Approximately 13,000 Palestinians gather along Gaza’s border to continue the Great March of Return. There are some reports of protesters flying incendiary balloons and kites into Israel, but no reports of fires or any damage. IDF troops violently disperse the demonstrations near Rafah, Khan Yunis, Jabaliya refugee camp, Gaza City, and al-Bureij refugee camp; 1 Palestinian is killed and at least 25 are injured (1 Israeli soldier is injured as well). This brings the death toll stemming from the Great March of Return to 196. Hours after the protests, the Israeli Air Force conducts air strikes on 2 Hamas sites east of Gaza City, completely destroying them, according to Palestinians in the area. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 1 Palestinian photojournalist covering the protests is injured. They also shoot and injure a Palestinian as he allegedly attempts to stab an Israeli settler outside the Kiryat Arba settlement near Hebron; arrest 4 Palestinians during raids near Jenin; and patrol near Nablus, Hebron, Tulkarm, and Qalqilya. Late at night, the Israeli Air Force conducts air strikes on more than 8 allegedly Iranian and Hezbollah-affiliated targets in and around Damascus, causing extensive damage. According to the Syrian press, Syrian air defenses intercept a number of Israeli missiles targeting additional sites. (JP, TOI, YA 1/12; JP, YA 1/13)

Thousands of Palestinians gather along Gaza’s northern border to continue the Great March of Return and to cheer on a number of Palestinian boats setting sail in a symbolic challenge of the Israeli blockade. IDF troops violently disperse the protesters on the shore and Israeli naval forces fire warning shots at the boats; 17 Palestinians are injured. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land near Rafah. In the West Bank, IDF troops shoot and injure a Palestinian at an entrance to the Kiryat Arba settlement near Hebron after he allegedly attempts to stab 1 of them and a number of Israeli settlers. Israeli forces raid a Palestinian elementary school in Masafer Yatta near Hebron, evacuate the premises, and deliver demolition orders to the administrators. They deliver demolition notices for 3 residential structures on further raids in the village. They also dismantle 5 makeshift Palestinian residences near Tubas. IDF troops arrest 6 Palestinians during late-night raids near Qalqilya, Hebron, and Nablus; and patrol in and around Nablus, Qalqilya, and Salfit throughout the day. In the West Bank, Israeli forces detain 2 senior members of the Israeli anti-occupation group Breaking the Silence as they are leading a tour near the Kiryat Arba settlement. The U.S. State Department announces that all U.S. contributions to UNRWA are being cut following a “careful” review of the issue. A spokesperson explains that UNRWA’s “endlessly and exponentially expanding community of entitled beneficiaries is simply unsustainable and has been in crisis mode for many years.” She says that the U.S. is still “very mindful of and deeply concerned regarding the impact upon innocent Palestinians, especially school children.” According to reports in the Israeli press, Israeli prime minister Benjamin Netanyahu supports the decision. Following weeks of calls from Palestinian solidarity activists, U.S. pop singer Lana Del Rey cancels her planned appearance at the upcoming Meteor Festival in Israel, explaining that she was unable to plan a concert for her Palestinian fans during the same trip to the region. She previously wrote, on 8/21, that performing in Israel was “not a commitment to the politics there, just as singing in California doesn’t mean my views are in alignment w my current governments opinions or some inhuman actions [sic].” The Meteor Festival’s organizers criticize Del Rey for “choosing us to be part of her publicity stunt.” Del Rey is now the eighth act to cancel on the Meteor Festival in response to calls for a cultural boycott. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. Jewish settlement sites, wounding 1. During the day, the PRCs fire 10 mortars fr. Gaza toward Israel, with at least 9 landing inside Israel, causing no damage or injuries. Late at night, in response to the recent increase in Palestinian rocket fire, the IDF makes an air strike on a manned Hamas facility in Khan Yunis, injuring 2 IQB mbrs., marking Israel’s 1st targeting of an occupied Hamas facility since OCL ended in 1/2009. Hrs. later, the IDF carries out 6 more air strikes targeting 2 suspected tunnels nr. the border. Targets include Bayt Lahiya and Jabaliya in n. Gaza (hitting a poultry farm, killing 1,800 chickens), 3 smuggling tunnels on the Rafah border, and 2 alleged Hamas military sites in s. Gaza (an empty house in Shuka, also destroying a grocery store next door and damaging 2 nearby homes; and an abandoned dairy factory); no injuries are reported. In the West Bank, the IDF demolishes 4 Palestinian agricultural storehouses nr. Kiryat Arba settlement in Hebron; conducts morning patrols in 2 villages nr. Jenin and 2 nr. Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), takes responsibility for shooting at a Jewish settler vehicle driving nr. Hebron (in area C, under full Israeli control, where the PASF is not allowed to operate), killing 4 Jewish settlers, including a pregnant woman, marking the deadliest West Bank attack on Israelis in more than 2 yrs. and the first staged by Hamas since before the 1/2006 elections. Both Abbas and Netanyahu say the attack should not derail peace talks. The YESHA settlement council vows to renew construction in West Bank settlements immediately, before the temporary freeze ends, to demonstrate Israelis’ “resolve against terrorism.” Following the attack and throughout the night, the IDF seals the entrances to Hebron, Halhul, and al-Fawar r.c. and imposes a curfew on nearby Bani Na‘im village, raiding and searching homes and detaining Palestinians with suspected connections to Hamas. Meanwhile, Jewish settlers implementing their “price-tag” doctrine to punish Palestinians for any state acts against settlers, beat Palestinian farmers working their land nr. Emanuel settlement nr. Salfit and stone Palestinian vehicles traveling on the Nablus–Qalqilya road (2 separate incidents) as well as on a road bypassing Yitzhar settlement nr. Nablus. Jewish settlers fr. Kiryat Arba in Hebron attempt to break into a nearby Palestinian home but are prevented by the IDF. Late at night, the IDF patrols 2 villages nr. Salfit; no incidents are reported. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that in the previous wk. 3 Palestinians were killed in 2 separate tunnel collapses on the Rafah border. The IDF sends troops into Gaza to bulldoze land nr. the border fence e. of Jabaliya. The UN reports several previously unreported Gaza incidents that took place between 5/7 and 5/12 (no exact dates given): the IDF killed 1 armed Palestinian and wounded 1 armed Palestinian and 7 civilians (no details); Palestinians fired “several” rockets and mortars into Israel, causing no injuries but damaging 1 house; the IDF made several air strikes on Rafah border tunnels in response; there were 6 incidents of IDF gunfire and shelling across the border at Palestinian farmers, in 1 case setting 15 d. of wheat ablaze nr. al-Qarara. In the West Bank, the IDF makes a morning incursion into Qalqilya to raid and search the home of a wanted Palestinian (not at home), arresting his mother. Jewish settlers perform religious ceremonies at the vacated Homesh settlement site northwest of Nablus. Jewish settlers in Hebron stage a provocative march through the town (fr. Kiryat Arba through Wadi al-Husayn, Wadi al-Nasara, Jabir, al-Salayma, the Ibrahimi Mosque/Tomb of the Patriarchs, al-Sahla, and al-Shuhada to Ramat Yishai settlement) in a show of force, vandalizing Palestinian homes and threatening Palestinians along the way; the IDF observes but does not intervene. Olmert’s security cabinet revives discussion of opening phase 3 of OCL (see 1/9), agreeing to make a final decision whether to expand or wind down operations within 2–3 days, by which time the IDF believes ground forces will have done all they can from the open and suburban areas they currently hold to weaken Hamas’s ability and desire to fire rockets.

Combat notes: The IDF significantly increases attacks, particularly around Gaza City, and continues to send troops into Gaza. Palestinians report (AYM 1/12) heavy clashes with the IDF n. of Bayt Lahiya, in Daraj and al-Shuja‘iyya neighborhoods on the eastern boundary of Gaza City, and in Dahadih and al-Zaytun to the south of the city. Overnight, the IDF also sends troops back into Khuza (see 1/11) under heavy artillery fire (possibly including white phosphorous), occupying a number of homes as staging posts and prompting 1,000s of residents to flee their homes.

The IDF reports carrying out more than 120 air strikes (half of them after nightfall, targeting Gaza City), uncovering 1 boobytrapped home and 2 booby-trapped tunnels. Targets include the PA Interior Min. offices in n. Gaza, more than 35 tunnels on the Rafah border, homes of Hamas leaders, at least 22 mortar and rocket launching sites, at least 26 groups of armed men, at least 10 “Hamas outposts,” 2 suspected weapons depots and manufacturing facilities, 2 mosques, 2 hotels. Air strike target areas include Bayt Lahiya, Gaza City (city center and Shaykh Ridwan, al-Sudaniyya, Tal al-Hawa, al-Zaytun), Jabaliya town, al-Maghazi r.c., Nussayrat, Rafah, al-Shabura r.c., al-Shuka, Tal al-Za‘atar, the Twam area (northern outskirts of Gaza City), Yibna r.c. IDF gunboats shell Nussayrat, Rafah, a fishing port w. of Rafah. Heavy tank and artillery fire are reported in Bayt Hanun, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Shuja‘iyya, al-Zaytun), Jabaliya town, al-Mughraqa, Twam.

Israeli attacks are so intense that reliable updates on Palestinian casualty estimates are not possible. The IDF estimates killing at least 30 Palestinians in air strikes. UNRWA reports at least 19 Palestinian children killed and 52 children injured in nighttime operations (possibly overlapping with air strikes), 1 paramedic killed by tank fire in Jabaliya during the day. The IDF reports 8 soldiers wounded (1 severely, 1 moderately, 6 lightly) in various incidents, all after nightfall; 3 of the soldiers are injured when they trigger a setup in a booby-trapped house.

Palestinians fire 17 rockets and 7 mortars into Israel, with 1 rocket in Ashqelon and 1 in Sederot causing damage but no reported injuries.

Humanitarian notes: The IDF observes the daily 3-hr. humanitarian lull, allowing 120 trucks carrying humanitarian aid to enter Gaza. UNRWA estimates that internally displaced Gazans number now 90,000: 30,000 seeking shelter in UNRWA schools; 60,000 in the homes of friends and relatives. Israeli naval vessels fire on Palestinian fishing boats off the coast of Rafah, seriously wounding 1 Palestinian fisherman, forcing boats to return to shore. In the West Bank, the IDF sends troops into Kafr al-Dik nr. Salfit late in the afternoon, where they fire on residential areas and then on stone-throwing youths who confront them, wounding 5 with rubber-coated steel bullets; conducts late-night arrest raids, house searches nr. Bethlehem and in Ni‘lin. Jewish settlers fr. Beit HaShalom and Kiryat Arba vandalize nearly a dozen Palestinian homes and shops nearby; the IDF observes but does not intervene. Egyptian border police discover, demolish 20 smuggling tunnels on the Rafah border; smugglers exchange fire with police, leaving 2 unidentified individuals dead and 4 wounded inside Egyptian territory. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7. For a 2d day, armed Jewish settlers attempt to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry. Jewish settlers fr. Kiryat Arba dump trash in front of the entrance of Hebron’s al-Ras Mosque. Jewish settlers fr. Givat Ha’avot settlement in Hebron vandalize 5 nearby Palestinian homes. The Israeli Interior Min. approves construction of 400 new settler housing units in Neve Ya’acov settlement n. of Jerusalem, and authorizes tenders to be issued for construction of 286 housing units in Beitar Ilit nr. Bethlehem (approved by the Housing Min. on 5/21) and 130 units in Har Homa in East Jerusalem (some of which may have been approved by the Interior Min. on 7/9). Israel also reportedly agrees to transfer settlers living in the unauthorized outpost of Migron nr. Jewish settlers fr. Kiryat Arba and a nearby unauthorized outpost in Wadi al-Nassara attack Palestinian homes for a 2d day, causing damage but no reported injuries. Jewish settlers with a bulldozer occupy and level a plot of Palestinian land s. of Bethlehem; the IDF removes the settlers. Jewish settlers fr. Yitzhar nr. Nablus throw a large rock at a passing Palestinian car, seriously injuring a Palestinian woman and lightly injuring her child; the IDF evacuates the mother to a hospital in Israel. In Gaza, Hamas-affiliated police detain several senior Fatah officials in what Hamas calls a response to Fatah’s detention of West Bank Hamas loyalists on 7/28. As a goodwill gesture to the PA, which recently deployed a new security unit in Jenin, Israel begins allowing up to 100 Israeli Palestinians/day to travel to Jenin; visitors must return by nightfall and expect to undergo searches and questioning. Also in the West Bank, the IDF conducts late-night arrest raids, house searches in Tulkarm, nr. Hebron. Jewish settlers fr. Kiryat Arba hold an outdoor celebration the “unification” of Jerusalem; the IDF bars Palestinians fr. using roads in the area. Palestinians throw stones at 2 Jewish settler buses in East Jerusalem and nr. Ramallah, causing no injuries. In Gaza, IDF tanks, bulldozers level land on the Palestinian side of the Qarni crossing. On the Rafah border, 1 Palestinian is killed, 4 are injured when 2 smuggling tunnels collapse. In Gaza City, the acting Hamas government organizes a military court that convicts 5 Palestinians on charges of forming an illegal organization in 7/07 and of plotting against the dismissed government of Ismail Haniyeh, sentencing them to unspecified prison terms. Overnight, the IDF sends troops into Khuza, imposing a curfew, firing on residential areas (killing 1 Palestinian, wounding 2 inside their homes), exchanging gunfire with armed Palestinians (wounding 3), arresting 2 Palestinians, and bulldozing 106 d. of agricultural land, 1 Palestinian home, 4 greenhouses, 2 poultry farms before withdrawing late in the morning. The Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to shore but causing no reported damage or injuries. Palestinians fire at least 3 rockets fr. Gaza into Israel, causing damage but no injuries; fire 1 mortar at Nahal Oz crossing while an emergency fuel shipment to UNRWA is been transferred into Gaza, prompting the Israelis to close the terminal. In the West Bank, the IDF removes the tiny unauthorized settlement outpost of Hazon David nr. Kiryat Arba; conducts late-night arrest raids, house searches nr. Bethlehem, Hebron, Nablus. UNRWA resumes food aid in Gaza after Israel allows a special delivery to UNRWA of a 5-day supply of fuel. Palestinians fire several rockets fr. Gaza into Israel, causing damage but no injuries. Egyptian border guards discover, demolish 5 smuggling tunnels along the Rafah border. In the West Bank, the IDF raids and seals for 3 yrs. a sewing factory in Hebron owned by the ICA (see 4/26); conducts late-night arrest raids, house searches in and around Jenin town and r.c. and Nablus, in Abu Dis and Azariyya nr. In Gaza, the IDF bulldozes 24 d. of olive groves and a small Gaza police outpost nr. al-Maghazi r.c. Egyptian border police discover, demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF demolishes a Palestinian home in Anata nr. Jerusalem; occupies a Palestinian home nr. Jenin as a military outpost; conducts late-night arrest raids, house searches nr. Tulkarm and in al-Bireh (raiding and searching the municipal building, rounding up 2 municipal employees fr. their homes and bringing them to the offices to log onto password-protected computers), Ramallah (raiding the chamber of commerce offices), Jericho. The Israeli Housing Min. presents Olmert with a proposal for construction of 1,900 new Jewish settler housing units across the West Bank in 2008: 682 units in Beitar Ilit nr. Bethlehem, 510 units in Givat Ze’ev n. of Jerusalem, 302 units in Ma’ale Adumim e. of Jerusalem, 160 units in Binyamin settlement n. of Jerusalem, 158 units in Efrat nr. Murshud, dies. In the West Bank, the IDF conducts arrest raids, house searches in Nablus, nr. Bethlehem. A Jewish settler kills a Palestinian in a deliberate hit-and-run nr. Bil‘in. Jewish settlers fr. Kiryat Arba vandalize a Palestinian car. Some 500 Islamic Jihad, PRC mbrs. rally at the Rafah crossing to protest its continued closure; PRC mbrs. detonate 2 bombs nr. the border wall, causing no damage or injuries. Hamas-affiliated police fire warning shots at a busload of Islamic Jihad mbrs. who fail to stop at a checkpoint outside al-Bureij r.c., wounding 2 Islamic Jihad mbrs. Hamas-affiliated police raid an area of Rafah to arrest wanted Fatah mbrs., sparking clashes that leave 3 Fatah mbrs., 1 policeman injured. For the 1st time since 6/07, Abbas meets with 4 West Bank Hamas officials in an effort to encourage them to split fr. their Gaza counterparts. In Nablus, the PA deploys a new 308-mbr. policing unit trained by Western advisers at a multimillion dollar training facility in Jericho; they will form part of a new National Security Force unit set up to “operate in coordination with Israeli forces to fight crime and terrorism” as part of Abbas’s new security effort “to restore law and order” in the West Bank, in keeping with road map requirements; the unit will patrol during the day only, while the IDF will continue night operations. In Gaza, the IDF makes an air strike on an ESF post nr. Rafah, killing 1 ESF officer, wounding 3. Nr. Bayt Hanun, 2 Palestinians are injured when a mortar they are preparing misfires. A Palestinian is injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the IDF lifts the round-the-clock curfew on ‘Azun imposed on 10/31; conducts arrest raids, house searches in Tulkarm town, r.c. and nr. In the West Bank, the IDF conducts arrest raids, house searches nr. Hebron; fires on stone-throwing Palestinian youths outside al-Arub r.c. nr. Hebron, wounding a 7-yr.-old boy; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 8 (similar demonstrations are held without incident in al-Walaja and Um Salamuna nr. Bethlehem). Jewish settlers fr. Givat Havat and Kiryat Arba in Hebron beat a Palestinian farmer working his land btwn. the 2 settlements. The IDF bars Jewish settlers fr. reaching the evacuated Homesh settlement site; settlers set fire to 2 IDF vehicles in protest. The PA closes 103 charitable associations in the West Bank (80% affiliated with Hamas) for being “improperly registered”. Responding to a call by Fatah to boycott Friday prayers in mosques and begin weekly prayer protests against Hamas’s “persecution” of Fatah mbrs. in Gaza, some 5,000 Fatah supporters hold prayers in a Gaza City park, then stage a march and rally denouncing Hamas, attacking Hamas-controlled buildings with stones, pipe bombs. Some 7,000 Fatah supporters hold a similar demonstration in Rafah, attacking the home of a prominent Hamas mbr. The ESF violently disperses both protests, firing into the air, beating demonstrators, and tossing percussion grenades, arresting scores, injuring 10–20 (including 2 journalists), wounding an Egyptian on the Egyptian side of the Rafah border. The U.S. group Yedidim, an alliance of 1,000s of Baptist churches and Jewish synagogues across the U.S., says it is preparing a series of protests in Gaza before and during Sharon’s Crawford visit to protest and block disengagement plans, stating “we are working right now to send thousands of people, thousands of Zionist Christians.
