Israeli forces also beat an 18-year-old Palestinian to death during a raid in Zeita, 2 others are shot and injured with live ammunition. Elsewhere, Israeli forces uproot streets during a raid in Nur Shams refugee camp. In Gaza, telecommunications services are down throughout the territory for the ninth time since 10/7. Al-Aqsa Hospital runs out of fuel, leaving many patients at risk. An Israeli soldier is killed in combat. More than 23,708 Palestinians have been killed by Israeli forces in Gaza, including at least 16,350 women and children, and around 60,005 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 340 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 86 children. More than 4,148 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 185 Israeli soldiers have been killed and 1,099 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. Israel presents its defense at the ICJ in the genocide case brought against it by South Africa. Germany says it will speak in Israel’s defense. Namibia calls Germany’s decision shocking, noting that the first genocide of the 20th century was carried out by Germany in Namibia 120 years ago. The PA expresses dismay with Germany’s decision, saying it is shielding Israel from accountability. Canadian prime minister Justin Trudeau says Canada does not accept the premise of South Africa’s case. After the hearing, South African justice minister Ronald Lamola says Israel failed to disprove the South African case. Israel’s military says it will activate a mechanism to investigate actions in Gaza suspected of being in violaton of international law. Turkish president Recep Tayyip Erdoğan says his country provided documents to the ICJ about Israeli attacks on Gaza, saying he believes Israel will be convicted of genocide. The Intercept reports that Al Jazeera cameraperson Samer Abudaqa was left to bleed out at the Farhana school in Khan Yunis on 12/15/23 after being hit by an Israeli airstrike, despite multiple organizations and journalist pleading with the Israeli military to let emergency workers evacuate him. The New York Times reports that the CIA has formed a task force to track Hamas leaders and find Israeli captives held in Gaza, providing its findings to Israel. The Times says U.S. officials believe Hamas leader in Gaza Yahya Sinwar is hiding in a tunnel network under Khan Yunis and is surrounded by captives. (AJ, NYT 1/12; AJ, HA 1/13)

The HuffPost reports that U.S. National Security Council coordinator for the Middle East and North Africa Brett McGurk has presented national security officials with a plan to link a Saudi-Israeli normalization agreement with the rebuilding of Gaza and Israeli acceptance of a single Palestinian body to control both Gaza and the West Bank. McGurk, who is said to be leading the U.S. post-war planning for Gaza, reportedly dubbed his plan “the Jerusalem-Jeddah Pact.” (HUFF 1/12)

In the West Bank, Israeli settlers damaged Palestinian property in the old vegetable market in the old city of Hebron, which has been closed to Palestinians by Israel since 2000. Israeli settlers also slashed tires of 25 Palestinian-owned vehicles and wrote racist graffiti on nearby walls in Salfit. Israeli forces forced Palestinian vendors in Huwwara to close their shops. Israeli forces also raided the home of a former Palestinian prisoner in Zeita, informing him that they will temporarily seize 2 floors of his home for a military outpost. 8 Palestinians were arrested during late-night raids in Tubas, Ramallah, ad-Doha, Zeita, and Deir Sammit. In East Jerusalem, 119 Israeli settlers toured the Haram al-Sharif compound. 1 Palestinians was arrested in Isawiya. The Knesset repealed part of the 2005 Disengagement Law, allowing Israelis to enter the Homesh, Sa-Nur, Ganim, and Kadim settlements that were evacuated in 2005 and potentially buy or be allocated land to repopulate the settlements. U.S. State Department deputy spokesperson Vedant Patel called the law inconsistent with Israeli commitments made in Sharm El Sheikh on 3/19 and stated that the bill contradicts commitments made by Ariel Sharon to George Bush when the law first passed. In the West Bank, Israeli forces shot and arrested 1 Palestinian trying to enter Israel for work at the separation wall near Zeita. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested PA governor of Jerusalem Adnan Ghaith during a house raid in Silwan. Governor Ghaith was later placed in house arrest on 8/4. 2 others were arrested, including 1 in the Hadassah hospital and 1 at the Damascus Gate plaza. The Israeli security cabinet voted to deduct $176 million from its yearly transfer of PA taxes collected by Israel to the PA, saying it is the amount the PA pays to Palestinian militants in Israeli prisons and their families. Meretz leader Nitzan Horowitz abstained from voting, calling the vote a charade as Israel makes up the money in other payments to the PA to alleviate its financial issues. The Israeli cabinet approved plans for the construction of a joint industrial park with Jordan. The $59 million plan will see Israeli and Jordanian factories on the Jordanian side while a logistics wing will be built in Israel above the West Bank. In the West Bank, Israeli settlers tried to set fire to a mosque and wrote racist graffiti on Palestinian homes in Zeita Jama’in. Israeli settlers also vandalized 3 homes and 20 vehicles in Muhmas. Elsewhere, Israeli settlers uprooted some 200 olive trees in Turmus ‘Ayya and wrote racist graffiti in the village. 10 Palestinians were arrested during late-night raids in Bayt Rima, Jenin, Iktaba, Tubas, Dheisheh refugee camp, Hebron, and Sa‘ir; 3 Palestinians were injured by live ammunition when Palestinians confronted the Israeli soldiers in Dheisheh refugee camp. In East Jerusalem, Israeli settlers slashed tires on more than 20 Palestinian-owned vehicles in Sheikh Jarrah. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. The Israeli ministry of housing and construction added 468 settlement housing units in the Givat Hamatos settlement in East Jerusalem to its lottery, providing steep discounts to the winners of the lottery in purchasing the settlement units. Peace Now said that once the winners of the lottery are announced, it will be harder to prevent the settlement expansion of the Givat Hamatos settlement. (HA, PCN 3/24)

The PA Detainees Affairs Commission said Palestinian prisoners in Israeli prisons had canceled a planned open-ended hunger strike scheduled to begin on 3/25 after Israel’s prison service agreed to the prisoners’ demands. (WAFA 3/24)

PA prime minister Mohammed Shtayyeh met with EU commissioner for Neighbourhood and Enlargement Olivér Várhelyi in Ramallah. The 2 discussed Várhelyi’s insistence that the PA rewrite its schoolbooks to have EU financial support for the PA released. Prime Minister Shtayyeh told Várhelyi that the PA refuses Várhelyi’s demands. Várhelyi has been a lone voice in the EU for demanding the revision of PA schoolbooks as a condition for the EU releasing its annual aid to the PA. (WAFA 3/24)

Haaretz reported that Israeli soldiers are forced to register information about at least 50 Palestinians during their shifts at checkpoints and guard posts, and those who do not fill their quota are not allowed to leave their post until they have registered their quota. The registration of information is used in Israel’s Blue Wolf system, a database with photos and details about random Palestinians living in the West Bank including ID number, age, gender, residence, license plate number, and contacts. The Blue Wolf system was 1st reported by the Washington Post in November 2021. In footage obtained by the Israeli anti-occupation group Breaking the Silence, a security coordinator at an Israeli settlement is also heard telling Israeli soldiers to photograph foreign activists in the West Bank to make sure they will not be allowed to enter Israel at Ben Gurion Airport next time they try to enter. In the West Bank, Israeli settlers attacked Israeli activists from Rabbis for Human Rights working with Palestinians in Burin to plant trees; 7 were injured by the settlers with clubs and other improvised weapons and 1 car was set on fire. Rabbis for Human rights posted a video of the incident on Twitter. Israeli settlers also fenced off 4 dunams (1 acre) of Palestinian land in Kafr ad-Dik and planted it with trees. Elsewhere, Israeli settlers vandalized some 300 olive tree saplings in Deir Sharaf. Israeli settlers also vandalized 90 olive trees and olive saplings in Yasuf and Bidya. Meanwhile, Israeli settlers assaulted 1 Palestinian man and attempted to set his car on fire in Deir Istiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, inuring 6 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 9 with rubber-coated bullets and 52 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 17 with tear gas. Israeli forces also shot and injured 1 Palestinian man in Sinjil, detaining him before allowing Palestinians to take him to a hospital in Ramallah. Meanwhile, Israeli forces opened fire at Palestinian protesters in Hebron, injuring 1 with a rubber-coated bullet and others with tear gas. 6 Palestinians were arrested, including 2 during late-night raids in Sinjil and Jannatah and 4 during a house raid in Zeita. PA forces arrested 3 members of Islamic Jihad during a raid in Beita, including Abdul Raouf al-Jaghoub, a local Islamic Jihad leader. Hamas and Islamic Jihad slammed the PA for the arrests. In East Jerusalem, Israeli settlers led by deputy mayor of Jerusalem Aryeh King assaulted 1 Palestinian and set up barbed wire around a plot of land belonging to the Salem family, who are threatened by eviction in Sheikh Jarrah; Israeli forces also confiscated Palestinian flags from protesters. In Gaza, Israeli forces opened fire and fired tear gas at Palestinian farmers east of Dayr al-Balah, Abasan, and al-Qarara; no injuries were reported. Israel’s public security minister Omer Bar-Lev called the incident where activists from Rabbis for Human Rights were attacked by Israeli settlers near Burin “actions of a terror organization.” Public Security Minister Bar-Lev further stated that it is difficult to apprehend the attackers. In the West Bank, Israeli settlers threw stones and other objects at Palestinian vehicles near al-Mughayyir, causing 1 Palestinian driver to lose control of his car, injuring him and his son. The driver was flown to a hospital and was said to be in critical condition. Israeli settlers also threw stones at Palestinian vehicles near Duma, causing damage. Elsewhere, Israeli settlers threw stones and opened fire on Palestinians near Burqa; no injuries were reported. 6 Palestinians were arrested during raids in Jalazun refugee camp, Bayt Rima, Zeita, and Deir Sharaf; Israeli forces injured 3 Palestinians with rubber-coated bullets during the raid in Jalazun refugee camp. In East Jerusalem, Israeli forces arrested the deputy director of Islamic Waqf, Sheikh Najeh Bakirat, at the Haram al-Sharif compound; Bakirat was later released on 11/28 on the condition that he does not visit the Haram al-Sharif compound for 20 days and the West Bank for 30 days. 2 others were arrested during late-night raids in Silwan and Jabal Mukaber. The Jerusalem district planning and building committee advanced plans for a new settlement in East Jerusalem at the abandoned Qalandia Airport, called Atarot airport by Israel. The plan entails 9,000 new settler units intended for ultra-Orthodox Jews. It was later reported that the Israeli government told the U.S. that it would not advance plans for the settlement and had explained that the committee’s work is independent of the government. Israel said it would allow 500 Christians living in Gaza—about half of Gaza’s Christian population—to enter Jerusalem and the West Bank for Christmas celebrations. Additionally, 200 Christians in Gaza will be allowed to travel to Jordan for journeys abroad. (HA 11/25)

The Israeli supreme court rejected an appeal from a Palestinian man whose 3 daughters and 1 niece were killed when Israeli tanks fired shells at his apartment in Gaza in 2009. Israel’s defense minister Benny Gantz met with his Moroccan counterpart Abdellatif Loudiyi in Morocco, signing a memorandum of understanding (MoU) for joint intelligence sharing, research, and military training. Morocco announced on 11/22 that its military had bought anti-drone systems from the Israeli company Skylock Dome. The PLO executive committee condemned the MoU, saying it contravenes agreements made at Arab League summits and the Area Peace initiative. The PFLP and Hamas also publicly condemned Morocco for inviting Defense Minister Gantz. Israeli newspaper Calcalist reported that the Israeli government had limited the number of countries that can buy Israeli-made cyber technology, from 102 to 37. Among the countries said to be excluded are Mexico, Morocco, Saudi Arabia, and the UAE. The report follows a decision by the U.S. to place bans on 2 Israeli spyware companies earlier this month. Australia announced that it intends to add all Hezbollah entities as terrorist organization. Australia added Hezbollah’s External Security Organization as a terrorist organization in 2003. In the West Bank, 1 Palestinian minor, shot by Israeli forces on 5/12, succumbed to his wounds. Israeli settlers shot and injured 1 Palestinian while raiding Bani Na‘im. Elsewhere, Israeli settlers also blocked a main road to al-Bireh and threw stones at Palestinian vehicles, causing damage. Israeli forces shot and killed 1 Palestinian using live ammunition during a Nakba Day protest in Zeita, near Tulkarm. Israel’s defense minister Benny Gantz extended the state of emergency in Lydda for 48 hours. Israel arrested 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, saying he had made incendiary remarks about Israel’s attacks on al-Aqsa Mosque. 28 people were wounded in a subsequent protest in Kafr Kana where he was arrested, including many by Israeli live ammunition. 8 Palestinian-Israelis were arrested in Taiba and Qalansawe. 2 Jordanian citizens were arrested in Gilboa after having crossed from Jordan into Israel. Israeli defense minister Benny Gantz met with U.S. deputy assistant secretary for Israel and Palestinian affairs Hady Amr. U.S. president Joe Biden said in an Eid holiday speech that his “administration is going to continue to engage Palestinians and Israelis and other regional partners to work toward sustained calm.” Later, secretary of state Antony Blinken said that “the violence must end immediately.” Earlier in the day, Israeli prime minister Benjamin Netanyahu had reiterated that his government has no plans for a ceasefire, saying the attacks on Gaza “will take time.” (AJ, HA 5/16; HA 5/17)

28 U.S. Democratic senators, led by Jon Ossoff (D-GA), called for an immediate ceasefire “[t]o prevent any further loss of civilian life and to prevent further escalation of conflict in Israel and the Palestinian territories.” (HA, NYT 5/17)

At a UN security council (UNSC) meeting on Israel-Palestine, UN secretary-general António Guterres said that the situation was “utterly appalling,” calling for an immediate ceasefire. He said the UN is actively involved in facilitating a ceasefire. This was the 3d time in a week that the UNSC met about the situation and the 3d time the U.S. stalled any joint statement. Saudi Arabia also condemned Israel’s “fragrant violations” of Palestinian rights. Pope Francis, for the 2d Sunday in a row, denounced the escalation of violence in Israel and Palestine, saying that the death of children was a “sign that they don’t want to build the future but want to destroy it.” (HA 5/16; WAFA 5/17)

Israel’s Interior Min. says it will move forward with plans to build 1,300 new Jewish settlement housing units in East Jerusalem (978 in Har Homa/Jabal Abu Ghunaym, 320 in Ramot). At the same time, Israel issues construction tenders for 800 units in the West Bank settlement of Ariel, which Israel intends to keep under final status. Meanwhile, Israel’s Jerusalem municipal authorities issue a report stating that the municipality is currently building more than 13,500 housing units for Jews in various Arab neighborhoods in East Jerusalem. The UN, U.S., and PA denounce the plans. In the West Bank, the IDF patrols without incident in Zayta village nr. In the West Bank, the IDF and Israeli tax authorities reenter Shu‘fat r.c. (see 2/7–8), confiscating 10s of cars, arresting at least another 30 individuals (the UN puts the total number arrested at 92), and firing live warning shots at stone-throwing Palestinian youths who confront them, wounding a 14-yr.-old boy. The IDF also makes an incursion into Zayta al-Sha‘rawiyya village northwest of Tulkarm to arrest 3 14-yr.-old Palestinian boys as they leave school for lunch. Some 50 Jewish settlers fr. Brakha attempt to drive 2 Palestinian shepherds off adjacent Palestinian land in Iraq Burin village; after stone-throwing villagers come to the shepherds’ defense and drive off the settlers, settlement security guards return to the scene and open fire on the Palestinians, wounding 1. Late in the evening, IDF troops on the n. Gaza border for unknown reasons open fire on an open area of the Bayt Lahiya beach, causing no damage or injuries. Almost simultaneously, the IDF carries out air strikes, and a drone fires a missile at the Dahaniyya airport site in s. Gaza, causing no reported injuries; Israel says the air strikes are in response to Palestinian rocket fire over the past several days (see 2/2, 2/3, 2/7), though no rocket fire was reported today. After the Knesset approves his 7-party coalition, Sharon is sworn in as PM of Israel. The Knesset also passes a preliminary budget for 2001, a measure switching back to the 1-ballot voting system. The 7 parties in the unity government are Labor, Likud, One Nation, Shas, National Union Party, Yisrael Ba'Aliya, Yisrael Beitainu. Sharon's cabinet is the largest in Israeli history.
