On Twitter, U.S. pres. Trump threatens to withhold future economic aid to the Palestinians because they are “no longer willing to talk peace” with Israel. Earlier, U.S. ambassador to the UN Haley responds to a question about U.S. support for Palestinians, and UNRWA in particular, by saying that the Trump administration plans to cut U.S. aid unless the Palestinians re-engage in the U.S. peace initiative. The UNSC votes on a resolution that Egyptian diplomats circulated on 12/16. The resolution states that any decisions about Jerusalem’s status have no legitimacy under international law. Every member votes in favor, except the U.S., which exercises its veto. U.S. ambassador to the UN Nikki Haley calls the resolution an “insult” that won’t be forgotten. After days of positivity from both Hamas and the PA in the wake of the 10/12 reconciliation deal, a Hamas spokesperson criticizes the PA for not prioritizing the rollback of sanctions on Gaza. “It is not justified to continue the sanctions on Gaza, while the [PA] government is content with talking about getting control of border crossings and exploration for [natural] gas in Gaza,” he writes, on Twitter. His comments come after the Fatah Central Committee neglected to discuss the sanctions at a meeting on 10/15. Meanwhile, the PA’s director of border crossings, Nazmi Muhanna, arrives in Gaza. The Israeli NGO Peace Now reports that the Licensing Subcommittee of Israel’s Civil Administration has approved 31 building permits for new housing units in central Hebron, marking the first approval of new settlement construction in Hebron in 15 years. (AP, PCN, REU, TOI, YA 10/16; TOI 10/17)

A Syrian antiaircraft battery positioned east of Damascus fires on Israeli fighter jets allegedly flying in Lebanese air space, causing no damage or injuries. In response, the IAF launches an air strike on the battery. (HA, JP, NYT, TOI, YA 10/16)

For the 2d time in a week, the IEC cuts power to a major West Bank city, this time affecting large areas of Bethlehem between 2:00 and 6:00 P.M. In Gaza, Hamas says 1 of its fighters died today during an unspecified military exercise. In the West Bank, Israeli forces demolish 2 homes and a livestock building in a village nr. IDF troops conduct late-night raids in and around Hebron, Tulkarm, Salfit, Jenin, and Bethlehem, arresting 8 Palestinians, issuing arrest summons to 3, and confiscating a vehicle; patrol during the day nr. Qalqilya and Hebron. Israeli settlers throw stones at Palestinian vehicles on the road between Nablus and Ramallah, causing damage to 1 car. In East Jerusalem, Israeli forces demolish a home in Jabal Mukabir overnight, injure 1 Palestinian youth amid clashes with stone-throwing Palestinians in Issawiyya, and arrest 12 Palestinians during late-night raids in Issawiyya, Jabal Mukabir, Abu Dis, and Hizma. Israeli PM Netanyahu invites PA pres. Abbas to meet with him in Jerusalem, responding to Abbas’s recent claim that he would accept such an invite. Netanyahu adds, “I’m clearing my schedule this week. Any day he can come, I’ll be here.” Later Netanyahu’s Twitter account sends this message: “I heard [Pres.] Abbas say that if I invite him to meet, he’ll come. So I’m inviting him. In Gaza, Sarayat al-Shaykh Umar Hadid fighters fire a long-range rocket into Israel, announcing on Twitter that the rocket attack was retaliation for the IDF’s killing of a Palestinian on 9/22 in Hebron. The rocket is intercepted nr. Ashdod by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on 4 Hamas military sites in Gaza City and n. Gaza, causing damage. Tensions and violence in East Jerusalem and the West Bank continue to escalate. Israeli forces close Hebron’s al-Ibrahimi Mosque to Muslim worshippers and continue to enforce the restrictions on Palestinian access at Haram al-Sharif that were announced on 9/27, additionally closing all but 3 entrances to the sanctuary. Meanwhile, around 140 right-wing Jewish activists tour Haram al-Sharif. In confrontations outside the sanctuary, Israeli MK Jamal Zahalka (Joint List) verbally confronts several Israeli police officers (the incident is caught on tape and dispersed on social media), and the Israeli police arrest 3 Palestinian women. Elsewhere, Israeli forces arrest 10 Palestinians on raids in al-Tur, Issawiyya, and al-Thawri. An Israeli settler assaults a Palestinian in the Old City, causing minor injuries. Palestinians throw stones at a taxi in al-Tur, injuring 1 international tourist and sparking minor clashes with Israeli police. Israeli forces arrest 2 Palestinian women after they assault an Israeli family in the Muslim Quarter of the Old City. Palestinians throughout the West Bank conduct solidarity actions, halting most commercial and civil activity in Nablus and Jenin and protesting in Ramallah, Bethlehem, Hebron, and Tulkarm. Israeli forces violently disperse the protesters, injuring 1 foreign tourist and 18 Palestinians, including 3 with live ammunition. In Hebron, Palestinians throw rocks at international tourists, injuring 1 Japanese woman. Israeli forces conduct house searches and raids nr. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. Ramallah, including Adi Ad and 3 other major outposts. Yesh Din’s petition called for the demolition of Adi Ad on the grounds that it was constructed without building permits on privately owned Palestinian land. (HA, TOI 9/30)

Sarayat al-Shaykh Umar Hadid, a small armed group in Gaza, fires 2 rockets into Israel, causing no damage or injuries. In a Twitter post, the group claims that the attack was revenge for Hamas’s killing of the leader of a small Islamist group on 6/2. Hours later, IAF jets launch air strikes on 3 or 4 vacant Hamas military sites nr. Gaza City and Khan Yunis. Earlier, IDF troops stationed on the border e. of Khan Yunis fire warning shots at a group of Palestinian farmers, moderately injuring 1. Off the coast nr. Gaza City, Israeli naval forces open fire on 2 Palestinian fishing boats, arrest 5 fishermen, and confiscate 1 boat. In the West Bank, IDF troops arrest 2 leaders of the PFLP and confiscate several computers from a govt. office during raids in Tulkarm and a nearby village. Late at night, the IDF conducts house searches and raids in Hebron and 1 nearby village, Tulkarm, 2 villages nr. Nablus, and 1 nr. Ramallah, arresting 10 Palestinians; patrols during the day in Tulkarm, 1 village and al-‘Arub r.c. nr. Hebron, and 1 village each nr. Jericho and Qalqilya. Israeli forces bulldoze 30 dunams (around 7.5 acres) of land nr. Hebron and uproot 400 almond and olive trees. An Israeli settler rams a Palestinian with a car nr. Salfit, causing minor bruising. Israeli media reports that the Ministry of Defense is preparing to hand over 20,000 dunams of land in Area C to the PA, to be used for agricultural and commercial projects. (MNA 12/4)

Hizballah commander Hassan al-Laqqis is shot and killed outside his home in Beirut by unknown assailants. Laqqis had fought in Syria’s civil war. A previously unknown group, Ahrar al-Sunna Baalbek Brigade, claimed responsibility for the assassination on Twitter, but the claim could not be verified. In a statement broadcast on al-Manar TV, Hizballah accuses Israel of being behind the killing. Israel’s Ministry of Foreign Affairs then issues a denial. (AFP, DS, REU 12/4)

Israeli television reports that construction of the 245-km (152-mi.) border fence between Israel and Egypt’s Sinai Peninsula has been completed, 3.5 years after work began. (JP 12/4)

Israel’s Environmental Affairs Minister Amir Peretz flies to Istanbul to attend a 4-day UN-sponsored conference on Mediterranean marine and coastal environment issues. He is the 1st Israeli cabinet minister to visit Turkey since the Mavi Marmara raid in 2010. (REU 12/4)

In the Gaza Strip, Palestinians fire 1 rocket into s. Israel which causes no damage or injuries. In addition, Israeli troops fire upon a demonstration that approaches the border fence, as part of protests in solidarity with Palestinians facing restricted access to al-Aqsa mosque, injuring 5. In the West Bank, hundreds of Palestinians clash with Israeli troops as part of demonstrations marking the 13th anniversary of the 2d intifada. In al-Fawar r.c. nr. Hebron, the IDF opens fire with rubber-coated metal bullets, hitting a child and blinding her in 1 eye. In c. Hebron, more than 200 Palestinians throw stones at Israeli soldiers, who injure 23 Palestinians with live ammunition and rubber-coated metal bullets. There is also a protest outside Ofer prison nr. Ramallah, and in the Nablus area at Hawara checkpoint (where 1 person is injured with a rubber-coated metal bullet to the head). The IDF also conducts house searches and arrest raids in 1 village nr. Diplomats from the Quartet meet on the sidelines of the UNGA in New York and issue a statement calling on both sides to take “every possible step” to make the current negotiations a success. Envoy Tony Blair says that the meeting heard of initiatives accompanying peace talks to boost the Palestinian economy. The Quartet reps. were also joined by Tzipi Livni and Saeb Erakat in their capacities as lead negotiators for their respective sides. (AP, JP 9/28)

The UNSC votes unanimously for a res. that will see Syria’s chemical weapons stockpile secured and destroyed. Kerry says that the res. shows diplomacy is able to “peacefully defuse the worst weapons of war,” adding that destruction of the arsenal will begin in 11/2013 and run through to mid-2014. The council also backs a road map for political transition in Syria, and calls for an international conference to be convened “as soon as possible.” (AP, ToI, REU 9/27)

U.S. Pres. Obama and Iranian pres. Ruhani speak on the telephone, the highest-level contact between the 2 countries since 1979. Obama, in comments at the White House, and Ruhani, via a Twitter account, said that both are committed to solving the nuclear issue. (REU 9/27)

In the West Bank, the IDF shoots and injures a Palestinian in Dahaysha r.c. in Bethlehem after troops entered the camp, provoking clashes. IDF troops also clash with residents in Jaba‘ village nr. Jenin during a patrol, with Palestinian youth throwing stones and soldiers responding with rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Palestinian officials say that U.S. envoy Martin Indyk and his team have not attended any of the negotiating sessions thus far at the request of the Israelis. Both Yasir ‘Abid Rabbuh and Hanan Ashrawi claim that Israel intends for the lack of U.S. participation in the 3 meetings, since the resumption of talks to strengthen Israel’s power over the Palestinians. Meanwhile, Pres. Mahmud Abbas meets with a delegation from the Israeli party Meretz in Ramallah, telling them that signing a peace agreement will mean the “end of the conflict” and that a future Palestinian state would agree to be demilitarized. Abbas also tells the Israeli politicians that the Palestinian leadership is unhappy with the slow pace of negotiations. (HA, JP, ToI 8/22)

Suspected mbrs. of the al-Qa‘ida-linked Brigades of Abdullah Azzam fire 4 rockets from s. Lebanon into n. Israel, causing no damage or injuries (and with 1 intercepted by Iron Dome missile defense batteries). The IDF says it views the attack as an isolated incident, and attributes it to “global jihad” elements. On 8/27, the brigades appear to directly claim responsibility for the attack via a statement published on the Twitter account of a Salafist cleric known to be affiliated with the group. Israel’s Strategic Affairs Minister Yuval Steinitz says that the govt. believes that Syrian forces are responsible for a chemical weapons attack that reportedly killed hundreds of people in Ghouta, a rebel-controlled suburb of Damascus. Meanwhile, Syria’s dep. PM says that foreign fighters and their international supporters are to blame for the attack. Russian Foreign Ministry spokesperson Alexander Lukashevich says that his govt. urges the Syrian authorities and the UN to agree on chemical weapons experts visiting the site of the alleged attack. The U.S.’s new Joint Chiefs of Staff head Gen. Martin Dempsey begins a 3-day visit to Israel for talks on Iran, regional security, and military-tomilitary strategic coordination. He will meet with PM Netanyahu, Pres. Shimon Peres, DM Barak, and senior IDF commanders. (NYT, WT 1/20; NYT, WP 1/21)

Pro-Israel groups (including the Anti-Defamation League [ADL] and American Jewish Committee [AJC]) publicly accuse the Center for American Progress (CAP; a Washington-based think tank seen as close to the Obama admin.) of “anti-Semitism,” citing several Twitter posts by CAP staffers to their private Twitter accounts referring to “Israel-firsters” (i.e., Americans who put Israel’s national interests before America’s) and accusing AIPAC of pushing the U.S. toward war with Iran. The ADL and AJC allege that the private Tweets are part of a “very troubling” pattern of “anti-Semitism and borderline anti-Semitism” at CAP. Former AIPAC spokesman Josh Block says that the pro-Israel groups went public with their complaints only after CAP officials ignored a compilation of CAP staffer’s writings and public statements that he quietly presented to them in 12/2011 that he said amounted to “outrageous vilification of pro-Israel Americans.” CAP says it is “baffled and appalled” by the charges. Some on the left of the pro-Israel spectrum, such as J Street, say the issue is overblown and they suspect that it is being brought forward now “to shut down needed policy debates,” cautioning groups such as the ADL and AJC to “tread lightly” with accusations of anti-Semitism or “people won’t take you seriously.”(WP 1/20)
