In East Jerusalem, 1 Palestinian was arrested during raids in Issawiyya; clashes erupted during the raids. In Gaza, Israeli forces made incursions to level farmland east of Dayr al-Balah. The secretary-general of the PLO Saeb Erakat succumbed to the COVID-19 virus after battling the infection since 10/8. Secretary-General Erakat was moved to a hospital in West Jerusalem on 10/18 and reported to be in critical condition on 10/19. PA president Mahmoud Abbas declared a 3-day mourning period. In the West Bank, Israeli forces violently dispersed Palestinian protesters during the weekly anti-settlement protest in Kafr Qaddum, leading to tear-gas related injuries. Elsewhere, Israeli forces shot and injured 3 Palestinians trying to enter Israel for work; 2 were shot in the foot and 1 in his mouth. Israeli forces also injured 2 Palestinians during clashes in Dayr Abu Mash‘al; 1 was shot with a rubber-coated bullet and 1 was hit by a tear gas canister. PA president Mahmoud Abbas extended the state of emergency related to COVID-19 in the West Bank for another 30 days. Almost 200 Palestinians in the occupied Palestinian territories have died due to COVID-19. 5 Palestinians were arrested, including 1 during a late-night raid in Taqqua, 3 during a raid in Hebron, and 1 at a military checkpoint near Dayr Sharaf. U.S. president Donald Trump announced that the U.S. had brokered a deal between Kosovo and Serbia which includes Kosovo and Israel normalizing ties and both Kosovo and Serbia establishing embassies in Jerusalem. Secretary-general of the PLO Saeb Erakat said that the U.S. is committed to pressure other countries to violate international law in order to satisfy “Israel’s expansionism.” The PA foreign ministry called the U.S.-brokered deal “blackmailing.” The secretary-general of the Arab League Ahmed Aboul Gheit also condemned the 2 countries’ promise to establish Israeli embassies in Jerusalem. In the West Bank, Israeli settlers vandalized Palestinian-owned property in al-Sawiya, slashing tires on 12 cars and writing racist graffiti on houses. Israeli forces delivered demolition orders for 1 park, 1 unpaved road, retaining walls, 1 playground, and 1 storage space in Haris; for several residential structures, 1 barn, and 1 water well south of Hebron; demolished and seized residential shacks and tents south of Hebron; and demolished and seized 1 greenhouse in Sawahara al-Sharqiyya. Thousands of Palestinians protested in Ramallah against Israel’s planned annexation of parts of the West Bank. 7 Palestinians were arrested during raids in and around al-‘Izzariya, al-Khadir, Bayt Fajjar, and Qabatiya. In East Jerusalem, 21 Palestinians were arrested during late-night raids in al-Tur, Wadi al-Juz, Silwan, Issawiyya, and the Old City; during a raid in al-Tur, Israeli forces seized 1 vehicle. PLO secretary general Saeb Erakat, in an op-ed in Haaretz, called on the international community to begin imposing sanctions on Israel to force Israel to back away from annexing parts of the West Bank. (HA 6/8)

In an interview with the New York Times, Hussein al-Sheikh, head of the PA’s general authority of civil affairs, said that if Israel moves ahead with annexing parts of the West Bank the financial repercussions for the PA would mean it would have to cut its $105 million a month in payments for salaries and medical expenses in Gaza. Al-Sheikh also said that the PA forces no longer would extradite Israelis arrested in PA controlled areas and that these would be tried in PA courts. (NYT 6/8)

An Israeli border police officer was convicted of assault and reckless use of a weapon after a court found that she had shot a Palestinian man using a rubber-coated bullet in the back “for fun.” (HA 6/8)

In the West Bank, Israeli forces demolished a car wash and a carpentry shop in Kafr Haris near Salfit. Israeli forces also razed farmland in al-Buqa‘a near Hebron. In East Jerusalem, 7 Palestinians were arrested during late-night raids in Issawiyya. In Israel, Israeli forces demolished the bedouin village al-‘Araqib for the 148th time. PA president Mahmoud Abbas tweeted that the PA is ending all agreements signed with Israel, including security cooperation. The announcement came after Israel’s continued holding back of Palestinian tax revenue and demolition of 13 apartment buildings in Areas A and B on 7/22. Before Abbas’s announcement, the PA’s prime minister Mohammed Shtayyeh said that the division between Areas A, B, and C no longer exists, as Israel violated PA sovereignty in Area A on 7/22. Also on 7/22, the PLO’s secretary general Saeb Erakat made a similar announcement to that of President Abbas’s. (WAFA, WAFA 7/25; AJ, HA 7/26)

In the West Bank, Israeli forces began demolishing 13 apartment buildings housing 70 apartments in Wadi Hummus, located in Areas A and B on both sides of the separation wall. The highly publicized demolitions had 700 Israeli police officers and 200 Israeli soldiers involved and drew condemnation from many different international organizations and countries. During the demolitions, several Palestinians were injured by Israeli forces while protesting the demolitions. Israeli forces also detained the Palestinian owner of 1 of the buildings for several hours; upon his release he was banned from the neighborhood until 7/25. Israeli forces also arrested 16 Palestinians in and around Hebron, Ramallah, Nablus, Jenin, and Qalqilya. In Israel, a Palestinian man from the West Bank was shot by Israeli police after allegedly having pulled out a gun when stopped by the police officers. At a press conference, PLO secretary general Saeb Erakat said that the Palestinian leadership had decided to cancel all agreements with Israel in light of the demolitions in Wadi Hummus. Erakat further said that a request for a meeting at the United Nations Security Council about the demolitions had been made. (WAFA 7/22)

In the West Bank, 3 Israeli activists were detained by Israeli soldiers near an Israeli military base in the Jordan Valley. The 3 activists were looking for a Palestinian shepherd arrested by Israeli soldiers earlier in the day. Israeli forces also arrested 21 Palestinians during late-night raids in and around Hizma, Hebron, Nablus, Urif, Salfit, Tulkarm, and Jenin. PLO secretary general Saeb Erakat tweeted that China and Russia told him that the 2 countries would not attend the 1st stage of the U.S. peace summit in Bahrain in June. (HA 5/27)

The Greek Orthodox, Catholic, and Armenian churches said in a joint statement that they agreed to a multi-million-dollar project to restore the foundations and flooring of the Church of the Holy Sepulchre in East Jerusalem. King Abdullah of Jordan and the Vatican pledged to help finance the restoration project. (HA 5/30)

Israel struck targets in Syria and Lebanon. An Israeli drone 1st struck a surveillance system in Lebanon. Later, Israel struck a target in Quneitra after an anti-aircraft missile was launched from Syria at an Israeli jet that was flying over Syrian airspace. 1 Syrian was killed and 2 others were injured. In the West Bank, Israeli forces arrested 2 Palestinians during late-night raids in and around Hebron. In East Jerusalem, the Israeli civil administration approved the construction of 941 settlement units. 11 Palestinians were arrested during late-night raids in and around Issawiya and Jabal al-Zeitoun. In Syria, at least 10 Palestinian refugees were killed and more than 30 were wounded during rocket fire in the Palestinian refugee camp of Neirab near Aleppo. (MNA, WAFA 5/17)

In a speech to American evangelicals, U.S. ambassador to Israel David Friedman said that 1 of the reasons why Israel is growing “stronger” is that “Israel has one secret weapon that not too many countries have, Israel is on the side of God, and we don’t underestimate that.” PLO executive committee member Hanan Ashrawi said in response, “I can’t believe this extreme fundamentalist ideologue is an ambassador.” PLO secretary-general Saeb Erakat said of Ambassador Friedman’s comment, “What ambassador Friedman is telling Palestinians, Christian and Muslims . . . [is] that God is against them (or that they’re enemies of God). This was never an American position.” (NYT 5/14)

The EU and Ireland announced contributions of $23 million to 108,000 Palestinian families in the West Bank and Gaza. 77 percent of the families who will receive funds live in Gaza. (MNA, WAFA 5/14)

Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Gaza City, al-Bureij refugee camp, Khan Yunis, and Rafah; 2 Palestinians are killed and at least 55 are injured. This brings the death toll stemming from the Great March of Return to 211. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, injuring 2 fishermen and damaging their boat. In the West Bank, IDF troops arrest several Palestinians during raids in ‘Azun near Qalqilya, sparking minor clashes; no serious injuries are reported. They also arrest 1 Palestinian during raids near Hebron and Jenin; and patrol near Hebron throughout the day. Israeli settlers throw stones at Palestinian homes near Hebron, causing minor damage. Approximately 8,000 Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Rafah, Khan Yunis, al-Bureij refugee camp, Jabaliya refugee camp, and Gaza City; 2 Palestinian minors are killed and at least 17 are injured. This brings the death toll stemming from the Great March of Return to 203. Also along Gaza’s border, IDF troops open fire on Palestinian farmers working near Khan Yunis, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, after Israeli settlers confront Palestinian farmers working outside Bayt Fajjar near Bethlehem, IDF troops violently disperse the Palestinians with tear gas; no serious injuries are reported. Israeli settlers open fire on Palestinians outside al-Mughayyir near Ramallah; there are no reports of serious injuries. Near Hebron, settlers claim ownership of a Palestinian home outside al-Arub refugee camp, sparking a violent confrontation between their IDF escort and the Palestinian family that lives there; 1 Palestinian is arrested. Meanwhile, IDF troops conduct raids in al-Bireh, damaging a mosque and sparking clashes with stone-throwing Palestinians; 2 Palestinians are injured. PLO secretary general Saeb Erakat says that Polish officials recently invited the Palestinians to attend the upcoming security conference in Warsaw, where U.S. officials are reportedly set to unveil some details about their long-awaited Palestinian-Israeli peace plan. “Our position remains clear,” he says. “We are not going to attend this conference and reiterate that we have not mandated anyone to talk on behalf of Palestine.” (TOI 2/8; MNA 2/10)

A senior Dutch official says that his government has decided to allow Palestinians living in the Netherlands to register the West Bank or Gaza as their birthplace on official documents. “The Dutch viewpoint that Israel has no sovereignty over these areas,” he says. (HA 2/8; YA 2/11)

Approximately 1,000 Palestinians gather along Gaza’s northern shore to continue the Great March of Return and to cheer on 20 Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 23 Palestinians are injured (1 critically). The Hamas-run Ministry of Health in Gaza states that the critically injured Palestinian was a farmer working in the area, and not a protester. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers chase a number of Palestinian shepherds off their land near Jericho. PA prime minister Rami Hamdallah submits on behalf of his government his resignation to PA president Mahmoud Abbas. “[Hamdallah and his government] will continue to serve our people wherever they are and shoulder all its responsibilities until a new government is formed,” according to a PA statement. Abbas later accepts Hamdallah’s resignation, requesting that he continue to serve until a new government is formed. It’s unclear when that will be. The Egyptian authorities open the Rafah border crossing for passage in both directions for the first of 2 planned days. They have largely kept the crossing closed since 1/5. (ALM 1/31)

One day after Israeli prime minister Benjamin Netanyahu announced his intention not to renew the Temporary International Presence in Hebron (TIPH)’s mandate, PLO secretary-general Saeb Erakat calls on the UN to deploy a permanent international force in the West Bank and East Jerusalem. The UN should “guarantee the safety and protection of the people of Palestine” until “the end of Israel’s belligerent occupation,” he says. Separately, Norway’s Foreign Minister Ine Marie Eriksen Søreide says that Netanyahu’s “one-sided” decision to not renew the TIPH’s mandate is “worrying” and that if could “mean that the implementation of an important part of the Oslo Accords is discontinued.” (AP, YA 1/29; TOI 1/30)

Widely seen as one of the greatest challenges to Israeli prime minister Benjamin Netanyahu, former head of the IDF Benny Gantz officially launches his campaign ahead of the 4/9 Israeli elections. “Under my leadership, the government will strive for peace and will not miss an opportunity to bring about regional change,” he says, pledging to strengthen the “settlement blocs and Golan Heights” and build a “united Jerusalem.” Netanyahu later criticizes Gantz’s speech as just “another speech by [Yesh Atid leader Yair] Lapid. An elderly Palestinian woman dies of complications related to a heart attack at Haram al-Sharif (Israeli forces reportedly prevented an ambulance from reaching her in time to administer the proper treatment). In the West Bank, Israeli forces carry out the punitive demolition of a Palestinian home in al-Amari refugee camp near Ramallah, sparking clashes with residents of the area; at least 56 Palestinian are injured. The home belonged to the Palestinian responsible for fatally injuring an Israeli soldier during clashes in the camp on 5/24. IDF troops shoot, injure, and arrest a Palestinian minor who was allegedly throwing Molotov cocktails at Israeli settler vehicles outside Ramallah earlier in the day. Australian prime minister Scott Morrison announces that the Australian government has decided to recognize West Jerusalem as the capital of Israel. He also says that Australia will not move its embassy from Tel Aviv to Jerusalem until a final peace agreement is reached. Morrison’s announcement draws criticism from Israelis and Palestinians alike. PLO secretary general Saeb Erakat calls on Arab and Muslim countries to sever all ties with Australia. PLO secretary general Saeb Erakat says that the PLO Central Council’s 10/29 decision to sever all ties with Israel until Israel recognizes the State of Palestine will be implemented gradually. “There will be no jumping in the air because the issues are not slogans.” (WAFA 10/30)

A Palestinian driver allegedly rams his vehicle into a group of Israeli soldiers near Bethlehem, lightly injuring 4. Elsewhere in the West Bank, IDF troops throw a stun grenade at a Palestinian minor in Hebron; he loses 3 fingers when the grenade detonates. It’s unclear what prompted the attack. Israeli soldiers also shoot and injure a Palestinian at a checkpoint near Bethlehem. The IDF arrests 12 Palestinians and issues 1 arrest summons during raids near Ramallah, Bethlehem, Tulkarm, and Hebron; and patrols near Tulkarm. Meanwhile, hundreds of Palestinians gather in Ramallah to protest the PA’s punitive restrictions on Gaza, chanting “scrap the sanctions” and calling for national reconciliation. In contrast with their response on 6/13, PA security forces do not violently disperse the demonstration. Along Gaza’s border fence, 7 fires break out in Israeli farmland near the fence. PLO secretary-general Saeb Erakat says that U.S. president Trump’s son-in-law and senior advisor Kushner and Special Representative Greenblatt have been pushing to “liquidate” the Palestinian refugee issue during their trip to the Middle East this week. “They want to terminate the role of the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA) by proposing direct aid to the countries hosting the Palestinian refugees and sideline the UN agency,” he says. “On top of this, they are planning financial aid to the Gaza Strip worth $1 billion for projects, also separate from UNRWA and under the title of solving a humanitarian crisis.” (HA, TOI, WAFA, YA 6/23)

The U.S. State Department announces that the new U.S. embassy in Israel will open in Jerusalem in 5/2018, implementing President Trump’s 12/6/17 pledge to move the embassy from Tel Aviv. The embassy is set to open with ambassador David Friedman and a skeleton staff working out of an existing U.S. facility in the Arnona neighborhood. “This decision will turn the 70th anniversary of Israeli independence into an even bigger celebration,” says Israeli PM Netanyahu. “Thank you, President Trump, for your leadership and your friendship.” Palestine Liberation Organization (PLO) secretarygeneral Saeb Erakat says, “The U.S. decision to recognize Jerusalem as Israel’s capital and now to move its embassy on the eve of marking 70 years since the Nakba [. . .] shows the determination of the U.S. administration to violate international law, destroy the 2-state solution, and provoke the feelings of the Palestinian people, as well as of all Arabs, Muslims, and Christians around the globe.” (AP, HA, JP, TOI, WAFA 2/23)
