In Gaza, the IDF makes 3 air strikes destroying a Palestinian home in al-Shuka, after warning residents and neighbors to leave; later sends troops into al-Shuka, firing on residential areas, rounding up all males over age 13 for ID checks, searching homes, holding 50 Palestinians for several hrs. of interrogation, eventually arresting 3 before withdrawing. In the West Bank, the IDF sends undercover units into Burkin nr. Jenin in a car with Palestinian license plates, arresting a wanted Islamic Jihad mbr.; patrols, searches businesses, conducts random ID checks in various areas of Hebron and nearby Halhul; patrols in, fires percussion grenades, tear gas, and rifles on residential areas of al-Zababda; conducts arrest raids, house searches in Dahaysha r.c. nr. Bethlehem, nr. Jenin. Palestinian gunmen raid WAFA press agency offices in Gaza City, beating a reporter, vandalizing equipment, accusing WAFA of biased news coverage in favor of Abbas, Fatah; no group takes responsibility. IDF Chief of Staff Lt. Gen. Dan Halutz acknowledges that Hizballah has fully abided by the cease-fire and that Israel had detected no significant resupplying of weapons and missiles fr. Iran, Syria. By this date, 4,950 new UNIFIL soldiers fr. France, Italy, Spain and 10,000 Lebanese troops have been deployed in s. Lebanon. Meanwhile, UN relief coordinator in Lebanon David Shearer says that Israel left behind at least 350,000 unexploded cluster bomblets in s. Lebanon, stating that “the outrageous fact is that nearly all of these munitions were fired in the last three to four days of the war.” (NYT, WP, WT 9/20)

Military Action:

Heavy shelling by PSP militia, rockets and artillery fall in area from East Beirut north to Jounieh, and in airport area; Pentagon reportedly decides to keep battleship New Jersey stationed off Lebanon indefinitely.

Casualties:

5-7 killed, 30 wounded in East Beirut; LF militiamen kidnap Shi'ite civilians south of Beirut, Amal militiamen kidnap 60 Christian employees of MEA from buses on way to airport, later released; Beirut power station damaged, electricity rationing resumes.

Israel/ Occupied Territories: 36th anniversary of UN vote to partition Palestine marked by demonstrations and protests throughout West Bank; IDF disperses Nablus demonstration with teargas; large demonstration in support of Arafat at Birzeit; settler injured by stone near Beit Omar, Hebron, 6 suspects arrested; estimated 500 Jewish settlers hold protest march through Nablus under heavy IDF protection, settlers establish command post near Tomb of Joseph in Nablus, say they will remain there until IDF takes stronger measures against Palestinians, chief-of-staff Levy flies in for meeting; President Herzog says IDF prisoners released by PLO had surrendered shamefully, press and military personnel question enthusiastic reception given to returnees.

Palestinians/ Lebanese: Arafat says he will leave Tripoli.

US and Other Countries: Reagan and Shamir end talks, agree on joint political-military committee, to begin meeting in January, to enhance Israeli-US cooperation, objectives include military planning, maneuvers, prepositioning of US equipment in Israel; other areas of agreement are: US willing to negotiate accord on duty-free trade and to permit $550 m. military aid to be spent on development of Lavi fighter, including $250 m. to be spent in Israel; US and Israel reaffirm commitment to May 17 Israeli-Lebanese troop withdrawal agreement; US reportedly will make cluster bomb technology available to Israel for production there, Shamir and Arens agree in principle not to use the weapons against civilians.

Israeli planes shower leaflets on Beirut warning people to "flee for their lives" and suggesting two escape routes (pandemonium in streets as people try to enter E. Beirut; Phalangists refuse to let Palestinians through their lines); Phalange reported openly cooperating with IDF; large IDF troop maneuvers along Beirut-Damascus highway; Israel dis-plays stockpile of weapons from PLO bases in Lebanon; Israeli Government acknowledges use of US-supplied cluster bombs in Lebanon; car bombings continue in Beirut; 700 IDF tanks, 1000 armored cars, 210 heavy artillery pieces surround Beirut; special IDF unit trained in street fighting arrives from Golan.

Casualties:

Three killed, 20 injured in explosion near Agence France Presse building in Beirut; French paper says 209 died and 153 were wounded in mountains; latest Lebanese police figures are 10,112 dead, 19,000 wounded (expected to be higher); foreign correspondents are still not allowed into Ain el-Hilweh refugee camp (near Sidon) and Rashidiyeh (near Tyre); less than half of Palestinian refugees remain in 3 Palestinian camps, few have anywhere to go.
