In the West Bank, Israeli forces delivered demolition notices for 6 houses and 2 commercial structures in Ar-Rafaiya in the Masafer Yatta area and stop-work orders for 7 houses under construction in Marda. 6 Palestinians were arrested during late-night raids in Kharbatha al-Misbah, Nablus, Aida refugee camp, and Yatta. In East Jerusalem, Israeli authorities demolished 3 Palestinian homes: 2 in Sur Baher and 1 in Bayt Hanina. Haaretz reported that settler violence against Palestinians has been raising in 2022, with more than 400 recorded incidents in the 1st half of the year, compared to 650 recorded incidents in all of 2021. A source in the Israeli military told Haaretz that the military is aware of the situation and is seeing an increase in radicalized Israeli settlers. The Israeli military recorded 360 incidents of Israeli settler violence in the West Bank against Palestinians in 2019; in 2020 the number increased to 500, before in increasing to 650 last year. An Israeli police investigation into the attacks on the funeral procession for Palestinian American journalist Shireen Abu Akleh on 5/13 found that Israeli police had acted with misconduct, but no commanders were disciplined. According to the Haaretz source, the decision not to discipline any of the commanders responsible was made before the investigation started. The report was also not released to the public. An Israeli court found former Gaza director of the charity World Vision, Mohammad El Halabi, guilty of membership of a terrorist organization, providing information to a terror group, taking part in forbidden military exercises, and carrying a weapon. The purported evidence against El Halabi is kept secret and the guilty verdict was in part based on a confession given under duress to an informant. World Vision, independent audits, and the Australian government have all said they have found no evidence of wrongdoing by El Halabi since he was 1st arrested in 2016. El Halabi has declined multiple plea deals that would have seen him released before the upcoming sentencing, refusing to enter a plea for a crime he says he is innocent of. Palestinian officials said that the U.S. had refused Palestinian calls for peace negotiations, claiming that the Israeli political situation is too sensitive. The request was made during the weekend, when top Palestinian officials met with U.S. secretary of state for Near East affairs Barbara Leaf and her deputy Hady Amr in Ramallah ahead of president Joe Biden’s visit to Palestine, Israel, and Saudi Arabia on 7/13-7/16. Israeli sources told Haaretz that Secretary Leaf had asked Israeli politicians to refrain from sending Israeli soldiers into Area A and not to carry out punitive demolitions ahead of President Biden’s visit. Israeli foreign minister Yair Lapid said that Israel is seeking peace with Saudi Arabia and elaborated, “I won't say whether we have under-the-radar talks with the Saudis . . . Russia summoned the Israeli ambassador to express “grave concern” over an Israeli air strike that damaged the Damascus International Airport on 6/10. The Russian deputy foreign minister Mikhail Bogdanov called Israel’s reasoning for attacking the airport “unconvincing.” (HA, JP, REU 6/15)

Israel, Egypt, and the EU signed a deal to increase the sale of liquified natural gas from Israel to the EU via Egypt, in a stated effort to reduce EU countries’ dependency on Russian gas. In the West Bank, 1 Israeli settler attempted ramming 1 Palestinian photojournalist working for Agency France Presse with their car at the Huwwara checkpoint. Israeli forces shot and injured 1 Palestinian man who had allegedly attempted to stab Israeli soldiers near the Shomron Regional Brigade military base by Nablus; the Palestinian man was taken to a hospital while none of the Israeli soldiers were injured. Israeli forces also notified Palestinians in Wadi Fukin that Israel is seizing 40 dunams (10 acres) of Palestinian-owned land near the village. 26 Palestinians were arrested during late-night raids in Dura al-Qari, Husan, Misilyah, Barta‘a, Silat al-Harithiya, al-Fara‘a refugee camp, Qalqilya, Qarawat Bani Hassan, Dheisheh refugee camp, Halhul, Beit Umar, and Qabatiya. In Jerusalem, Israeli forces assaulted the family of 1 Palestinian who was seriously injured on 5/16 during a funeral procession in East Jerusalem at a hospital while trying to arrest their seriously injured relative. 1 of the family members was beaten unconscious by the Israeli police and treated at the hospital. Later, Israeli police informed the family that the seriously injured man was not under arrest and they were still allowed to visit him. Israeli forces also razed 1 dunam (0.25 acres) of Palestinian land and demolished 1 fence in Shu‘fat refugee camp. 1 Palestinian was arrested at the Damascus Gate plaza. In Israel, Israel said it had shot down a drone entering Israeli air space from Lebanon, claiming it was operated by Hezbollah. Israel’s prime minister Naftali Bennett visited the Elkana settlement in the West Bank a week after his government approved 500 new settlement units there. It was Prime Minister Bennett’s 1st visit to an Israeli settlement outside of East Jerusalem since he took office. The PA denounced Bennett’s trip. (HA 5/17)

PA civil affairs minister Hussein al-Sheikh met with Russian foreign minister Sergei Lavrov and deputy foreign minister Mikhail Bogdanov in Moscow. Deputy Foreign Minister Bogdanov met with a Hamas delegation in Moscow earlier this month. (WAFA 5/18)

Israel’s public security minister Omer Bar-Lev decided to allow Israeli settlers and right-wing activists to march through the Damascus Gate plaza and the Muslim quarter of the Old City on “Jerusalem Day” on 5/29. Prime Minister Bennett spoke to French president Emmanuel Macron. According to the official French readout of the conversation, President Macron expressed concern about Israel’s decision to advance 4,000 settlement units and urged Israel to swiftly investigate the killing of Al Jazeera journalist Shireen Abu Akleh on 5/11. The Israeli readout did not mention the French concern about the Israeli settlement expansion. (AJ, HA, REU 5/17)

Ahead of Friday prayers, the Israeli police announce that Palestinian men younger than 50 will be barred from Haram al-Sharif today. They also specifically bar 21 Palestinians from the site and deploy heavily across East Jerusalem. In response to these new restrictions, thousands of young Palestinian men and others pray on the streets of the Old City outside the sanctuary in the morning. Meanwhile, Israeli forces violently disperse Palestinians protesting the recent restrictions to access at the sanctuary across the oPt; 1 Palestinian is killed in Gaza and at least 20 are injured. IDF troops shoot and kill a Palestinian at the Gush Etzion junction nr. Bethlehem claiming that he attempted to stab an Israeli soldier. No Israelis are injured in the incident. A Palestinian witness says that the victim had no knife or any other kind of weapon. Elsewhere in the West Bank, IDF troops shoot and injure a Palestinian farmer tending to his lands nr. Salfit. In Amman, hundreds of Jordanians gather outside the Israeli Embassy to protest the fatal shooting of 2 Jordanians by an Israeli security guard on 7/21 and the Israeli embrace of the guard in the wake of the killing.
