In the West Bank, the IDF patrols in al-‘Araqa village nr. Jenin in the morning, questioning Palestinians on the street and summoning 4 for interrogation; conducts patrols without incident in 3 villages nr. Ramallah and Salfit during the day and in Qabatya nr. Jenin late at night; conducts late-night arrest raids, house searches nr. Hebron. IDF soldiers also make a late-night incursion into Tulkarm where they raid a home and business, confiscating money, personal property, and business assets, saying they are implementing an Israeli court order to confiscate $650,000 that the father of the family (currently jailed in Israel) confessed to receiving from Hamas as compensation for his company, which was destroyed by arson in 6/2007 during rioting over Hamas’s takeover of Gaza. A Jewish settler fr. Einav settlement deliberately runs down a Palestinian roadside vendor nr. Tulkarm, moderately injuring him; the IDF detains the settler at a nearby checkpoint for questioning. In the West Bank, the IDF sends undercover units into Qabatya village nr. Jenin at midday in a car with Palestinian license plates to raid a cafe and arrest a wanted ´ Palestinian; demolishes 4 Palestinian homes in Azariyya nr. Jerusalem, in the E1 area marked for expansion of Ma’ale Adumim settlement, displacing 42 Palestinians. Late in the evening, the IDF conducts synchronized late-night incursions into Hebron, Nablus, Ramallah, and Zatara village nr. Bethlehem to raid and search the homes of 8 senior figures affiliated with Hamas (fmr. PA Dep. PM and Education M Nasser al-Din al-Sha‘ir in Nablus; Reform and Change Palestinian Council legislators Nizar ‘Abd al-‘Aziz Ramadan and ‘Assam Nu‘man Salhab in Hebron; Ayman Husayn Darghma in Ramallah; Khalid Tafish Thwayb in Zatara; Reform and Change office director for Ramallah and al-Bireh Mazin al-Rimawi in Ramallah; senior Hamas leader Adnan Ahed Asfur and al-Najah University prof. Issam Rashid al-Ashqar in Nablus), arresting them for their “ongoing efforts to restore the administrative branch of the Hamas terror organization in the [West Bank].” The moves come as an Israeli Justice Min. comm. debates limiting the privileges (e.g., visitation, phone calls, study groups) of Hamas prisoners in Israel. Some 40 Hamas-affiliated legislators have been arrested since Shalit’s capture in 6/06, most of whom remain in detention. Hamas views the moves as Israel’s attempts to pressure it to make concessions in the ongoing Cairo prisoner exchange talks. The IDF conducts additional late-night arrest raids, house searches in Nablus, and nr. Hebron, Jenin, and Tulkarm. Mbrs. of Kiryat Arba settlement’s private security service detain a Canadian journalist and a fieldworker for the Israeli human rights group B’Tselem as they pass nr. the settlement, holding them until the IDF arrives to question them; they are released 4 hrs. later. In Gaza, unidentified Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. On the Rafah border, 3 Palestinians are killed when a smuggling tunnel collapses; Hamas blames Egyptian efforts to seal tunnels using water, gas, explosives for killing 8 Palestinian smugglers since 8/1, calling the tactics irresponsible. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya and Tubas, nr. Palestinians fire a rocket fr. Gaza into Israel in violation of the cease-fire, causing no damage or injuries. In the West Bank, the IDF conducts late-night house searches in and around Nablus, and in Jenin town and r.c., Qabatya. (WP 7/13; OCHA 7/16; PCHR 7/17)

On the 1st day of the cease-fire in Gaza, no Israeli-Palestinian violence is reported inside the Strip. Israeli naval vessels, however, fire on Palestinian fishing boats off the coast of Rafah, forcing them to return to shore. Hamas removes armed mbrs. fr. posts along the border with Israel. In the West Bank, the IDF demolishes a Palestinian home in Qalqilya; raids several Palestinian homes in Hebron, detains and photographs 30 residents for no apparent reason; conducts latenight arrest raids, house searches nr. Nablus and in Jenin town and r.c., Qabatya. Jewish settlers fr. Yitzhar nr. Nablus block a road, stone Palestinian cars driving in the area, burn 800 d. of Palestinian olive groves, stone local Palestinians who attempt to reach the area to put out the fires; the IDF observes but only intervenes to detain Palestinians who arrive to extinguish the fire. Jewish settlers fr. Tapuach settlement nr. Salfit burn 48 d. of nearby Palestinian crops. A Jewish settler seriously injures a 70-yr.-old Palestinian man in a deliberate hit-and-run along the Qalqilya-Nablus road outside Qalqilya; the IDF evacuates him to an Israeli hospital. In Gaza City, unidentified gunmen fire on the offices of a Hamas-affiliated newspaper, causing damage but no injuries. In al-Bureij r.c., Hamas-affiliated police raid, fire in the air to disperse a wedding party, claiming attendees were playing pro-Fatah songs; no injuries are reported. Overnight in Gaza, the IDF sends troops into al-Fukhari nr. Khan Yunis and nearby Shuka to raid and search homes, firing on armed Palestinians who confront them, wounding 2 civilians, 1 armed Palestinian. Troops withdraw to Israel early in the morning. The Israeli navy detains 6 Palestinian fishing off the Rafah coast, questions and releases 16 fishermen. Palestinians fire a rocket toward Israel, but it lands inside Gaza, hitting a home e. of Gaza City, injuring a mother, 2 children. Egyptian border police find a cache of more than 1,000 lbs of explosives, including mortars and rockets, on the Egyptian side of the Rafah border. Overnight in the West Bank, the IDF sends troops into Qabatya to raid and search homes, 2 schools, a mosque, confiscating money and computers, arresting 10 Palestinians; before withdrawing in late morning, troops fire tear gas at children heading to school, injuring 10. The IDF also conducts daytime arrest raids nr. Qalqilya; fires tear gas at Palestinians demonstrating against the separation wall in Ni‘lin (pop. 5,000) nr. Overnight, the IDF sends troops into Juhur al-Dik in c. Gaza to raid, search a municipal building and cultural center, firing on surrounding residential areas, killing a 63-yr.-old Palestinian man, bulldozing the municipal building and 370 d. of agricultural land (including 5 poultry farms, killing 5,000 chickens), ordering all Palestinian men in the area to surrender for questioning, releasing all but one by late evening. During the day, under cover of Palestinian mortar fire, a Palestinian suicide bomber detonates a truck bomb on the Palestinian side of the Erez crossing, damaging a passenger tunnel but causing no other casualties; the IDF makes a helicopter air strike on a jeep accompanying the truck, killing 1 armed Palestinian; Israel seals the crossing, which has been opened to limited VIP traffic and extreme medical cases, until repairs can be made; no group takes responsibility for the attack, apparently intended to capture an IDF soldier. Some 5,000 Palestinians stage a nonviolent march fr. Gaza City to Qarni crossing to protest Israel’s ongoing siege; IDF troops at the crossing fire on the marchers, killing a 16-yr.-old Palestinian boy, wounding 16 Palestinians (including 6 youths). Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Hebron and Ramallah and in Qabatya nr. Jenin. At lest 10 Jewish settlers fr. In Gaza, the IDF makes an air strike on a car carrying 2 Izzeddin al-Qassam Brigades mbrs. nr. Khan Yunis, missing it, wounding 6 bystanders. Gazan PC mbrs. erect a tent in front of the PC headquarters in Gaza City, begin a hunger strike to protest Israel’s ongoing siege. In the West Bank, the IDF fires on stone-throwing Palestinian youths outside Dahaysha r.c. nr. Bethlehem, wounding 5 with live ammunition; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya, and nr. Hebron, Jenin, Qalqilya, Tulkarm. Israel bars access to the Jordan River to 15,000 Christians making a pilgrimage to Jesus’s baptismal cite to mark Orthodox Christian Holy Week, keeping them behind a fence 30 ft. fr. the river. Birzeit University student council elections allot 25 seats to Fatah, 19 to Hamas, 5 each to the PFLP and a joint Islamic Jihad/People’s Party list. In Gaza, the IDF makes an air strike on a group of armed Palestinians approaching the border nr. Bayt Lahiya, killing 3 armed Palestinians. Palestinians fire at least 1 rocket toward Israel; it lands inside Gaza, injuring a Palestinian civilian. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Hebron and Nablus, nr. Tulkarm, and in al-Bireh, Jenin town and r.c., Qabatya. (OCHA 4/23; PCHR 4/24)

Israel resumes shipments (suspended 4/9) of industrial gasoline for Gaza’s power plant but continues to suspend gasoline and diesel for cars and generators. The UNOCHA calls the fuel supplies for the power plant “insufficient” and urges Israel to resume shipment of all forms of fuel, saying that schools and clinics are unable to function normally without regular transportation. Overnight, the IDF sends troops into areas e. of Gaza City, sparking clashes that leave 4 armed Palestinians dead and 1 IDF soldier, 4 armed Palestinians wounded. In the morning, Hamas and Islamic Jihad mbrs. stage a diversion nr. the Nahal Oz crossing to lure IDF soldiers into Gaza, ambushing the unit once it enters the Strip, killing 3 IDF soldiers; the IDF responds with tank fire and air strikes, killing 4 Hamas and Islamic Jihad mbrs. The IDF increases tank fire, air strikes on Palestinian targets throughout the day, killing 14 Palestinian civilians, including 11 in a helicopter air strike on a mosque in Juhur al-Dik in c. Palestinians fire 10 rockets, 2 mortars fr. Gaza into Israel during the day, causing no damage or injuries; 1 rocket fired toward Israel lands nr. Jabaliya r.c., injuring 2 Palestinians. In the West Bank, the IDF conducts arrest raids, house searches in Jenin r.c. (firing on residential areas, arresting an AMB mbr. granted amnesty by Israel in 7/07) during the day, and late at night in and around Jenin and Tulkarm, in Nablus, and nr. Hebron. In the evening (8:30 P.M. EST; 2:30 A.M. on 4/17 local time), IDF undercover units ambush a car in Qabatya, assassinating local Islamic Jihad cmdr. Overnight, the IDF sends troops and tanks into Gaza’s al-Bureij r.c. for a daylong operation, firing on residential areas, searching homes (reportedly using Palestinians as human shields), and clashing with local resistance mbrs. (making at least 1 air strike), killing 7 Palestinians (6 of them civilians, including boys ages 12, 15), wounding 27 (including at least 18 civilians, 2 gunmen), detaining 20, and bulldozing 3 Palestinian homes, 30 d. of agricultural land. The IDF also conducts air strikes on Khan Yunis, killing 3 Hamas mbrs. In refugee camps across Gaza, 1,000s of Palestinians take part in peaceful rallies organized by Hamas, calling on Israel to end the siege. In the West Bank, the IDF conducts late-night arrest raids, house searches in Qabatya and nr. Hebron, Jenin; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (10s suffer tear gas inhalation) and beat Palestinian demonstrators at a similar demonstration in al-Masa’ra nr. Hamas’s Haniyeh publicly offersIsrael a comprehensive cease-fire deal covering the West Bank and Gaza in exchange for a lifting of the siege of Gaza and a halt to all Israeli “assassinations, killings, and raids.” The Israeli government does not officially reply, but hrs. later in the West Bank, IDF undercover units in Bethlehem ambush, assassinate Islamic Jihad’s Bethlehem cmdr. Muhammad Shihada, senior AMB mbr. Ahmad Balbul), and 2 Islamic Jihad mbrs. driving with them. The IDF also sends troops into Sa‘ida village nr. Tulkarm in search of Islamic Jihad’s Tulkarm cmdr. Salih Karouir, wounding him in an exchange of fire and then shooting him in the head execution style. In an “initial response,” Islamic Jihad mbrs. in Gaza resume rocket fire into Israel, damaging 1 building. The IDF also conducts house searches nr. Hebron, firing on stone-throwing Palestinian youths who confront them, wounding 2; conducts late-night arrest raids, house searches in and around Hebron, Nablus, Tulkarm, as well as in Qabatya, Qalqilya, and nr. Bethlehem, Jenin. In Gaza, 1 Palestinian is killed, 5 are injured when a smuggling tunnel they are renovating collapses; 1 Palestinian is killed when explosives he is handling detonate prematurely. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols, conducts random ID checks in Anabta nr. In response to IDF attacks on 2/5, Palestinians fire at least 20 rockets and mortars fr. Gaza into Israel, injuring 2 Israeli girls (ages 1, 12) playing outside in Kibbutz Beeri. The IDF then steps up air strikes and shelling of Hamas targets around Bayt Hanun, Gaza City, Jabaliya r.c., and Khan Yunis, wounding at least 3 Hamas mbrs. and an 80-yr.-old woman. In the West Bank, the IDF demolishes 2 Palestinian homes, bedouin tents, and 2 merchandise stalls in Jiftlik in the Jordan Valley, displacing 29 Palestinians; demolishes 4 tents, 9 animal pens, 2 other structures belonging to bedouin families nr. The IDF makes an air strike on a police post in Khan Yunis, killing 7 Hamas-affiliated policemen, wounding 1; makes an incursion into al-Shuka, searching homes, exchanging fire with local gunmen, killing 2 armed Palestinians, arresting 40 Palestinians; fires across the border toward Palestinian homes and agricultural areas in al-Qarara, damaging several homes but causing no injuries; sends armored vehicles, bulldozers into the Erez industrial zone to level land. Palestinians fire 8 rockets fr. Gaza into Israel, hitting a factory and a home, injuring 4 Israelis. In the West Bank, the IDF conducts major arrest raids, house searches in Hebron (detaining 30 Palestinians, including 3 journalists) in connection with the 2/4 bombing; also conducts arrest raids, house searches in and around East Jerusalem, nr. Ramallah, and in Nablus, Nur al-Shams r.c. nr. Tulkarm, Qabatya, Silwad. PA teachers and health workers begin a 2-day strike to protest new PA restrictions on obtaining government services such as ID cards, birth certificates. The IDF makes a major pre-dawn incursion into Gaza City, sending in tanks and helicopters, clashing with local Palestinians, and conducting at least 4 air strikes, leaving at least 17 Palestinians dead (5 bystanders; 12 Hamas mbrs., including the son of senior Hamas mbr. Mahmud al-Zahar, whose oldest son was killed when the IDF attempted to assassinate him in 2003), around 55 wounded by the time troops withdraw in the evening. The IDF also sends troops into al-Qarara, firing on residential areas, wounding a 71-yr.-old Palestinian man, bulldozing 20 d. of agricultural land before withdrawing in the evening; fires a missile across the border at armed AMB mbrs. e. of Gaza City, wounding 4; sends armored vehicles, bulldozers back into the Erez industrial zone (see 1/14) under cover of heavy fire to continue land-leveling operations (no injuries are reported). In retaliation for the Gaza City incursion, Palestinians fire around 25 mortars and 25 rockets fr. Gaza into Israel, hitting a house, moderately injuring 4 Israelis; Hamas claims responsibility for 17 of the mortars and 3 of the rockets, marking the 1st time since 6/07 that it has fired rockets. A Hamas gunman also fires across the border into Israel, killing an Ecuadorian laborer on an Israeli farm. In the West Bank, the IDF raids Qabatya nr. Jenin, fatally shoots local Islamic Jihad cmdr. Walid Obaydi in an apparent assassination, also wounding 2 other Palestinians (Obaydi has been on Israel’s most wanted list for 7 yrs.; the IDF attempted to assassinate him on 8/9/07 in Jenin r.c.); sends undercover units into Nablus to ambush and arrest a wanted PFLP mbr.; conducts separate late-night arrest raids, house searches in Nablus; bulldozes 40 d. of almond and olive trees, 6 wells nr. Overnight in Gaza, the IDF sends tanks and bulldozers supported by aircraft into Abasan, raiding and searching homes, occupying several houses as observation posts, bulldozing 23 d. of olive trees, demolishing 1 Palestinian home, clashing with local gunmen (including firing tank shells and making air strikes), leaving 1 IDF soldier, 1 Hamas mbr. dead, wounding 6 armed Palestinians and 1 bystander. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus and Tulkarm (arresting at least 1 AMB mbr. who was among the AMB mbrs. granted amnesty by Israel in 7/06; see 9/23), in Qabatya, and nr. Hebron, Ramallah. Jewish settlers fr. Karnei Shomron steal a harvest of olives fr. a Palestinian farmer nr. Qalqilya. In Gaza City, 4 mbrs. of a Palestinian clan are killed in clashes with ESF when the ESF attempts to arrest 1 family mbr. for firing on an ESF patrol earlier in the day; the ESF arrests 25 family mbrs. Mihawish al-Nu‘aymat (also reported as Mohawah al-Qadi), who reportedly has information on captured IDF soldier Gilad Shalit. In the West Bank, the IDF conducts arrest raids, house searches in Jenin town and r.c., Qabatya and nr. Hebron; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 1. A 13-yr.-old Palestinian boy is injured by IDF UXO nr. Nablus. Across Gaza, Fatah supporters for a 3d week hold Friday prayers outside in protest against Hamas; the ESF clashes with demonstrators in al-Bureij r.c., Gaza City, Jabaliya r.c., Khan Yunis, and Rafah, using batons and percussion grenades, leaving a total of 51 Palestinians injured, 20 Fatah mbrs. arrested, 3 journalists temporarily detained; reports differ as to whether the ESF tried to break up peaceful prayer services or only intervened afterward, when Fatah supporters began chanting anti-Hamas slogans and throwing stones at ESF officers. Israelis in Sederot close schools, demand government action after Palestinians fire 3 more rockets fr. Gaza into Israel, causing no damage or injuries. Egyptian border police demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF raids, searches several Hamas-run charities in Nablus, confiscating documents, computers and sealing the offices; patrols in, fires on residential areas of ‘Azun nr. Qalqilya (also firing on stone-throwing youths who confront them, wounding 2 children, ages 13 and 14), Sa‘ir nr. Hebron (seriously wounding 1 Palestinian); conducts arrest raids, house searches in and around Nablus, in Qabatya nr. Jenin and Tulkarm r.c., and nr. Hebron. The Israeli High Court rules that the separation wall around Bil‘in, site of weekly nonviolent protests, must be moved westward to prevent the de facto annexation of more han half of the village’s agricultural land, rejecting the government’s claim that a wide buffer zone was needed to protect nearby Mod’in Ilit settlement and determining that the original route took into consideration plans to expand the settlement “as much as possible”; the decision gives the government a “reasonable period of time” to take down and move portions of the wall, which is expected to return 250 acres of land to Bil‘in residents. In Gaza City, the previously unheard-of Security Members Martyrs Brigade took responsibility for detonating a bomb under the car of a prominent Hamas mbr. in Gaza City, causing no injuries; the group is thought to be made up of Fatah security officers still in Gaza who have been underground since Hamas took over in mid6/07.
