Along Gaza’s border, Israeli artillery shell a Palestinian rickshaw transporting PIJ fighters near Rafah, killing 4 and injuring several others. Israel’s Army Radio reports that the men were transporting explosives. PIJ says that the 4 died during unspecified “preparations.” Meanwhile, IDF troops violently disperse Palestinians shepherds working near Dayr al-Balah, and a small number of Palestinians at a Great March of Return tent camp outside Khan Yunis; 4 Palestinians are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops evacuate and dismantle an illegal settlement outpost near Nablus (settlers erected it on 4/13). When some of the settlers throw stones and otherwise resist the IDF, the soldiers arrest 3 of them. For the 2d time this week, IDF troops fire artillery shells and machine gun rounds at Hamas and PIJ military sites in Gaza nr. Bayt Lahiya, Dayr al-Balah, and Bayt Hanun, causing minor damage to the sites and at least 3 neighboring homes. The Israeli authorities return the body of a Palestinian to his family in East Jerusalem, having punitively withheld it since Israeli forces killed him on 2/19. His family is forced to pay a security deposit of NIS 20,000 (approx. $5,000), bury the body at al-Mujahidin Cemetery in c. Jerusalem, and limit the attendance at his funeral at 25 people. Elsewhere in East Jerusalem, a Palestinian demolishes the walls of his own home in the Old City to avoid paying Israeli demolition fees. Israeli forces arrest 5 Palestinians and issue 2 arrest summons during raids in Issawiyya, Qalandia r.c., and Abu Dis. In the West Bank, IDF troops shoot and injure a Palestinian nr. Jenin in unclear circumstances. Meanwhile, the IDF arrests 9 Palestinians and issues 3 arrest summons during raids nr. Tulkarm, Hebron, Nablus, and Jenin; and patrols nr. Qalqilya, Hebron, and Nablus. Israeli undercover forces arrest 4 Palestinian customs officers who are conducting a surveillance operation outside Nur Shams r.c. overnight. Gaza into Israel in retaliation for the Qaissi assassination on 3/9, injuring 3 Israelis (1 seriously); and Israel responds with at least 10 air strikes on 6 targets (1 each in Dayr al-Balah, Gaza City, and Rafah; 3 in Bayt Lahiya), killing 6 Islamic Jihad mbrs. and wounding 6. During the day, at least another 4 Palestinians (all PRC mbrs.) are killed, 18 Palestinians are wounded (2 militants and 16 civilians, including 1 child), and 1 Israeli is injured by cross-border fire. These attacks include 9 Israel air strikes on 5 targets (1 in Abassan, 2 in Gaza City, 2 in Rafah), IDF cross-border gunfire on unarmed civilian protesters, and another 80 Palestinian rockets and mortars fired into Israel (exclusively by Islamic Jihad and the PRCs). The IDF carries out a late-night drone missile strike on a car nr. Rafah, assassinating the head of Islamic Jihad’s military wing Isma’il Asmar, injuring a girl nearby. Islamic Jihad responds by firing 4 Qassam rockets and several mortars into Israel, lightly wounding an Israeli infant. (Egyptian officials say that a Palestinian rocket fired fr. Rafah landed on the Egyptian side of the border, in Egyptian Rafah, injuring 1 woman.) Israel responds with 2 drone missile strikes on a suspected rocket-launching team nr. Dayr al-Balah, wounding 2 armed Palestinians. In the West Bank, IDF soldiers enter Tulkarm, randomly stopping Palestinians and checking their IDs; conduct late-night arrest raids, house searches in Hebron. Jewish settlers fr. Bet Ayn nr. Hebron uproot 10s of olive and plum trees on nearby Palestinian land. The Israeli High Court rejects an appeal by residents of al-Walaja who challenged the separation wall route on the grounds that it would cut off the village from Bethlehem, holding that the residents did not prove that the planned route would severely harm the village. Retaliating for IDF attacks on 11/4–5, Hamas and Islamic Jihad mbrs. fire about 35 rockets fr. Gaza into Israel, causing no damage or injuries; the IDF strikes 1 rocketlaunching site in Jabaliya r.c. in n. Gaza, killing 1 Islamic Jihad mbr. and wounding 2 others (including senior cmdr. The IDF makes an air strike on Bayt Lahiya in a failed attempt to assassinate Islamic Jihad mbrs. Ihab Abu Jarad, Nidal Shaqqura, and Muhammad alZa’nin as they walk in a crowded residential area, wounding the 3, as well as 6 bystanders, including 2 children and a mentally disabled person; bulldozes land on the Palestinian side of the Qarni industrial zone (for a 2d day), nr. the border fence e. of Dayr al-Balah. Late at night, the IDF sends troops into Bayt Hanun, raiding a home and arresting 7 mbrs. of a Palestinian family. Egyptian intelligence chief Omar Sulayman secures a pledge by Hamas, Islamic Jihad to suspend rocket fire fr. Gaza unilaterally while he works to obtain a more formal bilateral cease-fire agmt. with Israel. With Abbas and Olmert making little headway on a joint statement for the Annapolis summit, Rice returns to the region for a 3-day visit to press the parties to begin implementing their outstanding road map obligations to build mutual confidence and momentum for the upcoming summit. (Hussein Ahil, Fawzi al-Ashram, Ayman Dalul, Osama al-Rifi, Sami al-Za‘im), wounding at least 1; makes 2 air strikes on suspected rocket-launching sites in n. Gaza and 3 on similar sites nr. Jabaliya r.c., causing no injuries; launches a major incursion into Bayt Hanun, with 50 tanks and bulldozers, cutting electricity to n. Gaza and firing a tank shell at a PRC gunman who fires on the troops (killing the gunman and hitting a home, killing 3 Palestinians inside), wounding 30 Palestinians in armed exchanges. Gaza carrying 3 Islamic Jihad mbrs. allegedly coming fr. a rocket-launching site, hitting the car after the men escape; sends troops into Bayt Hanun and makes 2 air strikes on agricultural lands in the area, causing no reported injuries, withdrawing troops in the afternoon; makes a helicopter air strike on a Hamas training base nr. Dayr al-Balah, missing the target, hitting an open area, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, in Hebron and Jenin town and r.c., and nr. Bethlehem, Ramallah, Tulkarm. Meanwhile, in Rafah, the ESF attempts to arrest an Islamic Jihad mbr. violating the acting Hamas government’s ban on carrying weapons in public, sparking an exchange of fire that causes no injuries; the Islamic Jihad mbr. escapes. After a week of increased Lebanese army shelling of Nahr al-Barid and reinforcing of positions surrounding the camp, the remaining FI mbrs. holed up in the r.c. make a last-ditch, predawn effort to flee, clashing with soldiers who kill more than 50 FI mbrs., capture 32, and take control of the camp; 5 Lebanese soldiers are also killed, bringing the toll since the crisis began on 5/20/07 to at least 163 soldiers, 222 FI mbrs., 42 civilians. Islamic Jihad mbrs. fire an RPG at an IDF patrol on the Gaza border nr. Dayr al-Balah, causing no damage or injuries. Nr. Gaza City, 1 Hamas mbr. is killed, another wounded when a roadside bomb they are planting explodes prematurely. In 2 separate incidents in Hebron, Jewish settlers attack, vandalize Palestinian homes. In Wadi al-Juz in East Jerusalem, the IDF raids a home where some 25 Israeli Palestinian religious figures, including Islamic Movement head Shaykh Raed Salah, are having a dinner, ordering the group to disband because they are holding an “illegal meeting”; when the group refuses, the IDF fires percussion grenades into the home, injuring 4.
