In the West Bank, armed Israeli settlers harass and intimidate Palestinians in Hebron. Israeli settlers also bring livestock to graze on Palestinian crops in the Masafer Yatta area. Elsewhere, Israeli settlers set up mobile homes near Tuqu’. Israeli forces shoot and injure 11 Palestinians during raids in Qatanna, Sabastia, Anabta, Zeita, and Tulkarm. Israeli forces also seize printing equipment and a vehicle from a printing shop in Nablus. In Gaza, Israeli forces bomb Khan Yunis, Maghazi, Beit Lahiya, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and Dayr al-Balah, killing more than 150 people, including 70 in a residential building in Jabalia refugee camp, 43 in 2 homes in Khan Yunis, 27 in 2 homes in Dayr al-Balah, and 4 in an UNRWA school sheltering internally displaced people. Israeli snipers also shoot a Palestinian outside of al-Amal Hospital in Khan Yunis. Doctors Without Borders says it will evacuate staff and patients from al-Aqsa Hospital in Dayr al-Balah after Israel orders the evacuation of the area in which the hospital is located, noting that Israel has attacked the area around the hospital for several days. Israel claims it forces have assassinated the commander of the al-Qassam Brigades Nuseirat battalion Ismail Sirah and his deputy Ahmed Wahba. In Lebanon, Israeli forces bomb a home in Kawthariyat al-Siyad 25 miles north of the Blue Line and several places south of Tyre. Hezbollah attacks a group of Israeli soldiers in Avivim and fires 62 missiles at the Meron air base. In the Red Sea, the U.S. says it shot down a drone launched from Yemen. More than 22,750 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 57,910 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 319 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 81 children. More than 3,949 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7, including Israeli soldiers. In addition, 173 Israeli soldiers have been killed and 1,020 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 116 trucks carrying aid enter Gaza via the Rafah and Karim Abu Salem (Kerem Shalom) crossings. U.S. secretary of state Antony Blinken visits Greece and Turkey, meeting with Greek prime minister Kyriakos Mitsotakis in Crete and Turkish president Recep Tayyip Erdoğan and Foreign Minister Hakan Fidan in Istanbul. Blinken later arrives in Jordan ahead of a meeting with King Abdullah II. U.S. senators Chris Van Hollen (D-MD) and Jeff Merkey (D-OR) visit the Rafah crossing. Van Hollen tells reporters that the Israeli authorities are stymying the flow of aid by arbitrarily rejecting supplies from entering Gaza, calling the aid screening process “unnecessarily cumbersome.” A congressional delegation visits Qatar, meeting with prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani and discussing the situation in Gaza. In the West Bank, a Palestinian child succumbed to injuries sustained from Israeli forces in Zawata on 10/30. Israeli settlers opened fire at Palestinian farmers in Beit Umar, causing damage to a vehicle and forcing the Palestinians to flee. Israeli forces shot and killed 2 Palestinians during raids in Tubas and Beit Umar, including a child and a 70-year-old man. Israeli forces also shot and injured 8 Palestinians during raids in Qabatiya, Tubas, and Dheisheh refugee camp. Elsewhere, Israeli forces demolished the family home of senior Hamas member Saleh al-Arouri in Aroura; Israeli forces placed a flag in the rubble of the house saying Hamas equals ISIS. Israeli forces also uprooted 12 olive trees and razed farmland in Farkha. 52 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Nablus, Jenin, Tulkarm, and Ramallah. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli airstrikes killed more than 200 Palestinians. Israel said it had attacked 300 targets in Gaza and assassinated Hamas commanders Nasim Abu Ajina and Ibrahim Biari in airstrikes. The airstrike that Israel claimed killed Biari killed at least 50 people injured 150 in Jabaliya refugee camp and leveled 30 residential buildings; Hamas denied that Israel had killed Biari. Hamas said it killed an Israeli soldier and damaged 2 vehicles near Gaza City. Israel said 15 soldiers had been killed during the ground invasion today. Rockets were fired at Israel causing damage and injuries. Israel said it shot down a drone near Eliat; the Houthi-led government in Yemen claimed responsibility. The Gaza Ministry of Health said at least 8,525 Palestinians have been killed, including around 5,700 women and children, and 21,543 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 125 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 35 children. More than 2,209 have been injured. Israel said 15 soldiers were killed in Gaza, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. 59 truckloads of aid entered Gaza. Amnesty International said Israel had used white phosphorus smoke artillery shells in South Lebanon between 10/10 and 10/16 “indiscriminately, and therefore unlawfully.” Amnesty said Israel injured 9 civilians with white phosphorus in Dhayra on 10/16. The Lebanese civil defense said it was fighting wildfires in South Lebanon that it claimed erupted due to Israel firing white phosphorous shells. (AJ, AP, HA, REU 10/31)

Hamas military spokesperson Abu Obaida said Hamas will release a number of captives who hold non-Israeli passports in the coming days, saying “we do not want to hold them in the Gaza Strip.” Abu Obeida also said the Israeli soldier Israel claimed to have freed on 10/30 was not held by Hamas. Hamas political leader Ismail Haniyeh met with Iranian foreign minister Hossein Amir-Abdollahian in Qatar. The Israeli military issued an temporary order of 2 year minimum sentences for Palestinians in the West Bank who are convicted of having an association with Hamas, Islamic Jihad, the Lions’ Den, and ISIS and 1 year for incitement, attempting to enter a restricted location, and obtaining information about the restricted location in the context of terror organizations. The Wall Street Journal reported that Egyptian prime minister Mustafa Madbouly said Egypt is ready to sacrifice the lives of millions to ensure Palestinians do not flee or are forcefully displaced to Egypt. (HA 10/31)

Bolivia announced that it has severed ties with Israel due to “the aggressive and disproportionate Israeli military offensive taking place in the Gaza Strip.” Israel condemned Bolivia for supporting “terrorism.” Bolivian Israeli ties were restored in 2020 by the right-wing interim President Jaenine Anez after they were first cut by President Evo Morales in 2009. Columbia and Chile recalled their ambassadors from Israel for consultations. Saudi Arabia, Egypt, the UAE, and Jordan condemned Israel’s massive airstrike on the Jabaliya refugee camp. Qatar called the attack “a new massacre against the defenseless Palestinian people.” Scottish first minister Humza Yousaf said “I am sorry to those innocent men, women and children in Jabalia Refugee Camp that the world could not protect you. This blatant disregard for human life must be condemned unequivocally,” calling for a ceasefire. The Arab League reiterated its call for an immediate ceasefire. U.S. president Joe Biden spoke to King Abudullah II of Jordan, discussing humanitarian aid to Gaza. Secretary of State Antony Blinken and Israeli president Isaac Herzog discussed aid and the need to protect civilians in Gaza and the West Bank. U.S. National Security Council spokesperson John Kirby said the U.S. has told Israel that the need for fuel in Gaza was urgent. Responding to a question about Prime Minister Netanyahu comparing Palestinians to the biblical people Amalek, Kirby said, “I am not qualified to speak much on biblical history, but we have been crystal clear on our concern about genocidal behavior about any leader. That is not what we are seeing Israel desire to do,” further claiming that Israel is trying to prevent civilian casualties. U.S. ambassador to the UN Linda-Thomas Greenfield said the U.S. “is deeply concerned by the significant uptick in violence against Palestinian civilians in the West Bank.” The U.S. deployed a F-15E fighter jet squadron and special forces to Jordan. 25 U.S. heavy transport planes also landed in Jordan. The Pentagon said the U.S. has soldiers in Israel helping with identifying captives held by Hamas. The U.S. criticized Lebanon for not filling its presidency, leaving it vacant for 365 days. At the U.S. Senate, a member of Code Pink was removed while castigating Secretary Blinken for U.S. complicity in the Israeli attacks on Gaza, while several others held their hands, covered in red dye, raised. Blinking told the Senate that the U.S. and other countries had discussed the future of Gaza, including having the PA govern there. The U.S. Senate confirmed, in a 53-43 vote, former Treasury secretary Jack Lew as the next U.S. ambassador to Israel. A poll commissioned by the Arab American Institute found that Arab American support for U.S. president Joe Biden has decreased 42% since 2020. 40% of the people polled said they would vote for Donald Trump, 17.4% for Robert F. Virginia attorney general Jason Miyares said he will open an investigation into American Muslims for Palestine (AMP), alleging that the organization was providing support to terrorist organizations and was not fundraising with a proper registration. 4 Belgian transport workers’ unions issued a joint statement calling on their members to refuse to handle military equipment bound for Israel, labelling Israel’s actions in Gaza genocide. (REU 10/31)

Director of the New York office of the UN High Commissioner for Human Rights, Craig Mokhiber, resigned in a letter to UN high commissioner for human rights Volker Turk, saying the UN was failing in its mission to stop genocide in reference to the Israeli attacks on Gaza. Mokhiber accused the U.S., the UK, and parts of Europe of being complicit in the Israeli genocide in Gaza. (GDN, NYT 10/31)

In the West Bank, Israeli settlers fenced off a tract of Palestinian-owned land in Umm al-Ubur in the Jordan Valley. Israeli settlers also vandalized 25 olive trees and grapevines and erected tents at a water spring in Ein al-Beida. Elsewhere, Israeli settlers set fire to crops outside of Qusra. Israeli settlers also destroyed 2 tombstones at a graveyard in Burqa. Israeli forces shot and injured a 2-year-old Palestinian and his father outside of their home in Nabi Salih, claiming to be returning fire at Palestinian militants. The 2-year-old was evacuated by helicopter to a hospital in Israel for treatment and later succumbed to his succumbed to his wounds on 6/5. The Israeli military claimed that the incident would be investigated. Neither the family of the 2-year-old nor others in Nabi Salih had heard any other gun shots than those fired by the Israeli forces. Israeli forces also shot and injured 1 Palestinian at a checkpoint in Deir Sharaf. Elsewhere, Israeli forces issued a notice to a Palestinian family that they will seize 5 dunams (1.25 acres) of land in al-Mughayyir for construction of a military watchtower. Israeli forces also raided several towns in the Tulkarm area, violently dispersing Palestinians protesting the incursions; tear-gas related injuries were reported. 38 Palestinians were arrested during late-night raids in Tuqu, Beit Umar, Fawwar refugee camp, Ramallah, Nablus, Qabatiya, and Kafl Haris. The PA called on UNESCO to help prevent Israel from passing a law that would stifle speech on Palestine by Palestinian teachers in Israel. The law, which has passed 1 reading in the Knesset, would require security checks for Palestinian teachers in schools in Israel. (WAFA 6/1)

Officials from Hamas and Islamic Jihad met with officials from the Egyptian intelligence services. The meetings followed meetings between PA prime minister Mohammed Shtayyeh and Egyptian intelligence chief Abbas Kamal on 5/30. (HA 6/2)

Senior Israeli officials, including Shin Bet chief Ronen Bar, National Security Advisor Tzachi Hanegbi, and Strategic Affairs Minister Ron Dermer met with U.S. officials, including CIA director William Burns, in Washington D.C. In the West Bank, Israeli settlers attacked Palestinian farmers and stole olives from the farmers in Dayr Sharaf near Nablus. Israeli forces clashed with Palestinians during a raid near Ramallah; tear-gas related injuries were reported and 1 glass door was damaged by a tear gas canister. Al-Ibrahimi Mosque was closed by Israeli authorities for Palestinians from midday. 18 Palestinians were arrested, including 17 during late-night raids in and around Tulkarm, Nablus, Jenin, and Bethlehem, and 1 Palestinian was arrested at a checkpoint near Salfit. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. The Israeli security service Shin Bet announced that it had arrested a Palestinian from the West Bank who had planned an attack in Jerusalem close to Israeli election day. According to Shin Bet, the attack was planned with Hamas operatives in Gaza. Elsewhere in the West Bank Israeli forces arrested 16 Palestinians during late-night raids in and around Nablus, Bethlehem, Jenin, Tulkarm, and Ramallah. 3 Palestinian land surveyors were attacked by Israeli settlers in Ras Karkar west of Ramallah; all 3 were treated at a hospital for their injuries. A young Israeli woman is found dead in a forest on the outskirts of West Jerusalem. The circumstances around her death are initially unclear (Israel’s Shin Bet will, on 2/9, report that she was raped and killed by a West Bank Palestinian who was “nationalistically motivated”). In the West Bank, IDF troops detain 2 members of the International Solidarity Movement who were escorting Palestinian students to school through an Israeli security zone in Hebron. They also confiscate a vehicle and arrest 1 Palestinian during a raid near Hebron; and patrol near Nablus, Jenin, Hebron, and Tulkarm. Along Gaza’s border, IDF troops arrest 2 Palestinians attempting to cross into Israel near Jabaliya refugee camp. They also open fire on Palestinian shepherds working near Gaza City and al-Bureij refugee camp, causing no injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya; 1 fisherman is injured. Hundreds of Palestinians in Gaza claim that the PA has not delivered their salaries on time this month. A PA official in Ramallah says that the payments are being delayed due to a “technical fault” and that the delay has nothing to do with PA president Mahmoud Abbas’s efforts to increase pressure on Hamas in Gaza. The World Bank approves a $30 million grant to support the PA’s efforts to improve government transparence and to strengthen the electricity, water, and health sectors of the Palestinian economy. (MNA, WAFA 2/8)

Israeli settlers shoot and kill a Palestinian farmer outside Qusra village near Nablus. The Palestinian press reports that they killed the man when he tried to stop them from entering his fields. According to the Israeli press, the settlers were hiking in the area when a group of Palestinian youths surrounded them and threw stones at them, provoking the shooting. Following the incident, minor clashes break out between Palestinian youths and IDF troops; 2 Israeli soldiers are lightly injured. Also, settlers throw stones at Palestinians and their property in Qusra and nearby Asira village; 10 Palestinians and 1 Israeli soldier are injured in the ensuing clashes. Meanwhile, Israeli forces arrest 10 Palestinian farmers after they refused an evacuation order of their lands near Hebron. The IDF issues arrest summons for 2 Palestinians during raids near Bethlehem, and patrols near Hebron, Tulkarm, and Qalqilya. In East Jerusalem, Israeli settlers assault a Palestinian and her daughter in the Old City, causing light injuries to both. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and later near Jabaliya refugee camp, causing no damage or injuries. Unidentified persons in Gaza fire several mortar shells at IDF troops patrolling along Gaza’s northern border, causing no injuries. The IDF launches strikes on Hamas and Islamic Jihad in Palestine (PIJ) positions in Bayt Hanun, Gaza City, and Rafah (3 Palestinians are injured). The IDF later says that PIJ was responsible for the mortars, and that the attack was likely retaliation for the Israeli demolition of a PIJ tunnel on 10/30 (see JPS 47 [2]). In the Gaza Strip, IDF troops nr. the border fence e. of Gaza City open fire on dozens of Palestinians protesting the delay in reconstruction efforts following OPE, causing no injuries. Israeli forces conduct a limited incursion to level land nr. Bayt Hanun. Off the coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Meanwhile, the IAF conducts mock air raids over the Strip. In the West Bank, IDF troops disperse a group of Palestinians ceremonially planting olive trees in Silwad nr. Ramallah, arresting a senior PA official. During the ensuing clashes, an Israeli settler attacks 2 Palestinian journalists covering the ceremony. The IDF also declares a swath of desert land e. of Jerusalem a closed military zone. IDF troops conduct house searches and arrest raids nr. Hebron, Jenin, and Ramallah; patrol nr. Hebron, Ramallah, Salfit, Qalqilya, and Tulkarm. Elsewhere, Israeli settlers chop down 70 olive trees nr. Hebron. In East Jerusalem, an Israeli settler and his lawyer attempt to evict a Palestinian family from their home in the Old City, which is the last Palestinian-owned home in this area. Meanwhile, 5 Palestinians from al-Tur are indicted on charges relating to a series of attacks on Israeli forces in the last 6 mos. of 2014, which the Shin Bet believes to be a neighborhood-wide conspiracy. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent death of a senior PA official on 12/10 nr. Ramallah, Nablus, Hebron, and 1 village nearby (Bayt Umar), and 1 village nr. Qalqilya (Kafr Qaddum). Two Palestinians are hit by tear gas canisters in Bil‘in and 7 are shot with rubbercoated metal bullets elsewhere. Meanwhile, a Palestinian man throws vinegar at a family of 5 Israeli settlers nr. Bethlehem, lightly injuring all of them. (The Israeli press 1st reported the story as an acid attack.) Another Israeli settler hits the Palestinian man with his car and shoots him in the leg, moderately injuring him. Shin Bet officers arrive soon after to detain the Palestinian man. IDF troops fire tear gas at dozens of Palestinians throwing stones at the soldiers; 1 Palestinian youth and 1 Israeli officer are injured. Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011. Hundreds of thousands of Fatah supporters rally in Gaza City to mark the 48th anniversary of the founding of the movement, the 1st such show of support for Fatah in Gaza since 2007. Pres. Abbas tells the crowds in a televised address that Palestinian national unity is coming soon. Hamas’s acting PM Ismail Haniyeh calls Abbas to congratulate him on the occasion of the anniversary. Following up on his independent ‘‘Blue White Future’’ initiative last quarter (see QU in JPS 164), former Israeli Shin Bet head Ami Ayalon says, ‘‘The paradigm of direct negotiations that was a cornerstone of the [peace] process during the last 20 years is over. It does not work, and it will not work unless we change something,’’ recommending instead that Israel take unilateral action to create a 2-state solution on its own terms. (WT 5/28)

The IDF issues an eviction order to several Jewish settler families who moved into a house in Hebron, near the al-Ibrahimi Mosque/Tomb of the Patriarchs, several days ago that they claim to have purchased fr. the Palestinian owner (who claims the deeds were forged). The IDF cites the settlers for failing to secure the proper permits from the Israeli military to reside in the West Bank, calling their presence “a risk to public order,” and ordering them to vacate the building by 3:00 p.m. local time on 4/3. At its weekly session, the Israeli cabinet gives the IDF the green light to initiate attacks on Hamas targets in Gaza, in addition to hitting sites fr. which rockets and mortars are launched. Some reports suggest the cabinet took a decision to launch a military strike on Gaza and has authorized the IDF chief of staff to prepare to implement previously drafted plans for a ground invasion into Gaza to oust Hamas. Senior Hamas officials in Gaza immediately go underground, fearing assassination. The cabinet also authorizes the Israeli FMin. to launch an international public relations campaign enlisting support for a military offensive against Hamas. In retlatiation for the IDF assasination of its military head Sawalha on 11/9, Islamic Jihad gunmen ambush a detail of IDF soldiers, border police, Jewish settler security officials nr. the Ibrahimi Mosque/Tomb of the Patriarchs in Hebron, killing 4 IDF soldiers, 5 border police, 3 settler guards, injuring 15 soldiers, police, guards in what the IDF terms a “well planned ambush” that included positioning snipers on nearby hilltops; during the 3 hr. exchange of gunfire at least 3 Islamic Jihad mbrs. are also killed. The IDF, Israeli government initially claim that all of those killed and injured were civilian worshipers en route fr. Palestinians also take refuge in Bethlehem's Omar Mosque, Santa Maria Church, the Russian Orthodox Church and hospice; the IDF surrounds those holy sites, occupies Bethlehem University as its main staging area. In Aida and Dahaysha, the IDF orders Palestinian women age 15-25, men age 14-45 to surrender. A Palestinian suicide bomber detonates a device at an IDF checkpoint into Jerusalem, killing only himself, causing no injuries. At least 7 Palestinians are killed today, including 2 motorists ambushed by settler vigilante group Tears of the Orphans and Martyrs (see 3/5) nr. Tulkarm, a mother and son shot by the IDF and allowed bleed to death, a woman shot dead by an IDF sniper as she left a Ramallah hospital (troops fire on medical workers attempting to retrieve her body). 3 Israelis injured in the 3/27 Netanya attack die, bringing the toll of the bombing to 23; 1 Israeli injured in the 3/31 Haifa attack dies, bringing that toll to 16. Israel expands its list of "wanted" Palestinians to include some of Arafat's top aides, including intelligence chief Tawfiq Tirawi, PSF 2d in command in Gaza Rashid Abu Shabak, Fatah tanzim leader Marwan Barghouti, but not PSF heads Dahlan or Rajub.
