There are violent clashes between IDF soldiers and Palestinian demonstrators across the West Bank. After the funeral of a man killed by the IDF in Abud village nr. Ramallah, demonstrators clash with IDF soldiers, who fire tear gas canisters and rubber-coated metal bullets, causing no serious injuries.

In Jerusalem, Israeli police and Palestinians clash after Friday prayers at the al-Aqsa Mosque compound, with no serious injuries.

In Hebron, IDF soldiers clash with stone-throwing youths, and seriously injure 3 civilians. In al-Mazra’a al-Qibliya village nr. Ramallah, an IDF patrol fires on stone-throwing youths with live ammunition, wounding 3. Meanwhile, Jewish settlers attack a Palestinian shepherd close to alMughayyir village nr. Ramallah, killing 5 of his sheep. In ensuing clashes, IDF soldiers injure 4 Palestinian civilians. Also, Jewish settlers uproot around 100 olive trees south of Nablus and leave ‘‘price tag’’ graffiti in Issawiyya village. In the West Bank, the IDF patrols in al- ‘Arub r.c. nr. Hebron and 1 village nr. Tulkarm in the afternoon, and in 2 villages nr. Hebron, 1 village nr. Jenin, 1 village nr. Jericho and 2 villages nr. Ramallah at night. IDF soldiers conduct house searches and arrest raids in 1 village nr. Bethlehem at night. IDF soldiers violently disperse Palestinians, Israelis, and international activists taking part in weekly nonviolent demonstrations against the Israeli occupation and land confiscations held in 2 villages nr. Ramallah (Bil‘in, Ni‘lin), 1 village nr. Bethlehem (al-Ma’sara), al-Haraiek area nr. Hebron, and 1 village nr. Qalqilya (Jayyous). There are no serious injuries except in Bil‘in, where 3 Palestinians are injured by rubber-coated metal bullets and tear gas canisters. IDF soldiers also clash with protesters at various locations who are demonstrating in solidarity with Palestinian prisoners, including in Bayt Ummar nr. Hebron, Bayt Laqiya nr. Ramallah, al-Khader and Taqq’a nr. Bethlehem, and Qalqilya; no serious injuries are reported. Israeli naval vessels off the Gaza coast open fire on Palestinian fishermen nr. In Gaza, 1,000s of Hamas supporters protest against the PA in light of the Palestine Papers revelations about negotiation concessions, particularly on the right of return. In the West Bank, around 2,000 Palestinians in Hebron and smaller groups in other cities attend Fatah-organized rallies in support of Abbas and against al-Jazeera. Also in the West Bank, a group of 100 armed Jewish settlers hiking nr. Khirbat Safa nr. Hebron is confronted by stone-throwing Palestinian youths, prompting 1 Jewish settler to open fire, killing 1 Palestinian teenager and wounding a 2d, marking the 2d such shooting in 2 days. Jewish settlers fr. Yonatan outpost in the East Jerusalem environs attack nearby Palestinian houses; accompanying IDF soldiers fire tear gas and stun grenades to keep Palestinians at a distance, sparking a fire that lightly damages 1 home. Meanwhile in the West Bank, the IDF patrols in villages nr. Ramallah, Tulkarm; enters Jayyus village nr. Qalqilya, searching 1 home but making no arrests. Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in and Ni‘lin. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 2 Palestinians. PA General Intelligence units detain leading Hizb al-Tahrir mbr. Across Egypt, 100,000s of protesters heed the call to observe a “Friday of rage” in Egypt, launching massive demonstrations after midday prayers. Protesters burn the ruling National Democratic Party (NDP) headquarters in Cairo’s Tahrir Square. Police stations and NDP offices are torched in several of Cairo’s middleclass neighborhoods and poorer quarters, as well as in Alexandria, Suez, Port Said, Damietta, Damanhour, and other areas of Upper Egypt and Sinai; prisoners in several jails are freed. With regular police already largely having withdrawn fr. the street, not wanting to confront protesters, Mubarak sends out security and plain-clothes police who violently clash with demonstrators and target journalists, killing as many as 300 and injuring as many as 2,000. Protesters in Cairo and Alexandria overwhelm the security police by dusk, forcing Mubarak to withdraw them to regroup and send the army and tanks into the cities to impose a curfew; but when protesters ignore the curfew, the army does not act. Later, Mubarak appears on state TV and, in effort to appease critics and quell protests, pledges to speed up his program of political and economic reforms, announcing that he has dissolved his cabinet, appointed a new PM to form a new government, and named military intelligence chief Gen. Omar Suleiman as his 1st ever VP, but protesters vow to remain in the streets until he steps down. The U.S. issues its first warnings that it will review its $1.56 b. in annual aid to Egypt depending on how events unfold in the coming days, pressing its contacts within the Egyptian army to avoid violence. In Jordan, where criticism of the king is banned, 1,000s of demonstrators inspired by events in Egypt and Tunisia turn out after Friday prayers in Amman and cities across the kingdom to demand the resignation of PM Samir al-Rifa‘i and his cabinet, dissolution of the parliament, and a new round of free and fair elections. In the West Bank, the IDF conducts late-night patrols in Jayyus without incident; conducts late-night arrest raids, house searches in al-Fawar r.c. nr. Hebron. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in, Ni‘lin, and e. of Hebron. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation and arresting 6 Palestinians (including 2 journalists for foreign news agencies), 1 Israeli, and fmr. vice pres. of the EU Parliament Luisa Morgantini (she is quickly released). In the West Bank, the IDF enters Jayyus village nr. Qalqilya at midday, patrolling streets and searching homes, summoning 2 Palestinians for questioning; patrols in Marda village nr. Salfit in the afternoon without incident; conducts a late-night arrest raid and house search in Dayr Nizam. Palestinians and international activists hold nonviolent demonstrations against land confiscation and settlement expansion nr. Karme Tzur settlement nr. Hebron and in the Hebron market area; the IDF fires rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving 10s suffering tear gas inhalation. (PCHR 7/7; OCHA 7/9)

On the 1st Friday since the Gaza ceasefire went into effect, Gaza’s imams praise the “victory” of the Palestinian resistance; mosques across the Strip overflow with Hamas supporters. Hamas security officers deploy outside the posts they guarded before OCL, even if the buildings are no longer standing. Israel allows 65 truckloads of humanitarian aid and commercial goods into Gaza. In the West Bank, the IDF conducts late-night arrest raids, house searches in Qabatya; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in (injuring 1 Palestinian, 2 foreign journalists; live ammunition is also fired but causes no injuries), Jayyus (injuring 1 Palestinian), Ni‘lin (injuring 6 Palestinians; live ammunition is also fired, causing 2 of the injuries). The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip. Hebron (injuring 2), Hawara s. of Nablus, Hebron (injuring 4), Issawiyya, Ras al-Amud in East Jerusalem; also fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists attending weekly nonviolent demonstrations against the separation wall in Bil‘in (injuring 3 Palestinians, arresting 5), Jayyus (injuring 9, including 2 wounded by live ammunition, which is not used at the other rallies), Ni‘lin (injuring 5 Palestinians); conducts late-night house searches in Azmut nr. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone.
