A Hamas fighter dies in a tunnel collapse in the morning. Along Gaza’s border, IDF troops open fire on Palestinian farmers and bird hunters nr. Gaza City. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya. There are no injuries or damage in either incident. In the West Bank, Israeli forces level land nr. Nablus reportedly to prepare for the construction of new settler residences in the area. IDF troops open fire on 3 Palestinians outside Beit El settlement nr. Ramallah, injuring 1 moderately. They also arrest 2 Palestinians and issue 2 arrest summons during raids nr. Jericho and Qalqilya, as well as in and around Bethlehem; and patrol nr. Hebron and Nablus during the day. The Egyptian authorities open the Rafah border crossing for the 4th day in a row, allowing passage in both directions. They had planned to keep the crossing open only 4 days in a row, but decide to extend it an additional day through 10/23 (see Update). (MNA 10/23)

An Israeli police spokesperson announces that the IDF will impose a general closure on the West Bank and Gaza from midnight tonight through approx. midnight on 10/24, the 1st day of Jewish holiday Simhath Torah. Humanitarian cases will be permitted. (HA, MNA, TOI 10/23)

Alleged stabbing incidents continue throughout the oPt and, for the 1st time this quarter, in Israel. In East Jerusalem, an Israeli civilian shoots and injures a Palestinian woman in the Old City. The Israeli police and paramedics report that she attempted to stab the Israeli man prior to the shooting, while Palestinian witnesses say she did not have a knife and that the Israeli man instigated the physical confrontation. After the incident, Israeli forces raid the woman’s home in Sur al-Bahir, and conduct late-night raids in Issawiyya and the Old City, arresting 6 Palestinians. Elsewhere, an Israeli soldier shoots and kills a Palestinian in Kiryat Gat nr. Beersheba after he allegedly attempts to stab the soldier and steal his gun. Later, a Palestinian stabs and injures an Israeli in a mall in Petah Tikva; Israeli police arrest him. Meanwhile, dozens of Palestinians gather in Jaffa, Umm al-Fahm, and Lydda to protest the Israeli occupation for the 2d day in a row. After several protesters throw stones at passing vehicles, Israeli police violently disperse them and later conduct night raids, arresting 27 Palestinians total in the 3 areas. Across the West Bank, IDF troops conduct raids and house searches and clash with Palestinian protesters, seriously wounding 1 Palestinian, injuring at least 100 others (including 2 journalists), arresting 7, and confiscating over NIS 18,500 (around $4,788). In 1 set of clashes nr. Ramallah, Israeli forces dressed as Palestinian protesters shoot and injure 2 Palestinian youths, then assault another before arresting all 3. A video of the incident goes viral and makes international headlines. Nr. Bethlehem, Palestinians attack an Israeli settler in her car, then IDF troops shoot and injure the 2 principal assailants, sparking minor clashes in the area (2 Israeli settlers are injured). Israeli settlers continue attacking and harassing Palestinians, attempting to kidnap 3 Palestinian youths nr. Hebron and shooting 2 Palestinian youths in clashes nr. Bethlehem. In an interview with Palestinian media outlets, Israel’s COGAT Yoav Mordechai says that the IDF is not interested in an escalation of violence and affirms that all restrictions on access at Haram al-Sharif have been dropped now that the major Jewish holidays are over, marking the 1st time an Israeli official has directly addressed the Palestinian people since the recent escalation of violence began on 10/1. In the Old City of East Jerusalem, a Palestinian kills 2 Israelis and injures 2 others during a knife attack; Israeli police shoot and kill him and set up mobile checkpoints throughout the city. After the attack, Israeli forces forcibly evict some 70 Palestinians from Haram al-Sharif. Later, they arrest 2 Palestinians and clash with stone-throwers during raids in Silwan; 19 Palestinians are injured. Also around the Old City, Israelis assault and injure a Palestinian, and later throw stones at a Palestinian driver, causing him to lose control and hit a pedestrian. In the evening, Israelis march through Silwan, chanting and throwing stones at Palestinian homes. Meanwhile, the Israeli authorities continue enforcing the access restrictions at Haram al-Sharif that were announced on 9/27 for the Jewish holiday Sukkoth. (HA, MNA, NYT 10/3)

In the West Bank, Israeli settlers protest recent Palestinian attacks by blockading a road nr. Hebron. Throughout the day, settlers throw stones at Palestinians and their property nr. Nablus, Hebron, and Ramallah, where they also assault a Palestinian and spark clashes between Israeli forces and Palestinian youths. Similarly, settlers clash with Palestinian stone-throwers nr. Tulkarm, Hebron, and Nablus; Israeli forces intervene and consequently injure 3 Palestinians. During early morning arrest raids in Jenin r.c., IDF troops arrest 3 Palestinians and set fire to a home to evacuate a suspect, sparking a firefight with armed Palestinians and injuring 25 of them, including 4 with live ammunition. Undercover Israeli forces raid a Palestinian hospital in Nablus, disable security cameras, and arrest 1 patient. Israeli forces clash with stone-throwers in Jalazun r.c. nr. Ramallah and around Hebron, injuring 2 Palestinian medics. Throughout the day, Israeli forces conduct arrest raids and house searches in Nablus and outside Ramallah, arresting 1 Palestinian; patrol in al-‘Arub r.c. and nr. Hebron. Tensions in East Jerusalem and the West Bank remain high as Israeli forces continue to enforce the restrictions on Palestinian access to Haram al-Sharif and Hebron’s al-Ibrahimi Mosque that were announced on 9/27 and 9/28, respectively. More than 150,000 Jews attend a ceremony at the Western Wall outside Haram al-Sharif for the Jewish holiday Sukkoth. In Gaza, the Egyptian authorities open the Rafah border crossing in 1 direction to allow Muslims to return to Gaza from Hajj. In the West Bank, IDF troops assault a Palestinian nr. Nablus; conduct raids nr. Hebron, arresting 2 Palestinians and sparking clashes with stonethrowing Palestinian youths (4 Palestinians are injured); patrol outside Hebron and Jenin during the day. In a speech to the UNGA in New York, PA pres. Abbas says that because the Israeli govt. continues to violate the Oslo Accords and other previous agreements on a daily basis, the Palestinians “cannot continue to be bound by [the] agreements” and that Israel “must assume all of its responsibilities as an occupying power”. At a ceremony outside the UN headquarters after the speech, Abbas and UN secy.-gen. Ban Ki-moon oversee the ceremonial raising of the Vatican and Palestinian flags. Also in New York, Middle East Quartet reps. meet with the Jordanian, Saudi, and Egyptian FMs, and they issue a statement calling on all parties to “exercise restraint” and maintain the status quo at Jerusalem’s holy sites. They also agree to send Quartet envoys to Israel and the oPt in 10/2015 to facilitate the resumption of peace negotiations (the visit will be canceled on 10/12). (JP, TOI 10/1; HA 10/11)

Tension in East Jerusalem continues to escalate surrounding Jewish holidays and access at Haram al-Sharif. After Palestinian youths spend the night in al-Aqsa Mosque, the Israeli police and Islamic Waqf officials spend the morning attempting to negotiate their exit, but the talks fail to produce an agreement. Then, 150 Israeli police officers raid Haram al-Sharif, evacuating Palestinians from al-Aqsa Mosque and sparking clashes with stone- and firebomb-throwing Palestinian youths for the 2d day in a row; 1 Israeli policeman and 22 Palestinians are injured, including 3 seriously. The Israeli authorities close all but 3 entrances to the sanctuary and later bar all Palestinian worshippers. Israeli forces also arrest 9 Palestinians on late-night raids in the Old City, Jabal Mukabir, Ras al-Amud, and Abu Dis. In a related development, the Israeli authorities announce they will close Hebron’s al-Ibrahimi Mosque, known to Jews as the Cave of the Patriarchs, to Muslim worshippers on 9/29 and 9/30 to accommodate Jewish access during the Jewish holiday Sukkoth. In Gaza, a Hamas fighter dies in a smuggling tunnel accident. A Palestinian in Gaza City is injured when he accidentally detonates an unexploded Israeli munition. In the West Bank, IDF troops conduct late-night raids and house searches in 1 village each nr. On the final day of ‘Id al-Adha in East Jerusalem, Israeli police officers enter Haram al-Sharif in the morning, sparking brief clashes with stone-throwing Palestinian youths. After the clashes, the Israeli police announce restrictions on Palestinian access to the sanctuary during the 8-day Jewish holiday Sukkoth, which starts this evening and will run through 10/4: all Palestinian men under the age of 50 will be barred and all other men will have to leave their IDs at the entrances. Meanwhile, Palestinians reportedly begin stockpiling stones at the sanctuary. Throughout the day, Israeli forces conduct raids across East Jerusalem, banning 14 Palestinians from Haram al-Sharif for varying periods of time; arrest 4 Palestinian youths on late-night raids in al-Tur. For the 2d day in a row, a rocket fired from Syria lands in an open field in the Israeli-occupied Golan Heights, causing no damage or injuries. Although the IDF reports that it was errant fire from the Syrian conflict (like the rocket fire on 9/26), Israel holds the Syrian govt. responsible and fires at 2 Syrian army positions in the Syrian Golan Heights, causing damage. Violence and protests over recent access restrictions at Haram al-Sharif continue through the day in Israel, the West Bank, and East Jerusalem. A day before Yom Kippur, Israeli forces clear all Muslim worshippers from Haram al-Sharif and close all but 3 of the sanctuary’s entrances. Throughout the day, forces arrest 4 Palestinian youths accused of stone-throwing on their way home from school in the Old City, demolish a Palestinian home under construction in Silwan, and level Palestinian farmland in Issawiyya. The IDF conducts an arrest raid nr. Hebron, and a Palestinian is killed in the ensuing clashes, leading to conflicting accounts of his death. While the IDF says that an explosive device he intended to throw detonated prematurely and soldiers nearby fired shots in the direction of the explosion, Palestinian witnesses say Israeli soldiers shot him and left him bleeding on the ground while blocking paramedics from providing aid. During separate IDF house searches and raids nr. Hebron and Nablus, clashes erupt between stone-throwing Palestinians and Israeli forces, injuring 2 Palestinians and arresting 1. IDF troops violently disperse Palestinians protesting nr. Bethlehem, Hebron, and Ramallah, injuring 3; patrol throughout the West Bank. Thousands of Palestinian citizens of Israel gather in Sakhnin to protest Israeli restrictions at Haram al-Sharif. The Israeli authorities announce a series of security measures to coincide with the Jewish holiday Yom Kippur on 9/22–23 and the Muslim holiday ‘Id al-Adha on 9/24–27. Meanwhile, the Israeli police temporarily suspend the use of Ruger sniper rifles, which was approved on 9/17, to allow administrators to systematically train officers in their use. Israel’s COGAT announces that, for the 1st time since 2007, it will allow ironware, furniture, and textiles to be imported from Gaza to Israel, starting on 10/7. (HA, TOI 9/22)

In Gaza, hundreds of Palestinians gather outside the UNRWA office in Gaza City to protest the agency’s reduction of services. Off the n. coast, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct late-night raids and searches in 1 village each nr. Nablus, Ramallah, and Salfit, confiscating property and arresting 2 Palestinians; patrol during the day in 1 village nr. Ramallah, 3 nr. Hebron, and Tulkarm. Israeli forces arrest 3 Palestinians allegedly selling fireworks in a village nr. Qalqilya claiming that they were to be used in attacks on IDF troops. Israeli settlers throw stones at Palestinians nr. Nablus, then Israeli forces intervene and arrest 1 Palestinian.

In East Jerusalem, stone-throwing Palestinian worshippers who spent the night in al-Aqsa Mosque clash with Israeli police at Haram al-Sharif; 10 Palestinians are injured and 6 are arrested. The Palestinians spent the night in the sanctuary in order to circumvent Israeli restrictions on their access today, a Jewish holiday. Later, around 850 Jewish visitors tour the sanctuary under an Israeli police escort. Clashes continue later in the day when as many as 150 Israeli special forces escort 70 right-wing Jewish activists on a tour of the sanctuary; 19 guards from the Islamic Waqf, 2 Palestinian journalists, and 4 Israeli police officers are injured, and 5 Palestinians are detained. Israel’s High Court of Justice orders an immediate halt to the construction of 296 settler residences in the Beit El settlement and upholds its order for the demolition of 2 residential buildings in Beit El by the end of 7/2015. Meanwhile, Haaretz reports on an internal IDF document apparently showing that Palestinian residents of Susiya village nr. Hebron have legitimate ownership claims to their village’s land, which supports their efforts to stop the planned evacuation and demolition of their village. (HA, JP, MDW, TOI, WAFA 7/26; YA 7/27)

The IDF imposes a general closure on the West Bank through 4/18 for the Passover holiday, barring all West Bank Palestinian access to East Jerusalem and Israel. Israeli police fatally shoot East Jerusalem Palestinian Iyad Awaysat when he allegedly attempts to run over 3 officers guarding workers partially demolishing the East Jerusalem home of a Palestinian who killed 3 Israelis with a bulldozer in West Jerusalem in 7/08; the shooting (protested by Palestinian witnesses who say Awaysat was only speeding) and demolition spark stone-throwing by some 50 Palestinians against Israeli border police who fire tear gas to disperse them, causing no serious injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in ‘Askar r.c., Balata r.c., al-Fara‘a r.c., and Nablus for a 2d night, as well as nr. Tulkarm.
