In the West Bank, Israeli settlers from the Kiryat Arba settlement, with military protection, threw stones and bottles at Palestinians in Hebron. Israeli forces raided al-Ibrahimi Mosque, closing it to Palestinians for the Jewish celebration of Yom Kippur. Israeli forces also raided the General Trade Union of Workers in Services and Entrepreneurship Sector in Ramallah, seizing computers and documents. Elsewhere, Israeli forces seized 2 concrete mixers and 1 crane in Qarawat Bani Hassan. 5 Palestinians were arrested during late-night raids in Ramallah, Ya‘bad, and Huwwara. Aid donated by Qatar began distribution in supermarkets and money exchange shops in Gaza. The UN said $40 million will be distributed to vulnerable Palestinians in Gaza. Contrary to previous donations, the Qatari aid is only being distributed to vulnerable families and not to government employees. The Palestinian Prisoners’ Club said the mass hunger strike set to begin on 9/17 had been called off because the Israeli prison service agreed to halt the collective punishment measures put in place after 6 Palestinians escaped Gilboa prison on 9/6. The U.S. was said to had mediated between Israel and the prisoners. (HA, MEE, MEMO, WAFA, WAFA 9/15)

The Commission for Detainees and Ex-Prisoners Affairs said, after a lawyer visited the 4 recaptured Palestinian prisoners who escaped Gilboa prison on 9/6, that Zakaria Zubeidi had been severely beaten and drugged by Israeli forces. He allegedly suffered from a broken jaw and broken ribs for which he was hospitalized, had bruises and cuts all over and had been sedated. The Commission also said Mohammad Arda had been beaten, sleep deprived, and humiliated while in Israeli custody. Both denied Israeli officials’ allegations that they had any interaction with anyone after escaping. Germany pledged to help finance a number of Palestinian projects in the West Bank and Gaza over the next 2 years with some $120 million. (WAFA 9/15)

Sharon suffers a massive stroke. Sharon, who was expected to win a 3d term in the 3/06 elections at the head of his new Kadima party, is not expected to return to politics, throwing the elections into question. The IDF seals the West Bank, Gaza for the 4-day Muslim holiday of Id al-Adha; conducts predawn mock air raids over Gaza, breaking the sound barrier; raids a house in East Jerusalem, breaks up a mtg. being held by Change and Reform candidate Ahmad Attoun; bulldozes a Palestinian home nr. Bethlehem; conducts arrest raids, house searches in Jenin town and r.c. (firing on stone-throwing Palestinians who confront the troops, wounding 9), in and around Bethlehem, Ramallah, Tulkarm. In continued retaliation for the 1/2 killings (see 1/3), Islamic Jihad, the AMB fire 8 rockets fr. Gaza towards Ashkelon, Sederot, and the IDF base at the Erez crossing, causing no damage or injuries. IDF soldiers, Israeli police scuffle with Jewish settlers when serving them with notices that they must evacuate by 1/15 Palestinian-owned buildings they have occupied in the Hebron central market; 4 policemen are injured. Jewish settlers fr. Kiryat Arba vandalize Palestinian homes in Hebron, bar Palestinians fr. using a road linking the settlement to the Ibrahimi Mosque/Tomb of the Patriarchs; the IDF observes but does not intervene. About 40 armed AMB mbrs. occupy 4 PA government buildings in Gaza, fire on a police station to protest the 1/3 arrest of AMB leader Hams; other AMB mbrs. set burning barricades on the road to the Rafah crossing (barring all but medical cases fr. reaching the border), detonate an explosive device under the Rafah border wall (causing only minor damage). AMB mbrs. later steal 2 bulldozers, tear down a 15-ft stretch of the concrete Gaza border wall; as many as 1,000 Palestinians, some armed, overrun the Egyptian border guards, who fire in the air, call in reinforcements, declare the area a closed military zone, arrest around 100 Palestinians and injure 3; during the skirmish, some Palestinians set fire to an Egyptian armored vehicle, throw hand grenades and fire at the Egyptian contingent, leaving 2 Egyptian border guards dead and around 30 injured; Egypt closes the Rafah border until further notice. The PA says it will release Hams on 1/5 in response to the protests. PA police in Gaza City, fatally shoot a Hamas mbr. hanging campaign posters. Meanwhile, 5 armed Palestinians raid a Gaza house, attempt to kidnap the parents of Rachel Corrie, an American college student who was killed by the IDF in Gaza in 2003; the gunmen back off when the owners of the home explain who the Corries are. The IDF raids Budrus nr. Ramallah, fires on residential areas, sparking clashes that leave 2 Palestinians injured; sends troops into Salim with military orders to occupy a Palestinian home as an IDF post for 1 mo., confining the 16 family mbrs. to 1 floor; conducts arrest raids, house searches in ‘Azun; fires rubber-coated steel bullets, tear gas at a nonviolent Palestinian demonstrations against the separation wall in Bil‘in (injuring 1 Palestinian), Dayr Ballut nr. Nablus (wounding 2 Palestinians). Palestinians complain that 100s of people were unable to attend Friday prayers at Hebron’s Ibrahimi Mosque because of prolonged IDF checks at the newly installed electronic gates surrounding the site (see 3/13, 3/24). A Palestinian is injured in an explosion in Gaza City, reportedly while preparing a bomb; 3 Palestinians are injured in a similar incident in Khan Yunis. Some 20 Jewish settlers fr. Yitzhar settlement nr. Nablus rampage through the nearby village of Asira, breaking windows, throwing stones, beating a 50-yr.-old Palestinian woman; when IDF troops come to Yitzhar later in the day to investigate, some 150 settlers throw stones, clash with troops; later in the evening settlers attack Palestinian homes again, causing damage but no injuries; Yitzhar officials say the attackers were “a number of boys” who had gotten drunk for Purim. Jewish settlers fr. Otniel nr. Hebron detain 3 Palestinian women, 4 children cultivating olives on their nearby land; hold them at the settlement for 5 hrs., until PA security officials intervene with the IDF to secure their release. The IDF eases some restrictions on Palestinian movement around Nablus; conducts a late-night raid on Budrus village nr. Ramallah, site of several recent demonstrations against the separation wall, rounding up women and children, photographing them; installs 2 new electronic gates at the entrances to the Ibrahimi Mosque/Tomb of the Patriarchs to control Palestinian access (see 3/13); conducts arrest raids, house searches in Hebron (occupying a Palestinian home as an observation post, then allowing settlers to move in), Husan (occupying a Palestinian home as an IDF post). Israeli border police drive through Bil‘in village nr. Ramallah, taunting local youths over loudspeakers, saying “All of Bil‘in’s children are cowards. Let’s see you throw stones”; detains a 14-yr.-old boy who throws stones, questions him, releases him 2 mi. fr. the village. In Hebron, a Jewish settler woman stops a 9-yr-old Palestinian boy on his way home fr. school, takes him to Ramat Yishai settlement, and severely beats him with a rock, breaking his teeth, injuring his back and limbs. Jewish settlers fr. Avraham Avino attack 4 nearby Palestinian homes, causing damage but no injuries. Jewish settlers fr. Kiryat Arba beat, injure an international peace activist in Hebron. The IDF seals Saida and Allar nr. Tulkarm, imposes a curfew, fires on residential areas, conducts arrest raids and house searches; later conducts arrest raids, house searches in ‘Azun nr. Qalqilya, Baqa‘ al-Sharqiyya (targeting Islamic Jihad mbrs.), Jalazun r.c. nr. Ramallah, al-Nazla and al-Til nr. Tulkarm. Jewish settlers fr. Kiryat Arba attack Palestinians nr. the Ibrahimi Mosque/Tomb of the Patriarchs, severely beating 2 Palestinian children ages 10 and 13. In Gaza, 2,500 unemployed Palestinians storm the PC building, throwing stones at police, breaking windows, demanding that the PA provide jobs and welfare services for the unemployed and poverty stricken. The IDF fires on residential areas of Rafah; conducts arrest raids, house searches in al-Simba nr. Hebron; arrests 6 Islamic Jihad mbrs. in Jenin in connection with the 2/25 Tel Aviv bombing; raids, ransacks the home of a PA police officer in Qalqilya, arrests him and 3 other Palestinians without explanation. Separately, Shin Bet announces it has captured a PA policeman wanted in connection with the lynching of 2 IDF reservists in Ramallah in 10/00. Armed Jewish settlers fr. Keddumim nr. Qalqilya bar Palestinian farmers fr. working their fields near the settlement. Jewish settlers fr. Ramat Yishai in Hebron attack Palestinian property in Tal Rumayda, causing damage but no injuries. Jewish settlers fr. Kiryat Arba threaten Palestinians in Wadi al-Nasara neighborhood, block Palestinians from moving on the road that leads to the Ibrahimi Mosque/Tomb of the Patriarchs. Syria begins redeploying its troops in Lebanon to the Biqa‘ Valley in preparation for the withdrawal of all 14,000 soldiers and 1,000 intelligence officers. The move comes under international pressure on Syria to comply with UN Res. 1559 in the wake of the 2/14 assassination of fmr. Lebanese PM Rafiq Hariri. The IDF shells residential areas of Khan Yunis, killing 1 Palestinian; attempts to assassinate senior AMB mbr. Mahmud Abu Khalifa by firing a missile at his car as he drives through Jenin, missing it and hitting a nearby building, injuring a 9-yr.-old Palestinian girl; imposes curfews on villages around Jenin; fires on an ambulance waiting to cross Mahatin checkpoint nr. Khan Yunis, seriously injuring a doctor and a paramedic; fires rubber bullets at Palestinians in Budrus w. of Ramallah to disperse their nonviolent protest against the construction of the separation wall. Late at night, Israel border police raid and search homes in the Dahiyat al-Salam neighborhood of Anata in East Jerusalem, take all men ages 16–80 to a nearby base for ID checks, warn those without blue Jerusalem IDs that they could be arrested, detained, possibly sent to the West Bank if they are caught staying in the village overnight again. The IDF also removes a group of Jewish settlers fr. Kiryat Arba who attempt to set up an unauthorized outpost along the route to the Ibrahimi Mosque/Tomb of the Patriarchs. Jenin, seriously wounding a 10-yr.-old Palestinian playing outside his home; conducts arrest raids in Balata r.c., Bethlehem, Nablus, Qalqilya. A 10-yr.-old Palestinian dies of injuries received in the IDF assassination of 2 Islamic Jihad mbrs. on 2/28. Jewish settlers in Hebron uproot 150 Palestinian trees along the road fr. Overnight, the IDF conducts arrest raids in Hebron; raids Jenin, searching homes, firing on residential areas. During the day, the IDF delays a Palestinian woman in labor at a Nablus checkpoint for over 1 hr., causing the death of her twins; imposes a curfew on parts of Hebron; fires on residential areas of Khan Yunis, Nablus; fires on Palestinians waiting to cross the Abu Huli checkpoint nr. Dayr al-Balah, wounding 5; fires on UNRWA workers repairing waterlines nr. Khan Yunis, wounding 3; conducts arrest raids nr. Ramallah, bringing to 22 the number of alleged Hamas mbrs. arrested in the area over the past wk. In the evening, 2 AMB gunmen ambush, fatally shoot 2 IDF soldiers nr. Dayr al-Balah before being shot dead; 5 Palestinian bystanders are wounded by the IDF return fire. Shortly afterward, the IDF demolishes 7 Palestinian homes, bulldozes 37 dunams of land in nearby Wadi al-Silqa; sends tanks, troops into Rafah to search for smugglers’ tunnels, clashing with residents, leaving 2 Palestinians dead. Palestinian gunmen also ambush 2 Jewish settler vehicles traveling fr. Kiryat Arba settlement to Cave of the Patriarchs/Ibrahimi Mosque in Hebron, wounding an Israel border patrol officer escorting the settlers, escape unharmed. The IDF fires on residential areas of Ramallah; conducts arrest raids in Nablus, Tulkarm. The IDF reports that Palestinians throw grenades at troops in Gaza throughout the day, causing no injuries. A Lebanese-born Israeli Arab is sentenced to 6 yrs. in prison for having contact with Hizballah (see Quarterly Update in JPS 126). The Israeli High Court bards the IDF fr. starting construction of a settler bypass road linking Kiryat Arba settlement with the Tomb of the Patriarchs/Ibrahimi Mosque.
