In the West Bank, Israeli settlers tried to enter ‘Urif, but were repelled by Palestinians. Israeli forces razed land, uprooted 50 olive trees, and demolished 2 agricultural structures and 1 house under construction in Tuqu‘. 11 Palestinians were arrested during late-night raids in Silwad, Kifl Haris, Idhna, Hebron, and Beit Umar; 1 Palestinian was injured by live ammunition during the raid in Silwad and 1 was hit by a baton round; others suffered tear-gas related injuries during the raid in Beit Umar. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Rafah and seized 3 boats carrying 2 generators and flashlights. In Gaza, Israeli forces made incursions and leveled land east of al-Fukhari. In the Israeli-occupied Golan Heights, 1 Israeli soldier died during a military exercise involving a tank. Khalil Awawdeh suspended his over-170-day hunger strike to protest his administrative detention after Israel said it would not extend his administrative detention period beyond 10/2. Haaretz reported that Egyptian security officials had been mediating between Islamic Jihad and Israel to secure Awawdeh’s release and that talks continued for the release of Bassam al-Saadi. Their release was reportedly a demand by Islamic Jihad for agreeing to the ceasefire after Operation Breaking Dawn. Awawdeh is currently hospitalized for treatment related to his hunger strike. The Palestinian Prisoners’ Club said that more than 1,000 Palestinian prisoners would launch a hunger strike on 9/1 in protest against Israeli punitive measures against prisoners implemented since February, including limited yard time and constant transfer of prisoners. The mass hunger strike was called off after the Israeli prison service gave in to the prisoners’ demands. (HA, MEMO, WAFA, WAFA 8/31; MEE, WAFA 9/1)

Israel imposed sanctions on 20 companies and individuals alleged to be involved in financing Hamas. The companies and individuals are in Sudan, Turkey, Algeria, and the UAE. (ALM, AP 8/31)

PA prime minister Mohammed Shtayyeh met with U.S. deputy assistant secretary for Israeli and Palestinian affairs Hady Amr in Ramallah. Prime Minister Shtayyeh called on Deputy Assistant Secretary Amr to ensure that the Biden administration will fulfill its promises to the Palestinian people. (WAFA 8/31)

U.S. president Joe Biden and Israeli prime minister Yair Lapid spoke on the phone, discussing the U.S. reentering the Iran Nuclear Deal and both countries’ commitment to prevent Iran from obtaining nuclear weapons. (AJ, REU 8/31)

The UN security council passed a resolution extending the UNIFIL mandate until 8/31/2023 and condemning harassment of UNIFIL personnel in southern Lebanon. (AP 8/31)

Hundreds of Palestinians gather along Gaza’s border to continue the Great March of Return near Gaza City. Amid the protests, armed Palestinians shoot and injure an Israeli soldier. Israeli artillery and air forces then strike a number of Hamas sites near al-Bureij refugee camp, Rafah, and Jabaliya refugee camp, killing 1 Palestinian and injuring at least 4 others. The incident comes hours after a similar exchange near Jabaliya, during which armed Palestinians fired on IDF positions along the border fence and Israeli tanks shelled and destroyed a Hamas post in the area. No injuries are reported in that earlier incident. Meanwhile, IDF troops stationed along the border fence open fire on Palestinian farmers working near Gaza City and Rafah, causing no damage. In 2 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops conduct raids in al-Khadir village near Bethlehem, sparking clashes with stone-throwing residents; there are no reported injuries. The IDF then temporarily seals off all the entrances to the village. IDF troops shoot and injure 3 Palestinians during similar clashes in Tell and Burin near Nablus; arrest a Palestinian minor in central Hebron when he is found to be in possession of a knife; arrest 5 more Palestinians during late-night raids in and around Hebron, Nablus, and Bethlehem; and patrol near Hebron and Nablus. Israeli forces uproot 60 olive trees in a Palestinian grove near Jerusalem and 30 more in a Palestinian grove outside Bayt Umar near Hebron. Israeli prime minister Benjamin Netanyahu suspends the planned transfer of $15 million in Qatari funds to Gaza in response to the shooting of an Israeli soldier along Gaza’s border earlier today (see above). The transfer was originally set to go forward last week, but it was temporarily postponed in response to another incident of violence along the border fence. Meanwhile, Haaretz reports that Islamic Jihad in Palestine fighters were responsible for both shooting attacks and that they were motivated, in part, by an ongoing disagreement with Hamas. Later, a Hamas official says that Netanyahu’s order to suspend the transfer constitutes a “crime” that could spark an “explosion” of violence. (TOI 1/22; HA, JP, MNA 1/23)

One day after reports of violent protests at Ofer Prison, the Israeli press reports that a number of Palestinian prisoners at Ofer are refusing meals in protest of conditions in the prison. Later in the day, Israeli prison guards raid a number of cells in Ofer, sparking a 2d day of violence; more than 100 Palestinians are injured. (EI, MNA, TOI 1/22)

UN special coordinator Nickolay Mladenov reports that UNIFIL peacekeepers have not been given access to any of the tunnels the IDF uncovered in the context of its Operation Northern Shield in late-12/2018 and earlier this month. He does not say whether or not the Lebanese government or Hezbollah is responsible for the delay. (JP 1/22; AP, HA 1/23)

The Italian government pledges €1.5 million (approximately $1.7 million) to UNRWA to support Palestinian refugees in Lebanon.  (MNA 1/22)

Israel makes 2 air strikes on Gaza targeting the launch site of 4 mortars fired into Israel minutes earlier (causing no damage or injuries), hitting a nearby residential area, killing 4 Palestinian civilians (including 3 children) and wounding 11 (4 critically); Netanyahu expresses regret for accidentally harming civilians but accuses Palestinian militants of using civilians as human shields to carry out rocket and mortar attacks (even while there was no rocket fire at the time of the strikes). In the evening, Palestinians fire a manufactured Grad rocket and several mortars fr. Gaza into Israel, causing no damage or injuries. Later, the IDF carries out a 3d air strike, killing 4 Islamic Jihad mbrs. preparing to launch a rocket into Israel. The IDF also makes a brief incursion into Gaza northeast of Gaza City to level lands and clear lines of sight. Israeli naval vessels fire on Palestinian fishermen off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF makes a predawn raid on Awarta, imposing a curfew and arresting 9 Palestinians, possibly in connection to the 3/11 Itamar murders; patrols in 2 villages nr. The Knesset passes (37-25, with 58 abstaining or not voting) the “Nakba Law,” which allows state funding to be reduced to communities or groups that commemorate the Nakba, deny Israel is a Jewish state, question whether Israel is a democracy, or harm Israeli national symbols. It also passes (35-20, with 65 abstaining or not voting) the “Admissions Committee Law” allowing Negev and Galilee Jewish communities with fewer than 400 families to reject potential residents (i.e., Palestinians) who are “socially unacceptable.” (IsRN 3/23; JTA 3/24)

The IDF detains 2 Lebanese shepherds who accidentally crossed the Blue Line into Israeli territory and turns them over to the UN Interim Force in Lebanon (UNIFIL). (DS 3/23)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. Outside Metula in s. Lebanon, unidentified assailants detonate a car bomb as a UN Interim Force in Lebanon (UNIFIL) convoy passes, killing 6 UNIFIL soldiers (3 Columbians, 3 Spaniards), wounding 2 in the 1st targeted attack on the international mission since the 2006 Lebanon war. In Gaza, the IDF makes 3 air strikes destroying a Palestinian home in al-Shuka, after warning residents and neighbors to leave; later sends troops into al-Shuka, firing on residential areas, rounding up all males over age 13 for ID checks, searching homes, holding 50 Palestinians for several hrs. of interrogation, eventually arresting 3 before withdrawing. In the West Bank, the IDF sends undercover units into Burkin nr. Jenin in a car with Palestinian license plates, arresting a wanted Islamic Jihad mbr.; patrols, searches businesses, conducts random ID checks in various areas of Hebron and nearby Halhul; patrols in, fires percussion grenades, tear gas, and rifles on residential areas of al-Zababda; conducts arrest raids, house searches in Dahaysha r.c. nr. Bethlehem, nr. Jenin. Palestinian gunmen raid WAFA press agency offices in Gaza City, beating a reporter, vandalizing equipment, accusing WAFA of biased news coverage in favor of Abbas, Fatah; no group takes responsibility. IDF Chief of Staff Lt. Gen. Dan Halutz acknowledges that Hizballah has fully abided by the cease-fire and that Israel had detected no significant resupplying of weapons and missiles fr. Iran, Syria. By this date, 4,950 new UNIFIL soldiers fr. France, Italy, Spain and 10,000 Lebanese troops have been deployed in s. Lebanon. Meanwhile, UN relief coordinator in Lebanon David Shearer says that Israel left behind at least 350,000 unexploded cluster bomblets in s. Lebanon, stating that “the outrageous fact is that nearly all of these munitions were fired in the last three to four days of the war.” (NYT, WP, WT 9/20)

In Gaza, the IDF fatally shoots a deaf Palestinian working a field nr. the Gaza border e. of al-Bureij r.c.; shells residential areas of Bayt Hanun; conducts air strikes on a workshop in Gaza City, destroying it, damaging 2 nearby homes, wounding 2 bystanders. In the West Bank, the IDF issues military orders confiscating 10s of dunams (d.; 4 d. = 1 acre) of Palestinian land s. of Tulkarm. Late in the evening in the West Bank, the IDF closes all crossings to Jerusalem; raids al-Ubidiyya nr. Bethlehem, fatally shoots wanted Islamic Jihad mbrs. ‘Uqla Shanayta,Khalid Shanayta in an apparent assassination; conducts arrest raids, house searches in Askar r.c., neighboring Nablus, Yatta nr. Early in the morning, the IDF begins withdrawing fr. areas of s. Lebanon, giving UN Interim Force in Lebanon (UNIFIL) control. (The IDF does not confirm how many troops are in Lebanon, though at the peak, observers estimated there were as many as 30,000.) Soon after, the Lebanese army begins deploying troops s. of the Litani. In Naqura, 2 Lebanese children are killed when they accidentally detonate unexploded bomblets fr. an Israeli cluster bomb; UN deminers say they have identified 10 locations in s. Lebanon where the IDF used cluster bombs and may pose similar hazards for civilians, saying the 10 sites could be the “tip of the iceberg.” Beirut airport received its 1st commercial flight since it was bombed on 7/13; hopes to be able to resume normal service within a wk. Overnight, the IDF sends troops into ‘Askar r.c. in search of a wanted Palestinian, demolishing his family home and 3 nearby homes of relatives, wounding his sister, arresting 4 relatives, firing on stone-throwing Palestinians who confront the troops, wounding 9; a Palestinian woman dies of a heart attack during the raid; the wanted man is not found. Also in the West Bank, the IDF patrols in Zababda nr. Jenin, firing on stone-throwing youths who confront them; conducts arrest raids, house searches in and around Hebron, and nr. Bethlehem, Jenin. In Gaza, IDF closes the Qarni crossing; exchanges fire with Islamic Jihad mbrs. nr. Khan Yunis, then moves troops into Abasan to search for the gunmen, patrolling and firing on residential areas, withdrawing late in the evening, leaving 1 Islamic Jihad mbr. dead. Late in the evening, the IDF makes an air strike destroying the Khan Yunis home of an AMB mbr. (residents are warned in advance to leave but are given too little time; an elderly Palestinian and his son are killed, 3 Palestinians are injured, 5 nearby houses are damaged). PA security forces search for 2 Fox News journalists kidnapped in Gaza on 8/14; Haniyeh also appeals for their release. The Israel-Lebanon front remains relatively quiet, with UNIFIL confirming no breaches of the cease-fire, though the IDF fatally shoots 3 Hizballah mbrs. in s. Lebanon in incidents deemed defensive. UNIFIL reports no significant Israeli withdrawals fr. Lebanon, though the IDF does pull several 100 reservists and tanks into Israel. Tens of thousands of Lebanese civilians continue to return to their homes in s. Lebanon, though the IDF drops leaflets warning them to stay away. Hizballah begins disbursing financial aid to displaced families to aid them in their return (reportedly allocating $150 m. to the task); begins recording and assessing damage to personal property and infrastructure, with the aim of executing a long-term reconstruction effort. Now free to move, relief workers in s. Lebanon begin uncovering 10s of bodies buried in the rubble of destroyed buildings. (NYT, WT 8/15; NYT, WP, WT 8/16)

In Gaza, the IDF sends troops back into s. Gaza to search for a reported tunnel on the Gaza-Egypt border, cuts power to Rafah, makes an air strike on a building in Gaza City that allegedly holds a weapons cache; makes air strikes destroying 2 Palestinian homes in n. Gaza after phoning residents (at least 1 of them an AMB mbr.) to warn them to evacuate, also destroying 1 home nearby; shells residential areas of n. Gaza without warning (hitting 4 Palestinian homes, injuring 3 Palestinians), al-Shuka (wounding 2 Palestinians); temporarily occupies the Erez industrial zone, withdrawing after nightfall; sends bulldozers into southeastern Khan Yunis to raze 100 d. of agricultural land. UNRWA reports that it is housing in its schools some 1,200 Palestinians who have fled n. Gaza to escape IDF shelling. In the West Bank, the IDF sends undercover units into Nablus to assassinate local Islamic Jihad military cmdr. Hani Uwayjan, a Palestinian civilian with him; conducts arrest raids, house searches in Hebron, Qalqilya; patrols in, fires on residential areas of Jenin, wounding 1 Palestinian. The IDF keeps up intensive air and artillery strikes across Lebanon, targeting the Beirut–Damascus highway (closing the Syrian border crossing for the 1st time since 7/12; though the road is used primarily by civilians trying to flee the country and aid workers bringing in humanitarian assistance, Israel claims it targeted the road to prevent arms smuggling), killing at least 6 Lebanese civilians, wounding 2 UNIFIL monitors. During the day, the IDF withdraws troops fr. Bint Jubayl, claiming to have destroyed Hizballah’s elaborate network of tunnels and storage areas, but continues air and artillery strikes and keeps troops in the area, saying they could be sent back in at any time. Hizballah fires at least 90 rockets into Israel. Israel allows military planes delivering aid fr. Egypt, Jordan, the UAE to land at Beirut airport; a warship fr. Turkey brings medical supplies into Beirut port; a U.S. naval catamaran brings blankets, tarps, medical kits; aid workers in Lebanon complain that it is still too dangerous to transport aid supplies, that the IDF still requires convoy-by-convoy approval to move the aid to hard-hit areas. In Gaza, the IDF drops leaflets on and makes automated phone calls to residents in n. Gaza warning them to evacuate areas around rocket launch sites, buildings used by militants; shells Bayt Lahiya, killing 3 Palestinian civilians, wounding 11 others (the IDF says a shell may have misfired); repeatedly shells Bayt Hanun and perimeter, killing 3 Palestinian civilians, wounding 8; shells a shed on a farm nr. Gaza City, allegedly serving as a weapons depot. IDF troops stationed at the Dahaniyya airport fire on residential areas of nearby al-Shuka, wounding 1 Palestinian woman outside her home. Palestinians fire 8 rockets fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF conducts air strikes destroying 2 Palestinian homes in Gaza City and Khan Yunis (belonging to an Islamic Jihad mbr.), damaging surrounding stores and residences, wounding 3 bystanders; in both cases, the IDF phoned the homes 20 min. before the attack to warn residents to evacuate. The IDF also makes an air strike destroying a house of a Hamas mbr. under construction in Brazil r.c., also destroying 2 neighboring homes, damaging several others, wounding 15 bystanders (including 7 children). In the West Bank, the IDF patrols in Beitunia nr. Ramallah; conducts arrest raids, house searches nr. Jericho, Tulkarm, and in ‘Askar r.c., Azariyya, Jenin town and r.c.; bulldozes 35 d. of Palestinian land for construction of the separation wall nr. Jerusalem. Lebanon, using bulldozers to clear roads and demolish buildings, engaging Hizballah mbrs. in Bint Jubayl and encountering artillery fire, antitank weapons, land mines, leaving 2 IDF soldiers dead, 14–20 IDF soldiers wounded, 2 Hizballah mbrs. captured, an unknown number of Hizballah casualties, up to 5 IDF tanks disabled; an IDF helicopter returning fr. Bint Jubayl crashes in the n. Galilee, killing another 2 IDF soldiers. Meanwhile, IDF-Hizballah clashes continue in Maroun al-Ras. The IDF also continues air strikes across Lebanon, targeting at least 70 Hizballah sites (particularly around Tyre), killing at least 7 Lebanese civilians; also hitting a UN post, injuring 4 UNIFIL soldiers. Officially launching Operation Just Reward (ca. 7/18 renamed Operation Change of Direction), the IDF makes predawn air strikes on s. Lebanon that kill at least 44 Lebanese civilians, wound around 100. Hizballah responds by firing some 60 Katyusha rockets on n. Israel, hitting a home in Nahariya (killing 1 Israeli woman, wounding 29), wounding 11 in Safad, and hitting the northern towns of Carmiel, Majdal Qrum, Zarit. During the day, the IDF intensifies its attacks on Lebanon to cut Hizballah supply lines and prevent internal transportation of weapons and fighters, imposing a naval blockade on Lebanese ports north to Beirut and making air strikes on Beirut International Airport, the Lebanese army’s main Rayak air base nr. the Syrian border, a small military airport in Qulayat in n.
