At EU urging, the Quartet convenes a senior-level mtg. in Washington to discuss issuing a statement on how to jumpstart the peace process, but because of sharp disagreements over a draft prepared by the U.S. in consultation with Israel, the members fail to issue a statement. Unidentified assailants attack Egypt’s natural gas pipeline to Israel and Jordan again (see 7/4). In the West Bank, the IDF demolishes a grocery store, sheep farm, and garage on land in al-Jib village nr. Jerusalem, strategically located between Givat Ze’ev and Givon settlements; declares a Palestinian olive grove in the Wadi Qana area nr. Salfit a closed military zone and uproots 600 trees; patrols in 3 villages nr. Ramallah, 2 nr. Salfit, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and in Qalqilya. The World Zionist Organization’s settlement division (newly transferred to Netanyahu’s control; see 6/19) allocates 54,000 d. of agricultural land to 21 Jewish settlements in Jordan Valley, nearly doubling the total farmland under their control to 110,000 d.; it also increases water allocations to Jewish farmers in the Jordan Valley. The Knesset passes (47-38) into law a bill that would sanction individuals and organizations that call for a boycott of Israel or its settlements, denying them tax breaks and barring them from working for the government. The Knesset’s legal adviser warns, however, that the measure is “borderline illegal” since it strays into the right to free political expression. On Naksa Day, commemorating the 1967 war, IDF troops open fire on 100s of unarmed Palestinian refugees and supporters inside Syria who try to cross a trench and earthen berm 150 m. on the approach to the border fence nr. the town of Majdal Shams in the occupied Golan Heights. Syrian authorities report 22 killed and more than 350 wounded, possibly marking the worst violence on the Syrian border since the 1973 war; Israel says the numbers are exaggerated, however. More protests are held inside Syria nr. the border at Qunaytra; the IDF fires tear gas and percussion grenades when protesters begin to march toward the border, but no injuries are reported. In the West Bank, the IDF clashes with up to 200 stone-throwing Palestinian protesters at the Qalandia crossing (using tear gas and percussion grenades to disperse them) and blocks Palestinian marchers fr. approaching Elon Moreh settlement nr. Nablus. In Gaza, Hamas-affiliated police block 10s (possibly 100s) of demonstrators fr. approaching the Erez crossing. Overall, protests are much smaller than the Nakba Day demonstrations on 5/13–15, with no protests reported in Egypt, Jordan, or Lebanon. Meanwhile, the IDF conducts morning patrols in 4 villages nr. Qalqilya, Salfit, and Tulkarm; conducts late-night arrest raids, house searches in ‘Azun and Nur Shams r.c. By this date, the IDF has also arrested Fatah PC mbr. Hussam Khader in a raid on Nablus. Hamas officials in Gaza say that since 5/30, Egypt has returned a high number of travelers to Gaza and imposed new limitations on the number of Palestinians allowed to enter and exit via the Rafah crossing, keeping the number to between 350 and 400/day entering Egypt (up only slightly from the average 300/day in recent mos.) and effectively undoing Egypt’s “permanent opening”. In the West Bank, the IDF conducts late-night raids into Dayr al-Ghusun village to arrest Hamas-affiliate PC mbr. ‘Abd al-Rahman Zidan, into Balata r.c. to arrest Fatah PC mbr. Yasir al-Badrasawi, and into Nablus to arrest local Hamas leader Ghassan Thougan; conducts other late-night arrest raids, house searches nr. Bethlehem. More than 40,000 Israeli Jews march through East Jerusalem to mark Jerusalem Day, celebrating Israel’s seizure of the Arab part of the city during the 1967 war. Egypt reopens the Rafah crossing as planned, permitting most Palestinians to cross freely for the first time in 4 yrs. (men ages 18–40 are the only group required to secure visas to enter Egypt). Unidentified Palestinians fire a homemade Qassam rocket fr. Gaza into Israel for the 1st time since 4/18, causing no damage or injuries. In the West Bank, the IDF bars Palestinian farmers fr. working their land nr. Bet Ayn settlement nr. Hebron; conducts late-night patrols in Bil‘in, sounding sirens and firing stun and flash grenades to intimidate residents; conducts late-night patrols without incident in Qalqilya; makes late-night arrest raids, house searches in ‘Aqabat Jabir r.c. nr. Jericho and Nur Shams r.c. nr. Tulkarm. The IDF also fires tear gas, stun grenades at Palestinian, Israeli, and international activists staging a nonviolent march through Iraq Burin village nr. In Qatar, Abbas briefs Arab League FMs on the recent speeches by Obama and Netanyahu. The FMs agree to support the Palestinians’ UN statehood bid in absence of a viable alterative. Abbas then goes to Cairo to brief Egypt’s acting government. (REU, WAFA 5/28; MENA 5/30)

Early in the morning Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. Later in the day, Hamas announces it has secured the agreement of other factions to renew observance of a cease-fire against Israel except in cases in which Israeli forces initiate aggression or cross into Gaza. In the evening, however, unidentified Palestinians fire a 3d rocket that lands harmlessly in Israel, but raises questions over whether the cease-fire is secure. In the West Bank, the IDF patrols in 3 villages nr. Qalqilya and 1 nr. Ramallah. Palestinians, with Israeli and international activists, conduct a nonviolent march through Bayt Umar to protest recent IDF raids on the town; the IDF fires tear gas and stun grenades at them, causing no serious injuries; 1 Palestinian, 1 Israeli, and 1 international activist are arrested. Abbas holds talks with 7 West Bank Hamas officials in Ramallah, proposing creation of a temporary unity govt. with the sole mandate of organizing legislative and presidential elections within 6 mos., after which the 1st priority would be to rebuild Gaza. The meeting marks the 1st of a series of Fatah-Hamas reconciliation talks that take place over the next month in the West Bank, Gaza, Egypt, and Syria. (MNA, NYT, WP 3/27)

In light of domestic security concerns, Egypt seals its border with Gaza, causing almost all trade through the smuggling tunnels along the Rafah border to cease, sparking hoarding by Gazans. Hamas authorities assure the public that it has enough fuel and food stockpiled to last several days, warning merchants against hiking prices. OCHA however—noting that Israel continues to cut off all industrial fuel imports to Gaza for a 3d week making Gaza all the more reliant on smuggled fuel—expresses concern that fuel shortages will quickly become a problem, affecting the ability of municipal authorities to provide electricity, water, and sewage treatment. Meanwhile, Hamas officials in Gaza report that at least 8 Hamas mbrs. jailed in Egypt are among those freed during prisons breaks and rioting across Egypt in recent days; at least 2 have already returned to Gaza through smuggling tunnels on the Rafah border. In the West Bank, the IDF patrols in a village nr. Tulkarm during the day; conducts late-night arrest raids, house searches in Hebron and nr. Jenin and Qalqilya (warning the mayor of Jayyus that his house would be turned into an IDF post if stone-throwing at troops fr. the village continued). (AFP, MNA 1/30; PCHR 2/3; OCHA 2/4)

With major protests (10,000s) in Egypt continuing unabated and a “march of millions” called for 2/1, the Obama admin. calls on Mubarak to facilitate an “orderly transition” to a more representative government but does not explicitly call on him to resign, with Secy. Clinton stressing “we are not advocating any specific outcome,” but “it needs to be done immediately.” France and Germany issue similar statements. Joint Chiefs of Staff head Adm. Mike Mullen phones Egyptian military chief of staff Gen. Sami Anan to express “his appreciation for the continued professionalism of the Egyptian military” in refusing to engage protesters. Amid signs that Mubarak’s regime might really topple, Egypt’s organized opposition parties, including the Muslim Brotherhood, huddle for most of the day to discuss whether they could project a united front to provide direction and leadership to the popular protests, choosing opposition figure and fmr. IAEA head Muhammad El-Baradei (as a nonthreatening figure to the West) to represent the opposition in negotiations with the government over a transition and naming 10 persons they would delegate to an interim unity government. But when El-Baradei speaks in Tahrir Square in the evening, demonstrators reject him, saying the opposition parties do not represent them. Fearing that outside forces could begin smuggling weapons into the country to back an overthrow, Egypt seals the Gaza border indefinitely and, with Israel’s permission, moves 2 battalions (800 soldiers) into the Sinai for the 1st time since the 1979 peace treaty was reached, requiring the area to be a demilitarized zone. Israeli officials hold nearly around-the-clock strategy meetings to discuss the implications for Israel if Mubarak’s government falls, fearing that Mubarak’s overthrow could strengthen Hamas in Gaza and destabilize Jordan, but seeing Mubarak’s appointment of Suleiman, who has overseen Israeli-Hamas prisoner release talks, as a hopeful sign. Ireland upgrades the status of the Palestinian representation in Dublin from a “delegation” to a “mission” and grants the mission head ambassador status. It does not recognize Palestine as a state or give the mission greater diplomatic privileges or immunities. Israel expresses its “regret.” (HA, YA 1/25; WJW 1/27)

OCHA reports that Israel has barred the import of industrial fuel for Gaza’s electricity plant for 2 weeks and is now internally discussing disconnecting Gaza fr. Israel’s electricity and water grid. (Gaza authorities have been able to keep electricity generation at 30% of demand by increasing the amount of fuel smuggling through tunnels fr. Egypt.) UNRWA reports that it has suspended 23 approved building projects in Gaza because of Israeli restrictions on gravel imports. Meanwhile, IDF troops make 2 brief incursion into Gaza e. of Gaza Valley village and e. of al-Maghazi r.c. to level land and clear lines of sight. Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. OCHA reports that since 1/19, 3 Palestinians have been injured in tunnelrelated accidents (2 crushed transporting construction materials, 1 electrocuted). (JP 1/25; PCHR 1/27; OCHA 1/28)

Some 150,000 Egyptians of all socioeconomic backgrounds inspired by events in Tunisia answer a week of calls to attend a “day of revolution” antigovernment rally in Cairo’s Tahrir Square today (a national holiday to honor police), bringing blankets, food, and water and vowing to continue protests until Mubarak steps down, his government is dissolved, and parliament is disbanded. (The Muslim Brotherhood does not participate to allow the voice of the people to stay at the fore.) The government cuts cell phone and Internet service to limit international coverage and mobilization efforts via social networking sites. Late at night, government security forces raided the square firing tear gas and water cannons, beating some demonstrators, and arresting others in an unsuccessful effort to drive them out. After a paroxysm of retaliatory violence that kills 1 police officer and some looting in the National Museum on the square, protesters disengage and mobilize to call for nonviolence, notably creating a cordon around the museum to protect it. Parallel protests are held in Alexandria, Suez (where violent clashes kill 2 demonstrators), and several smaller towns, with larger protests called for Friday 1/28. By this date, there have also been several days of protests in Yemen calling for Pres. Saleh’s removal, citing economic ills, corruption, and rumors Saleh plans to install his son as his successor. The Israeli human rights group Peace Now estimates that Jewish settlers have started work on 600 settlement housing units in at least 36 settlements since the freeze ended on 9/26. At least half of the construction is to lay foundations for new houses—a priority for settlers in anticipation of reimposition of the temporary settlement freeze, which allowed construction to continue on units that already had their foundations poured. Egypt allows an aid convoy of 140 vans to enter Gaza through the Rafah crossing; the humanitarian goods were provided by London-based pro-Palestinian activists. Unidentified Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction materials inside the destroyed industrial zone, wounding 2. IDF troops also enter Gaza briefly to retrieve an unmanned Israeli drone that crashed nr. the northern border. In the West Bank, the IDF patrols without incident in villages nr. Jericho, Ramallah, Tulkarm; conducts late-night arrest raids, house searches nr. Hebron. Palestinians report (PCHR 10/21) that in the previous week: (a) the IDF confiscated 130 d. of Palestinian agricultural land nr. Qalqilya for construction of a “security road” past Keddumim settlement, and (b) Jewish settlers seized and leveled 100 d. of Palestinian agricultural land located between the separation wall and the Green Line, accessible to the Palestinian owners only through a gate in the fence that the IDF opens only occasionally. Some 1,000 international activists gather in Egypt in preparation for a 12/31 solidarity march to the Rafah border to mark the 1-yr. anniversary of Operation Cast Lead (OCL) and bring tens of thousands of dollars of humanitarian aid into Gaza, but Egypt vows to keep the border closed. French activists protest outside the French emb. in Cairo, while American activists visit the U.S. emb. Israel allows 3 container shipments of glass into Gaza for the first time since 6/07; says it will allow 3 containers of glass per day for 5 days a week for the next month (a total of 81 containers are allowed in as of 2/9, about 90 percent of what Israel had pledged). In the West Bank, Jewish settlers fr. Bet Ayn nr. Hebron attempt to force 2 Palestinian shepherds grazing their sheep on nearby Palestinian land to leave the area; when they refuse, 1 settler opens fire, hitting 1 shepherd in the shoulder; the IDF arrests both Palestinians while they are receiving medical care from paramedics. In Cairo, Mubarak and Netanyahu hold a 3-hr. mtg. to discuss the peace process. Afterward, Egyptian FM Ahmad Abu al-Ghayt publicly praises Netanyahu for raising new ideas for advancing the peace process. (NYT 12/30; HA 12/31; AFP, al-Dustur 1/5)

As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. (Israel continues to prevent the foreign media fr. entering Gaza.)

Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages. Across the West Bank, Palestinians protest against OCL, clashing with the IDF at numerous points (Abu Dis, Issawiyya, and al-Ram nr. Jerusalem; Bani Na‘im nr. Hebron; Ni‘lin and Silwad nr. Ramallah), leaving 3 Palestinians dead, 31 Palestinians, 1 IDF soldier, 1 Israeli child injured. In at least one instance, PASF breaks up one protest by 100s of Palestinians in Ramallah when demonstrators unfurl Hamas banners; the PASF reportedly (NYT 1/3) has been ordered to prevent any popular displays of support for Hamas. The IDF conducts daytime house searches nr. Jenin, making no arrests; conducts late-night arrest raids, house searches in Bil‘in and nr. Hebron, Nablus. In Sharm al-Shaykh, Egypt, Rice attends a high-level Quartet mtg. to discuss ways of keeping the process alive during the Israeli and U.S. government transitions. Abbas, Livni brief the Quartet on their talks since the 11/07 Annapolis summit, pledge to continue negotiations despite the political uncertainty in Israel, and reaffirm that “nothing would be considered agreed until everything is agreed.” The Quartet reiterates its support for continued negotations, praises the PA’s security reforms, and urges the international community to fulfill aid pledges to the PA to ease the economic crisis in the territories. In the West Bank, the IDF makes an evening incursion into Anabta nr. Tulkarm, firing on residential areas and then on stone-throwing youths who confront them, wounding 1 teenager; conducts late-night arrest raids, house searches in and around Hebron, in Jenin town and r.c., and nr. Bethlehem. Israeli police evict a Palestinian family (14 mbrs., including 7 children) fr. their home in Shaykh Jarrah, East Jerusalem, turning the property over to Jewish settlers who claim to have purchased the land fr. relatives of the Ottoman-era owners even though an Israeli court ruled in 2006 that their claim was based on forged documents. Overnight, the IDF demolishes the Palestinian home nr. Dayr al-Balah that it says was hiding a tunnel, arresting 4 female residents, bulldozing an additional 2.5 d. of land. Retaliating for IDF attacks on 11/4–5, Hamas and Islamic Jihad mbrs. fire about 35 rockets fr. Gaza into Israel, causing no damage or injuries; the IDF strikes 1 rocketlaunching site in Jabaliya r.c. in n. Gaza, killing 1 Islamic Jihad mbr. and wounding 2 others (including senior cmdr. Issam Ba‘lusha) and 2 bystanders. Hamas officials state that they are in contact with Egypt to restore calm and would observe the ceasefire if Israel halted attacks; Israel says it intends to uphold the truce, but cuts off fuel shipments to Gaza and seals all crossings into the Strip indefinitely as punishment for the rocket fire. In the West Bank, the IDF makes a daytime arrest raid, searches a shop in al-Khadir nr. Bethlehem; conducts late-night arrest raids, house searches in Hebron and nr. Bethlehem, Ramallah. The IDF also demolishes 2 Palestinian homes in Silwan in East Jerusalem (displacing 9 Palestinians)— the 1st of 88 Palestinian homes slated for demolition to make way for a “national archeological park”—sparking clashes with local residents that leave 8 injured, 20 under arrest; also demolishes 1 Palestinian home in Shu’fat (displacing 11 Palestinians), a wedding hall in Bayt Hanina. By this date, Palestinian factions have agreed to an Egyptian proposal to resume their national unity dialogue in Cairo on 11/9. Hamas and Fatah are considering a draft memorandum of understanding on national reconciliation proposed by Egypt that would be issued at the close of the Cairo summit (see Quarterly Update). In the West Bank, the IDF patrols, searches houses in al-Khadir, beats 3 Palestinians (ages 28, 37, and 63), claiming that Palestinians in the area had thrown stones at Israeli vehicles on a nearby settlersonly bypass road; conducts late-night arrest raids, house searches in and around Nablus, nr. Hebron. More than 100 Jewish settlers block roads and throw stones at Palestinian cars nr. Qalqilya to prevent Palestinians, accompanied by international and Israeli peace activists, fr. reaching their groves to harvest olives. Inside Israel, Israeli police arrest 6 Israeli Jews fr. Gilad Shalit, apparently wounded in the exchange) in what they call Operation Dispel Illusion; 2 Palestinian gunmen are killed by retaliatory fire; the IDF sends tanks, bulldozers a half-mile inside Gaza to search for the captured soldier, the tunnel; several groups including Hamas’s Izzeddin al-Qassam Brigades, the PRCs, and a previously unknown group, the Army of Islam, jointly claim the attack as retaliation for the IDF’s 6/8 Abu Samhadana assassination; Abbas, some Hamas political leaders call for the captured IDF soldier’s immediate release.
