In the Gaza Strip, the IDF conducts 2 brief incursions nr. Khan Yunis, in both cases levelling land before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in 2 villages nr. Hebron, one village each nr. Salfit, Qalqilya, and Jerusalem and in Tulkarm and Jenin at night; patrols in 3 villages nr. Jenin in the morning, 1 village nr. Hebron in the afternoon, and 2 villages nr. Jericho at night. U.S. Secy. of State John Kerry reveals a $4 billion plan to boost the Palestinian economy, speaking at the World Economic Forum at the Dead Sea in Jordan (see document D1 in JPS 169 for more). Kerry also urges Israelis and Palestinians to reach a political agreement, saying that a failure to do so would mean living with “a permanent intifada.” Israeli pres. Shimon Peres and PA Pres. Mahmoud Abbas both address the gathering, with Abbas using his speech to refuse any solution involving “temporary borders.” (HA, JP, REU 5/26)

There are reports of rockets fired from s. Lebanon into n. Israel, yet this is subsequently denied by the IDF, whose soldiers also fail to find any impact site or evidence of a projectile landing in Israeli territory. Meanwhile, 2 rockets are fired into a Shi‘i district of Beirut, in an apparent response to Hizballah chief Hassan Nasrallah’s promise to keep fighting in Syria alongside Asad. Arab League chief Nabil al-‘Arabi urges Hizballah to withdraw from its role in Syria, saying that to continue would threaten Lebanon’s internal unity. (AP, HA, REU 5/26; ToI 5/27; JP 5/28)

Three unidentified assailants cross into Israel from Egypt and plant a roadside bomb that they detonate when 2 vehicles pass carrying laborers who are working to build Israel’s new border fence; they then open fire on the vehicles with automatic weapons and rocketpropelled grenades; 1 Israeli Palestinian worker is killed. Israeli border police respond to the scene and exchanges fire with the infiltrators, leaving 2 assailants dead and 4 policemen injured. The 3d assailant escapes back into Egypt; Israeli units do not pursue him. (NYT, WP 6/19; NYT 6/20; JPI 6/29)

In actions Israel says are unrelated to the attack from Egypt, the IDF carries out 2 air strikes on n. Gaza: 1 targets a Palestinian sniper team that fired across the Gaza border into Israel (causing no damage or injuries), killing 2 Islamic Jihad mbrs.; the other targets Palestinians who attempted but failed to fire a rocket into Israel, killing 1 IQB mbr. and 1 al-Aqsa Guards Group mbr. Late at night, IDF troops on the c. Gaza border fatally shoot 2 Palestinians (1 a teenager) attempting to sneak into Israel to find work. Meanwhile, IDF troops make a brief incursion into n. Gaza nr. Bayt Hanun to level land and clear lines of sight. Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. and c. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 nr. Jericho in the morning; and in 1 village nr. Ramallah in the evening. The Israel Project, a Washingtonbased pro-Israel group, hosts a debate between foreign policy advisers to Pres. Obama and Republican presidential candidate Mitt Romney, covering numerous issues including Iran, Syria, military aid, and Obama’s commitment to Israel. Romney advisers accuse Obama of failing to support Israel and of being more concerned with preventing Israel from attacking Iran than halting Iran’s nuclear program. Obama adviser Robert Wexler calls Obama’s ‘‘degree of military and strategic support [to Israel] unparalleled,’’ emphasizing that the Obama admin. worked strenuously behind the scenes to ensure there has not been a UN vote on Palestinian statehood since the Palestinians launched their UN statehood bid in 9/2011. In Lebanon, clashes erupt at the funeral for a Palestinian refugee slain by Lebanese troops outside Nahr al-Barid r.c. on 6/15, leaving 1 Palestinian dead and 7 Palestinians and 3 Lebanese soldiers injured. The clashes spread to ‘Ayn al-Hilwa r.c. in Sidon, where at least 1 Palestinian is killed and 3 Palestinians and 3 Lebanese soldiers are injured. Demonstrations (but no clashes or injuries) are reported in Biddawi r.c. nr. Tripoli and Shatila r.c. in Beirut. (JAZ 6/18)

The IDF assassinates Izzeddine al-Qassam Brigades's Bethlehem regional cmdr., Omar Saada, firing 2 wire-guided missiles at his home, also killing a Hamas colleague. When neighbors and relatives come to the scene to survey the damage, the IDF fires a 3d missile, killing Saada's brother (a peace activist) and a 4th Palestinian, wounding 10. The PA arrests 5 Palestinians for allegedly collaborating with Israel on the strike. For the 1st time, West Bank Palestinians fire 2 mortars at the Jewish settlement of Gilo, outside Jerusalem, causing no damage. The IDF directs shells, heavy machine gunfire at Bayt Jala, Bayt Sahur in response. The IDF also shells residential areas of Qabatiyya (destroying a Force 17 post), Tulkarm; raids al-Arub, Fajar, al-Fawar, Salfit; places a closure on Qalqilya, reinforces troops in the area. Jewish settlers vandalize Palestinian cars in al-Fawar. The IDF says it defused 2 bombs in Tel Aviv, outside a West Bank settlement. Sharon phones Bush to urge him to press for a statement strongly condemning Arafat at the upcoming G-8 summit. Sharon also reportedly tells Bush that Israel plans to carry out "preventive operations" in the near future. An hr. later, Sharon receives a call fr. Powell urging Israeli restraint, but, late this evening, the IDF sends tank, troop reinforcements into the West Bank in its largest deployment since the start of the al-Aqsa intifada, raising speculation that a massive attack is imminent. Israeli-Palestinian clashes escalate, leaving 8 Palestinians dead, including senior Islamic Jihad mbr. Sa'ir al-Khruf, who is assassinated by the IDF. (1 Palestinian dies en route to the hospital when his ambulance is detained by the IDF for over 1 hr.) In Nablus, 20,000 Palestinians attend a funeral for 3 of the dead killed overnight. Israel allows a small number of West Bank, Gaza Palestinians over age 35 to attend Friday prayers at al-Aqsa Mosque. Those that are barred scuffle with Israeli police who respond with rubber bullets, stun grenades, tear gas. The IDF also placed curfews on Salfit, Qasrah to conduct an arrest sweep. IDF directed shells, heavy machine gun fire at residential areas in Aida, Aqbat Jabir camp, Bayt Jala (damaging an elementary school), al-Bireh, Dayr al-Balah, Nablus, Ramallah (damaging the PA Local Government Min.), Tulkarm; bulldozes Palestinian agricultural land across Gaza, in Qalqilya. In Rafah, the IDF fires a shell at a family protesting the bulldozing of their land, injuring 6 children. Israel's Ben-Ami meets with Arafat at Erez to discuss resuming peace talks, holds follow-up mtg. with PA Information M `Abid Rabbuh in Tel Aviv. The State Dept. says that midlevel Israeli, PA negotiators may come top Washington the wk. of 12/18. (NYT, WP 12/16) (see 12/10)

In Gaza, over 30,000 Palestinians attend a Hamas rally in support of continuing the al-Aqsa intifada no matter what stand the PA regarding negotiations with Israel. (MEI 12/22)

Social/Economic/Political

Occupied Palestine/Israel: Report issued by 6 Israeli doctors concludes IDF should stop using high velocity bullets that have left 15 people fully or partially paralyzed. Report also accuses the army of misusing tear gas. Faysal al-Husayni is released after 9 months without charge or trial [WP 6/10, LAT 6/12]. Ya'akov Orr, military commander of the Gaza Strip, states that 25% of the 200 Palestinian police that resigned during the uprising have returned to work [WP 6/9].

Arab World: At Arab summit, Arab states pledge to support Palestinian uprising with "all possible means," refuse to state dollar amount of support. Arab leaders also refuse to dismiss George Shultz' peace plan, while reaffirming the PLO's position as sole representative of the Palestinian people [WP 6/10, LAT 6/10].

Other Countries: Israeli P.M. Shamir and Soviet F.M. Shevardnadze meet for 2 hours at the UN, announce that planned visit of Israeli consular team to Moscow will take place in July. Shevardnadze also states diplomatic relations between the 2 will not be restored until Israel agrees to international peace conference [NYT 6/10]. At meeting of the Socialist International in Madrid the Palestinian intifadah is called a response to "the unbearable social conditions existing in the territories occupied by Israel" [FJ 6/12].

Military Occupied

Palestine/Israel: Demonstrations in honor of the 6-month anniversary of the uprising erupt on the W. Bank leaving 2 Palestinians dead, at least 4 more injured. In Sebastiya a 16-year-old isshot dead while trying to hurl a rock at soldiers [WP 6/10, FJ 6/12]. 18-year-old male and 12-year-old girl are shot during demonstrations in Tulkarm. Shopowners observe a strike in the territories, including East Jerusalem [LAT 6/12]. Afternoon demonstrations erupt in Gaza City. One of the injured claims soldiers tied him up and dragged him behind a jeep [WP 6/9]. Two IDF officers are slightly injured when their jeep is attacked with Molotov cocktails [WP 6/10]. In Gaza, soldiers order a man out of his house and then demolished with a bulldozer; army says the man had tried to burn down a local government building [NYT 6/10]. Demonstrations in Bayt Furik leave 27 Palestinians injured [FJ 6/12]. In Balatah 100 Palestinians are arrested [FJ 6/121
