The UN reports that the IDF has removed the physical infrastructure of an IDF checkpoint at the entrance to Jericho; soldiers remain posted at the site but have not been stopping Palestinian vehicles; the IDF has also opened 3 checkpoints nr. Jenin, Jericho, and Nablus (Tayasir, Ma’ale Ephraim, and Hamra, respectively) around the clock. Jewish settlers fr. Eli settlement nr. Nablus set fire to nearby Palestinian crop land; the IDF observes but refuses to stop the settlers or call firefighters. A Hamas mbr. dies in PA custody in Hebron, and Hamas accuses the PASF of torturing him; the 34-yr.-old man was arrested on charges of money laundering, illegal gun possession, and conspiracy to target PASF forces. A 7-mo.- old Palestinian boy dies of respiratory infection that doctors believe could have been successfully treated if Israel had approved requests to transfer him abroad for medical treatment. In the West Bank, the IDF conducts synchronized late-night arrest raids and house searches in Jenin town and r.c. and 2 nearby villages; makes other late-night arrest raids, house searches in and around Balata r.c. and Nablus, and in Dahaysha r.c. nr. Bethlehem. Jewish settlers place 2 mobile homes on a plot of Palestinian land w. of Bethlehem, declaring the establishment of a new outpost. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Bethlehem, Hebron, Jenin. During the day, as part of an ongoing campaign to arrest Hamas militants (at least 200 already detained) and confiscate their weapons, PA security forces (PASF) conduct a latenight raid into Qalqilya to arrest 2 wanted Hamas mbrs., sparking a heavy exchange of gunfire that leaves 6 Palestinians dead (3 PASF officers, 2 Hamas mbrs., and the owner of the building raided) and 4 PASF officers and 1 bystander wounded, marking the deadliest clash in the West Bank btwn. the 2 factions since 6/07. The PASF imposes a day-long curfew on Qalqilya. PA pres. Abbas, PM Fayyad praise the PASF for doing “their national duty” and vow to “strike with an iron fist against anyone harming the interests of the Palestinian people,” calling Hamas mbrs. “outlaws.” Hamas supporters in Gaza take to the streets in protest; Hamas-affiliated police arrest Fatah activists; and the Hamas leadership threatens to pull out of national unity talks in Cairo scheduled to resume in 7/09. Hebron, killing senior Hamas military cmdr. ‘Abd al-Majid Dudin, wanted by Israel for 14 yrs., in an exchange of gunfire; conducts rare daytime house searches nr. Palestinians fire a rocket fr. Gaza into Israel, damaging a house in Sederot but causing no injuries. Late in the evening, IDF warplanes make at least 7 air strikes on Gaza, hitting at least 4 smuggling tunnels on the Rafah border (3 Palestinians working in tunnels are reported missing); a workshop in al-Daraj neighborhood in Gaza City, destroying it and heavily damaging a nearby marble factory, causing no casualties; a Hamas outpost nr. the border fence with Israel, causing no reported injuries; and a group of armed Palestinians in al-Zaytun neighborhood in Gaza City, wounding 1. Palestinian Authority (PA) pres. Mahmud Abbas dissolves PA PM Salam Fayyad’s government and reappoints it, replacing 8 independent technocrats with Fatah members, none of whom are elected members of the Palestinian Council. (MNA 5/19; NYT, WT 5/20; NYT 5/21)

The UN reports that in the previous wk., Palestinians and the IDF exchanged gunfire across the border nr. the Nahal Oz crossing (causing no injuries) and that the IDF fired “randomly” into Gaza nr. the Qarni and Sufa crossings (causing no injuries). In the West Bank, the IDF makes synchronized daytime raids on 4 villages s. of Jenin, patrolling in the streets, firing live ammunition and percussion grenades at residential areas, causing no injuries and making no arrests. The UN reports that over the previous wk. Jewish settlers have razed 200 d. of Palestinian land (including 50 d. of olive groves) w. of Salfit to expand Burkan settlement. A PA court sentences Hebron resident Anwar Breghit to death by hanging, convicting him of selling private Palestinian land to Israelis when he sold a plot in Bayt Umar village to Karme Tzur settlement; the sentence must be approved by PA Pres. In the West Bank, the IDF raids a house in al-Mukabir belonging to the family of construction worker Hussam Dweikat (shot dead on 7/2/08 when he deliberately rammed his bulldozer into a crowd in West Jerusalem), harasses family mbrs., and threatens to arrest Dweikat’s father because the family had rebuilt part of the house demolished by the IDF in reprisal for the 7/08 attack; conducts late-night arrest raids, house searches nr. Nablus. After mediation by UN agencies, the PA in Ramallah and Hamas authorities in Gaza reach an understanding regarding control of the Referrals Abroad Dept. (see 3/22) allowing normal operations to resume; the World Health Organization estimates that at least 3 patients (and as many as 8) died while waiting for referral documents authorizing their treatment abroad. A military court in Gaza sentences 4 Palestinians to death and 3 Palestinians to life with hard labor in the 7/06 death of an Islamic University prof. during interfactional fighting; only 1 of those convicted is currently held by Hamas police; the others escaped when the IDF bombed Gaza’s central prison on 12/28/08, at the opening of OCL. In the West Bank, the IDF sends undercover units into Qabatya village nr. Jenin at midday in a car with Palestinian license plates to raid a cafe and arrest a wanted ´ Palestinian; demolishes 4 Palestinian homes in Azariyya nr. Jerusalem, in the E1 area marked for expansion of Ma’ale Adumim settlement, displacing 42 Palestinians. Late in the evening, the IDF conducts synchronized late-night incursions into Hebron, Nablus, Ramallah, and Zatara village nr. Bethlehem to raid and search the homes of 8 senior figures affiliated with Hamas (fmr. PA Dep. PM and Education M Nasser al-Din al-Sha‘ir in Nablus; Reform and Change Palestinian Council legislators Nizar ‘Abd al-‘Aziz Ramadan and ‘Assam Nu‘man Salhab in Hebron; Ayman Husayn Darghma in Ramallah; Khalid Tafish Thwayb in Zatara; Reform and Change office director for Ramallah and al-Bireh Mazin al-Rimawi in Ramallah; senior Hamas leader Adnan Ahed Asfur and al-Najah University prof. Issam Rashid al-Ashqar in Nablus), arresting them for their “ongoing efforts to restore the administrative branch of the Hamas terror organization in the [West Bank].” The moves come as an Israeli Justice Min. comm. debates limiting the privileges (e.g., visitation, phone calls, study groups) of Hamas prisoners in Israel. Some 40 Hamas-affiliated legislators have been arrested since Shalit’s capture in 6/06, most of whom remain in detention. Hamas views the moves as Israel’s attempts to pressure it to make concessions in the ongoing Cairo prisoner exchange talks. The IDF conducts additional late-night arrest raids, house searches in Nablus, and nr. Hebron, Jenin, and Tulkarm. Mbrs. of Kiryat Arba settlement’s private security service detain a Canadian journalist and a fieldworker for the Israeli human rights group B’Tselem as they pass nr. the settlement, holding them until the IDF arrives to question them; they are released 4 hrs. later. In the West Bank, Israel reopens a main road to Bani Na‘im nr. Hebron (closed since 2001); authorizes the Palestinian Authority (PA) to build an additional 12 police stations across the West Bank (Israel previously approved 20 and the PA has built 19); issues VIP travel permits to 120 high-ranking PA security officers and Palestinian personalities (bringing to about 390 the number of VIP permits issued to date); increases the number of Palestinian workers allowed into Israel (no figures given); allows Israeli Palestinians to visit Nablus and Jenin on weekends (intended to boost those local economies). The IDF also levels Palestinian land to expand an IDF checkpoint nr. Einav settlement nr. Tulkarm; conducts late-night arrest raids, house searches in and around Bethlehem, in Hebron, nr. Jenin and Ramallah. In Gaza,IDF troops on the s. Gaza border fire on unarmed Palestinians inspecting damaged homes e. of Khuza nr. the border fence, wounding a Palestinian teenager. The UN reports that Palestinians have fired 21 rockets and mortars into Israel since 2/18, causing no damage or injuries. Israel begins phase 2 of OCL, a massive ground advance into Gaza, in the evening. The IDF states that “the objective . . . is to destroy the terrorist infrastructure of the Hamas in the precise area of operation, while taking control of some of [sic] rocket launching areas used by Hamas in order to greatly reduce the quantity of rockets fired at Israel and Israeli civilians.” Israeli FM Livni acknowledges that Israel has broader aims, stating that toppling Hamas is “a strategic Israeli objective,” but that it might take more than one large-scale military operation such as OCL to do the job.

Israeli actions: Before phase 2 begins in the evening, the IDF launches artillery strikes on some 40 targets concentrated in open areas around Bayt Hanun, east of Rafah, and along Gaza’s main north–south artery in an apparent effort to clear the areas of mines and tunnels, to move Palestinians away from those areas in preparation for the insertion of ground forces.

The IDF also continues air strikes and naval bombardments across Gaza. Target areas include Bayt Lahiya, Gaza City (al-Nasser, al-Rimal, al-Shuja‘iyya, al-Tuffah, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, Khuza, al-Mughraqa, Nussayrat, Rafah, al-Shuka (e. of Rafah). Targets include 2 mosques in Bayt Lahiya and Jabaliya, killing at least 13 worshipers and injuring 30 during evening prayers; a car in Khan Yunis, assassinating senior Hamas military cmdr. Muhammad Ma‘aruf; 2 PA security compounds in Gaza City; the al-Aqsa Radio and the al-Risala newspaper offices in Gaza City; tunnels on the Rafah border; suspected rocket-launching sites and weapons depots. By evening, the Palestinian toll reaches at least 460 dead and more than 2,000 wounded.

At dusk, the IDF drops leaflets on n. Gaza warning residents that troops will soon operate in this area and that they should evacuate for their safety. Around 8:00 P.M. local time, the IDF cuts power to the Strip and begins sending ground forces into n. Gaza, taking up positions on the outskirts of Bayt Hanun and Bayt Lahiya (occupying homes as operational bases); securing areas e. of Gaza City nr. the Qarni crossing, but notably keeping a distance from Jabaliya (considered a Hamas stronghold), and just inside the s. Gaza border e. of Rafah (with tanks firing flechette shells at houses and agricultural areas, killing 1 Palestinian and wounding 7 inside their homes). Heavy gun battles are reported, with Hamas issuing a statement that it is firing mortars at IDF ground forces. After ground operations begin, the IDF announces a naval blockade of Gaza out to 20 nautical miles.

Palestinian actions: During the day, Palestinians fire 28 rockets and 7 mortars into Israel, hitting as far as Ashdod and Ashqelon to the n., and Netivot to the e., lightly damaging 3 homes and an apartment building, lightly injuring 2 Israelis.

Of note: Embedded with some IDF ground units are the first Israeli journalists and 2 foreign reporters (BBC and Reuters) allowed into Gaza since late 10/08. These journalists have been given “trusted” status by the government for their “long history of relations with the IDF” and are under the strict rules of the IDF censor; the general ban on foreign journalists is still in place, despite a 12/31 High Court ruling ordering the government to allow journalists access. IDF troops, bulldozers cross into s. Gaza to level land along the border e. of Khan Yunis, exchanging fire with Hamas mbrs., causing no reported injures. In a similar incident nr. the Erez crossing, IDF soldiers exchange fire with DFLP gunmen, causing no reported injuries. The IDF also makes an air strike on an alleged rocket-launching site in n. Gaza, causing no injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in Nur al-Shams r.c. nr. Tulkarm, nr. Bethlehem. Jewish settlers fr. Kiryat Arba beat a 6-yr.-old Palestinian boy on his way to school until his grandfather halts the attack; the IDF observes but does not intervene. Hamas accuses PA security forces in the West Bank of arresting 26 Hamas mbrs. and supporters, mostly in Hebron, but also in Bethlehem, Jericho, and Salfit. After a last-minute talks in Cairo between Egyptian intelligence chief Omar Sulayman and senior Hamas official Mahmud Zahhar fr. Gaza, Hamas’s dep. leader Musa Abu Marzuq announces from Damascus that Hamas will not attend national unity talks in Cairo on 11/9. Hamas officials cite Egyptian and PA unwillingness to compromise on the wording of an Egyptian draft national unity statement or to discuss issues of importance to Hamas, and the PA’s failure to fulfill a pledge to release 100s of Hamas and Islamic Jihad prisoners held in the West Bank as a confidence-building gesture in advance of the summit. Jewish settlers fr. Keddumim nr. Qalqilya burn a Palestinian olive grove. Jewish settlers fr. Elon Moreh nr. Nablus slash the tires, break the windows of the car of a Palestinian family harvesting their olive grove nearby; IDF soldiers observe but refuse requests of the Palestinian family to intervene. Egyptian border police blow up 10 smuggling tunnels along the Rafah border, causing no reported injuries. In the West Bank, the IDF fatally shoots a Palestinian teenager nr. Beit El settlement nr. Ramallah, claiming that he was preparing to throw a Molotov cocktail; bulldozes the Palestinian home in Hebron where PA security forces claimed to find a tunnel on 10/13. Jewish settlers fr. Maj. Gen. Gadi Shamni, head of the IDF Central Command, warns the Israeli cabinet that Jewish settler violence is in danger of spinning out of control, stating, “an extreme incident could happen at any time. These people are conspiring against the Palestinians and against the [Israeli] security forces.” Shamni reports that in the past few wks. settlers have set a dog on an IDF reserve cmdr., broken the arm of a dep. battalion cmdr., slashed tires on IDF vehicles. In Hebron, he says settlers attacked an IDF officer who tried to stop settler children fr. throwing stones at Palestinians. (WP 10/15)

Inside Israel, riots in Acre taper off after Israeli police arrest the Israeli Palestinian whose driving on 10/8 touched off the clashes, charging him with speeding, reckless endangerment, and offending religious sensibilities; the man denies the charges, saying he only drove through a Jewish neighborhood to pick up his daughter from a class. Meanwhile, Israel imposes a general closure on the West Bank, seals Gaza’s crossings for Sukkoth. Overnight, Jewish settlers fr. Adei Ad outpost nr. Ramallah steal olives and destroy olive trees in nearby al-Mughayyir village, sparking fights with Palestinian farmers who arrive in the morning to harvest the groves; no serious injuries are reported. The new synagogue build on East Jerusalem Waqf land, inaugurated on 10/12, opens to Jewish worshipers; Israeli security forces set up checkpoints around the area to prevent Palestinians fr. reaching the site, sparking clashes between the security forces and Palestinians; no serious injuries or arrests are reported. In Hebron, PA security forces claim to find a tunnel under a home, arrest 2 Palestinians allegedly affiliated with Hamas, linking them to the 11 arrested on 10/10 for plotting against the PA. In Acre, clashes between Israeli Palestinians and Jews continue; residents report at least 3 Arab homes destroyed by fire and several others heavily damaged since 10/8. Overnight, in the West Bank, the IDF makes an incursion into Bayt Umar nr. Hebron, raiding, searching, and occupying 2 homes; in the morning, troops fire rubber-coated steel bullets at Palestinians and international peace activists who gather for a nonviolent protest, injuring 3 Palestinians and 1 international activist, arresting 9 Palestinians (including 3 children), releasing most and withdrawing by evening. The IDF also fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in (injuring 5); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin (injuring 6); conducts late-night arrest raids, house searches in Hebron. In Gaza, Palestinians fire 1 rocket into Israel, causing no damage or injuries. In response, Israel closes all Gaza crossing through 9/16. At a regular top-level Israeli-PA security coordination meeting near Ramallah, the PA reportedly asks Israel “to join them in preparing a field plan and train their forces and supply them with weapons” to confront Hamas, anticipating clashes in 1/09, when Abbas’s term as president officially expires. The PA team also asks for IDF permission to deploy a new PA security contingent in Hebron district to confront Hamas forces there. (YA 9/19)

An Israeli security official confirms that Israel allowed 900 assault weapons and ammunition to be transferred to PA security forces in late 8/08 to build the capacity of forces loyal to Abbas; the arms came via Jordan, but the source is not noted. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, skunk spray at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in, wounding 1; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin, injuring 2; conducts late-night arrest raids, house searches in Nablus, neighboring ‘Ayn Bayt al-Ma’ r.c., and al-Til, and nr. Nablus, arresting 1 Palestinian; fires tear gas, skunk spray at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in, wounding 1; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin, injuring 3; conducts late-night arrest raids, house searches in and around Nablus and nr. Jenin. Jewish settlers fr. Beit HaShalom and Kiryat Arba attack Palestinians and vandalize Palestinian homes in Wadi al-Nassara; the IDF observes but does not intervene. A Palestinian is killed when he accidentally triggers unexploded IDF ordnance (UXO) in a field nr. Jenin. The Ramallah-based, Fatah-led Health Workers’ Union calls on PA health providers in Gaza to strike to protest the acting Hamas government; this strikes continues through the end of the quarter. For a 2d day, Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. Israel closes Gaza border crossings for 48 hrs. in response. Timed with Rice’s arrival in Israel, the Israeli human rights group Peace Now issues a report showing that Israeli settlement construction in 2008 to date has nearly doubled compared to the same period in 2007, with significant construction taking place in East Jerusalem and the unauthorized settlement outposts that Israel pledged to the U.S. it would remove as part of its road map commitments to advance the peace process. In her meeting with Israeli FM Tzipi Livni, Rice urges Israel not to take such steps that undermine peace talks. Livni calls the 2008 construction “small activities” that should not be used by the Palestinians as an “excuse” not to negotiate. Rice then holds a 3-way mtg. in Jerusalem with the PA and Israeli negotiating teams, then heads to Ramallah to meet with Abbas. (NYT, WP, WT 8/27)

As the quarter opens, a 6-mo. Hamas-Israel cease-fire in the Hamascontrolled Gaza Strip, which began on 6/19/08, remains in effect, with occasional cross-border incidents reported (see Quarterly Update in JPS 149 for background). Israel, however, maintains a tight closure on Gaza Strip (imposed since 1/08), allowing only the minimum amount of food, fuel, and basic humanitarian aid to enter and permitting no exports or individuals to leave. During the day, Israeli naval vessels pursue Palestinian fishing boats off the Gaza coast, confiscating 1, temporarily detaining 2 fishermen. In the West Bank, controlled by the Fatah-led Palestinian Authority (PA), the Israel Defense Forces (IDF) fire tear gas at, beat Palestinians holding a nonviolent demonstration against the separation wall in Dayr al-Bhussun nr. In response to Palestinian rocket fire on 8/11, Israel suspends fuel shipments and humanitarian imports to Gaza for 1 day (see 7/8); Hamas official Mahmud Zahhar calls those who fired the rocket on 8/11 in violation of the cease-fire traitors and collaborators, reiterating that “there is a consensus by all Palestinian factions to respect the truce.” In the West Bank, theIDF conducts daytime arrest raids, house searches in Hebron and Tulkarm, and nr. Qalqilya. Jewish settlers who occupied (7/17) a plot of Palestinian land in Wadi alNassara in Hebron attack a Palestinian home with rocks and bottles, injuring a 13-yr.-old boy. Armed Jewish settlers attempt for a 3d time (see 8/6, 8/7) to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry, arrests 13 settlers. PA security forces raid, seal for 1 yr. a school in Hebron, detain the director for alleged affiliation with Hamas (see 8/8). Meanwhile, OCHA reports that Hamas’s crackdown on Fatah in Gaza continues, with 465 Fatah supporters arrested and 204 Fatah-affiliated community organizations shut since the 7/25 Gaza City bombings; 279 of the detainees have been released; 34 of the organizations have been allowed to reopen. Israel releases Reform and Change PC mbr.Mansur (detained without charge in Nablus on 7/20). The IDF repatriates to Gaza another 26 of the 188 Fatah mbrs. who fled on 8/2; the PA allows 88 to take asylum in Jericho; 16 who were wounded during their flight remain in Israeli hospitals; the other 24 remain in IDF custody, where they are questioned regarding possible ties to attacks on Israeli targets. In the West Bank, the IDF conducts early-morning house searches in Yatta nr. Hebron, including searching the home of PC mbr. Khalil al-Rab‘i, holding him for questioning; conducts late-night arrest raids, house searches in Nablus and nr. Tubas, Tulkarm. Jewish settlers fr. Taffuh settlement nr. Salfit, beat a Palestinian shepherd and steal 23 sheep, open fire on residential areas nearby. Jewish settlers fr. Kiryat Arba beat an elderly Palestinian couple outside their home nr. the unauthorized settlement outpost in Wadi al-Nassara (see 8/1). After a wk. of almost complete Palestinian quiet in Gaza, Israel agrees to an Egyptian request to resume limited imports to the Strip, but states that it will henceforth close Gaza’s borders for 1 day for each Palestinian rocket fired and allow an extra 5 truckloads of food and 200 tons of cement into Gaza (over the minimum level of humanitarian goods) for each day without rocket fire. After Israel opens its border crossings at noon, Palestinians fire 3 mortars from Gaza toward Israel; 1 lands in Gaza and 2 in Israel, causing no damage or injuries; Israel does not respond. Israeli naval vessels fire on Palestinian fishing boats off the Gaza City coast, wounding 1 fisherman and forcing the boats to return to shore. In the West Bank, late in the evening, the IDF orders PA security forces in Nablus to return to their barracks, then sends some 130 military vehicles into the city to raid and seal several ICA-run schools, businesses (including a shopping mall, claiming that profits of the mall’s owners finance Hamas operations, a claim the shop owners deny), charities, and sport clubs, as well as a major medical center, seizing computers, records, cash; Shin Bet officers post notices that raided properties have been turned over to the Israeli army for 5 yrs., occupants have a limited time to vacate the premises, and anyone entering the sites after this may be arrested and imprisoned for Hamas collaboration. TheIDF also raids the al-Bireh municipal center, destroying computers containing vital data, such as land registrations, births, marriages; patrols in al-Far‘a r.c. nr, Jenin, firing on stone-throwing youths who confront them, wounding 3 (ages 12, 13, 19); lifts the 24-hr. curfew on Ni‘lin that was imposed on 7/5. Hebron, a short distance fr. the existing unauthorized outpost Sinsana A; the IDF observes but does not intervene. Jewish settlers fr. Havat Ya’ir in Hebron, wielding iron pipes and heavy tools, beat an elderly Palestinian couple and their 32-yr.-old relative grazing sheep nearby, seriously injuring them. Overnight in Gaza, the IDF sends troops, bulldozers into Bani Suhayla nr. Khan Yunis, bulldozing 125 d. of agricultural land, several greenhouses, 1 Palestinian home before withdrawing in the morning; during the operation, troops fire a tank shell at armed Palestinians approaching the area (wounding 3) and detain 11 Palestinians (including 1 child) for questioning. In the West Bank, the IDF conducts arrest raids, house searches in Bethlehem, Qabatya, and nr. Hebron. In East Jerusalem, Israeli police and intelligence officers break up a memorial service for the late Palestinian political figure Faisal Husseini, declaring it an illegal political gathering, arresting 4 Palestinians. A Jewish settler deliberately drives into a flock of Palestinian sheep nr. Hebron, killing 3 sheep, injuring 2. The Israeli Housing Min. says it is moving ahead with previously announced plans to build 884 new Jewish settler housing units in East Jerusalem’s Pisgat Ze’ev (763 units) and Har Homa (121 units) settlements. Meanwhile, in Bayt Furik, angry Palestinians demonstrate, throw stones at a Palestinian Authority (PA) police station in Nablus, denouncing the PA’s recent confiscation of 86 unlicensed and stolen vehicles, injuring 3 policemen; the PA police fire live ammunition and percussion grenades at the protesters and beat several, injuring 8 Palestinians and causing an elderly Palestinian woman to have a fatal heart attack. Under cover of morning fog and mortar fire, 3 Hamas suicide bombers driving explosive-laden vehicles (an old PA armored vehicle, 2 trucks painted to resemble IDF jeeps) break through the perimeter fence at the Kerem Shalom crossing, detonating the cars as IDF soldiers approach, wounding 13 soldiers (3 moderately, 10 lightly); the IDF makes a helicopter air strike on a civilian car it claims is connected to the attack, killing 1 Palestinian civilian, wounding 4. Half an hour later,IDF tanks reportedly fire on another vehicle that approaches another Gaza crossing, causing no injuries. During the day, the IDF also conducts air strikes on Jabaliya, killing 4 armed Palestinians and a Hamas-affiliated police officer, wounding 2 armed Palestinians; shells, destroys an empty armored vehicle in Abasan previously belonging to the PA police but seized by Hamas in the 7/07 fighting, wounding 3 bystanders, including a child.
