In the West Bank, Israeli forces demolished a blacksmith shop in Hizma and handed demolition notices for Palestinian-owned homes in the northern part of the Jordan Valley. 19 Palestinians were arrested, including 17 during late-night raids in and around Jenin, Tubas, Jericho, Bayt Fajjar, and Hebron; and 2 at different flying checkpoints near Jerusalem. A talk by a Palestinian citizen of Israel at the Hecht Museum at Haifa University was canceled by the Hecht Museum because the artist was “Palestinian,” which would displease the Hecht Foundation. The Haifa University condemned the decision and relocated the talk elsewhere on campus. (HA 1/16)

Israel carried out air strikes against a Syrian military base in Homs, killing 3 people and injuring several others. (AJ, HA 1/15)

In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. Kerry affirms the importance of the 2002 Arab Peace Initiative that promised full normalization for Israel’s complete withdrawal from the occupied territories (including the Golan). (AP, REU 29/4)

Unidentified Palestinians fire 1 rocket from Gaza into Israel, causing no damage or injuries. In response to recent rocket fire (see also 4/27), Israel closes the Kerem Shalom commercial crossing, further restricts movement through the Erez crossing to ‘‘humanitarian cases,’’ though it cancels visits for Gazan families of Palestinians jailed in Israel (VIPs were the only others allowed to cross Gaza). Israeli naval vessels fire on Palestinian fishermen off the south Gaza coast east of Rafah, causing no damage or injuries. In the West Bank, IDF soldiers evict several hundred Bedouin from Wadi al-Malih village in the Jordan Valley after declaring the area a live fire training zone (see 4/24). Meanwhile, Israel demolishes 4 Palestinian apartments in the al-Tur neighborhood of East Jerusalem, as well as a water well and utility room in the al-Fawar r.c. in Hebron. The IDF patrols in 3 villages nr. Tulkarm in the morning, in 2 villages nr. Jenin in the afternoon. At night, IDF troops conduct house searches and arrest raids in Dahaysha r.c. in Bethlehem, in Hebron, in 5 villages nr. Hebron, in Nablus, and in 1 village nr. Ramallah. UN Secy.-Gen. Ban Ki-moon urges the Syrian government to allow experts into the country to investigate reports of alleged use of chemical weapons. Damascus wants any investigation limited to a 3/2013 incident nr. Aleppo while Ban wants to also include a 12/2012 incident in Homs. (see 4/24) (AP 4/29)

In the West Bank, the IDF makes a major incursion into Silat al-Harithiyya nr. Jenin in the afternoon, storming 4 houses, arresting several Palestinians, and ordering all residents to surrender their cell phones; patrols in al-Bireh, 2 villages nr. Ramallah, and 1 nr. Tulkarm (firing on stone-throwing youths who confront them, causing no serious injuries); conducts late-night arrest raids, house searches in ‘Azun, Tubas. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 3 Palestinians; 1 Palestinian child is arrested. (OCHA, PCHR 5/12)

In Syria, troops use heavy machine guns and artillery against Syrians demonstrating after Friday prayers in Homs; at least 11 protesters and 10 soldiers are killed. Other protests continue nationwide. (NYT, WP 5/7)

Through UN and Egyptian emissaries, Israel and Gaza’s factions agree to a new cease-fire ending 4 days of heavy violence. Before the agreement is announced in the evening, Palestinians fire around 20 rockets and mortars (including 1 Grad) fr. Gaza into Israel, causing no damage or injuries; Israel does not immediately respond; 1 rocket is fired after the announcement. In the West Bank, the IDF declares Awarta a closed military zone, then raids 10s of homes arresting 20 Palestinian youths and 3 women. The IDF patrols in Tulkarm and 2 neighboring villages, 3 villages nr. Qalqilya, and 3 nr. Ramallah. During a morning patrol in Zabbuba village nr. Jenin, IDF troops raid an Internet café in search of stonethrowing youths who confronted them, arresting 4 children age 11–17. Israeli interior M Eli Yishai, under pressure fr. Netanyahu, postpones a meeting of Jerusalem’s planning committee (set for later this wk.) until 5/5 (after Passover) to discuss building 980 settlement housing units in Jabal Abu-Ghunaym and 600 units in Pisgat Ze’ev. In Syria, after heavy clashes with protesters after Friday prayers on 4/8 and with mourners after funerals on 4/9, Pres. Bashar al-Asad deploys soldiers and tanks for the 1st time to surround and cut off towns where protests are being held. Instead of quelling protests, clashes continue and casualties slowly but steadily mount through the end of the quarter. Nationwide Friday protests (4/15, 4/22, 4/29, 5/6, and 5/12) steadily grow more massive (into the 10,000s) and the regime’s response more extreme. Shelling, sniper fire, and arrest raids became routine. In between Friday protests, Syrian forces raid areas where protests or funerals are the largest; Baniyas, Dara‘a, Homs, Latakia, and the Kurdish region remain frequent targets. Still, the various protests seem isolated, with little overarching organization. As of this date, human rights groups in Syria believe that at least 170 Syrians have died and some 800 have been detained since clashes began. The govt. has also expelled many media organizations and cut Internet and phone access to keep news of the clashes sparse.
