During the day, Israeli authorities close Haram al-Sharif to everyone and increase police and border police patrols in the city. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Hebron, and in 1 village each nr. Jenin and Tulkarm; patrols in 1 village each nr. Hebron and Jenin. Fatah receives approval from Hamas authorities in the Gaza Strip to mark the 10th anniversary of the death of Yasir Arafat with a rally in Gaza City, which they schedule for 11/11. This is the 1st time Fatah activists are permitted to hold such a commemoration in Gaza since 2007. (MNA 10/30)

In Ramallah, the IDF continues demolition work at the PA compound, setting fire to storehouses, bulldozing the Ramallah governate building; says it now seeks the extradition of 50 Palestinians inside Arafat's offices; warns those inside the remaining building to evacuate or risk being harmed when the IDF blows it up, prompting 1,000s of Palestinians to take to the street in protest, despite the curfew. The IDF fires stun grenades, live ammunition at the crowds, killing 2 Palestinians (including a journalist with Voice of Palestine). In Bethlehem, IDF snipers again fire on the Church of the Nativity, seriously injuring 2 Palestinians, who are evacuated for treatment; 4 PSF officers surrender to the IDF. In Ramallah, 100s of Palestinians demonstrate outside the PA compound against Arafat's confinement, clash with the IDF, leaving 11 injured. In Gaza, 15,000 Palestinians attend a Hamas rally calling fo the continuation of the armed intifada. In Jerusalem, a group of Palestinian teenagers fatally stabs an Israeli woman. Israeli police shoot at, captured 4 of the teenagers, 1 of whom dies at the scene. Police say the 14-yr.-old boy dropped dead of no apparent cause; witnesses say he was beaten, perhaps shot by soldiers. In n. Israel, a car mysteriously explodes killing 2 Palestinians; the IDF claims they were Islamic Jihad mbrs. en route to stage a car bombing. The IDF again fires tear gas, rubber-coated steel bullets at demonstrators nr. Arafat's Ramallah headquarters, injuring 6; conducts arrest raids in Birzeit and in Tamun, where troops detain 7, wound 10 with live ammunition, occupy 12 Palestinian homes as IDF outposts, uproot 150 olive trees. The PA again calls for adherence to Arafat's cease-fire. At a pro-Hamas rally in Jabaliya attended more than 10,000 Palestinians, Hamas spokesman Rantisi vows more suicide attacks against Israel, says that anyone who seeks to stop the intifada "wants to tear us apart." The NIHC organizes a separate protest march fr. Shati` to the PC building in Gaza City, denouncing the U.S.'s biased policy, calling on Arab states to take a strong, unified stand on the Palestinian situation. Palestinians fire mortars at an IDF checkpoint, detonate a bomb outside Kefar Darom settlement in Gaza, causing no damage. In response, the IDF shells the PA naval police headquarters in Dayr al-Balah, residential areas of Khan Yunis; sends tanks, troops into Khan Yunis for 3 hrs. to conduct extensive searches. The IDF also conducts arrest raids in Abu Dis, Azariyya. Some 2,000 Palestinians in Gaza City and 15,000 Palestinians in Nablus rally in support of Arafat. In Ramallah, IDF soldiers shoot, seriously wound a Hamas mbr. at a checkpoint, bar an ambulance fr. reaching him for 45 mins., allowing him to bleed to death. The PA terms the incident an assassination. In the West Bank, Palestinian gunmen fatally shoot a Jewish settler driving in the West Bank. Some 2,000 Palestinians in Ramallah, 1,000s of Palestinians in Bethlehem rally against Israel's continued confinement of Arafat, vowing to continue the intifada despite his cease-fire appeals. In Paris, U.S. Secy. of State Albright, CIA Dir. Tenet meet with Arafat, Barak. After 12 hrs. of talks, joined at times by UN Secy.-Gen. Annan and French pres. Chirac, the sides reach an arrangement under which Barak agrees to withdraw troops to their positions before 9/28, Arafat agrees to try to curb Palestinian rioting, both sides agree to keep people away fr. 3 hot spots (Netzarim Junction in Gaza, Joseph's Tomb in Nablus, and the "circle area" nr. Ramallah). The U.S. had hoped Arafat and Barak would sign a document outlining the agmts., but the Arafat would do so only if the text included provisions for an international inquiry, which Barak rejected. After the mtg. Albright, Arafat leave for Sharm al-Shaykh. Barak returns to Israel, saying there no point in meeting with Mubarak. Meanwhile, Palestinian-Israeli clashes continue in the West Bank, Gaza, and Israel, leaving 9 Palestinians dead, 10s wounded; 2 Palestinians die of wounds received earlier. An Israeli Arab is killed in a clash Israeli police in Kefar Manda in the Galilee. The IDF eases open-fire regulations, permitting soldiers to fire on any vehicles approaching checkpoints and continues to use heavy weapons, but overall the fighting is less intense than in previous days. Protests against Israel's actions are held in Damascus, where 1,000s of students demonstrate outside the U.S. emb.; in Cairo, where 1,500 students demonstrate outside the Israeli emb.; and in Amman, where riot police fire tear gas to disperse 800 protesters marching toward the Israeli emb., injuring 62. In Copenhagen, 5,000 attend a Palestinian solidarity rally. Smaller rallies are staged in Istanbul, London, Rome. Across the West Bank and Gaza, clashes subside btwn. Israel Defense Forces (IDF) and Palestinian demonstrators as the IDF, Palestinian Authority (PA) police cooperate to disperse the protesters, who are marking the 52d anniversary of the Nakba and demanding the release of Palestinians held by Israel. In preparation for a withdrawal fr. s. Lebanon, the IDF turns over its naval radar station at Ras Bayada on the Mediterranean to its proxy militia, the South Lebanon Army (SLA), and begins moving heavy equipment out of Surayqi post nr. Marja'uyun. (WT 5/17; NYT 5/18) (see 5/15)

Also in s. Lebanon, an elementary school in Arab Salim is hit by 3 IDF shells. Fortunately, the strike occurs during recess, when children are outside the building, so there is some material damage but no injuries. After a 5 wk. trial, the Senate, voting along party lines, acquits Pres. Clinton on both articles of impeachment (45-55; 50-50). (NYT, WP, WT 2/13)

200 Palestinian protesters storm PA jail in Jericho, demanding release of 5 Islamists held there without charge. The 5 are among the 48 political prisoners who have been on hunger strike since 1/24. Protesters scuffle with PA police but eventually leave the building peacefully. In Nablus, 1,000 Palestinians hold rally in solidarity with prisoners. (WP 2/13; MEI 2/26)

In keeping with its 1/30 decision, the UN creates a panel to review Iraq's disarmament record, recommend ways of ensuring Iraq fulfills agmt. to abandon unconventional weapons. 20-mbr. panel contains 12 UNSCOM mbrs., including the ranking American UNSCOM inspector but not chmn. Unnamed Western, Arab diplomats report that Syria is concentrating 3-4 army divisions at strategic points nr. In Nablus, 30,000 Palestinians angered by distribution of anti-Muslim posters in Hebron stage protest, clash with IDF. Demonstrations also continue in Hebron, where the IDF wounds 6 Palestinians with live ammunition, 29 with rubber bullets. Netanyahu accuses Arafat of doing nothing to halt the protests. In Ba'albeck, 10,000 Lebanese join the unauthorized "Revolution of the Hungry" demonstration called by fmr. Hizballah chief Shaykh Subhi Tufayli (who split with Hizballah Secy. Gen. Hassan Nasrallah in protest over Hizballah's decision to participate in the 1992, 1996 elections) to protest the government's economic policies, neglect of the Biqa` region. Lebanese army sends many troops, military police to monitor protesters. No clashes are reported. PLO Central Council meeting ends in Tunis, issues statement giving "green light" to peace delegates. Unity prevailed as opposition figures either did not attend, or did not voice proposals made earlier in public. Only the DFLP (Hawatima wing) rejected the majority recommendations, and withdrew from the final sessions. The PFLP voiced reservations but signed the final statement. Occupied Palestine/Israel: Teenager from W. Bank village of Bayt Wazin is electrocuted while trying to hang Palestinian flag from power cable. Commercial strike continues in W. Bank. Israeli officials order al-Awdah, Arabic and English weekly magazine, closed. Government announces it will begin cutting water and electricity to W. Arab World: Led by tanks and helicopters, up to 2,000 Israeli troops cross into Lebanon in search of Palestinian commandos [WP 5/3]. Followers of Abu Musa battle Arafat loyalists in Shatila and Burj al-Barajinah camps; 10 have been killed and 40 wounded in 3 days of fighting [WP 5/3].
