In the West Bank, Israeli settlers assaulted 3 Palestinians in Burqa and threw stones at vehicles and homes in the town. Israeli forces closed the main road between Nablus and Qalqilya, impeding Palestinian movement. Israeli forces also leveled 3 dunams (0.75 acres) of land planted with olive trees near Wadi Rahal. 24 Palestinians were arrested during late-night raids in Silwad, Ramallah, Huwwara, Qalqilya, Ya‘bad, Yatta, Sa‘ir, and Bani Na‘im. In East Jerusalem, 5 Palestinians were arrested during raids. In Gaza, Israeli forces opened fire at Palestinians east of Khuza‘a and Maghazi; no injuries were reported. The PA announced it had finished its investigation into the killing of Al Jazeera journalist Shireen Abu Akleh, concluding that Israel deliberately killed her. The PA findings are aligned with investigations made by AP and CNN, and with eyewitness accounts. Israel called the PA conclusion “a blatant lie.” The investigation found that the bullet that hit Abu Akleh was a 5.56 mm round used by NATO forces and that it was fired from 186 yards. The PA will not hand over the bullet to Israel, as Israel had requested. The PA handed a copy of its investigation to the U.S. (AJ, AP, AX, HA, REU, WAFA, WAFA 5/26)

PA president Mahmoud Abbas appointed PA minister for civil affairs Hussein al-Sheikh the new secretary-general of the PLO Executive Committee. The position of secretary-general had been vacant since Saeb Erakat passed due to complications from the COVID-19 virus on 11/10/2020. (HA, MEE, WAFA 5/26)

Al Jazeera said it was preparing a file to be sent to the ICC pertaining to the Israeli killing of its journalist Abu Akleh and the Israeli bombing their offices in Gaza in May 2021. (AJ, MEE, REU 5/26; AP, HA 5/27)

The Iraqi parliament approved a law criminalizing the normalization of Israel, with 275 out of 329 votes in favor. The law applied to all Iraqi citizens, state and independent institutions, and foreigners working in Iraq. Violations of the law can be punishable by death sentences or life imprisonment. 83 Democrats in the U.S. house and senate signed a letter to U.S. secretary of state Antony Blinken urging him to intervene against Israeli plans to forcefully displace more than 1,000 Palestinians living in Masafer Yatta, an area Israel has converted into a firing zone. The letter underscored that the Israeli move “could further undermine efforts to reach a two-state solution” and contravenes international law. (ALM, HA 5/26; MDW, MEE, WAFA 5/27; TOI 5/31)

The U.S. company Meta, which operates Facebook, turned down an Israeli request to block a Facebook page Israel claims is “clearly linked to Hamas.” Meta said that the Israeli claim did not hold any merit. (HA 5/26)

In the West Bank, Israeli settlers emptied sewage and wastewater on Palestinian agricultural lands in Dayr al-Hatab near Nablus. Israeli settlers also attacked 2 Palestinian journalists from WAFA as they were reporting on settler encroachment in Dayr Istya. Israeli forces demolished 1 residential structure and 1 water well, and seized 1 vehicle and 1 power engine near Tubas. 9 Palestinians were arrested during late-night raids in and around al-‘Arub refugee camp, Bethlehem, Qalandia refugee camp, Qalqilya, and Izzariya. In East Jerusalem, Israeli authorities issued demolition orders for 13 Palestinian-owned houses in Silwan inhabited by 76 people. 10 Palestinians were arrested in and around the Old City and Issawiyya, including 2 Waqf guards. Israel handed over control of 3 power stations to the PA. PA prime minister Mohammed Shtayyeh supported the deal and said the PA “seek[s] to establish a single Palestinian power company” that will be responsible for electric supply in all the West Bank. The PA took control of another power station in Jenin in 2017. At the same time, Israel granted the Israeli company Bezeq a license to operate in the West Bank, a move that the PA Ministry of Telecommunications and Information Technology condemned. The PA ministry said that the move impedes the development of Palestinian telecommunication development. (WAFA 10/19; HA 10/20)

U.S. president Donald Trump said that the U.S. would remove Sudan from the U.S. list of state sponsors of terrorism if Sudan paid $355 million to American victims of terror attacks in Kenya and Tanzania in 1998. The U.S. has been pressuring Sudan to normalize ties with Israel and some analysts believed that a normalization deal was being worked on despite Trump not mentioning it in his statements. In the West Bank, Israeli forces arrested 8 Palestinians during late-night raids in and around Jenin, Tubas, Nablus, Jericho, and Bethlehem. In East Jerusalem, 1 Palestinian was shot and injured during a confrontation with Israeli forces that was sparked by a demolition of a 5-story Palestinian-owned building in Jabal Mukabir. In Gaza, incendiary balloons were sent toward Israel from Gaza, causing fires, and 1 rocket was launched at Israel. Israel fired missiles at Gaza near Rafah, Gaza City, Bayt Hanun, and Bayt Lahiya, causing damage; no injuries were reported. The Gaza power plant stopped producing electricity as Israel stopped all deliveries of fuel to Gaza on 8/13. Palestinians in Gaza only have between 3-4 hours of electricity a day, as opposed to 8-12 hours, because of the power plant closure. (AJ, HA, REU, WAFA 8/18)

Secretary general of the PLO Saeb Erakat attacked the Arab League and the Organization of Islamic Cooperation for not condemning the UAE’s move toward normalization, violating the Arab countries’ consensus of not making agreements with Israel until Israel and Palestinians have negotiated a peace agreement. PA president Mahmoud Abbas called the UAE-Israel deal nonsense and said that the UAE “have turned their backs on everything: the rights of the Palestinian people, the Palestinian state, the two-state solution, and the holy city of Jerusalem.” At the meeting, attended by officials from Hamas and Islamic Jihad, Abbas praised the steps toward Palestinian organizational unity. Israeli prime minister Benjamin Netanyahu denied reports that Israel would support U.S. sales of advanced weapons to the UAE as part of the normalization deal between the 2 countries. A spokesperson for the Sudanese foreign ministry said that Sudan is looking at normalizing relations with Israel; however, after Prime Minister Netanyahu welcomed the news and said the dialogue had been going on since 2/2020, the Sudanese foreign ministry walked back the announcement, saying that normalization had not been discussed. Approximately 1,000 Palestinians gather along Gaza’s northern shore to continue the Great March of Return and to cheer on 20 Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 23 Palestinians are injured (1 critically). The Hamas-run Ministry of Health in Gaza states that the critically injured Palestinian was a farmer working in the area, and not a protester. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers chase a number of Palestinian shepherds off their land near Jericho. IDF troops arrest 11 Palestinians during late-night raids near Jenin, Hebron, Ramallah, and Nablus; and patrol near Hebron and Bethlehem. PA prime minister Rami Hamdallah submits on behalf of his government his resignation to PA president Mahmoud Abbas. “[Hamdallah and his government] will continue to serve our people wherever they are and shoulder all its responsibilities until a new government is formed,” according to a PA statement. Abbas later accepts Hamdallah’s resignation, requesting that he continue to serve until a new government is formed. It’s unclear when that will be. The Egyptian authorities open the Rafah border crossing for passage in both directions for the first of 2 planned days. They have largely kept the crossing closed since 1/5. (ALM 1/31)

One day after Israeli prime minister Benjamin Netanyahu announced his intention not to renew the Temporary International Presence in Hebron (TIPH)’s mandate, PLO secretary-general Saeb Erakat calls on the UN to deploy a permanent international force in the West Bank and East Jerusalem. The UN should “guarantee the safety and protection of the people of Palestine” until “the end of Israel’s belligerent occupation,” he says. Separately, Norway’s Foreign Minister Ine Marie Eriksen Søreide says that Netanyahu’s “one-sided” decision to not renew the TIPH’s mandate is “worrying” and that if could “mean that the implementation of an important part of the Oslo Accords is discontinued.” (AP, YA 1/29; TOI 1/30)

Widely seen as one of the greatest challenges to Israeli prime minister Benjamin Netanyahu, former head of the IDF Benny Gantz officially launches his campaign ahead of the 4/9 Israeli elections. “Under my leadership, the government will strive for peace and will not miss an opportunity to bring about regional change,” he says, pledging to strengthen the “settlement blocs and Golan Heights” and build a “united Jerusalem.” Netanyahu later criticizes Gantz’s speech as just “another speech by [Yesh Atid leader Yair] Lapid. Israeli forces violently disperse them in al-Bireh, Hebron, Qalqilya, Bethlehem, Ramallah and nearby Nabi Salih, Nablus, Tulkarm, across East Jerusalem (Issawiyya, al-Tur, and the Old City), and along Gaza’s border near Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, Rafah, and Gaza City; 2 Palestinians are killed, approximately 100 are injured (including 4 journalists), and at least 20 are arrested. Meanwhile, IDF troops shoot, injure, and arrest a Palestinian at the entrance to al-Bireh near Ramallah. The UNSC convenes a special session to discuss Trump’s 12/6 recognition of Jerusalem as Israel’s capital. The Czech Foreign Ministry denies rumors that Pres. Zeman intends to move the Czech embassy to Jerusalem and reaffirms Czech commitment to European Union (EU) policy regarding the Palestinian-Israeli conflict, including the issue of Jerusalem. Later, EU foreign policy chief Federica Mogherini confirms that the Czech Republic intends to conform to the EU’s position on Jerusalem. (HA, WAFA 12/8)

A small Salafi group fires a rocket from Gaza into Israel, which explodes in Sderot, causing no injuries and minor damage. Holding Hamas responsible, the IDF fires tank shells and launches at least 25 air strikes on Hamas military sites in Bayt Hanun, Khan Yunis, and Gaza City, causing substantial damage. After the air strikes, the Israeli press reports that Hamas sent a message via a 3d party pledging to try to deescalate tensions and to stop small armed groups from firing more rockets. Meanwhile, an Israeli jet crashes on its return trip from a sortie in Gaza, killing the pilot and injuring another Israeli airman. The IDF lifts its 3-day general closure of the West Bank overnight, allowing Palestinians in the West Bank and Gaza to use border crossings into Israel again. They also lift their 1.5 mo. closure of Kifl Haris village nr. Salfit. The village was closed after reports of stonethrowing in the area. Elsewhere in the West Bank, Israeli forces level 36 dunams (9 acres) of Palestinian land nr. Hebron, destroying numerous plum and olive trees. IDF troops arrest 17 Palestinians during late-night raids and house searches nr. Ramallah, Hebron, Tulkarm, and Bethlehem. In East Jerusalem, Israeli forces arrest 15 Palestinians during raids in Issawiyya and al-Tur. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City and Khan Yunis, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working nr. Gaza City, causing no injuries. A delegation of ICC officials, including chief prosecutor Bensouda, arrives in Israel for a 5-day educational visit. They will meet with both Israeli and Palestinian officials. Bensouda is still conducting the preliminary examination into alleged war crimes that she initiated in 1/2015 at the Palestinians’ request. However, the ICC officials explicitly state that they are not in Israel to “engage in evidence collection in relation to any alleged crimes” or to “assess the adequacy of the respective legal systems to deal with crimes that fall within ICC jurisdiction." Israeli naval forces intercept the ship Zaytouna around 35 naut. mi. off the coast of Gaza and peacefully arrest its all-female crew of solidarity activists. The takeover and escort to the port of Ashdod are “uneventful,” according to the IDF. The women are then detained at Givon Prison ahead of their likely deportation. PLO secy.-gen. Saeb Erekat says, “We strongly condemn the Israeli aggression today against the international flotilla that attempted to break the illegal Israeli siege over 1.8 m. people in Gaza.” (EI, HA, MNA, NYT, WAFA 10/5)

In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. In the Gaza Strip, the IDF continues its assault, launching air strikes on approximately 47 targets, killing 38 Palestinians and injuring dozens. Among the 38 are 3 high-ranking commanders in al-Qassam Brigades, who are killed overnight by Israeli fighter jets in Rafah. Five Palestinian civilians are also killed in the strike and at least 40 are injured. The armed Palestinian groups fire 109 rockets and mortars into Israel, with 7 landing in built-up areas and 13 intercepted by Iron Dome batteries. One Israeli man is injured with mortar shrapnel nr. Eshkol. Meanwhile, Hamas executes 3 alleged collaborators with Israel, and arrests 7 others. In the West Bank, IDF troops level land nr. Salfit to clear space for an Israeli settlement to expand. Also, the IDF conducts house searches and raids in 4 villages nr. Hebron, Dayr Istya, ‘Askar r.c., al-Bireh, and Bayt Liqya, arresting 9 and issuing summons to 2. Clashes break out with Palestinians in Bayt Liqya, and the Israeli soldiers open fire with live ammunition, tear gas canisters, and sound bombs. Separately, the IDF conducts 4 separate incursions into Hebron and 3 villages n. of Jericho. There is no major diplomatic progress as disagreements that led to the breakdown of talks on 8/19 remain between the Palestinian factions and the Israeli negotiators. Mishal says in an interview with Turkish Anadolu News Agency that Hamas will keep fighting until Israel meets its terms for a permanent truce, while Israel’s Maj. Gen. Yoav Mordechai says that Israel will not hold cease-fire negotiations as long as rocket fire from Gaza continues. PA Pres. Abbas travels again to Doha where he will meet with Qatari emir Bin Hamad al-Thani and Hamas leader Mishal to discuss the continued Israeli assault and possible future cease-fire negotiations. In the Gaza Strip, Palestinians continue to undertake emergency relief efforts, uncovering many bodies of people killed earlier during Israel’s Operation Protective Edge (OPE), while many more Palestinians succumb to injuries. The Israel Defense Forces (IDF) and the armed Palestinian groups continue to hold to the 5-day cease-fire. In the West Bank, a group of Israeli settlers in Hebron throws stones at Palestinian houses on al-Shuhada Street and IDF troops arrest 1 Palestinian in the clashes that follow. The IDF conducts raids on several houses in Dayr Istya, and patrols in 2 villages n. of Jenin. During the day, the IDF conducts 13 other incursions into various areas of the West Bank. There are no talks held today between Egyptian mediators, the Palestinian delegation, and Israeli negotiators. Hamas head of foreign affairs Usama Hamdan responds to the Egyptian proposal of 8/15, saying Israel must accept the demands of the Palestinian people or face a long war, and that the proposal was, therefore, insufficient. Head of the Palestinian delegation and senior Fatah official Azzam al-Ahmad says that he is quietly optimistic that a long-term agreement can be reached before the 5-day cease-fire expires on 8/18. Meanwhile, in a televised speech from Ramallah, Palestinian Authority (PA) Pres. Mahmud Abbas says that the “goal is to stop the fighting and to stick to the Egyptian initiative, and no other,” in an implicit reference to efforts by Qatar and Turkey to serve as alternative diplomatic channels. PLO chief negotiator Saeb Erakat meets with Hamas political office chief Khalid Mishal and urges him to continue talks with Israel based on the Egyptian initiative. In Tel Aviv, thousands of demonstrators gather in Rabin Square to protest the ongoing assault on Gaza with the slogan “Changing direction: toward peace, away from war.” Counterprotesters also congregate in Rabin Square, but Israeli police keep the groups separate. (HA, JP 8/16)

Meanwhile, the Qatari govt. announces that it will donate $1,000 to each Palestinian family whose home has been destroyed during the Israeli assault, of which there are reportedly 797. The funds will be disbursed through the Qatari Comm. for Rebuilding the Gaza Strip. (JP 8/17)

In the Gaza Strip, Palestinians fire 2 rockets into s. Israel, causing no damage or injuries. Israeli PM Netanyahu holds Hamas responsible for any attacks launched from the territory. The Israeli military conducts 1 air strike each in Gaza City and nr. Bayt Lahiya, causing some structural damage and wounding 2. In the West Bank, the IDF conducts house searches and arrest raids in Hebron in the afternoon, and in 1 village nr. Jenin at night; patrols in Jenin and Hebron in the morning, in Jenin in the afternoon, and in 1 village and al-Fawar r.c. nr. Hebron and in 1 village nr. Jenin at night. Anonymous Israeli officials tell AFP that the govt. will announce plans for new settlement construction next week, to coincide with the scheduled release of Palestinian prisoners on 12/29. In response, Palestinian chief negotiator Erakat warns against such a step, saying that the Palestinians are ready to seek membership in 63 international organizations, including the International Criminal Court. An anonymous senior EU diplomat tells Israeli television that “there will be very little understanding from the European governments” to any such announcement. (AFP, HA, JP 12/26)

Justice Minister Tzipi Livni says that the Arab League proposal represents encouragement for the Palestinians that they have regional support for a negotiated agreement. PLO Chief Negotiator Saeb Erekat says that the Arab League’s support for land swaps is nothing new. Meanwhile, Israel’s Construction and Housing Minister Uri Ariel says that his party, Bayit Yehudi, will not back a 2013 budget that does not include full funding for West Bank settlement construction projects. In the Gaza Strip, the IDF makes an air strike nr. Rafah assassinating Hitham al-Mishal, whom Israel accuses of being a Salafist militant responsible for arms manufacturing. Israeli naval vessels open fire on Palestinian fishermen twice, once off the central Gaza coast nr. Dayr al-Balah and once off the south Gaza coast nr. Rafah, in the latter case causing damage and 1 injury. IDF forces also make a brief incursion into central Gaza nr. Juhr al-Dikto level land and clear lines of sight along the border fence. In the West Bank, a Palestinian fatally stabs a Jewish settler from Yitzhar at a Tapuach junction bus stop. Israeli DM Ehud Barak tells a security conference in Munich that Israel means what it says with regard to threats to take preemptive action against its enemies. The comment is taken as hint of admission that Israel was behind the air strike in Syria. U.S. officials now say that the attack targeted a weapons shipment bound for Lebanon but also caused collateral damage to a nearby research center, an explanation for the discrepancy between accounts of the target (see 1/30, 1/31). Meanwhile, UK newspaper the Sunday Times reports that Israel is considering establishing a 10-mi. buffer zone inside Syria to protect itself from rebels. (AP, JP, WP 2/3)

The EU criticizes Israel’s settlement expansion plans in a statement released at a meeting of foreign ministers in Brussels. Sweden’s FM Carl Bildt says European governments are increasingly frustrated by the settlement policy. The ministers also emphasize that the EU’s agreements with Israel only apply to the pre-1967 territory, which a diplomatic source tells the Israeli media could be a sign of future action related to settlement products. Israeli PM Benjamin Netanyahu says that construction plans for the E1 area e. of Jerusalem do not prevent the eventual emergence of a Palestinian state, and repeats the offer of direct talks with Mahmud Abbas ‘‘without preconditions.’’ Meanwhile, Palestinian cheif negotiator Saeb Erakat outlines 3 conditions for a return to talks: (1) agreement that the goal of the peace process is a withdrawal to the 1967 borders; (2) restarting negotiations from the point they were halted; and (3) setting a 6-mo. timetable for agreement on all final-status issues. Israeli PM Netanyahu says that Iran is getting closer to being able to build a nuclear bomb and that 2013 will be the year to confront the issue. Western diplomats say that Israel is suspected to be behind a series of leaks, intended to increase pressure, about Iranian nuclear weapon experiments. PA res. Abbas gives an interview to Israeli television in which he says there will be no 3d intifada and that he will not seek a return to inside Israel’s pre-1967 borders. His comments are welcomed by Israeli pres. In Amman, Palestinian and Israeli negotiators meet for the 4th time. Molcho and Erakat clash, when Molcho, without advanced notice, brings a military expert to the talks to lay out security concerns that Israel wants the Palestinians to address in amending their initial security and borders proposals. Erakat balks, stating that the sides are not at the stage of negotiating and Israel was attempting to ambush the Palestinian side. The Palestinian team for the 1st time complains publicly that Israel has not offered its comprehensive position papers on borders and security as requested by the Quartet. Israeli officials say the 3-mo. period for them to produce detailed papers only began running with the 1st meeting on 1/3, and they therefore have until 4/3. The Quartet does not comment.
