In the Gaza Strip, Egyptian authorities open the Rafah border crossing, which has been closed since 10/25, the day after 30 Egyptian security troops were killed by Sinai Province of the Islamic State (then known as Ansar Bayt al-Maqdis). In the West Bank, the IDF conducts house searches and raids in and around Hebron; closes the Hawara checkpoint at the s. entrance to Nablus; patrols nr. Hebron. In East Jerusalem, a mentally disabled Palestinian woman is detained and taken to the Russian compound detention center for questioning during a court hearing for her daughter, who was arrested for defending her mother from Israeli security forces on 11/25. Israeli forces conduct raids in Shu‘fat r.c. and Issawiyya. At a prison nr. Beersheba, Israeli security forces detain a Palestinian mother and her 2 infant children while they are visiting their incarcerated father. Senior Hamas official Musa Abu Marzuq criticizes the UN’s Gaza reconstruction mechanism, saying that its architect, UN Special Coordinator Robert Serry, did not reach out to confer with Hamas and that the group rejects the mechanism. Abu Marzuq also describes the mechanism as a way for PA Pres. Abbas to sidestep Hamas. (MEMO 11/26)

Israeli interior minister Gilad Erdan cancels the residency of the widow of 1 of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18, effectively deporting her and her 3 children back to the West Bank. Palestinians also take part in weekly nonviolent protest against the separation wall in Wadi Nis nr. Um Salamuna. Jewish settlers fr. Susia attack Palestinian farmers and a shepherd working in their fields nearby; the IDF observes but does not intervene. Tal Rumayda attack Palestinians, international peace activists in Hebron. Unidentified gunmen fatally shoot a PA security officer in Gaza. Overnight, the IDF launches heavy missile barrages and air strikes on s. Beirut suburbs (leveling wide swaths around the Hizballah headquarters) and s. Lebanon, hitting a major power station. In response, Hizballah fires some 20 rockets on Haifa, killing 8 Israelis and wounding 7 at a rail yard, hitting the city’s main oil refinery and gas depot, and a busy downtown street at rush hour; the IDF says that 4 of the rockets fired were Iranian made Fajr missiles (which, if confirmed, would mark Hizballah’s 1st use of the weapons), but Hizballah says it fired only Raad-2 and Raad-3 missiles. The IDF strikes back during the day, ordering Lebanese to evacuate 7 villages in s. Lebanon; hitting at least 80 targets across Lebanon, killing at least 45 Lebanese and wounding more than 100, including killing 20 in an air strike on a government civil defense building in Tyre (also wounding 50) and 8 dual Canadian citizens in a strike on a minibus in s. Lebanon; also killing a Ghanaian UNIFIL soldier and his family in an air strike on his house; leveling an apartment building in s. Beirut, knocking out electricity in many areas of the capital. Overnight, the IDF drops 2 quarter-ton bombs on a 3-story building in Gaza City in an attempt to assassinate chief Hamas bomb-maker Muhammad Dayif, 4 times previously the target of Israeli assassination since 2000, wounding Dayif, killing senior Hamas mbr. Nabil al-Salima,his wife and 7 children, wounding Izzeddin al-Qassam Brigades n. Gaza cmdr. Ahmad al-Gander and at least 33 bystanders, seriously damaging 15 surrounding homes. At the same time, the IDF also expands Operation Summer Rains with a major incursion into central Gaza, sending 10s of tanks, APCs, armored bulldozers across the Kissufim crossing under helicopter and drone escort and moving troops north fr. positions nr. Abasan, cutting the Strip in half, ordering PA security forces to leave the area, shelling and bulldozing surrounding areas. During the day, the IDF reportedly kills at least 22 other Palestinians and wounds at least 14 in major gun battles nr. Dayr al-Balah in central Gaza and in air and artillery strikes around Dayr al-Balah and Khan Yunis; the PRC’s Salah al-Din Brigades Khan Yunis leader Hisham Abu Nusayra, a PA policeman are killed in separate air strikes in Khan Yunis and a police station in alQarara is hit. The IDF also bulldozes 65 d. of agricultural land, partially demolishes 8 Palestinian homes and a car, and occupies 10 Palestinian homes as military posts in Dayr al-Balah; withdraws fr. the Qarni industrial estate (held since 7/8), allowing humanitarian and commercial imports to resume, and from Dahaniyya airport (held since 6/28), allowing PA security forces to enter the airport and the Rafah crossing and around 1,000 displaced Palestinians (see 7/8) to return to their homes. Palestinians try to fire rockets fr. Gaza toward Kissufim, but they fall short, causing no damage or injuries. Before dawn, Hizballah launches a crossborder attack on Israel, dubbed Operation True Promise, firing rockets across the Blue Line into n. Israel as a diversion; sending fighters in to n. Israel to attack an IDF patrol btwn. Zarit and Shetula, capturing 2 IDF soldiers, killing 3 soldiers, wounding 2. The IDF sends troops into Lebanon to search for the missing soldiers, where an IDF tank hits a mine, killing 4 IDF soldiers and marking Israel’s 1st ground incursion into Lebanon since its 5/00 withdrawal. (An 8th IDF soldier is killed, 2 others are wounded in Lebanon late in the evening as they try to recover the remains of the 4 tank occupants.) The IDF also launches air strikes and directs heavy artillery, tank fire on some 40 Hizballah positions, roads, bridges, power stations in s. Lebanon, killing at least 2 Lebanese civilians, 1 Lebanese soldier, wounding at least 10. The Lebanese government requests that UNIFIL broker a cease-fire, but Israel says a cease-fire would be contingent upon return of the captured soldiers. Hizballah leader Shaykh Hasan Nasrallah says the group plans to hold the 2 soldiers for the release of 3–4 Lebanese held by Israel. During the day, IDF Chief of Staff Dan Halutz calls up a reserve infantry division for deployment to the n. Israel border and sends the Israeli navy into Lebanese waters, threatening a massive invasion of Lebanon; makes air strikes on a Palestinian guerrilla base s. of Beirut. Overnight, the IDF sends another 15–20 tanks and armored personnel carriers (APCs) into Bayt Hanun and into the Erez industrial zone, leveling land to clear lines of sight, searching for roadside bombs and tunnels that could obstruct a large-scale military incursion into Gaza (as PA security forces pull out of their border positions at Erez, Palestinians stream into the industrial zone to scavenge fr. closed businesses there); continues to break the sound barrier over Gaza and to make air and artillery strikes on n. Gaza, killing 1 PA security officer, wounding several Palestinians, and destroying an empty building on Islamic University campus. During the day, the IDF continues the n. Gaza build-up, reoccupying the fmr. Nisanit settlement site, occupying 2 more Palestinian homes as operational bases, bulldozing a PA security force base in Bayt Hanun; fires on residential areas around Erez (wounding a Palestinian child) and on a Palestinian Energy Authority repair crew attempting to fix a transformer in the area. The IDF also allows Qarni crossing to reopen for several hrs. to import humanitarian supplies from the World Food Program (WFP) and UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East); WFP reports that there are only 2 days left of sugar and 8 days left of animal feed in Gaza and that milk and dairy products are only available in small quantities. Meanwhile, the Izzeddin al-Qassam Brigades fire a 2-engine Qassam rocket fr. Gaza into Israel, hitting an empty school nr. Ashqelon, 7.5 mi inside Israel (the longest-range rocket to date). In the West Bank, the IDF raids Jenin, ambushes and fires on a car, assassinating wanted AMB Jenin cmdr. Fida’i Qandil, wounding a passenger; raids a PA police station in Ramallah, detaining 3 Palestinians captured by the PA in connection with the murder of a Jewish settler on 6/29; arrests Hamas spokesman Farhat Asad nr. Ramallah; patrols in, fires on residential areas of al-Fara‘a r.c. nr. Jenin, wounding 2 Palestinians; conducts arrest raids, house searches in and around Ramallah, in Nablus and Qalqilya, and nr. The IDF closes the Qarni crossing; conducts arrest raids, house searches in and around Nablus and nr. Bethlehem, Hebron, Jenin (fatally shooting a Palestinian gunman), Ramallah (searching the home of Change and Reform PC mbr. Ahmad ‘Abd al-‘Aziz Malik). PA security forces at Gaza’s Qarni crossing prevent 2 Palestinian vehicles of PRC mbrs. carrying explosives that attempt to crash through the PA security barrier to attack the main transit building; 3 PA policemen, 2 gunmen are wounded in the exchange, and 3 gunmen are arrested; Israel claims that the PRCs were acting under the direction of Hamas, which denies the charge; PA Interior M Siyam says that attacking border crossings is against the national interest and should not be done. IDF undercover units raid Bethlehem, open fire on a car, assassinating wanted AMB mbrs. Daniel Abu Hammami and Ahmad Muslih, wounding a 3d. The IDF also closes Kerem Shalom crossing for the day; raids al-Amal Hospital in Nablus, searching wards for wanted Palestinians; raids a PA police station in Azariyya in East Jerusalem, detaining 2 officers; conducts arrest raids, house searches in and around Hebron and nr. Bethlehem, Tulkarm. In Gaza City, armed Fatah mbrs. protest outside the PA Health Min. offices in Gaza City, demanding assistance for relatives in need of medical treatment abroad, and begin to riot when they are told that budget constraints have forced the government to slash funding for medical transports abroad; when PA police are unable to quell the demonstration, the Health M calls in Izzeddin al-Qassam Brigades mbrs. to support the police, sparking an exchange of gunfire with the Fatah mbrs., leaving 3 Fatah mbrs. wounded. In Nablus, AMB gunmen (mbrs. of the PA security forces) fire on the historic Nablus municipal building, forcing employees to evacuate, demanding that the Hamas mayor close his offices, that the PA pay their salaries. To calm tensions, Abbas orders the PA security forces to cancel plans for a massive pro-Fatah rally in Ramallah against Mishal’s 4/21 statements. In Silwan and al-Tur (Mount of Olives), East Jerusalem, 3 Palestinian families are evicted fr. their homes (30 Palestinians in 3 apartment buildings in Silwan; 2 apartment buildings in al-Tur), which they have lived in for at least 40 yrs., after an Israeli court rules that the buildings were legally acquired by the Jewish National Fund in 1923. Abbas swears in the new Palestinian cabinet. PM Haniyeh says his government will allow Abbas to pursue peace negotiations with Israel, will continue reform efforts. The U.S. orders its diplomats, contractors not to have any further contacts with PA ministries, though contacts with Abbas, his office would be allowed; presses the international community to do the same. Israel allows Gaza’s Qarni crossing to open for export of goods to Israel, Sufa crossing (closed since 2/14) for the import of construction materials; shells the n. Gaza no-go zone, causing no damage or injuries; conducts arrest raids, house searches nr. Hebron, also firing on residential areas, wounding a Palestinian standing on his balcony; issues a military order confiscating 80 d. of Palestinian land for construction of the separation wall around Gilo settlement nr. Bethlehem. The IDF says that its liaison offices in the West Bank will continue to operate after a Hamas-led government is sworn in, but will no longer deal with any PA officials; they will deal only with international organizations, Palestinian hospitals, individual Palestinians. As Operation Starting All Over Again continues, IDF warplanes launch 12 more air strikes on Gaza, cutting electricity to 1,000s of Palestinian homes, causing serious damage but no injuries; continue conducting sonic booms over the Strip roughly every 20 mins. almost around the clock. The IDF also drops leaflets on Gaza warning of more air strikes until there is a “total cessation of terror attacks”; responds to Palestinians firing a rocket at Sederot (no damage or injuries) with artillery fire on the launch site in n. Gaza, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches and fires on residential areas in and around Balata r.c., Nablus; Palestinians set fire to 1 IDF vehicle in Nablus during the operation. The IDF also fires on stonethrowing Palestinians in Dura, wounding 8. Jewish settlers fr. Kiryat Arba rampage through Palestinian areas of Hebron, damaging 10s of houses, seriously injuring 1 Palestinian. Jewish settlers fr. Carmiel, rampage through Yatta village, damaging 10s of Palestinian homes and 1 car. In Ramallah, PA police break up a protest in front of the PA headquarters by Birzeit University students demanding the release of jailed student leader of the Islamic movement at Birzeit, Ala’ Barahma; several students are injured. Overnight, the IDF deploys an artillery battery outside the s. Gaza Strip (since Operation First Rain, artillery has been positioned in Nahal Oz, outside the n. Gaza); begins massing troops in the Gaza border in case the Israeli cabinet calls for ground operations; conducts arrest raids, house searches in the n. West Bank targeting mostly Islamic Jihad mbrs. During the day, the IDF begins erecting a massive new checkpoint (the Zaatara checkpoint) s. of Nablus at Tapuach Junction that will sever the Nablus and Jenin districts from the rest of the West Bank, creating a northern West Bank canton; the crossing, which is similar to the Qalandia checkpoint that Israel has said will be treated as an international crossing, was approved by the IDF Central Command 9 mos. ago and should begin operation in 2 mos. An IDF drone fires on a car in n. Gaza that launched rockets toward Sederot (causing no damage), killing AMB mbr. Majid Nattat. Soon after, Palestinians fire another 2 rockets and a mortar toward Sederot, and the IDF carries out 2 air strikes on 2 roads leading to Bayt Lahiya; no injuries are reported in the exchange. Later, the IDF carries out another 3 air strikes on n. Gaza, causing no reported injuries; fires stun grenades to disperse Palestinians hoping to cross the al-Ram checkpoint into Jerusalem to mark the final Friday of Ramadan at al-Aqsa mosque. An IDF soldier, who deserted 2 mos. ago to protest disengagement and moved to the right-wing West Bank settlement of Tapuach, boards a Haifa–Shafa‘ Amr bus, still dressed in fatigues and carrying his military issue weapon; when the bus enters the Israeli Palestinian town of Shafa ‘Amr, the driver asks him whether he’s on the right bus; the soldier then shoots the Israeli Palestinian driver dead and opens fire on the passengers, killing another 3 Israeli Palestinians, wounding 20 before a mob beats him to death. The BBC reports that papers in the British National Archives show that in 1958, Britain secretly sold Israel 20 tons of heavy water vital for production of plutonium and the manufacture of nuclear weapons at its Dimona reactor. No “peaceful use only” condition was placed on the sale. (BBC 8/4) The World Bank releases a report showing Israel to be 2d only to Italy as the most corrupt, least efficient of developed countries. The report states that “Israel is considered one of the riskiest places in the Western world, with an unstable, inefficient regime, low accountability, a relative high rate of state corruption, and poor law enforcement.” (HA 8/4)

The IDF conducts arrest raids, house searches in Hebron, Jenin; bulldozes 5 d. of olive trees in Kafr Qadim nr. Qalqilya; confiscates 8 d. of land outside Nablus to expand a buffer around an IDF post. A rocket fired by Palestinians at Gush Katif bloc hits a Palestinian house in Khan Yunis, killing 1 Palestinian child, wounding a 2d. A mortar fired by Palestinians at an IDF post in Gaza injures 1 IDF soldier. After an NIHC mtg. in Gaza, the PA, Palestinian factions announce that all factions have reaffirmed their pledge to observe a cease-fire, will remove all armed forces fr. the streets (except those of the PA security forces), will halt provocations and incitement. Israel agrees to renew contacts with the PA regarding coordination on the disengagement, which were suspended following the 7/12 suicide bombing.
