In the West Bank, Israeli forces uproot olive trees and demolish a car wash on about 20 dunams (around 5 acres) of Palestinian land nr. Bethlehem; confiscate grocery stalls along bypass road Route 60. IDF troops conduct raids and house searches in Jenin, Qalqilya, and 1 village nearby, and 1 village each nr. Ramallah and Bethlehem, arresting 8 Palestinians and assaulting 1; patrols in 2 villages nr. Jericho and 1 nr. Hebron. In n. Israel, Israeli forces demolish a Palestinian home in Kafr Kanna claiming that it was built without a permit. Hebron mayor Dawud al-Zaatari announces that Israel’s Coordinator for Govt. Activities in the Territories (COGAT) office has approved the reopening of around 70 Palestinian shops in c. Hebron on 6/19. The IDF closed over 500 Palestinian shops in Hebron at the beginning of the 2d intifada in 2000. Meanwhile, the Knesset votes to extend for another year a law that allows the govt. to withhold citizenship or residency from Palestinians from the oPt who are married to Palestinian citizens of Israel (PCI). Originally passed in 2003, its authority has been extended every year since. (AFP 6/15; HA 6/17)

UNRWA comm.-gen. Pierre Krähenbühl reiterates that the agency is operating with a $101 m. deficit for core programs, and says that it might be forced to suspend all activities by 9/2015 unless donors give more money. UNRWA’s operating costs run at around $35 m. per mo. (MNA, UNRWA 6/15)

Cypriot pres. Nicos Anastasiades and Israeli PM Netanyahu meet in Israel and discuss the possibility of Netanyahu addressing the EU at an upcoming meeting in Brussels. The news of Anastasiades’s proposal to invite Netanyahu to Brussels will break on 6/29. (HA 6/19)

An Israeli delegation headed by National Security Adviser Yossi Cohen arrives in Washington, for talks with U.S. officials on the P5+1’s ongoing negotiations with Iran ahead of the 6/30 final agreement deadline. According to the Israeli official who announced the trip on 6/11, it is part of the effort to improve U.S.-Israeli communication surrounding the deal. (HA 6/11; JP 6/16)

The IDF continues its attacks on the Gaza Strip from land, sea and air, killing 78 Palestinians, including 25 people from a single family nr. the border with Egypt and 10 who die in Khan Yunis after shells hit their home repeatedly as they try to flee. An air strike on a tower in c. Gaza City kills 11, including 5 children. IDF troops shell al-Aqsa Hospital in c. Gaza, killing 4 and wounding 70. Palestinian fighters kill 9 Israeli soldiers during the fighting on the ground. Al-Qassam Brigades target Haifa, Tel Aviv, and Ashdod with rocket fire, with over 50 rockets fired into Israel, causing no injuries. In an al-Qassam Brigades operation, 12 Palestinian fighters enter Israel by a tunnel nr. Bayt Hanun and attack an IDF site, killing 4 and destroying a jeep with an RPG shell. Ten of the Palestinian fighters are killed in the operation and the other 2 return through the tunnel. In the West Bank, the IDF conducts house searches and arrest raids in Hebron, 1 nearby village and al-Fawar r.c., and 1 village nr. Qalqilya at night; patrols in 2 villages nr. Speaking in a televised address, former Hamas PM Haniyeh says that “Gaza has decided to end the blockade by its blood and its heroism,” adding, “We cannot go back to the silent death” of the siege. Israeli DM Ya’alon tells a parliamentary comm. that the operation will continue “as long as necessary until the completion of the task.” However, Ya’alon mentions that the Israeli govt. would welcome the PA unity govt. exercising authority in Gaza, in an apparent reversal of policy. In Doha, Hamas leader Mish‘al meets with Pres. Abbas for the 1st time since the war began. PA spokesperson Abu Rudayna reiterates the PA leadership’s call for an immediate cease-fire as a way of realizing “the national goals of the Palestinian people.” In Cairo, UN Secy.-Gen. Ban holds talks with Egyptian FM Shoukri aimed at pressing for an immediate truce. Secy. of State Kerry also arrives in Cairo to facilitate the cease-fire talks. Kerry announces that the U.S. will send $47 m. in humanitarian aid to Gaza. Meanwhile, the IDF requests access to the U.S. War Reserves Stockpile based in Israel to resupply its munitions. The al-Aqsa intifada enters its 5th yr. The IDF continues operations in Jenin, searching homes, arresting some 80 Palestinians, fatally shooting a mentally handicapped Palestinian who leaves his Jenin home after dark during the curfew (ongoing since 9/25); the death brings Palestinians to the streets to riot; the IDF fires on protesters (killing a 17-yr.-old Palestinian, wounding 6), blows up a Palestinian home. The IDF also raids Nablus, arrests, then fatally shoots wanted AMB mbr. Majdi Khalifa in an outright execution; sends troops into Shaykh Ajlin nr. Gaza City; conducts arrest raids, house searches in Jenin town and r.c., Tulkarm r.c. and villages around Nablus, Ramallah. Palestinians fire at least 4 Qassam rockets at Sederot, damaging a house but causing no injuries. Late in the evening, the IDF sends 30 tanks into Bayt Hanun, Jabaliya r.c. in response, also cutting electricity to n. Gaza. Palestinians release without comment CNN producer Ali (kidnapped on 9/27), who says his captors were AMB mbrs.; the AMB denies this. Jewish settlers fr. The IDF raids Qalqilya, killing (possibly assassinating) local PFLP leader Ra'id Nazil, detaining 16 Palestinians. The IDF also conducts arrest raids into Jenin and Nablus, arresting 26 Palestinians. In Bethlehem, IDF snipers again fire on the Church of the Nativity, seriously injuring 2 Palestinians, who are evacuated for treatment; 4 PSF officers surrender to the IDF. In Ramallah, 100s of Palestinians demonstrate outside the PA compound against Arafat's confinement, clash with the IDF, leaving 11 injured. In Gaza, 15,000 Palestinians attend a Hamas rally calling fo the continuation of the armed intifada. Israeli-Palestinian clashes, now in their 8th mo., continue, with Israel Defense Force (IDF) increasingly striking Palestinian targets and entering areas controlled by the Palestinian Authority (PA) without provocation so as to "keep them guessing and [have] them spend more time defending themselves" and with Palestinians stepping up their sniping at soldiers and settlers and firing of mortars (especially in Gaza). To date, around 511 Palestinians, 82 Israelis have been killed. Today, 1 Palestinian is shot dead by IDF troops. The IDF also shells the PA Preventive Security Force (PSF) offices in Jabaliyya, Jinin; directs shells, heavy machine gun fire at residential areas of Khan Yunis; sends tanks, bulldozers into 2 PA-controlled areas in Gaza, occupying a multistory building in al-Qarara nr. Gush Katif settlement and a factory in Dayr al-Balah. IDF soldiers at a checkpoint on the Nablus-Ramallah road halt a Red Crescent ambulance en route to pick up a critically ill patient, severely beat 3 medics, empty the ambulance and damage supplies; the harassment ends when the International Comm. of the Red Cross (ICRC) intervenes. PA Information M Yasir `Abid Rabbuh appeals to Congress to support the recommendations of the Mitchell Comm., the U.S.-led international inquiry into the causes of the al-Aqsa intifada headed by fmr. U.S. sen. George Mitchell. The comm.'s preliminary report (submitted to Israel and the PA on 5/1) suggests a two-pronged approach to restoring calm based on Israel halting all settlement construction, the PA making a 100% effort to halt violence. The comm.'s final report is expected in 1 wk. The State Dept. says Secy. of State Colin Powell is considering meeting with Sharon, Arafat on the sidelines of his trip to Africa, Europe 5/22+n30. In Washington, U.S. Pres. George W. Bush holds a strategy session on the Middle East with his top foreign policy advisers, including Secy. of State Powell, Secy. of Defense Donald Rumsfeld, National Security Adviser (NSA) Condoleeza Rice. Powell advocates using the recommendations of the Mitchell Comm. and the Jordanian-Egyptian initiative as the base for a cease-fire plan.
