas’s rocket program. In the West Bank, the IDF conducts daytime patrols in 2 villages nr. Ramallah; conducts synchronized late-night patrols in 4 villages nr. Jenin; conducts other evening and late-night patrols in Jericho, 2 villages nr. Ramallah, and 1 nr. Qalqilya. Jewish settlers fr. Sham’a settlement nr. Hebron threaten several Palestinian shepherds and seize 150 of their sheep. Jewish settlers fr. Halamish settlement nr. Ramallah set fire to a nearby Palestinian olive grove, burning 50 trees. Overnight, the Democratic Front for the Liberation of Palestine (DFLP) fires a manufactured C5K (S-5) rocket fr. Gaza toward an IDF base inside Israel, causing no damage or injuries. In the West Bank, the IDF rearrests Hamas-affiliated Palestinian Council (PC) mbr. Azzam Salhab; conducts an unusually high number of patrols in and around Tulkarm, in al-Bireh, and in villages nr. Jenin, Qalqilya, Ramallah, and Salfit in the morning; conducts more patrols in villages nr. Qalqilya and Tulkarm in the evening and inside Jericho late at night. Jewish settlers fr. Halamish settlement nr. Ramallah block the road leading to nearby Nabi Salih village, stone passing Palestinian vehicles. Hamas-affiliated police force a bank to cash some $500,000 in stolen checks drawn against the Palestine Investment Fund (PIF) account, even though the account does not have enough money in it. Hamas’s Interior Min. confirms the incident, saying police were ordered to seize the money after PIF governors transferred funds out of Gaza to accounts in the West Bank (see Quarterly Update for details). In Bahrain, Shi‘i and Sunni groups clash in the town of Hamad in the 1st serious display of sectarian violence. Israel’s Interior Min. reports for the first time that preliminary approval for construction of 625 housing units in East Jerusalem’s Pisgat Ze’ev was quietly granted in 11/2010. During the day, the IDF makes another incursion into the Gaza area e. of Jabaliya that was shelled on 12/1, firing on the surrounding area but causing no reported injuries. A Palestinian is fatally electrocuted in a smuggling tunnel accident on the Rafah border. In the West Bank, the IDF patrols in Izbal Jaloud village nr. Qalqilya during the day; conducts late-night arrest raids, house searches nr. Nablus. Jewish settlers fr. Halamish settlement nr. Ramallah attempt to storm Nabi Salih village but are removed by IDF troops; later in the day, Palestinian youths throw stones at IDF troops patrolling the area, who respond with tear gas and stun grenades, causing no serious injuries. In n. Israel, 1,000s of Israelis flee their homes as a major forest fire brought on by drought tears through the Mount Carmel forest; at least 36 Israelis are left dead, most of them prison guards racing to evacuate inmates fr. a jail. Direct Israeli-Palestinian negotiations are formally relaunched at a ceremony at the State Dept. in Washington, with Abbas and Netanyahu pledging to meet again on 9/13–14 in Egypt and then every 2 weeks thereafter to “keep momentum going.” Clinton, Abbas, Netanyahu, and U.S. special envoy George Mitchell meet, after which Abbas and Netanyahu meet privately for 90 mins. Mitchell then announces that the leaders have decided to work toward a “framework agreement” within a year that would outline “the compromises each side must be ready to make” to achieve peace as a 1st step before attempting to iron out a comprehensive peace treaty. For a 3d day in a row, IQB gunmen fire on a Jewish settler vehicle driving in West Bank area C, causing no injuries. Asked if Hamas’s political leadership approved the recent string of shootings, West Bank IQB spokesman Abu Ubaidah says the operations are “in harmony with the attitude of the political wing.” The PASF says that since the 1st shooting on 8/31, they have detained 300 Hamas mbrs. Late in the evening, the IDF patrol in villages nr. Jericho, Nablus, Qalqilya, and Salfit, making no arrests; conducts arrest raids in Hebron (shooting and wounding 1 Palestinian, releasing him to the Palestinian Red Crescent Society) and neighboring al-‘Arub r.c. Ma’ariv 3/18 reports that that the financial officer of the Greek Orthodox Church, Nikolaos Papadimas, who has power of attorney for Greek Orthodox Patriarch Irineos, recently signed a secret deal, without Irineos’s permission, to sell the church’s Omar Bin Khattab Square property in the Old City of Jerusalem to Jewish investors fr. abroad and then fled the country with his family, depositing $1.5 m. in a Tel Aviv bank account. The square is a valuable commercial area inside the Jaffa Gate, where 3 prominent Palestinian hotels and a number of shops are located. Irineos denies that he gave permission for the sale, meaning that, by church bylaws, the sale is void.
