After a night of rocket fire emanating from Gaza, the IAF conducts air strikes on at least 9 Hamas sites across Gaza in the morning; 4 Palestinians are injured. Hours later, armed groups in Gaza launch more than 190 rockets and other projectiles into Israel, injuring 4 Israelis near Sderot and causing light damage. The IAF retaliates with air strikes across Gaza into the night, targeting approximately 40 Hamas sites in and around Gaza City, Rafah, Khan Yunis, and Bayt Lahiya; 2 Palestinians are killed and at least 15 are injured. According to an IDF spokesperson, the strikes also “destroyed, vaporized” a Hamas command post in Bayt Lahiya. In the West Bank, Israeli settlers shoot and injure a Palestinian minor near Nablus. It’s unclear what caused the confrontation. IDF troops violently disperse protests against the Israeli occupation in Kafr Qaddum near Qalqilya (1 Palestinian is injured), arrest 1 Palestinian during late-night raids in Hebron, and patrol near Nablus, Hebron, and Tulkarm. Following a day of violence and regional and international mediation efforts, Hamas and PIJ announce that they’ve agreed to a cease-fire in Gaza. Egyptian diplomats reportedly brokered the deal. (WAFA 7/14; HA 7/15)

A Palestinian succumbs to injuries sustained when Israeli snipers opened fire on Palestinian protesters along Gaza’s border fence on 7/13, bringing the death toll stemming from the Great March of Return to 132. (HA, WAFA 7/14)

Sinai Province of the Islamic State (SPIS) fighters fire 2 rockets from the north Sinai Peninsula into Israel, where they land in open areas, causing no damage or injuries. Sources on the ground in Sinai report seeing Israeli fighter jets launch air strikes on a number of targets in response to the rockets. The attacks come after a day of heavy violence in Sinai and weeks of tension between Hamas and local Islamist groups in Gaza. Hours before the attack, SPIS fighters assaulted Egyptian soldiers at a vacant church in al-Arish with rocket-propelled grenades and car bombs, and also rob a bank nearby, sparking a firefight with Egyptian security personnel (at least 3 civilians and 4 soldiers are killed and at least 20 people are injured). The Egyptian army then launches a counterassault on insurgent hideouts near Rafah, al-Arish, and Shaykh Zuwayd, killing at least 24 fighters affiliated with SPIS and other armed groups. In the West Bank, Israeli settlers assault 2 Palestinian children on their way to school in Hebron. They also throw stones and bottles at a mosque in al-Tuwani village near Hebron, causing minor damage and sparking clashes between their IDF escort and residents of the area (there are no serious injuries). Settlers steal olives harvested from more than 65 trees in orchards near Nablus and Ramallah (IDF troops arrest a number of them later in the day). Other settlers attempt to assault Palestinians picking olives outside the Eli settlement near Hebron, but the Palestinians drive them off. IDF troops conduct a raid in Dahaysha refugee camp near Bethlehem, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 1 Palestinian is injured. They arrest 13 Palestinians during latenight raids near Jenin and Ramallah, and in Bethlehem and Qalqilya, and patrol near Jenin. In East Jerusalem, Israeli forces violently disperse a Palestinian family gathering in Issawiyya to welcome a relative home from prison, moderately injuring 3 of them. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Bayt Lahiya, causing no damage or injuries. They arrest 4 fishermen and confiscate 2 boats. At the weekly Israeli cabinet meeting, PM Netanyahu says U.S. pres. Trump’s 10/13 decision not to certify the 7/14/2015 Iran nuclear deal presents an opportunity to “fix” the deal. “I believe that any responsible government, and whoever seeks to promote peace and security in the world, needs to take advantage of the opportunity that Pres. Trump’s decision has created to improve the agreement or abrogate it and, of course, stop Iran’s aggression,” he says. In the Gaza Strip, IDF troops shoot and kill an unarmed Palestinian nr. al-Bureij r.c. as he attempted to cross the border fence. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron and 1 village nr. Bethlehem at night; patrols in 1 village nr. Jenin and 1 village nr. Bethlehem in the afternoon, and in 1 village nr. Hebron at night. (PCHR 8/15)

Five suspected Islamic militants are killed in a drone strike nr. Rafah in Egypt, in what the group in question, Ansar Beit al-Maqdis, as well as anonymous Egyptian officials say was carried out by the Israeli military. Israel does not confirm or deny the report, and DM Moshe Ya’alon says that Israel “respects full Egyptian sovereignty.” The strike also destroyed a rocket launcher directed at Israel. The IDF sends troops into Gaza to bulldoze land nr. the border fence e. of Jabaliya. The UN reports several previously unreported Gaza incidents that took place between 5/7 and 5/12 (no exact dates given): the IDF killed 1 armed Palestinian and wounded 1 armed Palestinian and 7 civilians (no details); Palestinians fired “several” rockets and mortars into Israel, causing no injuries but damaging 1 house; the IDF made several air strikes on Rafah border tunnels in response; there were 6 incidents of IDF gunfire and shelling across the border at Palestinian farmers, in 1 case setting 15 d. of wheat ablaze nr. al-Qarara. In the West Bank, the IDF makes a morning incursion into Qalqilya to raid and search the home of a wanted Palestinian (not at home), arresting his mother. Jewish settlers perform religious ceremonies at the vacated Homesh settlement site northwest of Nablus. Jewish settlers in Hebron stage a provocative march through the town (fr. Kiryat Arba through Wadi al-Husayn, Wadi al-Nasara, Jabir, al-Salayma, the Ibrahimi Mosque/Tomb of the Patriarchs, al-Sahla, and al-Shuhada to Ramat Yishai settlement) in a show of force, vandalizing Palestinian homes and threatening Palestinians along the way; the IDF observes but does not intervene. Overnight, the IDF makes an air strike on Islamic Jihad mbrs. operating nr. the Gaza border fence e. of al-Maghazi r.c. who fire 2 rocket-propelled grenades (RPGs) at the Kissufim IDF base inside Israel (causing no injuries), killing 3 Islamic Jihad mbrs., wounding 1. Palestinians fire several rockets fr. Gaza into Israel, damaging a synagogue in Netivot, but causing no injuries. In the afternoon and late evening, the IDF makes at least 9 air strikes on the Rafah border, causing no injuries. In the West Bank, the IDF sends troops into Bil‘in village during the day, firing toward stone-throwing youths who confront them, causing no reported injuries; conducts evening arrest raids, house searches nr. Bethlehem; conducts similar late-night operations in ‘Aqabat Jabir r.c. nr. Jericho and nr. Jenin. In Jerusalem, a Palestinian construction worker in a bulldozer rams and flips a police car, pushing it into an empty bus, injuring 2 police officers, before police and bystanders shoot him dead; Israel considers it a terrorist attack, though the man apparently acted on his own. Palestinians fire 2 rockets, 1 mortar fr. Gaza into Israel, causing no damage or injuries. The IDF responds with 6 air strikes on tunnels on the Rafah border. Israel allows 81 truckloads of humanitarian aid and commercial goods into Gaza. In the West Bank, the IDF fires live ammunition at Palestinians holding a nonviolent demonstration against OCL in Hebron, fatally shooting a 16-yr.-old Palestinian; fires live ammunition, rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation), Jayyus (injuring 2 Palestinians, 1 by live ammunition; severely beating a 55-yr.-old Palestinian man); conducts early evening raids, house searches in Jenin town and r.c.; conducts late-night arrest raids, house searches in and around Nablus, nr. The IDF significantly increases attacks on Gaza for the 2d straight day, as international mediation efforts led by Egypt to secure a cease-fire also intensify.

Combat notes: The IDF tightens the cordon around Gaza City (focusing attacks on the outlying neighborhoods of Shaykh Ajlin, Tal al-Hawa, and al-Zaytun and open areas n. of the city), with troops reportedly taking fire from Palestinian rocket-propelled grenade antitank missiles and mortars. The IDF also launches a major incursion into Jabaliya under heavy shelling, engaging in heavy exchanges of fire with Palestinian gunmen, killing at least 13. In s. Gaza, the IDF continues heavy attacks on Khuza, including air strikes, intense shelling, and widespread bulldozing of some 50 houses and farms; Israeli fire is so heavy and constant that residents report being unable to reach the injured or flee their homes to seek shelter outside the village; IDF troops pull back fr. Khuza after nightfall.

The IDF reports carrying out more than 160 air strikes across Gaza. Air strike target areas include Bayt Hanun, Bayt Lahiya, Gaza City (al-Sabra, Shaykh Ridwan, al-Zaytun), Jabaliya r.c., Khan Yunis, Khuza, Nussayrat r.c., Rafah, al-Shuka, Tal al-Za‘atar, and the Twam area. Israeli gunboats shell Nussayrat r.c. Heavy tank and artillery fire are reported nr. Bayt Lahiya (white phosphorous suspected) and in Dayr al-Balah, Jabaliya town, Khan Yunis (white phosphorous suspected), Khuza, Nussayrat r.c. (confirmed use of flechette shells). For a 2d day, nearly half of the air strikes take place after nightfall, targeting Gaza City. Palestinians report 12 hrs. of constant Israeli bombardment of the Rafah border, with the IDF claiming to destroy 90 smuggling tunnels. (The IDF also demolishes 1 tunnel on the Gaza–Israel border nr. the Nahal Oz crossing.) Specific targets include a Hamas police headquarters in Gaza City, 31 groups of armed men, 25 rocket-launching sites, and 13 suspected weapons manufacturing and storage facilities.

On the ground, the IDF reports a total of 6 soldiers wounded (2 moderately, 4 lightly) in 2 exchanges of gunfire with Palestinians. In a 3d incident, IDF reservists open fire on an IDF paratrooper unit, seriously wounding 1 and moderately wounding 3. Palestinians report around 70 Gazans killed today, putting the estimated Palestinian toll at 971 dead and 4,400 wounded. The Israeli toll stands at 13–14 dead, more than 125 injured. (Israeli military intelligence confirms that 1 soldier killed on 1/6 or 1/8 was targeted by a suicide bomber, stating that several Palestinian suicide bombers, including some women and some dressed as IDF soldiers, have approached combat units.)

Palestinians fire about 11 rockets and 6 mortars into Israel, causing no reported damage or injuries.

Humanitarian notes: The IDF observes another 3-hr. lull, allowing 102 truckloads of aid into Gaza. (The IDF states that 1,028 truckloads of humanitarian goods have been allowed into Gaza since 12/27.) During the lull the ICRC rescues 100 Palestinians trapped in Jabaliya. Heavy IDF attacks in Rafah force UNRWA to close a medical center just n. of the border to ensure the safety of patients and to open more shelters for displaced residents. Human Rights Watch calls Israel’s 3-hr./day breaks to facilitate humanitarian aid “woefully insufficient.” Other aid groups (including Doctors Without Borders, the ICRC, the UN) complain that they are still able to import and distribute only a fraction of the emergency supplies available for Gaza because of Israeli delays and restrictions. In the West Bank, IDF troops at the Tarqumiyya crossing nr. Hebron fatally shoot a Palestinian who allegedly attempts to grab the gun of a border patrol officer after being denied permission to cross the checkpoint. Late in the evening, the IDF conducts arrest raids, house searches in Bayt Awa, Dura, and Kafr Khalil (all nr. Hebron). A Jewish settler driving nr. Azun village e. of Qalqilya opens fire on Palestinian youths who stone his car, killing 1 Palestinian teenager, wounding 2. (HA 1/13; PCHR 1/15)

The World Food Program and UNRWA, which distribute food to 887,000 Gazans, say that because of Israel’s restrictions on food and fuel imports, they will have to cease operations by 1/24 and 1/25, respectively. Bakeries are expected to run out of flour within days, and meat prices have doubled in the past 10 days. The UN reports 40–50% of Gazans no longer have access to running water. In Gaza City, 1,500 Palestinians attend a PPCAS rally urging Israel to lift the siege. Reform and Change legislators lead a peaceful demonstration of 1,000 Palestinians at the Rafah border, appealing to Egypt to open the crossing. Palestinians fire 8 rockets and mortars fr. Gaza into Israel, causing no damage or injuries. Egyptian security forces uncover a smuggling tunnel on the Rafah border, exchange gunfire with the tunnel’s Egyptian owners, leaving 1 dead, 1 injured. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron; fires on 10s of Palestinians in al-Shayukh nr. In the West Bank, the IDF deliberately fires on, disables an electricity network in Sa‘ir nr. Hebron; conducts arrest raids, house searches in and around Nablus. A Jewish settler fr. Ariel kills a 40-yr.-old Palestinian man in a deliberate hit-and-run nr. Kafr Qasim. Jewish settlers fr. Beitar nr. Bethlehem attack a Palestinian passing nr. the settlement. Palestinians fire at least 3 rockets, 5 mortars fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches in ‘Ayn Bayt al-Ma’a r.c. Jewish settlers fr. Alfe Menashe cut down, burn 90 Palestinian olive trees nr. Qalqilya. Unidentified gunmen fire on a PA security forces car nr. Hebron, causing no injuries. In Rafah, 2 Hamas mbrs. are injured when unknown assailants throw an explosive device at them; relatives of the wounded, most of whom are Fatah supporters, attempt to visit the men at the hospital but are blocked by ESF officers, sparking an exchange of fire that leaves 8 Palestinians wounded. The IDF admitsthat 3 Palestinian children killed in an 8/29 strike on Bayt Hanun were playing tag, not retrieving a rocket launcher. In the West Bank, the IDF conducts arrest raids, house searches nr. Hebron; fires on stone-throwing Palestinian youths outside al-Arub r.c. nr. Hebron, wounding a 7-yr.-old boy; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 8 (similar demonstrations are held without incident in al-Walaja and Um Salamuna nr. Bethlehem). Jewish settlers fr. Givat Havat and Kiryat Arba in Hebron beat a Palestinian farmer working his land btwn. the 2 settlements. The IDF bars Jewish settlers fr. reaching the evacuated Homesh settlement site; settlers set fire to 2 IDF vehicles in protest. The PA closes 103 charitable associations in the West Bank (80% affiliated with Hamas) for being “improperly registered”. Responding to a call by Fatah to boycott Friday prayers in mosques and begin weekly prayer protests against Hamas’s “persecution” of Fatah mbrs. in Gaza, some 5,000 Fatah supporters hold prayers in a Gaza City park, then stage a march and rally denouncing Hamas, attacking Hamas-controlled buildings with stones, pipe bombs. Palestinians fire 4 mortars, 1 RPG at IDF troops stationed at the Rafah airport, causing no injuries. In the West Bank, the IDF conducts patrols in Nablus. Jewish settlers in Hebron attack a Palestinian family, vandalize several homes; the IDF observes but does not intervene. Jewish settlers fr. Otniel nr. Hebron, escorted by IDF troops, occupy 30 d. of Palestinian land in nearby Yatta, set up tents and light towers, uproot 10s of Palestinian olive and almond trees to make way for a new unauthorized settlement outpost; the IDF also erects an observation tower on the land. The Palestinian rights group al-Haq reports that Abbas’s security forces in the West Bank have detained up to 400 Hamas mbrs. since Hamas took control of Gaza on 6/15. In keeping with a decree issued by PA PM Fayyad earlier in the wk. changing the official weekend from Thursday/Friday to Friday/Saturday, Fatah-affiliated PA employees in Gaza attempt to go their workplaces today (Thursday) but are blocked by ESF officers who force the ministries to stay closed; Fatah civil servants pledge not to work on Saturday, in keeping with the decree and as a protest against Haniyeh’s provisional government. In Gaza City, 2,000 Palestinians hold a peaceful demonstration calling on Fatah, Hamas to work together. A PSF officer dies of injuries received in interfactional clashes in Jabaliya on 6/11. In Gaza, Fatah-Hamas fighting that erupted in Rafah on 6/9 escalates sharply, spreading across the Strip (Dayr al-Balah, Gaza City, Jabaliya r.c., Rafah), with 100s of gunmen exchanging RPG and machine gun fire, and sides kidnapping rival mbrs. and setting up security checkpoints, leaving at least 4 Palestinians dead, 36 wounded (mostly civilians). Incidents include a PA presidential guard mbr. being shot and thrown off an 18-story Gaza City building, the retaliatory abduction and killing of a Hamas cleric, and the murder of an ESF officer by throwing him off a high-rise building. Late in the evening, Fatah, Hamas officials call on their fighters to leave the streets and observe a cease-fire. Meanwhile, in response to the 6/9 Islamic Jihad–AMB attack, the IDF makes 3 predawn air strikes on Gaza City, destroying a study center and charitable association run by Islamic Jihad and an alleged AMB weapons depot, wounding 7 bystanders.
