In the West Bank, Israeli settlers raided Burqa, throwing stones at homes and vandalizing 2 vehicles. Israeli forces raided a girl’s school in al-Eizariya, causing damage to school property. In East Jerusalem, 1 Israeli settler was injured in a ramming incident near Qalandia. 1 Palestinian suspect was arrested. Israeli forces also shot and injured 1 Palestinian at a light rail station in the French Hill neighborhood, claiming he had stabbed a settler. Israeli authorities forced 1 Palestinian family to demolish parts of their own home in Jabel Mukaber. In Gaza, Israeli forces shot and injured 2 Palestinians near the Gaza fence, claiming that 1 of them had opened fire at Israeli soldiers; others suffered tear-gas related injuries. Israel assassinated 2 people in a drone strike in Beit Jann west of Damascus. The 2 were reported to be members of Islamic Jihad, which Islamic Jihad denied. Israeli tanks also attacked 2 temporary structures erected by the Syrian army near the Golan Heights. (AJ, AP, HA, REU 9/21)

The UN release a report saying that Israeli settler violence had displaced more than 1,100 Palestinians in the West Bank since 2022. The report also said that the UN had counted an average of 3 settler attacks a day. (AP, HA, UNOCHA 9/21)

PA president Mahmoud Abbas addressed the UN General Assembly at its annual meeting, warning that peace in the region is impossible without the “Palestinian people enjoying full legitimate and national rights.” Abbas criticized world leaders for not holding Israel accountable for its atrocities and called on UN members to recognize the State of Palestine. It was reported that Palestinian officials had trouble getting meetings for Abbas on the sidelines of the UN General Assembly due to the publication on 9/7 of Abbas’ remarks at the Fatah Revolutionary Council in August that were said to be anti-Semitic. PA ambassador to the UN Riyad Mansour said in an interview that the Palestinian leadership is confident that Saudi Arabia would protect Palestinian interests in a potential normalization deal with Israel and that the Saudis have accepted the Palestinian position on the negotiations, including restarting peace talks and protecting Palestinians’ right to self-determination. Haaretz reported that the Palestinian demands includes a settlement freeze, expanding Areas B and C, full membership at the UN, reopening the PLO office in Washington, and reopening the U.S. consulate in East Jerusalem. Israeli foreign minister Eli Cohen told Israel’s Army Radio that there is a likelihood that a normalization deal can be finalized in the first quarter of 2024. (HA, REU 9/21)

The Ad Hoc Liaison Committee held a meeting on the sidelines of the UN General Assembly annual meeting in New York. Prime Minister Shtayyeh called on representatives from some 30 countries at the meeting to help the PA overcome its political and financial challenges. (WAFA, WAFA 9/21)

Israeli prime minister Benjamin Netanyahu said the Democratic Republic of Congo will move its embassy from Tel Aviv to Jerusalem and that Israel will open an embassy in Kinshasa after meeting Congolese president Felix Tshisekedi at the sidelines of the annual UN General Assembly meeting. The Wall Street Journal reported that the U.S. has proposed that the potential Saudi nuclear program, which is part of the Saudi-Israeli normalization negotiations, will be run by the U.S. Israeli opposition leader Yair Lapid called reports that the Netanyahu government is open to uranium enrichment in Saudi Arabia “reckless and irresponsible.” (HA, HA, MEE, WSJ 9/21)

In the West Bank, Israeli settlers and American activists from the American Evangelical Archeological Institute carried out excavations at an archeological site at Jabal ‘Aybal in Area B and transferred soil and artifacts to the Shavei Shomron settlement. Israeli settlers also attacked 2 homes and let their cattle graze on Palestinian crops in Arab al-Kaabneh. Elsewhere, Israeli settlers set fire to crops and olive trees in al-Lubban ash-Sharqiya. Israeli settlers also demolished parts of the Old Market in Hebron, which has been closed off to Palestinians since 1983. 6 Palestinians were arrested during late-night raids in Nablus, Hebron, Yatta, and Turmus ‘Ayya. In East Jerusalem, an Israeli settler shot and injured a 60-year-old Palestinian woman at a light rail station north of Sheikh Jarrah, claiming she had tried to stab him with a knife. Israeli settlers also toured the Haram al-Sharif compound. 2 Palestinians were arrested during raids in Shu’fat refugee camp. U.S. president Joe Biden criticized the Israeli government for being too extreme in its West Bank policies in an interview with CNN, saying that the U.S. is in regular contact with Israel to “tamp down what is going on,” and calling the Netanyahu government the “one of the most extreme” he has seen. Biden also said that the PA had lost its credibility. On normalization, he said Israel and Saudi Arabia are “a long way from” normalizing relations, saying that normalization depends on “what is asked of us for them [Saudi Arabia] to recognize Israel,” confirming that Saudi Arabia is asking for a civilian nuclear program and security guarantees. Haaretz reported that the Biden administration is seeking measures from Israel to strengthen the PA to help the normalization process. But U.S. officials told Haaretz that they think the far-right ministers in the Israeli government would oppose any gestures toward the Palestinians. The officials also said that the PA does not trust the U.S. to follow through on ensuring that the promises are kept. (CNN, HA, HA, REU 7/9)

The Israeli security cabinet approved measures to “act to prevent the collapse of the Palestinian Authority,” but did not detail how Israel would prevent this. Finance Minister Bezalel Smotrich abstained in the vote and National Security Minister Itamar Ben-Gvir voted against the measures. In return for preventing the PA from collapsing, Israel is demanding that the PA “[r]efrain from acting against Israel in the international legal and political arena . . . from paying the families of terrorists and murderers, and from illegal building in Area C.” PA prime minister Mohammed Shtayyeh called the Israeli demands unacceptable. In the West Bank, IDF troops arrest 12 Palestinians during late-night raids near Hebron, Salfit, Bethlehem, and Ramallah. In East Jerusalem, Israeli forces arrest a Palestinian at a light rail stop, allegedly for carrying a knife. They also arrest 2 more Palestinians during late-night raids in Silwan. Approximately 130 Israeli settlers tour Haram al-Sharif in the morning. Off Gaza’s coast, Israeli naval forces target Palestinian fishing boats near Bayt Lahiya for a 3d day in a row, firing on them on 2 separate occasions (they cause no damage or injuries). Israel’s ambassador to Egypt David Govrin leads a delegation to Cairo for a day of talks before returning to Israel. It is Govrin’s first visit to Egypt since the Israeli embassy in Cairo was evacuated in 12/2016. (YA 8/25)

In the 2d such incident in as many days, Israeli forces arrest several Islamic Waqf employees accused of planning maintenance work at Haram al-Sharif without permission from the Israel Antiquities Authority. Elsewhere in East Jerusalem, Israeli forces arrest a Palestinian youth, accusing him of planning an attack on Jerusalem’s Light Rail after finding a knife in his possession. In the West Bank, IDF troops clash with stonethrowing Palestinians during raids in 2 villages nr. Ramallah; 1 Palestinian is injured. IDF troops arrest 1 Palestinian during further raids and house searches nr. Jenin, Qalqilya, and Ramallah; and patrol nr. Hebron throughout the day. Meanwhile, Israeli forces demolish several residential structures, 2 offices, and 3 water tanks nr. Jericho and 2 agricultural structures nr. Hebron. Israeli settlers attack a Palestinian shepherd nr. Ramallah, injuring her and killing several of her goats. Late at night, around 400 settlers enter Awarta village nr. Nablus to perform religious rituals, sparking minor clashes between their IDF escort and Palestinian residents of the area (there are no serious injuries). Israel’s Shin Bet accuses the Palestinian manager of the Gaza branch of World Vision, a Christian aid group, with redirecting around $43 m. of the group’s money to Hamas over the past 6 years. The manager, Mohammad Halabi, was arrested at the Erez border crossing on 6/15. Hours later, the Australian govt. suspends its funding of World Vision. The charity responds, saying that programs in Gaza “have been subject to regular internal and independent audits, independent evaluations, and a broad range of internal controls,” and that they “have no reason to believe the allegations are true.” (NYT, TOI 8/4; TOI 8/5; AJ 8/9)

Egypt’s military announces that it has killed the leader of the Sinai Province of the Islamic State (SPIS) with a recent air strike nr. al-Arish in n. Sinai. The strike was one of many that reportedly killed 45 other SPIS fighters and destroyed a lot of their supplies and munitions. (HA, REU 8/4)

In the West Bank, IDF troops arrest and assault a Palestinian man on a raid in a village nr. Hours after Israeli PM Netanyahu announced the new ruling coalition on 5/6, Jerusalem municipal authorities approve construction of 900 new homes in the Ramat Shlomo neighborhood of East Jerusalem. U.S. State Dept. spokesperson Jeff Rathke says that the Obama admin. is “disappointed” and “concerned” with the announcement. The White House, however, releases a statement congratulating Netanyahu on forming a new govt. Meanwhile, EU amb. to Israel FaaborgAndersen says there is a growing frustration within the EU about the lack of progress between Israel and the Palestinians. The U.S. Senate passes the Iran Nuclear Agreement Review Act by a vote of 98–1. The bill, which will allow Congress to review and either approve or disapprove of any final agreement made between the P5+1 and Iran, now goes to the House for consideration. In Gaza, Israeli forces conduct a limited incursion e. of Jabaliya to level land. IDF troops stationed nr. Rafah arrest 3 Palestinians attempting to cross the border into Israel. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. A small armed group, with self-proclaimed affiliations to ISIS, posts a statement online threatening to “act” against Hamas if certain prisoners are not freed within 72 hours. Hours later, a bomb explodes on the perimeter of Hamas’s security headquarters in Gaza City. The group does not take credit for the bombing, but Hamas police proceed to arrest dozens of the group’s mbrs. and destroy a makeshift mosque-headquarters in Dayr al-Balah. In the West Bank, Israeli forces set up 12 mobile homes early in the morning on 650 dunams of previously leveled land outside a Palestinian village nr. Bethlehem. Meanwhile, the IDF conducts drills in the n. Jordan Valley, causing fire damage on large tracts of agricultural land; patrols in 3 villages nr. Ramallah, 1 each nr. Nablus, Qalqilya, and Jericho. Israeli forces also conduct house searches and late-night raids in and around Nablus, Jenin, and 1 village nr. Ramallah, arresting 18 Palestinians and confiscating some of their property. Israeli FM Avigdor Lieberman resigns as FM and says his Yisrael Beytenu party will not be joining the ruling coalition of PM Netanyahu’s next govt. He says that he chose “principles and not portfolios,” and that “what’s being built is not a national camp, but a govt. that smacks of opportunism.” Netanyahu’s deadline for forming a coalition is 5/6. In the West Bank, 100s of Palestinians organized by Fatah gather in various locations to call for boycotts of Israeli products, an end to the Israeli occupation, and for the Israeli govt. to unfreeze transfers of tax revenues held since 1/2. Dozens of Israeli settlers, accompanied by IDF troops perform religious rites in a Palestinian village nr. Nablus, leading to clashes with stone-throwing Palestinians in nearby Balata r.c. and ‘Askar r.c.; 1 Palestinian is moderately injured by live ammunition. A Palestinian drives his car into Israeli soldiers positioned at a checkpoint nr. al-‘Arub, injuring 3 of them. In East Jerusalem, a Palestinian drives his car into a light rail station, killing 1 border policeman and injuring 13. The driver, a resident of Shu‘fat, is shot and killed at the scene. Jordan recalls its amb. to Israel in protest of an increase in Israeli “violations,” including the 10/30 closure of Haram al-Sharif. This is the 1st time it has done so since the countries signed a peace treaty in 1994. (REU 11/5)

Off the coast of the Gaza Strip nr. alSudaniyya, Israeli naval forces detain 5 Palestinian fishermen and confiscate their boat. In the West Bank, the IDF conducts house searches and arrest raids in Jenin and 2 nearby villages in the morning, and in 2 villages each nr. Hebron and Nablus, and in Salfit; patrols in 1 village nr. Tulkarm and 1 village nr. Hebron. Israeli settlers from Yitzhar torch about 100 olive trees in Hawara nr. Nablus. In East Jerusalem, a Palestinian drives his car into a light rail station, killing a baby and injuring another 8 people. (An Ecuadorian citizen will succumb to her injuries on 10/26.) The driver is immediately shot and killed by police. Israeli PM Netanyahu says that PA Pres. Abbas is responsible for inciting such acts. Retaliating for Palestinian rocket fire on 3/14, the IDF carries out 2 air strikes on training sites in Gaza. Unidentified Palestinians fire at least 2 rockets in response. No injures are reported in the exchange. IDF soldiers at the Qalandia crossing detain a Palestinian leaving Jerusalem for the West Bank, suspecting him of involvement in the stabbing and wounding of an IDF soldier on Jerusalem’s light rail train earlier in the day. The IDF also demolishes a Palestinian home and animal farm in Qalqilya; uproots olive and almond trees on 30 d. of confiscated Palestinian agricultural land nr. Hamra settlement (nr. Nablus); patrols in 2 villages nr. Ramallah (synchronized), 1 nr. Qalqilya, and 1 nr. Tulkarm in the morning; and in 3 villages nr. Jenin (synchronized) and 1 nr. Ramallah late at night. Palestinian rights activists report that the health of administrative detainee Hana Shalabi is deteriorating after 30 days on hunger strike (see 2/16/12). After Syrian pres. Asad issues a statement reiterating his position that opposition forces must first halt their fire before his forces would cease fire, Hizballah chief Nasrallah issues a statement saying that both sides should cease fire simultaneously. The statement is seen as Hizballah’s 1st cautious attempt to tone down its support for the Asad regime since Arab Spring protests in Syria began in 1/2011. Days after this, Nasrallah calls on Asad to undertake “serious and genuine” reform efforts, stating that it is the duty of all “whose hearts are throbbing with sympathy for the Syrian people” to seek a political solution to the problem (a statement seen as a rebuke to Qatar, Saudi Arabia, and the UAE, which wanted to arm the Syrian opposition forces to overthrow Asad).
