In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces during a raid in Ras Karkar last week. Israeli settlers posing as Israeli forces made 3 Palestinian families demolish their residential tents on the outskirts of Hizma. Israeli forces shot and killed 4 Palestinians during a raid in Jenin, 9 were injured, including 1 in a drone strike on a house. Israeli forces also shot and killed a Palestinian during a raid in Yatta. Elsewhere, Israeli forces shot and injured 44 Palestinians during raids in Beita, Hebron, Zawata, Safa, al-Ram, Dura al-Qara’, ‘Anata, and Dheisheh refugee camp. 60 Palestinians were arrested during late-night raids in and around Ramallah, Silwad, Hebron, Nablus, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces shot and killed a Palestinian in Shaykh Jarrah, claiming he had stabbed and injured a police officer. In Gaza, Israeli airstrikes killed at least 304 Palestinians. Israel said it had carried out 600 airstrikes in the past 24 hours. Hamas said it had repelled Israeli advances near Gaza City, forcing Israeli tanks and bulldozers to retreat. Israel hit the Turkish-Palestinian Friendship Hospital, causing extensive damage. Near Lebanon, an Israeli soldier was killed and 2 others injured when an Israeli tank rolled over them. Israel attacked several places in Lebanon; 3 mortar shells were fired at Israel. In Syria, Israeli forces carried out airstrikes, saying they had hit targets that fired rockets toward Israel. The Gaza Ministry of Health said at least 8,309 Palestinians have been killed, including around 5,000 women and children, and 21,048 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 122 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,208 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 10 of its staff have been killed in the past 3 days, bringing the total number of UNRWA staff killed by Israel to 63. 26 trucks carrying aid to Gaza entered via the Rafah crossing. The WHO said it had not been able to resupply al-Shifa and al-Quds hospitals because of the risk of Israeli airstrikes. The Palestinian Red Crescent Society said an Israeli airstrike damaged its warehouse in Gaza City. Israel closed off the water to Gaza again after reopening 2 water lines in the past week. Al Jazeera journalist Youmna ElSayed said her family had received a phone call from Israel warning them to flee south from Gaza City. Al Jazeera condemned the threat against their journalist in a statement, saying “Israel’s actions continue with impunity as they attempt to silence the messenger.” (AJ, AJ 10/30) 

PA foreign minister Riyad al-Maliki met with Cypriot foreign minister Constantinos Kombos, discussing the need for an immediate ceasefire. (WAFA 10/30)

Israeli media reported that Finance Minister Bezalel Smotrich had sent a letter to Prime Minister Benjamin Netanyahu, informing him that monthly payments to the PA delivering the PA’s tax revenue had stopped. (AJ 10/30)

A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. Israeli sources verified the authenticity of the document but said the government is not expected to debate the proposals. (HA 10/30; AP 10/31)

The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The judges said “[t]he assessment of human rights violations in times of war is not comparable to such assessments in peaceful situations.” (HA 10/30)

Al-Haq, al-Mazan, and the Palestinian Centre for Human Rights urged ICC prosecutor Karim Khan to issue arrest warrants for “Israeli authorities and military personnel.” (AJ 10/30; WAFA 10/31)

At the UN Security Council, PA ambassador to the UN Riyad Mansour criticized the international community for not forcing Israel to stop its bombing of Gaza, saying “they are besieged and bombed with nowhere safe to go.” Israeli UN ambassador Gilad Erdan wore a yellow Star of David, resembling the markings forced on Jewish people by Nazi Germany, saying “Never Again.” Dani Dayan, the chairperson of the Israeli Holocaust Remembrance Center, Yad Vashem, said Erdan’s actions “disgraces both Holocaust victims and Israel.” UNRWA commissioner-general Phillippe Lazzarini told the Security Council that a ceasefire was a “matter of life and death for millions,” and charged Israel with collective punishment. Israeli defense minister Yoav Gallant said Hamas will “die fighting” or “surrender without any conditions.” (AJ 10/30)

U.S. National Security Council spokesperson John Kirby said the U.S. does not support a ceasefire, reiterating the White House’s position that a ceasefire would only benefit Hamas. Kirby stated the U.S. position was to support “temporary, localized humanitarian pauses for aid, and for people to get out.” The U.S. also said 4 rockets were launched at the Ain al-Asad air base, causing no injuries or damage. Saudi defense minister Khalid bin Salman said he discussed the need for a ceasefire during a meeting with National Security Advisor Jake Sullivan. (AJ, HA, REU, REU 10/30; AJ 10/31)

UK foreign secretary James Cleverly said the UK was working to facilitate a temporary ceasefire to allow more aid to enter Gaza. UK parliamentary private secretary Paul Bristow was fired from the Conservative government for writing a letter to Prime Minister Rishi Sunak calling for a ceasefire. Axios reported that Mossad director David Barnea traveled to Qatar over the weekend for meetings with Qatari officials regarding a prisoner exchange with Hamas. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, discussing the humanitarian situation in Gaza and Qatari efforts to mediate a prisoner exchange. OIC secretary-general Hussein Brahim Taha condemned the Israeli attacks on Gaza, calling on the international community to intervene. (WAFA 10/30)

After nearly 2 weeks of tensions at Haram al-Sharif, the Israeli police overnight remove the last of the new security measures installed in the wake of the deadly attack on 7/14. Top Muslim figures, including the mufti of Jerusalem, Mohammed Hussein, certify that the situation at the sanctuary has returned to what it was prior to the attack, and call on Muslims to resume prayers at the sanctuary. They then meet with PA pres. Abbas, who says that the Palestinian leadership will continue discussing the situation before he makes a decision on resuming contacts with Israel. Meanwhile, tens of thousands of Muslims pray at the sanctuary. As the crowds enter the sanctuary, clashes break out (the Israeli police say that Palestinians threw stones at them and they responded with riot-control methods. Palestinians say that Israeli forces started firing tear gas and stun grenades unprovoked). According to the Palestinian Red Crescent, at least 94 worshippers are injured to some degree. More than 100 Palestinians are arrested. The Israeli authorities then reopen the sanctuary entrance. In the West Bank, Israeli forces install an iron gate at the entrance to Janata nr. Bethlehem and shut down the Beit El checkpoint in the wake of the unrest in Jerusalem, according to the IDF. After receiving reports of stones thrown at an Israeli settler outside Tuqu‘ nr. Bethlehem, IDF troops conduct raids in the village; there are no arrests. They arrest 2 Palestinians during further raids nr. Jenin, and patrol nr. Hebron, Qalqilya, and Salfit. IDF troops shoot and kill a Palestinian close to the Bayt ‘Aynun junction nr. Hebron after he allegedly attempts to stab one of them, and the Palestinian Red Crescent reports that Israeli forces prevented medics from treating the man. The incident sparks brief clashes between the IDF and stone-throwers; there are no injuries. Separately, IDF troops shoot and kill a 2d Palestinian at a checkpoint nr. Nablus after he stabs and lightly injures an Israeli officer. Meanwhile, Israeli forces demolish 4 greenhouses and a water well in the Jordan Valley, a home under construction in a village nr. Hebron, and 2 livestock structures outside al-‘Arub r.c. nr. Hebron. The IDF conducts house searches and raids in 1 village each nr. Salfit and Bethlehem, arresting 1 Palestinian and issuing an arrest summons to 1; patrols in Jenin and 1 village each nr. Tulkarm, Qalqilya, and Salfit, as well as 5 nr. Hebron. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Bayt Lahiya. The Israeli authorities shut down the Kerem Shalom border crossing temporarily due to an escalation of violence in the n. Sinai (the Egyptian army kills 30 fighters with SPIS and other armed groups in operations today nr. Rafah, Shaykh Zuwayd, and al-Arish). Off Gaza’s coast, Israeli naval forces arrest 2 Palestinian fishermen working nr. Bayt Lahiya and confiscate their boat. In East Jerusalem, Israeli police violently disperse an educational event allegedly organized by the Northern Branch of the Islamic Movement (Israel banned the Northern Branch on 11/16); 1 Palestinian is arrested and there are no serious injuries. The IDF assassinates Hamas commander Ahmad Jabari and his bodyguard and separately kills 7 other Palestinians in a number of air strikes on military and civilian targets across the Gaza Strip, leaving around 90 wounded. The dead include 2 children and an elderly man. Code-named Operation Pillar of Cloud in Hebrew (a Torah reference) and renamed Operation Pillar of Defense for foreign audiences, the Israeli military attacks are described as the ‘‘beginning’’ of an effort to increase deterrence and remove Hamas’s rocketlaunching capabilities. The IQB warns that Israel has ‘‘opened the gates of hell’’ with Jabari’s assassination, and fires dozens of rockets and mortars into Israel. They are joined by the DFLP, Islamic Jihad, PFLP, and PRCs, all of whom claim responsibility for rocket and mortar fire. In total, over 90 projectiles hit Israel from the Gaza Strip, causing 4 injuries. The Iron Dome rocket-defense system intercepts 30 rockets. Overnight, the IDF undertakes air strikes on around 100 sites across the Gaza Strip. U.S. pres. Obama calls Israel PM Netanyahu to express his support for Israel’s military operation and the country’s right to selfdefense. Obama also calls Egyptian pres. Mohamed Morsi to stress the importance of de-escalation and to pledge to stay in close touch. Egypt strongly condemns Israel’s military assault, and UN secy.-gen. Ban Ki-moon calls for a cease-fire. Palestinians across the West Bank demonstrate to mark the day before the 24th anniversary of the PLO’s declaration of independence, blocking roads nr. Early in the morning, the IDF drops leaflets from helicopters over n. Gaza border areas nr. Bayt Lahiya warning that the IDF will use deadly force against anyone approaching the border fence. Late at night, IDF troops on the s. Gaza border fire on residential areas of Khan Yunis, damaging a house but causing no injuries. On the Rafah border, 1 Palestinian is killed and 2 are injured in a smuggling tunnel collapse. In the West Bank, Israel’s Shin Bet arrests 13 Palestinians fr. al-Am’ari r.c. (including 2 Palestinian Red Crescent Society employees, the goalie of Palestine’s Olympic soccer team, and a senior PA intelligence officer) for plotting a series of attacks on IDF soldiers nr. Ramallah, claiming that the prominent mbrs. of the group intended to use their status to perpetrate attacks. The IDF seals off a plot of land in the al-Ja’wana area Bayt Furik village (nr. Nablus), confiscating 6 tents and 2 water tanks belonging to local Palestinians; patrols in 3 villages nr. Ramallah (synchronized) and 1 nr. Qalqilya in the morning; patrols in 3 villages nr. The IDF issues an eviction order to several Jewish settler families who moved into a house in Hebron, near the al-Ibrahimi Mosque/Tomb of the Patriarchs, several days ago that they claim to have purchased fr. the Palestinian owner (who claims the deeds were forged). The IDF cites the settlers for failing to secure the proper permits from the Israeli military to reside in the West Bank, calling their presence “a risk to public order,” and ordering them to vacate the building by 3:00 p.m. local time on 4/3. Cross-border fighting in Gaza enters its 3d day. Palestinians fire 10s of rockets and mortars into Israel, damaging an empty school but causing no injuries. Israel carries out at least 7 air strikes on 7 targets (1 in Abassan, 3 in Gaza City, 3 in Jabaliya), killing 2 Palestinian civilians and wounding 33 Palestinians (2 armed Palestinians and 31 civilians, including 12 children and 5 women). Egypt unsuccessfully attempts to mediate a cease-fire. Israeli DM Ehud Barak acknowledges that Hamas has not taken part in the fighting, but notes that Hamas has not tried to rein in Islamic Jihad or the PRCs. As the fighting continues Islamic Jihad publicly accuses Hamas of failing to protect Gaza. In the West Bank, the IDF conducts morning patrols in 3 villages nr. Ramallah and 1 nr. Jenin (firing tear gas, stun grenades at stone-throwing Palestinian youths who confront them, causing no injuries); patrols in 1 village nr. Jenin (again firing tear gas, stun grenades at stone-throwing Palestinian youths who confront them, causing no injuries) and 1 nr. Tulkarm in the afternoon; and conducts late-night patrols in 1 village nr. Ramallah and latenight arrest raids and house searches nr. Jenin. Meanwhile, residents of the illegal settlement outpost of Migron (49 families; some 300 settlers), who were informed by Israel’s High Court in 2011 that they must vacate and dismantle the outpost (on private Palestinian land nr. Ramallah) by 3/31/12, sign a deal with the government to move the outpost to a plot of state land 2 miles away, near Psagot settlement, where they will be allowed to build permanent homes, effectively creating a new Jewish settlement in Jerusalem’s environs. The government then requests that the High Court delay the evacuation until the new homes on the new site are completed (target date 2015). Ramallah in the morning and detain a Palestinian guard posted outside the Palestinian Red Crescent Society offices; patrols in Qalqilya in the morning; patrols in 2 villages r. Qalqilya and Salfit late at night; conducts late-night arrest raids, house searches in and around Qalqilya and nr. The Gaza cease-fire generally holds, though unidentified Palestinians fire 4 rockets into Israel during the day, causing damage in 1 instance but no injuries. The PRCs now say (see 8/21) that they will abide by the cease-fire because it “serves the interests of the Palestinian people.” In the West Bank, the IDF raids and searches 15 houses in Hebron, arresting 1 Palestinian; patrols in 2 villages nr. The IDF continues heavy air strikes (including 1 missile dropped fr. a war plane and 13 missiles fired fr. helicopters and drones) and artillery attacks (more than a dozen) hitting at least 19 targets across Gaza, killing another 11 Palestinians (5 civilians and 6 militants), wounding 20 (19 civilians and 1 militant), and damaging a commercial building and several homes. Israeli DM Barak stresses that the assaults are in response to the bus attack on 4/7 and not the start of a major offensive. Palestinians fire another 24 mortars and 6 rockets, causing damage in 2 incidents but no injuries. Various factions claim responsibility for firing, including the AMB, DFLP, Hamas, Islamic Jihad, the Popular Front for the Liberation of Palestine (PFLP), and the PRCs. Israel’s new Iron Dome system intercepts 3 of the rockets. In addition, IDF troops on the n. Gaza border fired warning shots at Palestinian farmers nr. the border fence, forcing them to flee. Israeli naval vessels fired toward the Gaza City beach and at Palestinian fishermen off the coast w. of Nussayrat r.c., causing no injuries. With the past 24 hrs. marking the worst flare-up in crossborder violence since OCL, UN Secy.-Gen. Ban calls on both sides to observe a ceasefire immediately. In the West Bank, the IDF patrols in Jericho and 2 villages nr. Ramallah (firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing youths who confront them, causing no serious injuries); conducts morning arrest raids, house searches nr. Jericho. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF troops on the Gaza border e. of al-Bureij r.c. fire artillery shells at 2 Palestinians who stray nr. the border fence, killing them; the IDF prevents the Palestinian Red Crescent Society fr. retrieving their bodies for 2 days. In 2 separate incidents, IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. Jewish settlement sites, wounding 1. Direct Israeli-Palestinian negotiations are formally relaunched at a ceremony at the State Dept. in Washington, with Abbas and Netanyahu pledging to meet again on 9/13–14 in Egypt and then every 2 weeks thereafter to “keep momentum going.” Clinton, Abbas, Netanyahu, and U.S. special envoy George Mitchell meet, after which Abbas and Netanyahu meet privately for 90 mins. Mitchell then announces that the leaders have decided to work toward a “framework agreement” within a year that would outline “the compromises each side must be ready to make” to achieve peace as a 1st step before attempting to iron out a comprehensive peace treaty. For a 3d day in a row, IQB gunmen fire on a Jewish settler vehicle driving in West Bank area C, causing no injuries. Asked if Hamas’s political leadership approved the recent string of shootings, West Bank IQB spokesman Abu Ubaidah says the operations are “in harmony with the attitude of the political wing.” The PASF says that since the 1st shooting on 8/31, they have detained 300 Hamas mbrs. Late in the evening, the IDF patrol in villages nr. Jericho, Nablus, Qalqilya, and Salfit, making no arrests; conducts arrest raids in Hebron (shooting and wounding 1 Palestinian, releasing him to the Palestinian Red Crescent Society) and neighboring al-‘Arub r.c. In the West Bank, the IDF fires live ammunition, rubber-coated steel bullets, tear gas, and percussion grenades at Palestinian, Israeli, and international activists taking part in weekly nonviolent demonstrations against the separation wall in Bil‘in (injuring 3 Palestinians, including a pregnant woman); fires tear gas and beats several Palestinians at a similar nonviolent demonstration in al-Ma‘sara (injuring an Israeli man and a 9-yr.-old Palestinian child). Jewish settlers fr. Karnei Shomron and Keddumim nr. Qalqilya force Palestinian farmers off land nr. the settlement, block roads in the area to Palestinian traffic. Jewish settlers fr. Ramat Yishai in Hebron stone a Palestinian Red Crescent Society ambulance transporting a patient fr. a hospital to her home, forcing the ambulance back to Hebron hospital; the IDF observes but does not intervene. The 20th day of OCL is marked by serious diplomatic steps toward a cease-fire but also by Israel’s heaviest attacks on Gaza since operations began. Israel’s envoy receives the Egyptian-Hamas cease-fire offer in Cairo, returns to Israel to brief the security cabinet. Olmert dispatches Livni to Washington to finalize a bilateral “memorandum of understanding” (MOU) regarding U.S.-led international efforts to halt arms smuggling into Gaza.

Combat notes: The IDF sharply escalates air, naval, and ground attacks across Gaza. IDF ground forces push deep into Gaza City under cover of air strikes and heavy tank and artillery fire. Residents report almost constant air, naval, artillery bombardment from 1:00 A.M. to 1:00 P.M. local time, and particularly heavy ground engagements in al-Atatra n. of the city and Tal al-Hawa neighborhood on the southern outskirts, as well as in Jabaliya r.c. Thousands of Gaza City residents attempt to flee the fighting, but many cannot leave their homes because of the intensity of Israeli fire. In a major air strike on Jabaliya, the IDF assassinates Gaza’s acting Interior M Said Siyam in his brother’s home, along with his brother and nephew, Hamas internal security head for Gaza Salah Abu Sharah, 4 Palestinians in an adjacent home. In addition, IDF air strikes hit buildings in Gaza City housing UNRWA’s main food depot (3 white phosphorous missiles incinerate tons of food and medicine brought in during the humanitarian lulls); Palestinian Red Crescent Society offices and the adjacent al-Quds Hospital (both hit repeatedly over a 5-hr. period; the patient wing of the hospital is not targeted); and the shared media offices of Abu Dhabi TV, al-Arabiyya TV, Reuters, and the Russian TV channel Rusiya al-Yaum, causing serious damage and injuring 2 journalists. A number of other hospitals in Gaza City are damaged by Israeli mortar fire. Palestinian medical workers say the Palestinian toll is at least 1,090 dead (including 375 children, 150 women, 14 medical workers), more than 5,000 wounded.

Gaza in the morning, stating that it is suspending Operation Hot Winter during U.S. Secy. of State Condoleezza Rice’s upcoming 3/4–5 visit. The toll for the 5-day operation is at least 110 Palestinians (half of them civilians, including at least 24 children; Hamas says it lost 37 mbrs.; Islamic Jihad and the PRCs say they lost 15) and 3 Israelis dead (1 civilian inside Israel, 2 IDF soldiers in Gaza), and nearly 400 Palestinians injured (most of them civilians). Overnight, the IDF sends troops back into central Gaza, engaging in heavy clashes with armed Palestinians in al-Maghazi r.c. that last throughout the day, occupying houses as sniper posts, cutting electricity to central Gaza, conducting air and artillery strikes, leaving 5 Hamas mbrs., 4 Palestinian bystanders dead and 5 IDF soldiers, 93 Palestinians wounded (mostly militants, most with shrapnel fr. tank fire; also including 20 children). The IDF also continues to shell n. Gaza fr. land and sea. The Jewish Federation of Greater Washington announces that its annual fundraising campaign brought in $20.5 m., up 8% from last year. Of that amount $11.8 m. will be used for projects in the greater Washington area, such as Jewish day schools and community centers, and $7.8 m. will go to Israel and diaspora Jewish communities in Argentina and Ethiopia.
