Off the n. Gaza coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces violently disperse around 300 Israeli settlers in the Beit El settlement protesting the High Court’s 7/26 injunction on building in the settlement and its order for 2 residential buildings to be demolished by 7/30; 2 settlers are arrested. The settlers throw stones at empty Palestinian vehicles in the area. A separate group of over 200 Israeli settlers reoccupies the Sa-Nur settlement outpost nr. Jenin that was evacuated in 2005, calling for the govt. to approve the return of settlers to the site. Overnight in East Jerusalem, Israeli forces demolish 2 Palestinian stores, 2 warehouses, and 3 residences in Silwan; assault and arrest 2 Palestinians during a raid in Ras al-Amud. Israeli PM Netanyahu says that his govt. is taking “legal action” against the High Court’s 7/26 demolition order for the 2 residences in the Beit El settlement. His comments follow 2 days of minor clashes between settlers and Israeli troops in and around Beit El. (HA, JP, TOI 7/28)

Netanyahu meets with Cypriot pres. Anastasiades in Cyprus and, according to PA sources, Anastasiades reportedly outlines a new European and Cypriot initiative to restart the Israeli-Palestinian peace negotiations . The PA sources say that Anastasiades discussed the initiative with PA pres. Abbas on 7/27, and it includes an invitation for Netanyahu and Abbas to separately address EU leaders in Brussels at a future summit. (JP 7/27; JP, MNA, REU, TOI 7/28)

The U.S. Parole Commission announces that imprisoned Israeli spy Jonathan Pollard’s parole has been approved and that he will be released from prison on 11/21, having completed a 30-year sentence after being convicted of passing military intelligence to Israel in 1985. Pollard will be required to stay in the U.S. for 5 years after his release. Secy. of State Kerry reiterates that Pollard’s release is not connected to the tension surrounding the nuclear deal reached by the P5+1 and Iran on 7/14. (EI, HA, MNA 7/28; HA 7/29)

IDF troops on the Gaza border e. of Gaza City open fire on agricultural lands along the border fence, causing no injuries. In the West Bank, IDF troops conduct late-night raids and house searches in 2 villages nr. Hebron and 1 nr. Nablus, arresting 3 Palestinians; patrol during the day in 2 villages nr. Hebron and 1 nr. Jenin. Israeli forces demolish a scrap-selling facility nr. Hebron and another structure nr. al-Jalaita. In East Jerusalem, Israeli forces arrest 5 Palestinians on late-night raids in the Old City, Silwan, and Kafr ‘Aqab , as well as 1 Palestinian as he is exiting Haram al-Sharif. Israel’s Knesset passes into a law an amendment to the penal code that will allow convicted stone-throwers to be sentenced to 10–20 years in prison. Furthermore, state prosecutors will no longer have to prove that those accused were trying to damage cars or harm people in order to secure convictions. (HA, TOI, YA 7/21)

The EU Council reaffirms its commitment to the Middle East peace process and the 2-state solution, saying in a statement that it now depends on a “fundamental change” in Israeli policy. The council also calls on the Israeli govt. to “halt plans” to evacuate and relocate the Palestinian village Susiya nr. The UNSC unanimously approves a res. endorsing the nuclear deal announced by the P5+1 and Iran on 7/14. The UN, U.S., and EU will begin preparing to lift sanctions, so they can do so immediately when the IAEA reports that Iran has, by the end of 2015, accounted for its past and present nuclear activities and undertaken steps to constrain its nuclear program. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against the Israeli occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), and Kafr Qaddum nr. Qalqilya; 1 Palestinian is seriously injured. The IDF conducts late-night raids in Hebron and 1 nearby village, arresting 2 Palestinians; patrols during the day in 2 villages each nr. Ramallah and Hebron, and 1 nr. Jericho. In East Jerusalem, Israeli forces assault 1 Palestinian at a checkpoint in Ras al-Amud and another n. of the city. In East Jerusalem, Israeli forces shoot and kill a Palestinian man in al-Tur after he drives his car into a crowd, injuring 2 border police guards. Israeli forces demolish a 3-story building in Ras al-Amud claiming it was built without a license. In the West Bank, Israeli forces close the entrance to a village nr. Nablus after a Palestinian throws a Molotov cocktail at a settler’s car. The IDF also conducts late-night raids in and around Hebron, Jenin, and Nablus, and in Jalazun r.c. nr. Following public criticism and consultation with DM Moshe Ya’alon, Israeli PM Netanyahu orders the suspension of the new 3-mo. pilot project restricting Palestinian travel, initiated on 5/19. Ya’alon says he will continue his efforts to reduce the number of Palestinians entering Israel illegally. (HA, MNA, NYT, TOI, YA 5/20) 

EU foreign policy chief Mogherini meets with Netanyahu in Israel, who says he is still committed to the 2-state solution and he proposes a new round of peace negotiations with the Palestinians with the specific goal of establishing borders for Israel’s West Bank settlement blocs (the news of his proposal will not break until 5/26). Also, Mogherini reportedly tells Netanyahu that the European campaign calling for labeling of products from Israeli settlements is unstoppable. The PM’s office will deny that they discussed the labeling campaign when the news breaks on 6/2. Mogherini also meets with PA pres. Abbas and chief Palestinian negotiator Saeb Erakat in Ramallah. Norwegian FM Børge Brende meets with Netanyahu in Jerusalem and tells him that international pressure on Israel regarding its treatment of the Palestinians will likely resume after the P5+1 (the 5 permanent mbrs. of the UN Security Council plus Germany) reach a comprehensive agreement with Iran by their 6/30 deadline. IDF troops confront a group of 4 Palestinians nr. Nablus, assaulting them and arresting 1. The IDF conducts late-night raids and house searches in Tulkarm, Hebron, 1 village each nr. Nablus and Tubas, and 2 nr. Bethlehem, arresting 10 Palestinians and issuing an arrest summons to 1; patrols in 2 villages nr. Jenin and 1 each nr. Qalqilya and Ramallah. Meanwhile, thousands of Palestinians march through the streets of Ramallah commemorating the 67th anniversary of the Nakba. ICC prosecutor Bensouda says that she has not been provided any official information from either the Palestinians or Israel relating to Israel’s assault on the Gaza Strip in 7–8/2014, and that, unless that changes, her decision to launch a full investigation will be based on publicly available materials. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. It also notes that “if an agreement of this kind is reached [with the Palestinians], it will be brought for the approval of the cabinet and Knesset, and if necessary, a national referendum as well.” (AFP, HA 5/13)

In an interview published today, U.S. Pres. Obama says that the U.S. is “taking a hard look” at its positions regarding the Israeli-Palestinian conflict, and that the Palestinians “deserve an end to the occupation and the daily indignities that come with it.” Obama is hosting several leaders of the GCC countries at a summit in Washington today to discuss regional issues. The head of the Palestinian Power and Natural Resources Authority Omar Kittanah announces that the PA cabinet has approved an initiative to connect the electricity grid in the West Bank to Jordan. The PA will begin looking for funding for the project, which is estimated to cost $100 m. It is part of a regional, 3-year initiative to connect the grids of Turkey, Lebanon, Syria, Iraq, Libya, Egypt, Jordan, and the oPt. (MNA 5/13)

In Gaza, Hamas-hired civil servants in all ministries except schools go on strike, protesting unpaid wages and particularly the PA unity govt.’s recent “recklessness” on the issue, according to a statement issued by a comm. representing the workers. In the West Bank, armed Palestinians open fire on PA presidential guards nr. Balata r.c. nr. Nablus, causing no injuries. IDF troops arrest 1 Palestinian on a late-night raid in a village nr. Ramallah and another Palestinian in c. Hebron accused of an attempted stabbing; patrol in another village nr. Ramallah. Israeli forces demolish 2 buildings in an Israeli settlement nr. Jerusalem after Israeli authorities determine they were built illegally; deliver 2 demolition notices for residential tents under construction nr. Hebron; demolish a wall in a village nr. Ramallah. P5+1 and Iranian negotiators meet in Vienna for 4-day negotiations on Iran’s nuclear program. They will be joined by U.S. reps. on 5/13 to continue drafting the main text of a comprehensive, final deal ahead of the 6/30 deadline. (REU 5/5; AFP 5/11; HA 5/12)

Egyptian pres. Abdel Fattah al-Sisi says that at least 80% of the tunnels between Gaza and Sinai have been destroyed and that the buffer zone being constructed along the border with Gaza has been expanded to 3 km in some places since construction began in 10/2014. (MNA 5/12; TOI 5/13)

Hours after Israeli PM Netanyahu announced the new ruling coalition on 5/6, Jerusalem municipal authorities approve construction of 900 new homes in the Ramat Shlomo neighborhood of East Jerusalem. U.S. State Dept. spokesperson Jeff Rathke says that the Obama admin. is “disappointed” and “concerned” with the announcement. The White House, however, releases a statement congratulating Netanyahu on forming a new govt. Meanwhile, EU amb. to Israel FaaborgAndersen says there is a growing frustration within the EU about the lack of progress between Israel and the Palestinians. The U.S. Senate passes the Iran Nuclear Agreement Review Act by a vote of 98–1. The bill, which will allow Congress to review and either approve or disapprove of any final agreement made between the P5+1 and Iran, now goes to the House for consideration. In the Gaza Strip, IDF troops e. of Jabaliya r.c. open fire on a group of Palestinians, moderately injuring 1. Also, 100s of Palestinians pray outside the Rafah border crossing, protesting its closure since 12/23. Meanwhile, police officers dismantle a 1,000 kg piece of unexploded Israeli ordnance left in Gaza City after OPE. Late at night, unknown persons vandalize the French Cultural Center, leaving slogans criticizing French satirical magazine Charlie Hebdo’s recent publication of a cartoon featuring a likeness of the Prophet Muhammad. Also, the Gaza power plant resumes operation of a 3d turbine (out of 4 total), following the receipt of aid from the Qatari govt. for additional fuel. Daily scheduled power outages in Gaza decrease from 18 to 12 hours. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. In Cairo, the Arab League agrees to make the “necessary communications and consultations” with international partners to submit a new proposal on behalf of the Palestinians to the UNSC.
