IDF troops shoot and seriously injure a Palestinian youth, allegedly after he drives his car into Israeli civilians, first at the Efrat junction, and later at the Gush Etzion junction near Bethlehem, injuring 2. After the first collision, the Palestinian drove on to Gush Etzion, where he hit and moderately injured the 2d Israeli. He was shot when he exited his vehicle. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s occupation, settlements, and separation wall in 3 villages near Ramallah (Nabi Salih, Bil‘in, and Ni‘lin) and Kafr Qaddum near Qalqilya; no Palestinians are seriously injured. Two Palestinians are injured during clashes with IDF troops in ‘Azun village near Qalqilya, and the IDF patrols near Salfit and Qalqilya. Israeli settlers throw stones at Palestinian farmers working their lands outside Burin village; 1 Palestinian is injured. Settlers also throw stones at Palestinian homes and pepper-spray 2 Palestinian children east of Hebron and burn a small swath of Palestinian land near Nablus. The Associated Press reports that the U.S. State Dept. recently notified the Palestinians that the Palestine Liberation Organization (PLO) diplomatic office in Washington could be forcibly closed unless they enter peace negotiations with Israel (see Update). Secy. of State Rex Tillerson reportedly told the Palestinians that the decision stemmed from Palestinian Authority (PA) pres. Mahmoud Abbas’s expressions of support for the International Criminal Court investigating and prosecuting Israelis in his 9/20 speech to the UN General Assembly (UNGA). (AP, HA, TOI 11/17)

Israeli police shoot and kill a Palestinian in Sheikh Jarrah, East Jerusalem, after he injures 6 Israelis in a drive-by shooting nr. an Israeli police headquarters (2 succumb to their injuries later in the day). The Palestinian was reportedly supposed to turn himself into the Israeli authorities today to begin serving a 4-mo. sentence for attacking a police officer in 2013. Israeli forces later conduct a series of raids in Silwan and al-Ram, interrogate the attacker’s family, and spark clashes with stone-throwing Palestinians; 7 Palestinians are detained, and 1 Associated Press photographer and 2 Israeli soldiers are injured (1 seriously). Israeli troops return to al-Ram late at night, arrest the attacker’s teenage daughter, and threaten punitive demolition of the attacker’s home. Around 1,200 right-wing Jewish activists visit Joseph’s Tomb nr. Nablus, sparking clashes between their IDF escort and stonethrowing Palestinians; there are no serious injuries. Meanwhile, IDF troops arrest 13 Palestinians and damage 1 workshop during raids and house searches nr. Tulkarm, Hebron, and Qalqilya. Inside Israel, Israeli forces demolish multiple homes in the bedouin village of Bir Hadaj nr. Beersheba. The IDF also demolishes 22 residential and agricultural structures in the n. Jordan Valley, 8 homes in a bedouin community nr. Bethlehem, and a number of residences, agricultural structures, solar panels, and the main water pipeline in a bedouin village nr. Jerusalem. Along Gaza’s border, Israeli forces open fire on Palestinian farmers nr. al-Maghazi r.c., causing no injuries; and conduct a limited incursion to level land nr. al-Bureij r.c. In the West Bank, IDF troops arrest and assault a Palestinian man on a raid in a village nr. Hebron, moderately injuring him and sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are injured. During the day, the IDF patrols in 3 villages nr. Hebron and 2 nr. Ramallah. In East Jerusalem, around 20 Palestinians throw stones and Molotov cocktails in an Israeli settlement nr. Ras al-Amud, lightly injuring 1 settler. Israeli forces conduct a raid in Silwan, arresting 4 Palestinians and sparking minor clashes with residents; 5 Palestinians are lightly injured. In Gaza, Israeli forces conduct a limited incursion nr. Rafah to level land. Off the coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 2 boats. In the West Bank, Israeli settlers uproot 65 olive trees outside Turmus ‘Ayya village nr. Ramallah; perform religious rites at a site nr. Nablus, sparking clashes with local Palestinians; enter Isaac’s Hall in al-Ibrahimi Mosque in c. Hebron. After suspected Palestinian assailants set fire to an Israeli settler’s trailer nr. Nablus, the IDF imposes a curfew on a nearby Palestinian village and conducts raids and house searches in the area, sparking light clashes with residents. The IDF also conducts house searches in and around Hebron and Tulkarm, arresting 4 Palestinians; patrols in 2 villages each nr. Qalqilya and Jenin. IDF troops set up roadblocks and raid a school in a village nr. Jenin, sparking clashes with residents. Israeli forces destroy 300 olive trees and demolish 600 m of walls nr. In an interview with NBC, Israeli PM Netanyahu rolls back his 3/16 assertion that he will block the creation of a Palestinian state if chosen for a 3d consecutive term as PM. Later, U.S. Pres. Obama calls Netanyahu to officially congratulate him for his 3/17 victory, but also to discuss his controversial comments. Obama reportedly says that the U.S. will be reassessing its positions regarding the Israeli-Palestinian peace process in light of the PM’s new position. On the 4th day of bilateral negotiations between the U.S. and Iran in Lausanne, Switzerland, the Wall Street Journal reports that the P5+1 is refusing to compromise on its demand for staggered sanctions relief. (AP, JP, WSJ 3/19; AFP 3/20)

In the U.S. Senate Foreign Relations Comm., chair Corker (R-TN) and ranking mbr. Robert Menendez (D-NJ) agree to delay a comm. vote on the Iran Nuclear Agreement Review Act of 2015 until after the P5+1 and Iran’s deadline for reaching a political accord at the end of 3/2015. They schedule a vote for 4/14

In the Gaza Strip, unknown assailants throw a grenade into the home of Fatah Asst. Dep. of the Palestinian Civil Affairs Ministry Nasser al-Sarraj. The grenade does not explode and no one is injured. In 2 separate incidents off the coast nr. Gaza City and Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 1 boat. IDF troops e. of Rafah detain 2 armed Palestinians as they attempt to cross the border fence into Israel. In the West Bank, Israeli forces demolish a water distribution network that services the n. Jordan Valley, as well as a house and a barn nr. Hebron. Sparked by an IDF raid in c. Bayt Umar nr. Hebron, Palestinian residents clash with the Israeli troops, lightly injuring 1 soldier. Nearby, IDF troops shoot tear gas canisters at Palestinian youth as they leave an UNRWA school. The IDF also conducts arrest raids and house searches nr. Hebron and Ramallah; patrols nr. Hebron, Jenin, Qalqilya, Ramallah, and Tulkarm. In East Jerusalem, an Israeli settler attempts to kidnap a Palestinian child in Jabal Mukabir. UN Special Coordinator Serry’s office (UNSCO) releases a statement announcing that the UN is going to review its operations in Gaza after the violent, Hamas-organized protest outside its headquarters on 1/28. The statement also blames Hamas for not adequately providing security for the protest. The UNSCO has been principally in charge of facilitating the UNadministered reconstruction procedure and mediating between the Israeli authorities, Hamas, and Palestinians in need of support after OPE. The Israel Electric Corporation announces that it will begin intermittently cutting power to the West Bank at the end of the mo. due to the PA’s outstanding debts, which total around NIS 1.8 m. (around $458 m.). (MEMO, YA 1/29) 

Yisrael Beytenu delivers a petition to the Central Elections Comm. (CEC) calling for the disqualification of MK Haneen Zoabi from the 3/17 elections on the basis of her support for boycott and armed resistance against Israel. (HA, JP 1/29)

The U.S. Senate Banking Comm. votes, 18–4, to pass the Nuclear Weapon Free Iran Act of 2015, which Sens. Menendez (D-NJ) and Kirk (R-IL) introduced on 1/27. A White House spokesperson consequently reaffirms Pres. Obama’s pledge to veto the bill. (AFP, REU 1/28; AP, YA 1/29)

Seventy-five U.S. sens. sign on to a letter, initiated by Sens. Kirsten Gillibrand (D-NY) and Marco Rubio (R-FL), to U.S. Secy. of State Kerry calling for a suspension of aid to the PA while the Obama admin. reviews the Palestinians’ accession to the ICC. (JTA 1/30)

In the West Bank, the IDF conducts house searches and arrest raids in Hebron at night; patrols in 1 village nr. Hebron in the morning, in Aida r.c. in Bethlehem in the afternoon. IDF troops violently disperse Palestinian, Israeli and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 4 villages nr. Ramallah (Bil‘in, Nabi Salih, Nil‘in, and Wadi Fukin), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. In East Jerusalem, Israel bars men under 50 years old from entering Haram al-Sharif. (MNA 9/26; PCHR 10/2)

PA Pres. Abbas addresses the UNGA, announcing that the PA, in coordination with the Group of Arab States at the UN, is working on a draft UNSC res. that will call for immediate recognition of Palestinian statehood and a specific timetable for the end of the Israeli occupation, with bilateral negotiations on key issues to be held over the course of that time. Several Palestinian officials later elaborate on the plan, saying that the exact timetable is not set, though it will be either 2 or 3 years. Abbas also uses unprecedentedly strong language to condemn Israel’s most recent assault on Gaza, calling it a “genocidal crime.” The U.S. and Israel are both critical of Abbas’s rhetoric and his proposals. After a week of negotiations, reps. of Iran and the P5+1 group conclude this round of talks in New York. They do not make any significant agreements or compromises ahead of the 11/24 deadline, with the key sticking points being Iran’s uranium enrichment capacity and the pace at which the U.S. will lift its sanctions. In the Gaza Strip, the IDF launches strikes on several targets, killing 10 Palestinians. The attacks come shortly after the announcement of an extension to the 72-hour cease-fire. Meanwhile, unexploded ordnance kills 6 Palestinians in Bayt Lahiya, including a reporter with the Associated Press. Israeli naval forces open fire on Palestinian fishermen off the s. coast of the Gaza Strip, causing no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. In Cairo overnight, reps. of Israel and the Palestinian delegation agree to extend the cease-fire by 5 days, shortly before the previous 72-hour cease-fire expires. Meanwhile, State Dept. spokesperson Harf tells reporters that the U.S. wants a “more sustainable, longer-term cease-fire,” with one of the goals being the disarmament of Hamas. Harf also says the U.S. is committed to the reconstruction of Gaza. Pres. Obama speaks with Netanyahu on the telephone and urges him to make a deal to end the hostilities. In the West Bank, IDF troops shoot and kill a Palestinian man in Qalqilya during a raid. The IDF says that the man, a Palestinian intelligence officer, opened fire on them first. Locals say he was shot in the back. PA spokesperson Nabil Abu Rudeineh puts out a press release condemning the killing of 2 Palestinians in 24 hours in Jenin and Qalqilya. Also, the IDF conducts house searches and arrest raids in 2 villages nr. Hebron at night; patrols in Qalqilya in the afternoon, and in 2 villages nr. Hebron and Qalqilya at night. (MNA, PCHR, REU, WAFA 12/19)

Reps. from Iran resume talks with those of the P5+1 in Geneva, to work on how to put into practice the 6-mo. interim deal reached in 11/ 2013. Meanwhile, more than a quarter of the Senate—13 Democrats and 13 Republicans— cosponsors a new bill that would strengthen sanctions against Iran intensified should Tehran violate the deal White House spokesperson Jay Carney says that Obama would veto the new bill if Congress passes it, or any similar measure. In the West Bank, the IDF patrols in 1 village nr. Hebron at night. In East Jerusalem, there are clashes in Abu Dis between Palestinians and Israeli forces who conduct a raid and enter the Al-Quds university campus. Meanwhile, right-wing Jewish extremists enter the al-Aqsa compound, prompting clashes with Palestinians, with Israeli security forces dispersing the crowds and arresting 7 Palestinians. Separately, Shaykh Raed Salah is released on bail, though Salah says he does not intend to respect the order banning him from Jerusalem. (HA, MNA 9/4; PCHR 9/5)

According to an anonymous Palestinian official speaking to the Associated Press, Israel intends to leave numerous settlements and military bases in the West Bank to set up a provisional Palestinian state. Meanwhile, aide to Pres. Abbas, Yasir ‘Abid Rabbuh tells Palestinian media that the talks are proving pointless and making no progress, and will fail to do so, without serious U.S. pressure. The U.S. Senate Foreign Relations Cmte. narrowly backs, 10–7, a compromise res. authorizing the use of military force in Syria. The full Senate will vote next week, and the House of Representatives must also approve the measure. Meanwhile, Russian pres. Putin says Moscow does not rule out approving a strike against Syria if there is clear evidence of the Asad regime’s culpability for the use of chemical weapons. (AP, REU 9/4)

Pres. Obama’s national security aides have recommended that the U.S. suspend military and economic assistance to Egypt in response to the military coup, according to unnamed U.S. officials speaking to the media. (AP, REU 9/4)

In the West Bank, IDF troops shoot and wound a Palestinian nr. Hebron as he was trying to cross the separation wall to reach work inside the Green Line. The IDF conducts house searches and arrest raids in Bethlehem and 1 nearby village at night, and patrols in 2 villages and al-‘Arub r.c. nr Hebron also at night. (MNA 8/28; PCHR 8/29)

U.S. State Dept. dep. spokesperson Marie Harf says that a res. condemning the Syrian govt.’s alleged use of poison gas has stalled in the UNSC due to Russian opposition. Meanwhile, Israel orders a small-scale mobilization of reservists and deploys a missile shield in the n. by way of precautions ahead of a possible U.S.-led strike against Syria. Despite these measures, an unnamed senior IDF official tells the media that the actual likelihood of a Syrian retaliatory strike on Israel remains low. Unnamed diplomats tell the Associated Press that Iran and the IAEA have agreed to restart talks on 9/27, with the focus on the agency’s efforts to gain satisfactory access at the Parchin military site. (AP 8/28)

Egyptian authorities detain more than 60 Muslim Brotherhood supporters and activists in a single day, according to relatives of the group’s leaders. (AP 8/28)

In the West Bank, IDF soldiers demolish 2 structures in Oz Zion, a Jewish settlement outpost nr. Ramallah. The IDF also patrols in al-‘Arub r.c. nr. Hebron and 2 villages nr. Hebron in the afternoon, and in 1 village nr. Ramallah at night. IDF soldiers violently disperse Palestinians, Israelis, and internationals taking part in nonviolent demonstrations against the Israeli occupation and in solidarity with Palestinian prisoners. The demonstrations are held in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih, Budrus), 1 village nr. Bethlehem (al-Ma’sara), 1 village nr. Hebron (Bayt Ummar), al-Haraiek area nr. Hebron, al-Shakara area nr. Ramallah, and 1 village nr. Qalqilya (Kafr Qaddum); 1 Palestinian is seriously injured in Kafr Qaddum by a tear gas canister to the head. The European Union missions in Ramallah and Jerusalem express serious concern over Israel’s demolition of 22 structures across 8 locations in the West Bank and East Jerusalem earlier in the week that displaced 28 Palestinians. The EU statement notes that some of the destroyed structures were funded by member states. (JP 4/27)

U.S. Pres. Barack Obama hosts Jordan’s King Abdullah II at the White House, with discussions to include the Syrian crisis, as well as Jordan’s political and economic developments. Speaking to reporters in the Oval Office before the meeting, Pres. Obama says he would respond ‘‘prudently’’ and ‘‘deliberately’’ to solid evidence Syria has used chemical weapons, a development he describes as a ‘‘game changer’’ for Washington (see 4/23). In the West Bank, the IDF opens fire on Palestinians in 1 village nr. Jenin and arrests 2 wounded civilians. The IDF also patrols in 2 villages nr. Jericho and 3 villages nr. Ramallah in the morning, and in al-‘Arub r.c. nr. Hebron, Jericho, and 4 villages nr. Hebron, 2 nr. Tulkarm, and 1 nr. Ramallah at night. Jewish settlers from Ma’ale Ephraim settlement nr. Various Palestinian officials close to Pres. Abbas tell the Associated Press that there are plans to encourage the international isolation of Israel should Israeli PM Netanyahu win reelection and the peace process remain stalled. Options being considered include war crimes charges, urging sanctions, and ending security cooperation in the West Bank. Fatah official Nabil Shaath tells Palestinian news agency Ma‘an that the PA will further develop a strategy of boycott and civil disobedience in 2013. In response to these reports, the Israeli Foreign Ministry says that Abbas seeks to ‘‘incite a confrontation with Israel no matter what.’’ (AP, MNA 12/20; YA 12/21)

The EU’s foreign policy chief Catherine Ashton releases a statement expressing strong opposition to Israel’s ‘‘unprecedented expansion of settlements around Jerusalem.’’ Meanwhile, South Africa’s governing party, the African National Congress, votes at its annual conference to support the Palestinians’ Boycott, Divestment, and Sanctions (BDS) campaign. Human Rights Watch says that the IDF’s attacks on the media in the Gaza Strip during Operation Pillar of Defense that killed 2 and injured 10 media personnel violated the laws of war. (AP 12/20)

Israeli newspaper Ha’Aretz reports that the state has informed the High Court of Justice that the IDF will reduce the amount of time Palestinian minors can be held before they are brought before a judge. (HA 12/20)

An anonymous Israeli government official says that Israel and Egypt are continuing discussions behind the scenes in Cairo, intended to further ease restrictions on the Gaza Strip and to prevent a rearming of Hamas. (JP 12/21) I

srael’s UN amb. Ron Prosor submits a letter to the Security Council complaining that Hizballah has rearmed with tens of thousands of missiles, in violation of a UN arms embargo. (REU 12/20)

IDF troops on the n. Gaza border fire warning shots at Palestinians hunting birds nr. the no-go zone, forcing them to leave the area. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in 4 villages nr. Ramallah during the day; conducts late-night arrest raids, house searches nr. Bethlehem. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin; demonstrations in Bil’in also call for national reconciliation. Speaking at the Brookings Institute’s Saban Center in Washington, U.S. Defense Secy. Leon Panetta states that the “firm principles” on which U.S. Middle East policy is based are: (1) the U.S.’s “unshakable” commitment to Israel, (2) maintenance of regional stability, and (3) preventing Iran fr. obtaining nuclear weapons (by military means if necessary). However, he also says Israel bears significant blame for a peace process that “has been effectively put on hold” and must do more to revive peace talks and improve relations with Egypt, Jordan, and Turkey. In the West Bank, IDF undercover units raid the Nablus homes of 3 AMB mbrs. (Nadir al-Sarkaji, Ghassan Abu Sharikh, and ‘Anan Sobeh) allegedly behind the fatal shooting of a settler on 12/24, killing all 3 and wounding 1 bystander. The deaths constitute assassinations, as the men could have been detained: 2 of them are called to surrender and are fatally shot as they leave their homes unarmed; in the 3d case, soldiers enter the home, and when the wanted man refuses to exit a closet and surrender, soldiers rig the closet door with explosives and detonate the charge, killing him. IDF soldiers surrounding the buildings fire tear gas to disperse stone-throwing Palestinian youths who confront them, hitting 2 (ages 12 and 19) with tear gas canisters, injuring them. PA PM Fayyad denounces the IDF’s failure to coordinate the raids with the Dayton-trained PASF units responsible for security in Nablus, which were in the process of conducting a police investigation of the 12/24 killing. Hamas officials in Lebanon confirm that 2 senior Hamas bodyguards and a 3d person (possibly a Hamas mbr.) were killed and 5 people wounded late on 12/26 in a large explosion at a Hamas office in the Dahiya neighborhood of s. Beirut (Hizballah’s stronghold). At an emergency session in Cairo, the Arab League states unanimously reject the Obama admin.’s request as relayed by King Abdallah (see 4/21) to amend the 2002 Arab League initiative by dropping demands for the Palestinian right of return as a means of jumpstarting comprehensive Arab-Israeli peace talks. The German Defense Min. reports an incident btwn. its naval vessels off the Lebanese coast and the IDF in which 2 Israeli F-16s fired twice and released antimissile flares over a German ship. Israel denies the report, saying that jets were dispatched when a helicopter took off fr. a German boat without identifying itself, but as soon as Israel realized the mistake, the jets broke off. Ma’ariv 3/18 reports that that the financial officer of the Greek Orthodox Church, Nikolaos Papadimas, who has power of attorney for Greek Orthodox Patriarch Irineos, recently signed a secret deal, without Irineos’s permission, to sell the church’s Omar Bin Khattab Square property in the Old City of Jerusalem to Jewish investors fr. abroad and then fled the country with his family, depositing $1.5 m. in a Tel Aviv bank account. The square is a valuable commercial area inside the Jaffa Gate, where 3 prominent Palestinian hotels and a number of shops are located. Irineos denies that he gave permission for the sale, meaning that, by church bylaws, the sale is void.
