In the West Bank, Israeli settlers set up a tent on Palestinian-owned land in Qusra. Israeli settlers also razed 15 dunams (3.7 acres) of agricultural land planted with wheat in Jalud. Israeli forces seized 1 tent and 1 electric generator in Masafer Yatta. Israeli forces also demolished 1 house near Bethlehem. Elsewhere, Israeli forces delivered a stop-work order for a house in Susiya. 24 Palestinians were arrested during raids in and around Tuqu‘, Bayt Umar, Dayr Jarir, Ramallah, Jenin, and Qabatiya; among the arrested were at least 4 prominent members of Palestinian political parties, including at least 1 who was running in the upcoming Palestinian elections. In a joint statement by a number of PLO parties, the members said that “[t]here will be no elections without Jerusalem, and Israel possesses no veto to this.” (WAFA 4/12; TOI 4/13)

Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The decree still needs the approval of the defense minister, prime minister, and president before it becomes valid. (AJ, AP, HA, REU 4/12; REU 4/13; REU 4/15)

The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. Iran denies that the death toll was that high. The UN said at least 304 people were killed. The EU is in the process of mediating between the U.S. and Iran to get the U.S. to rejoin the Joint Comprehensive Plan of Action. (AJ, ALM, HA, REU 4/12; ALM 4/13)

In the West Bank, Israeli settlers uprooted dozens of almond trees and grapevines in Bayt Umar and threatened the Palestinian landowners with guns. Israeli forces razed Palestinian-owned land in ‘Ayn Bus and seized 1 greenhouse in Bethlehem. Israeli forces also shot and injured 1 Palestinian with live ammunition as he was trying to enter Israel for work through the separation barrier near Far‘un. Elsewhere, Israeli forces dismantled and seized 1 agricultural structure in Tuqu‘. Israeli forces also arrested 1 Palestinian at the Qalandia checkpoint, claiming he wanted to stab a soldier with a screwdriver. 15 others were arrested during raids in and around Qabatiya, Jenin refugee camp, Burqin, Ramallah, Kafr Malik, Tulkarm, Tubas, and Nablus. The Israeli government told its high court of justice that it had delivered 100 COVID-19 vaccine doses to the PA and that more doses would arrive in some 10 days. The PA health ministry denied having received any doses of COVID-19 vaccines from Israel. (HA, WAFA 1/13)

The Israeli human rights organization B’Tselem released a position paper “A regime of Jewish supremacy from the Jordan River to the Mediterranean Sea: this is apartheid,” calling Israel an apartheid state. B’Tselem argued that the distinction between Israel proper, East Jerusalem, the West Bank, and Gaza has been obfuscated so that “the entire area between the Mediterranean Sea and the Jordan River is organized under a single principle: advancing and cementing the supremacy of one group—Jews—over another—Palestinians.” B’Tselem said it no longer could treat the occupied Palestinian territories as distinct from Israel as it has in the past and therefore needs to treat the area as 1 entity operating as an apartheid state. 2 particular developments led B’Tselem to change its viewpoint: the Nation-State law and the threats of annexation of Area C. Several Palestinian human rights organizations including al-Haq and the Palestinian Centre for Human Rights have already called Israel an apartheid state. Israel attacked several places in Dayr al-Zur and Abu Kamal in eastern Syria with airstrikes, killing 57 people and wounding at least 37. According to a U.S. intelligence official, the strikes were made with intelligence from the U.S.; U.S. secretary of state Mike Pompeo had discussed the airstrikes with Mossad director Yossi Cohen at a D.C. restaurant on 1/11. Secretary Pompeo also announced that the terrorist group Al Qaeda has a home base in Iran without providing any evidence, a charge the Iranian foreign minister Mohammad Javad Zarif called “warmongering lies.” On 1/10, Secretary Pompeo said that the Houthi rebels in Yemen would be added to the U.S. list of foreign terrorist organizations, a designation many humanitarian organizations lambasted as it will make it impossible to deliver aid to the civilian population living in Houthi-controlled areas who are heavily hunger stricken. In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. Off the coast of Gaza, Israeli naval forces fired at Palestinian fishermen 3 nautical miles offshore from al-Sudaniyya. After the postponement of the Palestinian prisoners’ hunger strike reported on 4/7, Palestinian prisoners in Israeli jails started an open-ended hunger strike to protest their treatment by the Israelis. (HA, WAFA 4/8)

A French employee at the French consulate in Jerusalem was sentenced to 7 years in prison by an Israeli court for smuggling arms from Gaza to the West Bank. He confessed to having smuggled 30 guns, receiving $7,200 for his services. (HA 4/8; MEMO 4/9)

Russian president Vladimir Putin said weeks after U.S. president Donald Trump’s recognition of Israeli sovereignty of the Golan Heights that the U.S. change of policy is “a violation of the United Nations Security Council Resolutions.” (MNA 4/9)

In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. On Netanyahu’s English language Twitter account, the word “request” was omitted. (NPR 4/8; HILL 4/9; HA 4/10)

In the West Bank, Israeli forces punitively seal shut the Yatta home of a Palestinian imprisoned on charges related to a 6/2016 attack on Israelis in Tel Aviv. Israeli forces demolish a Palestinian home in Ni‘lin overnight. Israel Defense Forces (IDF) troops arrest 1 Palestinian during a raid near Bethlehem and patrol near Hebron and Nablus. In the Negev, Israeli forces demolish the Palestinian Bedouin village of al-Araqib for the 121st time since 2010. (MNA, TOI, WAFA 11/16; PCHR 11/23)

The IDF orders approximately 300 Palestinian Bedouins to evacuate their homes near the Ma’ale Adumim settlement ahead of the planned demolition of their village, Jabal al-Baba. Similar orders have been issued for a Bedouin village in the northern Jordan Valley and other villages near Jerusalem, but none has been enforced yet. (HA, MNA, WAFA 11/17; TOI 11/18)

IDF troops violently disperse Palestinians marching through Bethlehem to mark the 100th anniversary of the Balfour Declaration. There are no serious injuries in the ensuing clashes. Elsewhere in the West Bank, Israeli settlers steal the olives harvested from 280 trees in Palestinian orchards near Nablus. IDF troops arrest 5 Palestinians during raids in Dahaysha refugee camp near Bethlehem overnight, sparking minor clashes; 1 Palestinian is injured. At a ceremony at the Rafah border crossing, Hamas formally hands over control of Gaza’s border crossings to the PA, implementing a key provision of their 10/12 reconciliation agreement. A senior PA official calls the moment an “important step on the path toward reconciliation.” The PA is set to take full control of Gaza on 12/1. (MNA, NYT, REU, TOI, WAFA 11/1)

Haaretz reports that the Israeli police have formed a special unit to oversee security and public order at Haram al-Sharif, following the upsurge in tensions at the site in 7/2017 (see JPS 47 [1]). The unit is expected to comprise about 200 officers when it begins operations in 2018. (HA 11/1)

PA pres. Abbas writes an op-ed for The Guardian lamenting the Balfour Declaration on its 100-year anniversary. “This British policy, to support Jewish immigration into Palestine while negating the Arab-Palestinian right to self-determination, created severe tensions between European Jewish immigrants and the native Palestinian population,” he writes. Meanwhile, Israeli PM Netanyahu flies to the UK to participate in the 100th anniversary celebrations. (GDN, TOI 11/1)

The IDF orders some 300 Palestinian Bedouins to leave their homes in the northern Jordan Valley ahead of the planned demolition of their village. Similar orders have been issued for Bedouin villages near Jerusalem in the past, but none have been enforced yet. (HA 11/17)

Israeli jets launch air strikes on an alleged Syrian government weapons depot in an industrial zone near Homs along the Lebanon-Syria border. The site reportedly hosted joint Iranian-Syrian activities. (HA 11/1; YA 11/2)

Following clashes in the area, including on 11/3, the IDF shuts down a number of checkpoints across the Ramallah district, causing major traffic delays. Elsewhere in the West Bank, IDF troops confiscate electrical equipment and arrest 2 Palestinians during a raid nr. Jenin. They return to the Jenin area at night for further raids, sparking clashes with stone-throwing youths; there are no serious injuries. The IDF also arrests 6 Palestinians and issues 1 arrest summons during late-night raids in and around Tulkarm, Hebron, and Bethlehem; and patrols nr. Hebron and Ramallah during the day. Israeli forces demolish several Palestinian residential tents in the n. Jordan Valley and confiscate a residential trailer and a water tank from al-Samu‘ village nr. Hebron. Meanwhile, around 30 Palestinian families reenter their olive groves nr. Nablus, having been barred from them since 11/4 by the IDF. They find 400 trees picked bare and accuse Israeli settlers of stealing the harvest. In East Jerusalem, Israeli forces shut down a wedding hall in al-‘Izzariya, claiming that Palestinians fired guns into the air during a celebration there. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. In the West Bank, Israeli forces raze 40 dunams (around 10 acres) of farmland, destroy 800 trees, and demolish 2 wells in various locations nr. Hebron; and also demolish 3 homes, 6 livestock barns, and 2 water tanks in the n. Jordan Valley. IDF troops arrest 3 Palestinians during raids in and around Hebron and Bethlehem, and patrol nr. Nablus during the day. In East Jerusalem, a Palestinian family demolishes their own home in the Old City to avoid paying Israeli demolition fees. Meanwhile, IDF troops clash with and violently disperse stonethrowers in c. Hebron who attended a funeral for the Palestinian killed in al-‘Arub r.c. on 2/10; there are no serious injuries. They also raid a village nr. Jerusalem, arresting a number of Palestinians and sparking clashes with stonethrowers wherein 3 Palestinians are injured; conduct further raids and house searches in Aida r.c. nr. Bethlehem and 1 village nr. Ramallah, issuing 2 Palestinians arrest summons; patrol in 5 villages nr. Hebron and 1 nr. Jenin. Israeli forces declare a village nr. Ramallah a closed military zone, then they confiscate construction materials and demolish a garage, an agricultural shed, and a water well in the village. They also demolish a number of residential structures in a village nr. Tubas and 42 residential and other structures in and around al-Farisiya village in the n. Jordan Valley. Unknown assailants throw stones at an Israeli MK’s car on a road in the Jordan Valley, causing minor damage. In the Gaza Strip, Israeli forces open fire on Palestinian protesters close to the border fence nr. Jabaliya, wounding 7. Separately, Israeli forces open fire on an open area in the c. Gaza Strip, causing no injuries. In the West Bank, the IDF opens fire on a crowd of a few hundred Palestinian demonstrators outside Jalazun r.c., wounding 14 with live ammunition and 4 with rubber-coated metal bullets. The protest is a response to the killing of a camp resident on 1/29. In addition, Palestinians clash with Israeli forces nr. Ramallah outside Silwad village, with 1 Palestinian wounded by live ammunition. IDF troops detain 2 Palestinians who they say went to the entrance of Nahlilel settlement and set off fireworks. In Bethlehem, amid clashes with Israeli soldiers, Palestinian youth throw an improvised explosive device at Rachel’s Tomb. The clashes result in 7 arrests. Meanwhile, hundreds of Palestinian activists with some internationals go to ‘Ayn Hiljeh, an abandoned Palestinian village in the Jordan Valley, as part of a demonstration protesting settlement activities and land confiscation. The Popular Struggle Coordination Cmte. says that the step is also aimed at averting reported Israeli intentions to annex the area. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, 2 villages nr. Salfit, and 1 village each nr. Bethlehem and Ramallah at night; patrols in 1 village nr. Hebron in the afternoon, and in 3 villages in Hebron and 1 village each nr. Qalqilya and Tulkarm at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (alMa‘sara). In Switzerland, the 1st round of UN-sponsored peace negotiations on Syria ends with no breakthroughs or even seeming progress in bringing the 2 sides closer together. UN-Arab League joint special envoy Brahimi, who is serving as mediator, expresses frustration that even an agreement to allow an aid convoy to reach Homs remained elusive. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 3 nearby villages, Dahaysha r.c. in Bethlehem, and Jenin at night; patrols in 2 villages nr. Hebron in the morning, and in al-‘Arub r.c. and 1 village nr. Hebron at night. In al-Khadir village nr. Bethlehem, students clash with Israeli soldiers who fire tear gas. In the Jordan Valley, Israeli forces demolish Palestinian-owned structures, leaving 25 homeless. Separately, Jewish settlers torch 2 Palestinian cars and leave “price-tag” graffiti in Madama village nr. Unidentified Palestinians fire a rocket from Gaza into Israel, causing no damage or injuries. IDF forces and Palestinians clash across the West Bank and East Jerusalem on Nakba Day, with 25 Palestinians arrested and 6 Israeli security forces injured in and around Jerusalem’s Old City. In al-‘Aqba village nr. Hebron, unidentifed Palestinians throw a Molotov cocktail at an IDF jeep, destroying it and injuring 4 soldiers. In another incident in the nearby village of al-Tabaqa, IDF forces briefly detain more than 45 children. As part of Nakba Dayrelated protests, IDF forces violently disperse Palestinian demonstrators at Qalandia and Bitunia nr. Jerusalem, Ofer nr. Ramallah, Kufor Kaddoum nr. In the West Bank, the IDF for a 2d time in 48 hours destroys tents being used for shelter by shepherds in the n. Jordan Valley community of al-Maleh; the IDF also prevents a convoy of humanitarian aid from reaching the village. The IDF arrests Palestinians and Israelis who were part of a group of farmers and activists attempting to access Palestinian-owned land alongside the unauthorized settler outpost of Mitzpeh Hair nr. Jewish settlers take over several abandoned churches in a closed military zone nr. the Jordanian border to protest Jordan’s efforts to intervene with the Israeli government over its 12/12 closure of a footbridge used by nonMuslims to reach the Haram al-Sharif/ Temple Mount; IDF troops remove them and arrest 17. Other settlers block a main West Bank road and stone passing Palestinian vehicles. Later, about 50 Jewish settlers with inside information of IDF plans to remove the Mitzpe Yitzhar settlement outpost nr. Nablus that evening attempt to prevent the evacuation by breaking into an IDF base in the West Bank, setting fires, vandalizing vehicles, clashing with troops, and stoning a senior officer; troops detain 2.
