In the West Bank, Israeli settlers and Israeli forces attacked Palestinian journalists filming in the vicinity of the Ariel settlement. Israeli settlers also began construction on a tract of land in ‘Ayn Bus. Israeli forces seized and demolished residential tents in Khirbet Humsa provided by humanitarian agencies to displaced residents after Israeli forces demolished and confiscated and demolished 46 residential structures on 2/1 and 2/3. Israeli forces also demolished 1 water well in al-Mughayyir and 2 residential structures in Khirbet Yarza. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against stop-work orders delivered in al-Twana, leading to tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian with live ammunition during a late-night raid near Jenin. Meanwhile, Israeli forces shot and injured 1 Palestinian trying to enter Israel for work near the separation barrier in Barta‘a. 14 Palestinians were arrested, including 13 during late-night raids in and around Jalazun refugee camp, Hebron, Nablus, Qabatiya, and al-Bireh, and 1 was arrested at a checkpoint near Nablus. In East Jerusalem, 4 Palestinian citizens of Israel were arrested at the Haram al-Sharif compound. Israeli prime minister Benjamin Netanyahu pleaded not guilty in response to the corruption charges against him in an Israeli court. Prime Minister Netanyahu was forced to appear in court but left after 30 minutes as the judges excused his absence. (REU 2/7; AJ, AP, AX, CBS, CNN, HA, WP 2/8)

The U.S. said it will rejoin the UN Human Rights Council as an observer after the Donald Trump administration left the UN body, citing anti-Israel bias in 2018. The Biden administration wants to rejoin as a full member at an unset date. (NYT 2/7; TOI 2/8)

In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. Lastly, Secretary Blinken said that the Biden administration would consider supporting the return of the Golan Heights to Syria if Bashar al-Asad was no longer in power. West Bank Islamic Jihad spokesman Khader Adnan, held in Israeli administrative detention and observing a hunger strike since 12/17, ends his fast after reaching a deal with the Israeli Justice Min. under which authorities agree to not renew his detention order and to release him 3 weeks early (on 4/17/12) provided no new information on his case comes to light. As a result, a meeting of Israel’s High Court, set later for the day, is canceled. That hearing could have ordered a broader review of Israeli military courts and the policy of administrative detention, which Israeli PM Benjamin Netanyahu sought to avoid. Israel is currently holding around 320 Palestinian administrative detainees, down from 800 in 1/2008. Meanwhile, Palestinians demonstrate in solidarity with Adnan outside Ofer prison nr. Unidentified Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border fire warning shots at about 75 Palestinian and international demonstrators staging a nonviolent march towards the Erez crossing to protest Israel’s imposition of a nogo zone along the length of the Gaza border; no injuries are reported. IDF troops on the Gaza border n. of Bayt Hanun fire warning shots at a smaller group of Palestinians staging a similar nonviolent march to the border, causing no injuries. In the West Bank, the IDF patrols in Jenin and 1 nearby village in the morning; in and around Tulkarm and in 1 village nr. Jenin (firing tear gas and percussion grenades at stone-throwing youths who confront them, causing no serious injuries) in the afternoon; and I Tulkarm and 1 village nr. Salfit late at night. Hamas authorities in Gaza for the 1st time allow 100s Palestinians to demonstrate against the Syrian regime of Pres. Bashar al-Asad. (NYT 2/22)

The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that Egypt is brokering talks in Cairo between Israel and Hamas authorities in Gaza to increase the amount of fuel Israel allows into Gaza to run Gaza’s electricity plan so as to ease rolling blackouts across the Strip. OCHA reports that Israel allowed in more fuel this week, but blackouts are still averaging 8–16 hours/day, compared to 12–18 hrs./ day in recent weeks. In 1/2012, Egypt tightened its restrictions on fuel trucks traveling toward the Gaza border area to limit smuggling of fuel through the tunnels under the Rafah border (see Quarterly Update in JPS 163). Overnight, the IDF launches Operation Summer Rains, sending ground troops into s. Gaza; retaking the Dahaniyya airport area as a base, demolishing 5 Palestinian homes and bulldozing land to improve lines of sight, and blowing up 3 bridges to control movement between the Rafah and Gaza City environs; conducting 7 air strikes on Gaza’s only electricity plant nr. Gaza City and 6 transformer stations, wounding 2 Palestinians, blacking out 45% of the Strip, and leaving Gaza fully dependent on electricity fr. Israel); shelling open areas of s. Gaza; repeatedly breaking the sound barrier over the Strip. The IDF’s elite Givati Brigade deploys outside n. Gaza, prepared to enter if rocket attacks resume. Midafternoon, IDF artillery begins shelling n. Gaza for the 1st time since the 6/9 incident that killed 8 Palestinians. After Palestinians fire 2 rockets into Israel in response (causing no damage or injuries), the IDF warns n. Gaza residents to evacuate the area, with Olmert saying that IDF operations will escalate until Shalit is released. In a warning to Syrian pres. Bashar al-Asad and Hamas’s Damascus-based leadership, the Israeli air force makes overflights of Asad’s residence in Latakia (where he is believed to be staying) and along the Syrian coast. Meanwhile, Palestinians fire 6 more rockets toward Israel, but all land inside Gaza, causing no damage or injuries. The AMB says it has kidnapped a 62-yr.-old Israeli man fr. Rishon Letzion, inside Israel, who has been missing since 6/26; issues a statement threatening to target Israeli embassies abroad. In the West Bank, the IDF patrols in Iktaba nr. Tulkarm; raids a Fatah office in al-Bireh, confiscating computers, arresting 3 Palestinians; conducts arrest raids, house searches in Tulkarm, nr. Hebron. In Khan Yunis, 2 Palestinian children are killed when they accidentally detonate unexploded IDF ordnance. In West Jerusalem, around 100 ultra-Orthodox Jews attack a tour group of 50 pro-Israel Christians for wearing shirts saying “love your neighbor as yourself”; Israeli police intervene to stop the attack but make no arrests; 3 tourists, 1 police officer are injured. Meanwhile, Israeli-Palestinian clashes abate somewhat. Inside Israel, Israeli Jews stab to death 2 Israeli Arabs nr. Tel Aviv, set fire to 3 Arab apartment buildings in Jaffa, and set fire to 3 Palestinian homes and a Jewish-owed restaurant that employed Palestinians in Tel Aviv. Clashes btwn. Israeli Jews and Arabs are also reported in Haifa, Tiberias, and Acre, where Israeli police intervene, firing tear gas and live ammunition, wounding 1 Israeli Arab. (Israeli police say they have arrested some 400 Israeli Arabs, 200 Israeli Jews since clashes began.) Jews fr. West Jerusalem damage Palestinian property in East Jerusalem. In Gaza, the IDF demolishes another apartment building in Netzarim Junction, which was evacuated earlier because it had been hit by IDF shells. Jewish settlers reportedly attack Palestinians in Hebron, Khan Yunis, Rafah and outside Jinin, Nablus, Ramallah; some incidents involve settlers firing automatic weapons. In Rafah, a 12-yr.-old Palestinian is shot dead by the IDF. Nr. Ramallah, IDF soldiers wound a Palestinian ambulance driver with live ammunition. Despite another attempt to secure a cease-fire, Israeli-Palestinian clashes in Israel and throughout the West Bank and Gaza continue, leaving 10 Palestinians, 7 Israeli Arabs, 1 IDF soldier, 1 Jewish settler dead and some 300 Palestinians injured; 3 Israeli Arabs wounded on 10/1 also die. Israel closes roads in n. Israel, the West Bank, Gaza to civilian traffic. Around 30 exchanges of gunfire btwn. Israeli security forces and armed Palestinian civilians and police are reported. Nr. The IDF claims that Muhammad al-Dura, the 12-yr.-old killed at Netzarim Junction on 10/1, had been throwing stones at soldiers before he was shot, contradicting widely broadcast footage of the incident recorded by France 2 TV showing the boy and his father pinned down by gunfire for 45 minutes. The pair were returning from errands and had been dropped off by a taxi, which refused to take them across Netzarim Junction because of heavy IDF fire. In Amman, Arafat, King Abdallah discuss the Israeli-Palestinian clashes, call on Israel to pull back forces to restore calm, and urge Arab states to convene an emergency summit. On the 4th day of Palestinian-Israeli clashes, another attempt to secure a cease-fire fails, and rioting spreads to Israeli cities, including Acre, Jaffa, Nazareth, Tel Aviv, and Israeli Arab towns across the Galilee. In Umm al-Fahm, 1 Israeli Arab is shot dead by Israeli police, sparking massive rioting. In the West Bank and Gaza, the IDF rolls out heavy weapons--including tanks, antitank missiles, attack helicopters, grenades--to combat stone-throwing Palestinians, resulting in another 12 Palestinian fatalities, over 200 Palestinians wounded. The 1st IDF soldier is killed in street clashes (see 9/29). Jewish settlers in Jerusalem open fire on a Palestinian car, killing a toddler. The 1st confirmed incidents of Palestinians shooting at IDF troops take place in Gaza and Ramallah, but no IDF injuries are reported. The IDF places a 24-hr. curfew on Palestinians in Hebron. Israel states that its troops have "exercised restraint," accuses the PA of "orchestrating a campaign of spreading violence for political gain." General Electric Co. pleads guilty to charges of fraud and corrupt business practices in connection with its sale of military jet engines to Israel in the 1980s, agreeing to pay nearly $70 million in fines. A GE manager had conspired with Israeli Gen. Rami Dotan to divert $27 million in U.S. military aid with fraudulent vouchers. Dotan is now serving 13 years in Israel, which refuses to hand him over to U.S. investigators. (WP 7/23)

Israeli govt. declares 1-week freeze on signing contracts for govt.-subsidized housing, including those affecting construction i the o.t. Freeze also is called on planning and early proceedings of new roads in o.t. About 3,000 units in early stages in o.t. are affected by the freeze, and govt. is still unsure about what to do with 4,000 completed units unattached to infrastructure, 12,000 in various stages of construction, and about 500 completed units that have been populated in the o.t. The Jerusalem Report states that 100 of the 142 settlements in the o.t. are "political settlements" according to PM Rabin, and can therefore expect significant cuts in govt. aid. These include all 16 settlements inthe Gaza Strip, as well as large W. Bank settlements of Qedumim, Elqana, and possibly Ariel.
