An Israeli settler is stabbed and injured at a bus stop near the Neve Yaakov settlement; a Palestinian child is later arrested and accused of stabbing the settler. Israeli settlers with a military escort raid Jenin to visit Joseph’s Tomb. Israeli forces shoot and injure 7 Palestinians during a raid in Dheisheh refugee camp. Israeli forces also arrest 25 Palestinians during raids in and around Hebron, Ramallah, al-Bireh, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces demolish a retaining wall and raze a tract of land in Silwan. In Gaza, Israeli forces bomb Nuseirat refugee camp, Jabalia refugee camp, Khan Yunis, Rafah, and Dayr al-Balah, killing at least 86 people, including al-Aqsa TV presenter Muhammad Salama and his family in Dayr al-Balah. Israeli forces also open fire at Palestinians waiting to receive aid in Gaza City, injuring 8 people. A child and an elderly man die of starvation at the Kamal Adwan Hospital, bringing the death toll from starvation to at least 20 people. In Lebanon, Israeli forces attack Yaroun, Kafra, Yatar, and Fardis. Hezbollah forces attack Metula. In Syria, Israeli forces fire artillery, saying 2 rockets were launched at the Golan Heights. In Yemen, Houthi militants fire a missile at the True Confidence cargo ship, killing 3 people. It is the first time that a Houthi attack enforcing the Red Sea blockade has caused casualties. More than 30,717 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,156 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. Israel’s National Planning and Building Council approves the advancement of 3,476 new settlement units in the Ma’ale Adumim, Kedar, and Efrat settlements. 694 units in Efrat receive final approval, while 2,452 in Ma’ale Adumm and 330 in Kedar are moved to the planning process. The PA calls for sanctions to deter Israel from its settlement enterprise. Saudi Arabia, Jordan, the UAE, Egypt, Bahrain, Turkey, and Qatar condemn the settlement expansion. Israeli UN ambassador Gilad Erdan says Israel may close the UN’s headquarters in Jerusalem, deport UN officials from Israel, and evacuate UNRWA compounds in Jerusalem if UN secretary-general Antonio Guterres does not invoke Article 99 of the UN Charter to force the Security Council to discuss captives held in Gaza and allegations of sexual crimes committed on 10/7/2023. Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani meets with UK foreign secretary David Cameron, discussing the situation in Gaza and ceasefire negotiations. The Washington Post reports that the U.S. has secretly approved and delivered more than 100 separate arms shipments to Israel since 10/7/2023. The Post says the U.S. has circumvented congressional oversight in the majority of instances by processing arms sales that are below the threshold to notify Congress. The transfers include thousands of 155mm shells, tens of thousands of bomb guidance systems, Hellfire air-to-surface missiles, drones, Iron Dome munitions and more. (AJ, HA 3/6; HA 3/7)

In the West Bank, Israeli settlers open fire at Palestinians during a raid in Shaab al-Butum in the Masafer Yatta area; no injuries are reported. Israeli settlers also open fire at 2 commercial structures and an electric transformer in al-Naqura, causing a power outage in the village. Elsewhere, Israeli settlers raid Tuqu’, threatening Palestinian shepherds. Israeli settlers also set up 3 mobile homes in Wadi Rahal. Israeli forces shoot and kill 2 Palestinians after they allegedly shot and killed 1 Israeli settler and injured 10 others on a highway near the Ma’ale Adumim settlement. Israeli forces also bomb Jenin using a drone, killing 2 Palestinians, including a child, and injuring 15 others. Israeli finance minister Bezalel Smotrich issues a statement after meeting with Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant, and Strategic Affairs Minister Ron Dermer, saying the government will submit plans for 2,350 new settlement units in Ma’ale Adumim, 300 in the Keidar settlement, and 694 in the Efrat settlement in response the killing of an Israeli settler earlier in the day. National Security Minister Itamar Ben-Gvir says Israeli settlers’ right to freedom of movement in the West Bank overrides that of Palestinians’, adding he will further limit the freedom of movement for Palestinians. Israel confirms its forces are building a new road through central Gaza “to move logistics and soldiers.” (AJ 2/22)

Prime Minister Netanyahu presents his post-war plan for Gaza to the Israeli war cabinet, which includes installing “local officials” to govern the area, “maintain an indefinite freedom to operate throughout” Gaza, enlarge the “buffer zone” inside Gaza, and the complete demilitarization of Gaza before reconstruction is allowed to begin. Netanyahu’s plan also includes the permanent closure of UNRWA and the rejection of “unilateral recognition” of a Palestinian state. Defense Minister Gallant meets with U.S. National Security Council coordinator for the Middle East and North Africa Brett McGurk, saying Israel will expand the authority of Israeli negotiators to reach a prisoner exchange deal in Paris over the weekend. Jordanian representatives, including Foreign Minister Ayman Safadi, give statements to the ICJ on the fourth day of the hearings on the legality of the Israeli occupation of Palestinian territories, saying Israeli policies and practices show that Israel intends for the occupation to be permanent. Japan’s representative argues that even territory that is not internationally recognized cannot be acquired by force. Ireland’s representative says Israel has committed serious breaches of international law during its occupation. China says the issue of Palestinian self-determination is a UN issue, countering a U.S. argument made on 2/21, and argues that because of the occupation the right to self-defense lies more with the Palestinians than with the Israelis. UNRWA commissioner-general Philippe Lazzarini writes a letter to UN General Assembly president Dennis Francis, saying Israel is making a “concerted effort” to dismantle UNRWA, including by ordering UNRWA to leave a vocational center in East Jerusalem and pay Israel $4.5 million for using the facility, pointing out that the facility was given to UNRWA by Jordan in 1952. Lazzarini also says Israel is only giving UNRWA staffers visas for 1-2 months, that Finance Minister Smotrich has threatened UNRWA with revoking its tax exemption, that an Israeli bank has blocked the UNRWA account, and that Israeli customs has suspended shipments of goods to UNRWA. Israeli forces dressed as Palestinians raid Balata refugee camp, injuring 3 Palestinians, including a 4-year-old who is bitten by a dog and the 2 others with live ammunition. Israeli forces also shoot and injure a Palestinian man during a raid in Sarra. Elsewhere, Israeli forces raid Shu’fat refugee camp, injuring a Palestinian with a baton round. Israeli forces also raid Ramin, demolishing a monument erected to commemorate Palestinians killed by Israeli forces. The Israeli government extends the Citizenship and Entry into Israel Law for a year, barring Palestinians married to Israelis from obtaining Israeli citizenship. The government also says it plans to hire 65,000 construction workers from India, Sri Lanka, and Uzbekistan to replace the 72,000 Palestinians employed at construction sites before 10/7/2023. Foreign Minister Israel Katz says UNRWA “perpetuates the false narrative of Palestinian ‘refugees’ needing to return to Israel. We are actively working to disengage UNRWA from Gaza.” National Security Minister Itamar Ben-Gvir tells the Wall Street Journal that the Biden administration “is busy giving humanitarian aid and fuel” to Gaza instead “of giving us his full backing.” Ben-Gvir also says he encourages Palestinians in Gaza to “emigrate to places around the world.” The High Court of Justice rejects a petition to recuse Prime Minister Benjamin Netanyahu from office. The U.S. Senate publishes a new proposal for a bill to provide aid to Ukraine, Taiwan, and Israel, earmarking $14.1 billion to Israel and $10 billion in humanitarian aid for civilians in Gaza and the West Bank, stipulating that no funds can go to UNRWA. The House has proposed a standalone bill for Israel to avoid funding Ukraine and Taiwan. UNRWA commissioner-general Philippe Lazzarini tells the Financial Times that Israel has not provided evidence to back its claim that 12 UNRWA staffers were involved in Operation Al-Aqsa Flood. EU high commissioner of foreign affairs Josep Borell calls the suspension of funding for UNRWA “disproportionate and dangerous.” Haaretz reports that Israel’s Bank Luemi has notified UNRWA that it will block the agency’s bank account due to “tangible suspicions it is transferring funds to terror groups in Gaza.” The bank also suspends the account of 1 of the settlers sanctioned by the U.S. on 2/1. In the West Bank, Israeli settlers assaulted Palestinians in Fasayil, injuring 1. Israeli forces raided Nablus and took measurements for a punitive demolition of a home belonging to the family of a Palestinian killed during an Israeli raid on Jenin on 3/7. Israeli forces also issued 15 stop-work orders for structures in al-Jiftlik and demolition orders for 4 homes and 1 agricultural structure in Idhna. Haaretz reported that the Israeli military had conducted a psychological warfare operation against Israelis during the 2021 Operation Guardian of the Wall to garner support among the Israeli public for the Israeli military’s attacks on Gaza. The military used the social media platforms Twitter, Facebook, Instagram, and TikTok to upload propaganda from fake profiles. The campaign was launched 2 days into Israel assault on Gaza, as Israeli military personnel feared they were losing public support. (AP, HA 3/22) 

The Jordanian parliament voted to recommend expelling the Israeli ambassador to the country in protest over Israeli finance minister Bezalel Smotrich’s comments on 3/19 in Paris that the Palestinian people do not exist while standing in front of a map depicting Greater Israel, including all of Palestinian and Jordan. In the West Bank, PA security forces, dressed in civilian clothes, violently dispersed Palestinian students and staff protesting the dismissal of 10 students from the Islamic bloc and 5 employees at An-Najah National University in Nablus, causing several injuries from beatings and pepper spray. The Iranian news agency Tansim said 1 of its Palestinian reporters was abducted by Palestinian gunmen while covering the events before being beaten and warned against writing negatively about the PA. Israeli settlers threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli settlers also vandalized 8 olive trees in Qaryut. Israeli forces evicted 4 Palestinians from their land in Wadi Fukin. 12 Palestinians were arrested during late-night raids in Ramallah, Tuqu‘, Bethlehem, Surif, al-Tabaqa, Nablus, Far‘un, Rumana, and Aqabat Jaber refugee camp; Israeli forces violently dispersed Palestinians protesting the raid in Nablus, injuring 2 with shrapnel. EU commission president Ursula von der Leyen announced that the frozen $224 million in economic aid to the PA from 2021 had been unfrozen and would be transferred to the PA. The announcement came ahead of a meeting between President von der Leyen and PA prime minister Mohammed Shtayyeh in Ramallah. Von der Leyen later met with Israeli prime minister Naftali Bennett and president Isaac Herzog. The EU funding to the PA was frozen due to 1 Hungarian commissioner’s concern over “incitement” in PA schoolbooks. Prime Minister Shtayyeh also met with his Italian counterpart Mario Draghi. Israel’s deputy religious affairs minister Matan Kahana of the Yamina party was filmed telling Israeli high schoolers in the Efrat settlement that “if there was a button that could be pressed, that would remove all the Arabs from here, send them on an express train to Switzerland—where they would live an amazing life, I wish them all the best in Switzerland—I would press that button. . . . there is no such button. We were probably meant to [co]exist here on this land in some form,” Palestinian members of the Israeli parliament attacked Kahana for his remarks and he later apologized for wording his statements poorly. The U.S. White House expressed concern over negotiations between the Israeli spyware company NSO Group and the American defense contractor L3Harris for the latter to buy technology from the former. The deal would see NSO Group removed from the U.S. department of commerce’s blacklist and would transfer NSO’s clients in the U.S., UK, Australia, Canada, and New Zealand, and possibly EU and NATO countries to L3Harris. The New York Times later reported that the negotiations had collapsed after they were made public and that U.S. intelligence officials had backed L3Harris’s potential acquisition of NSO Group. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian man after he had stabbed and injured 1 other Israeli settler with a screwdriver in a bus near the Efrat settlement south of Bethlehem. Israeli settlers threw an incendiary device at 1 Palestinian minor in Jinba, causing burns to his face and hands. Elsewhere, Israeli settlers attacked 1 Palestinian herder near Fasayil, throwing stones and releasing a dog on him, causing injuries. Israeli forces shot and killed 2 Palestinians and injured 14 others during a daytime arrest raid in Jenin refugee camp. Israel said that the arrest raid was related to the attack on 3/29 in Bnei Brak in which 5 were killed; 31 were arrested during the raid. For a 3d day, Jewish settlers in Hebron vandalize Palestinian property and attack local Palestinians; the IDF observes but does not intervene; 3 Palestinians have been injured since 3/21. Jewish settlers fr. Eli nr. Nablus kidnap 2 Palestinian boys herding sheep nr. the settlement, release them hrs. later after PA security forces request IDF intervention. Jewish settlers in Efrat nr. Bethlehem begin construction of 3 apartment buildings (54 units). In an agmt. reached between Hamas and Egypt, apparently without Israeli knowledge, 85 Palestinians fr. Hamas, Islamic Jihad, and the PRCs stranded in Egypt since the Gaza border was closed on 6/12 are transported in Egyptian busses to the Rafah crossing and allowed entry into Gaza before dawn. The 80 include 2 Reform and Change legislators, a number of suspected Hamas and Islamic Jihad militants, and Palestinian civilians with suspected ties to Hamas whom the PA did not grant permission to return to Gaza with the 6,000 Palestinians allowed reentry last quarter (see Chronology in JPS 145). In Gaza, the IDF sends troops into areas e. of Jabaliya r.c., exchanging fire with Palestinian gunmen who confront them, killing 2 armed Palestinians. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus and nr. Bethlehem, Jenin. Some 500 Jewish settlers occupy a hill overlooking Road 60 nr. Samih Farwanah in Gaza City, who is at the home of Hamas-affiliated Change and Reform Palestinian Council (PC) mbr. Khalil al-Haya, assassinating Farwanah, killing 7 of Haya’s relatives, wounding more than 12; fires a missile at Hamas mbr. Nasser Hammuda, biking through Gaza City, wounding him in an apparent assassination attempt; makes an air strike on an alleged Hamas weapons factory in Gaza City, killing 1 Palestinian security guard, wounding 3 bystanders; makes an air strike on the home of an Islamic Jihad mbr., destroying it and a neighboring meeting hall, causing no injuries; shells residential areas of Bayt Lahiya, heavily damaging 2 homes, wounding 6 Palestinians. Palestinians fire at least 12 rockets, 2 mortars fr. Gaza into Israel, damaging 2 trucks on the Israeli side of the Qarni crossing but causing no injuries. Overnight, Lebanese police and soldiers raid several homes in Tripoli in an attempt to capture a group connected to the tiny militant group, Fatah al-Islam (FI), that was suspected of carrying out a bank robbery on 5/19. The raids spark gun battles that quickly spread throughout the city and to the outskirts of Nahr al-Barid r.c. (pop. 40,000), where FI is based. When FI forces leave the camp to ambush and capture nearby army positions, the Lebanese army fires tank shells, mortars into the camp, quickly precipitating massive clashes (including RPG, heavy weapons fire by FI) that continue throughout the day. In total, at least 27 Lebanese soldiers, 20 FI mbrs., and 9 Palestinian civilians inside the camp are killed and scores are wounded during the day. By nightfall, the army regains control of areas surrounding the camp, seals the camp to prevent militants fr. escaping; cuts water and electricity to the camp to urge a surrender. Syria closes several border crossings n. and w. of Tripoli in reaction. The Israeli Housing Min. issues tenders to construct 232 new housing units in the ultra-Orthodox West Bank settlement of Emmanuel, even though the settlement is losing residents at the rate of 5% a year. Housing Min. figures show that 1,688 (75%) of the 2,178 tenders for public construction issued between 1/02 and 9/02 were for housing in the territories. Tenders for 28 units in Beitar Ilit, 102 units in Efrat's Givat Hazayit, 76 new units in Ariel, all in the West Bank, were also issued recently. (HA 12/24)

A synagog in Efrat is vandalized, presumably by Palestinians, though how they entered the Jewish settlement is unclear.
