3 Lebanese civilians are killed by a roadside explosion in Jazzin, which is controlled by the South Lebanon Army (SLA). In response, the SLA shells the largely pro-Hizballah city of Sidon, killing at least 6 civilians, wounding 38--the highest civilian toll since the 4/96 understanding. Hizballah, supported by Lebanese army artillery, then shells source of SLA fire (a village nr. Jazzin), killing 1 civilian, wounding 2. Israel files a complaint with the Israel-Lebanon Monitoring Group (ILMG), blaming Hizballah for the initial roadside bombing; reprimands the "rogue commander" of the SLA who allegedly ordered the Sidon attack. Iraq announces plans to permit Iranian pilgrims to visit Shi`ite holy sites at Najaf, Karbala for the 1st time in 17 yrs. beginning 9/4. (MM 8/19)

Israel expels 415 suspected Muslim activists, 251 from the West Bank, 164 from the Gaza Strip to Lebanon. High Court of Justice temporarily blocks the expulsions, then votes 5 to 2 to permit them. UNIFIL forces try to block buses carrying deportees from traveling through their territory. Lebanese army blocks the deportees from entering govt.- controlled territory, leaving them stranded between Israeli and Lebanese checkpoints. Hamas denounces the expulsions as "total war"; their legitimate targets, previously limited to soldiers, now include "every Zionist in Palestine." Arab MKs condemn deportation ruling, threaten to withdraw support of governing coalition. UNLU issues supplement to call no. 90 condemning the deportations. Syrian Army halts battle after Lebanese Army unit is ambushed by Amal militia and Iranian Revolutionary Guards near Baalbek; National Guard of 40 armed men formed at Ain el-Hilweh camp, led by Mossad-trained Palestinian Abdullah Nassar; fighting in Chouf maintains near Nabrah, IDF meets with rival leaders to restore 3 week-old cease-fire.

Casualties:

6 Lebanese Army soldiers killed, 12 wounded, 3 militiamen killed, 5 wounded in Bekaa Valley fight; villages in South Lebanon ordered by IDF and Haddad forces to pay thousands of Lebanese pounds for protection, and to obtain release of villagers held at Ansar detention camp; Lebanese Foreign Minister Salem says that 300,000 illegal aliens, mostly Palestinians, will eventually have to be removed from the country.
