In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling between Bethlehem and Hebron; 1 Palestinian child was injured by broken glass in his eye. Israeli settlers also uprooted dozens of Palestinian-owned olive saplings east of Yatta. Israeli forces opened fire at a vehicle with 5 Palestinians inside at a military checkpoint near Jenin, causing damage to the vehicle; no injuries were reported. 7 Palestinians were arrested in and around Hebron, Qalqilya, and Nablus; during a raid in Tammun, Israeli forces seized mobile phones, leading to confrontations with Palestinians; no injuries were reported. During a different raid in Sabastiyya, Israeli forces clashed with Palestinians, leading to tear-gas related injuries. In East Jerusalem, Israeli forces detained the secretary of Fatah in Jerusalem Yasser Darwish and banned him from entry to the West Bank for 3 months. 7 Palestinians were arrested during raids in Issawiyya, the Old City, and al-Tur. In Gaza, Israeli forces opened fire at agricultural lands east of al-Shawka; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 4 nautical miles west of al-Sudaniyya; no injuries were reported. An Israeli court ruled that Israel can demolish 1 school east of Ramallah under the pretext that it was built without a permit. The school enrolls 50 students and was financed by donations from France, Finland, Luxembourg, Ireland, Spain, the UK, and Sweden. (WAFA 10/8; WAFA 10/9)

Israel and Jordan signed a deal allowing airlines from each country to fly over each other’s airspace. (HA 10/8)

Lebanon’s former prime minister Saad Hariri, who resigned after prolonged protests at the end of 2019, said that he is a possible candidate to head the new Lebanese government. (REU 10/8; AJ 10/9)

The U.S. Trump administration announced new sanctions on Iran that effectively shuts off the country from the global financial system. The new sanctions are expected to halt flows of food, medicine, and humanitarian aid to Iran. (AJ, REU 10/8)

In the West Bank, Israeli forces violently dispersed Palestinian protesters during the weekly anti-settlement protest in Kafr Qaddum, leading to tear-gas related injuries. Elsewhere, Israeli forces shot and injured 3 Palestinians trying to enter Israel for work; 2 were shot in the foot and 1 in his mouth. Israeli forces also injured 2 Palestinians during clashes in Dayr Abu Mash‘al; 1 was shot with a rubber-coated bullet and 1 was hit by a tear gas canister. PA president Mahmoud Abbas extended the state of emergency related to COVID-19 in the West Bank for another 30 days. Almost 200 Palestinians in the occupied Palestinian territories have died due to COVID-19. 5 Palestinians were arrested, including 1 during a late-night raid in Taqqua, 3 during a raid in Hebron, and 1 at a military checkpoint near Dayr Sharaf. U.S. president Donald Trump announced that the U.S. had brokered a deal between Kosovo and Serbia which includes Kosovo and Israel normalizing ties and both Kosovo and Serbia establishing embassies in Jerusalem. Secretary-general of the PLO Saeb Erakat said that the U.S. is committed to pressure other countries to violate international law in order to satisfy “Israel’s expansionism.” The PA foreign ministry called the U.S.-brokered deal “blackmailing.” The secretary-general of the Arab League Ahmed Aboul Gheit also condemned the 2 countries’ promise to establish Israeli embassies in Jerusalem. In the West Bank, Israeli forces arrested 2 Palestinians during late-night raids in and around Hebron. In East Jerusalem, the Israeli civil administration approved the construction of 941 settlement units. 11 Palestinians were arrested during late-night raids in and around Issawiya and Jabal al-Zeitoun. In Syria, at least 10 Palestinian refugees were killed and more than 30 were wounded during rocket fire in the Palestinian refugee camp of Neirab near Aleppo. (MNA, WAFA 5/17)

In a speech to American evangelicals, U.S. ambassador to Israel David Friedman said that 1 of the reasons why Israel is growing “stronger” is that “Israel has one secret weapon that not too many countries have, Israel is on the side of God, and we don’t underestimate that.” PLO executive committee member Hanan Ashrawi said in response, “I can’t believe this extreme fundamentalist ideologue is an ambassador.” PLO secretary-general Saeb Erakat said of Ambassador Friedman’s comment, “What ambassador Friedman is telling Palestinians, Christian and Muslims . . . [is] that God is against them (or that they’re enemies of God). This was never an American position.” (NYT 5/14)

The EU and Ireland announced contributions of $23 million to 108,000 Palestinian families in the West Bank and Gaza. 77 percent of the families who will receive funds live in Gaza. (MNA, WAFA 5/14)

Both the ongoing wave of small-scale violence and the Israeli crackdown in the oPt continue. Israeli border police shoot and kill a young Palestinian woman nr. al-Ibrahimi Mosque in c. Hebron after an Israeli officer says he sees her with a knife. Palestinian witnesses dispute the claim. Israeli soldiers assault a Palestinian driver at a checkpoint nr. Nablus. Palestinians throw stones at an Israeli settler’s car nr. Jerusalem, then 1 of them stabs the settler when he exits his car, causing moderate injuries. An Israeli settler shoots and seriously injures a Palestinian youth nr. the Gush Etzion settlement bloc nr. Hebron. After the incident, IDF troops conduct raids in a nearby village, sparking clashes with stone-throwers and injuring 7 Palestinians. A Palestinian stabs and moderately injures an Israeli settler outside the Ariel settlement. Other Israeli settlers then attack and stab the Palestinian and, hours later, the IDF raids a nearby village, arresting the injured Palestinian. Across the West Bank, the IDF conducts patrols, late-night raids, and house searches, arresting 17 Palestinians. In East Jerusalem, Israeli forces conduct late-night raids in Issawiyya, accidentally detonating an improvised explosive device; 1 border police officer is injured in the blast. Further exacerbating Palestinian fears over the Judaization of Jerusalem, the Israeli press reports that PM Netanyahu recently proposed at a cabinet meeting the possibility of revoking the residency status of around 80,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation wall, such as Shu‘fat r.c. According to sources present at the meetings, the cabinet did not discuss the proposal, and Netanyahu called for a separate meeting to discuss it further. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 1 nearby village, in Nablus and 1 nearby village, and 1 village nr. Jenin; patrols in Qalqilya and 1 nearby village, and in 1 village nr. Hebron in the afternoon, and in 2 villages and al-‘Arub r.c. nr. Hebron, 1 village nr. Tulkarm and in Jenin at night. In East Jerusalem, Israeli forces violently disperse dozens of Palestinians planting trees on their land in Anata that had been confiscated, causing no serious injuries. (MNA 3/9; PCHR 3/13)

Palestinian chief negotiator Saeb Erakat says that the U.S. gave a commitment that Israel will release 30 Palestinian prisoners, as planned, on 3/29. Erekat speaks on his return from Washington, where he says that ideas were discussed with U.S. Special Envoy Martin Indyk. Erakat also emphasizes that the Palestinians will not take any unilateral action at the UN for the duration of the 9-mo. schedule for talks, which ends 4/29. Meanwhile in Cairo, Arab League FMs meet and release a statement endorsing PA Pres. Abbas’s rejection of the Israeli demand for recognition as a Jewish state. Speaking to Israeli media, PM Netanyahu says that should both sides accept a U.S.-proposed set of principles for the continuation of talks, negotiations would last at least another year. EU foreign affairs chief Catherine Ashton, on a visit to Tehran, says that reaching a longterm nuclear deal with Iran would be “difficult and challenging,” remarks made at a press conference alongside Iranian FM Zarif. Ashton is in Iran for a 2-day visit, the 1st by an EU foreign affairs chief since 2008.

U.S. Secy. of State John Kerry welcomes the Arab League’s expression of support for reviving peace talks made the previous day, describing it as a ‘‘very big step forward.’’ An Israeli official welcomes the development, but says that the framework will not be a starting point for talks. Justice Minister Tzipi Livni says that the Arab League proposal represents encouragement for the Palestinians that they have regional support for a negotiated agreement. PLO Chief Negotiator Saeb Erekat says that the Arab League’s support for land swaps is nothing new. Meanwhile, Israel’s Construction and Housing Minister Uri Ariel says that his party, Bayit Yehudi, will not back a 2013 budget that does not include full funding for West Bank settlement construction projects. In the Gaza Strip, the IDF makes an air strike nr. Rafah assassinating Hitham al-Mishal, whom Israel accuses of being a Salafist militant responsible for arms manufacturing. In response, Hamas urges Egypt to ensure that Israel stays committed to the truce deal signed at the end of Operation Pillar of Defense in 11/2012 (see QU 167). Israeli naval vessels open fire on Palestinian fishermen twice, once off the central Gaza coast nr. Dayr al-Balah and once off the south Gaza coast nr. Rafah, in the latter case causing damage and 1 injury. IDF forces also make a brief incursion into central Gaza nr. Juhr al-Dikto level land and clear lines of sight along the border fence. In the West Bank, a Palestinian fatally stabs a Jewish settler from Yitzhar at a Tapuach junction bus stop. In retaliation, Jewish settlers riot and attack Palestinians across the West Bank, including blocking roads and throwing stones at passing vehicles. Overall, the Palestinian civil defense report 57 fires across the West Bank caused by settlers, with damage to hundreds of olive and almond trees. In the most serious incident, Jewish settlers from Yitzhar settlement attack a mosque in Urif village and try to set it on fire; and stone a bus carrying Palestinian schoolchildren, injuring 2. The attack on Urif sparks clashes between IDF forces and Palestinians, leaving 4 Palestinians injured. Meanwhile, the IDF patrols in Hebron and 2 villages nr. The Danish FM urges the EU to force stores to label products from Israeli settlements in the West Bank, an initiative relating to a decision taken by EU foreign ministers in 5/2012 to enforce existing legislation regarding settlement produce. (HA 10/3)

In the West Bank, the IDF confiscates Palestinian farmland in the Fukin valley nr. Bethlehem; photographs Palestinian houses in the Umm Rokba area s. of al-Khadir village nr. Bethlehem, an area nr. a settlement outpost where many homes have been served demolition orders. The IDF also raids a school near the al-Ibrahimi Mosque/Tomb of the Patriarchs in Hebron in the morning and patrols in 1 village nr. Hebron (firing sound bombs and rubber-coated bullets, wounding 1 child); patrols in Tulkarm at night, using stun grenades and tear-gas bombs in response to Palestinian stonethrowing, and in 2 villages nr. Abbas briefs Arab League FMs in Cairo on the Ross-Hale visit. The FMs say that they strongly prefer that the Palestinians seek observer-state status via the UNGA rather than full memberstate status via the UNSC so as to avoid a serious confrontation with the U.S., but that they will support whatever he decides to do. Palestinian chief negotiator Erakat says (9/13) that the Palestinians are waiting to hear new proposals being drafted by EU foreign policy chief Catherine Ashton and Quartet envoy Blair before deciding. In Athens, Israel, the PA hold their 1st public high-level talks since Sharon took office. Israeli FM Peres, PA Planning M Shaath, PA Local Government M Saeb Erakat discuss the Jordanian-Egyptian nonpaper, agree to resume security talks. Peres reiterates Sharon's position that negotiations cannot resume until all Palestinian violence ceases but does not reject the nonpaper outright. When the PA team returns to Gaza, IDF troops fire on their convoy as it passes through the Erez crossing, injuring 2 bodyguards. The PA says the IDF attempted to assassinate the security chiefs; the IDF says troops thought they were being shot at fr. the convoy, "acted appropriately."
