In the West Bank, Israeli settlers set fire to a Palestinian-owned vehicle in al-Zawiya. An Israeli settler also rams a flock of sheep with his car in Kisan, killing 1 and injuring others. Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Qusra. Israeli forces also open fire at a Palestinian vehicle traveling in Hebron before arresting the driver. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Baqa al-Hatab, Jenin, Hebron, Tubas, and Tulkarm. In East Jerusalem, Israeli forces prevent the movement of Palestinian worshippers to the Haram al-Sharif compound, limiting the entry to 13,000 worshippers for Friday prayers. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Beit Lahiya, killing at least 112 people. Israeli forces shoot and kill 4 Palestinians at al-Amal Hospital, including the Palestine Red Crescent Society’s director of the youth and volunteers department Hedaya Hamad. In Lebanon, Israeli forces bomb Tayr Harfa, Wadi Hassan, Majdal Zoun, Marwahin, Zibqin, and Jabal Balat. In Syria, Israeli forces bomb Damascus, killing an Iranian national and causing damage. In Yemen, Houthi militants fire a ballistic missile at Eilat, which Israel says is intercepted over the Red Sea. More than 27,131 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,287 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,391 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 222 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNICEF says it estimates that 17,000 Palestinian children in Gaza have been left separated from their families during the Israeli assault on Gaza and that nearly all children in Gaza require mental health support. Hamas official Osama Hamdan says the ceasefire proposal by Israel, Egypt, Qatar, and the U.S. is not acceptable, saying a permanent ceasefire is needed. Hamdan also says Hamas demands the release of Marwan Barghouthi and Ahmad Saadat in a prisoner swap as part of the deal. Al-Haq, Al Mezan, and the Palestinian Centre for Human Rights condemn the decision by the U.S., Germany, the UK, Canada, Australia, Italy, the Netherlands, Sweden, Finland, Estonia, Iceland, Japan, Austria, Latvia, Lithuania, and Romania to suspend funding for UNRWA, calling their decisions collective punishment of Palestinian refugees. Israeli defense minister Yoav Gallant says Israel will not stop attacking Lebanon if a ceasefire deal is reached in Gaza. MK and former defense minister Avigdor Liberman tells the Jerusalem Post that Egypt should control Gaza, Jordan should control Area A and parts of Area B of the West Bank, while Israel annexes Area C and parts of Area B. U.S. ambassador to the UN Linda Thomas-Greenfield says an Algerian-circulated draft resolution calling for a ceasefire in Gaza could jeopardize “sensitive negotiations” for a temporary ceasefire. (REU 2/2)

U.S. senator Bernie Sanders (D-VT) says he will introduce an amendment to the foreign aid supplemental package that would cut $10.1 billion in “offensive weaponry funding” to Israel, saying the U.S. “must end its complicity in the nightmare unfolding in Gaza.” (AJ 2/2)

In the West Bank, Israeli forces shot and killed 1 Palestinian man during a late-night raid in Tubas; Islamic Jihad said the man was a member of the organization, and PCHR said the man was throwing stones at Israeli forces but posed no imminent threat to them when they shot him from a distance of 33 yards; 2 Palestinians were arrested during the raid. Israeli forces also demolished 1 grocery store, 1 vegetable store, and 1 gas station near Qalandia and demolished 1 residential structure and 5 agricultural structures in Tarqumiyah, displacing 4. Elsewhere, Israeli forces fired tear gas at Palestinian pupils heading to a school in al-Lubban ash-Sharqiya, injuring 1 with a tear gas canister to his arm and some 70 with tear gas. 11 Palestinians were arrested, including 8 during late-night raids in Ya‘bad, Bayt Dajan, and Zababdeh; 3 were arrested while driving near Beita. In East Jerusalem, 1 Palestinian family demolished their own home in Ras al-Amud In Gaza, Israeli forces opened fire at Palestinian agricultural lands east of Maghazi; no injuries were reported. It was reported in Israeli media that PA president Mahmoud Abbas met with new director of the Shin Bet Ronen Bar in the last week. The 2 were said to have discussed security coordination and efforts to reach a long-term ceasefire between Israel and Hamas. Director Bar had also in recent days held meetings with head of Egyptian intelligence Abbas Kamel and Jordanian officials. (HA, JP, MEMO 11/16)

An Israeli military court refuted claims by defense and foreign ministers Benny Gantz and Yair Lapid that a Spanish woman working for Health Work Committees had any links to the 6 Palestinian rights organizations that Israel last month deemed terrorist. The 2 ministers had tried to justify the designation by using the conviction of the Spanish woman as evidence, which the military court then rejected. The Spanish woman was also sentenced by the military court to 13 months in prison and a fine of $16,000 after entering a plea deal. (HA 11/16; AP, TOI 11/17)

The cybersecurity firm ESET published a report saying that the Israeli spyware company Candiru’s spyware was used to hack 20 websites in the UK, Yemen, South Africa, Italy, Iran, and Syria, including Middle East Eye. U.S. ambassador to the UN Linda Thomas-Greenfield met with Israel’s defense minister Benny Gantz in Israel. According to the readout from the meeting, Ambassador Thomas-Greenfield urged Gantz to curb settlement activity. (HA 11/16; MEMO 11/17)

Palestine Legal submitted a civil rights complaint against the George Washington University (GWU) to the DC office for human rights for discriminating against Palestinians. High-level GWU administrators had forced its employees to cancel a session for Palestinian students experiencing trauma related to the Israeli assault on Gaza in May. Also along Gaza’s border, IDF troops open fire on Palestinian farmland near Khan Yunis, causing no serious damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats working near Bayt Lahiya, causing no damage or injuries (3 fishermen are arrested). In the West Bank, Israeli settlers puncture the tires of 20 Palestinian vehicles and leave racist graffiti on nearby walls in Asira and Huwwara villages near Nablus. Separately, settlers puncture the tires of several Palestinian vehicles in Bayt Iksa near Jerusalem. After a second day of clashes and confrontations at Khan al-Ahmar, a Bedouin village near Jerusalem slated for evacuation and demolition, Israel’s High Court of Justice issues a temporary freeze on the demolition orders amid a dispute over land ownership. During the clashes, 3 international activists are detained and 4 vehicles belonging to activists and journalists are impounded. Meanwhile, The UK, France, Germany, Italy, and Spain jointly convey a formal protest to the Israeli authorities over their plans to demolish the village, warning that such demolitions make a two-state solution less viable. UN officials also protest the demolition plan. UK, Italian, Swedish, Belgian, Norwegian, Finnish, Danish, Swiss, German, Spanish, and Irish diplomats all visit Khan al-Ahmar today. In the West Bank, Israeli forces confiscate a length of water pipe in Bardala village near Jericho and a residential tent outside Susiya near Hebron. They also patrol near Nablus, Tulkarm, Qalqilya, and Hebron. Israeli settlers cut down 350 grapevines in Palestinian farmland near Bethlehem. They leave racist graffiti at the scene as well. In East Jerusalem, Israeli forces demolish 4 agricultural buildings, a gas station, and a car wash in Hizma village and arrest 2 Palestinians during raids in Issawiyya and the Old City. Along Gaza’s border fence, IDF troops open fire on a Palestinian riding a motorcycle near Dayr al-Balah, causing no damage or injuries. Off the coast of Gaza nr. Bayt Lahiya, Israeli naval forces fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, hundreds of Jewish Israelis visit a religious site in a Palestinian village nr. Salfit after IDF troops raid the village, shut down all the entrances, and force all the stores to close. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in c. Hebron, 5 areas nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin, Silwad, and Jalazun r.c.), and 2 villages nr. A ship sailing to Italy from Egypt full of around 500 migrants—including Palestinians fleeing Gaza, Egyptians, and Sudanese— capsizes in the Mediterranean after another ship of human traffickers rams their vessel. Approximately 450 of the passengers are killed or unaccounted for, and the survivors are picked up by various vessels and taken to Sicily, Crete, and Egypt. The Egyptian govt. releases few details about the incident and the Egyptian media largely ignores the story. (NYT 9/15; AP, NYT 9/19)

U.S. Pres. Obama authorizes air strikes in Syria, for the 1st time, and further attacks in Iraq targeting the so-called Islamic State in Iraq and al-Sham (ISIS) group. The new target list will include ISIS’s “leadership, logistical, and operational capability,” in an attempt to “deny [the group] sanctuary and resources to plan, prepare and execute attacks.” (AP, REU 9/10)

In the Gaza Strip, the IDF continues its assault on the Gaza Strip, killing 151 Palestinians, except during a 12-hour humanitarian cease-fire. There are no Israeli strikes during the pause, but IDF troops continue to destroy tunnels. During the pause, residents of Gaza stock up on supplies and inspect the damage done to property. The armed Palestinian groups fire rockets into Israel both before the 12-hour humanitarian cease-fire and immediately after, causing no serious damage or injuries. The IDF announces that 2 soldiers died of their wounds. In the West Bank, IDF troops clash with Palestinians nr. Hebron, at the funeral for a man killed the previous day in al-‘Arub r.c., causing no serious injuries. IDF troops shoot and wound 6 Palestinians with live ammunition in n. Bethlehem, during clashes nr. Rachel’s Tomb. In Bayt Furik nr. Nablus, IDF troops injure 5 with live ammunition during clashes with residents. In the morning, U.S. Secy. of State Kerry and senior European diplomats, including the FMs of France, Britain, Germany, and Italy, as well as their counterparts from Qatar and Turkey, meet in Paris and call for an extension of the 12-hour humanitarian cease-fire. French FM Fabius, speaking for the group, says that they all “want to obtain, as quickly as possible, a durable, negotiated cease-fire that responds both to Israeli needs in terms of security and to Palestinian needs in terms of the socialeconomic development and access to the territory of Gaza.” (AFP, AP, HA, JP, MNA, REU, WAFA 7/26)

In the evening, the Israeli security cabinet responds to the calls from the international community and decides to unilaterally extend the humanitarian cease-fire for 4 hours, then an additional 24 hours, though IDF troops will continue seeking out and destroying tunnels. U.S. Secy. of State Kerry and PA Pres. Abbas meet for a 2d day in Paris. An unnamed State Dept. official characterizes the talks as “constructive.” PA spokesperson Nabil Abu Rudayna tells Palestinian media that there can be no agreement, whether framework or final, that does not include Arab positions based on international resolutions, in a reference to the 2002 Arab League peace initiative. Meanwhile, senior Palestinian official Nabil Shaath says that he held separate, and secret, meetings with diplomats from Italy, Norway, Austria, and the UK, to discuss the ongoing negotiations. The International Atomic Energy Agency (IAEA) reports that amounts of enriched uranium in Iran’s stockpile have decreased significantly for the 1st time in 4 years, and also confirms that Iran is meeting its commitments under the 6-mo. interim agreement signed in 11/2013. Meanwhile, representatives of Iran and the P5+1 countries end talks with a framework for future negotiations and an agreement to hold their next meeting in Vienna on 3/17. However, little progress is made in this most recent meeting on the question of identifying Iranian concessions to be exchanged for a reduction in sanctions. Separately, the UK and Iran resume diplomatic relations, which were severed in 11/2011 when students ransacked the British embassy in Tehran. Palestinian pres. Mahmud Abbas says he is “optimistic” about U.S. Secy. of State John Kerry’s shuttle diplomacy, in comments he makes to reporters at a Ramallah press conference with Italian PM Enrico Letta. Meanwhile, U.S. State Dept. spokesperson Jen Psaki says in a press conference that no details of the peace talks will be divulged for the time being. In another development, Israel and the PA agree to form a biweekly committee on economic matters, a decision made in a meeting between Palestinian FM Shukri Bishara and Israeli FM Yair Lapid. Egyptian pres. Mohamed Morsi rejects the military’s ultimatum to relinquish power, insisting on his democratic legitimacy and warning that any attempt to remove him and his govt. by force will plunge the country into chaos. Both Morsi and the military leadership say they will not back down from a violent confrontation. Violent clashes between supporters and opponents of Morsi in different neighborhoods of Cairo result in an estimated 7–11 deaths. Meanwhile, the Israeli army issues a statement revealing that the Egyptian military has moved several dozen armored vehicles into the border area nr. the Gaza Strip in coordination with Israel, part of efforts to combat security threats in the Sinai. U.S. Secy. of State John Kerry meets with Russian FM Sergey Lavrov on the sidelines of a security conference in Brunei and tells reporters afterward that a proposed peace conference on Syria will not happen until at least 9/2013. Lavrov also says that Kerry had recognized that “consolidating” the various Syrian opposition forces was the most important task ahead of any possible peace conference. (WP 7/2)

As the quarter opens, Israel maintains a tight siege on Gaza, aimed at unseating the governing Hamas authority. The Israel Defense Forces (IDF) enforces a 300-meter no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off Bayt Lahiya and Rafah and 3 naut. mi. elsewhere. In the West Bank, governed by the Fatah-led Palestinian Authority (PA), IDF operations and restrictions on Palestinian movement are relatively low. Today, the IDF patrols in Far‘un village nr. Tulkarm in the evening, firing tear gas and stun grenades at stone-throwing Palestinians who confront them, causing no serious injuries; patrols in Jit village nr. Qalqilya late at night. In a speech to the Knesset before leaving for the U.S., Israeli PM Benjamin Netanyahu lays out his conditions for accepting a Palestinian state, but still does not go far enough to satisfy minimum Palestinian demands, stating that “the root of the conflict is not the absence of a Palestinian state,” but rather “the refusal to recognize a Jewish state.” (HA 5/16; NYT, WT 5/17; WP 5/18; JPI 5/27)

Israel reports that a Libyan ship that had threatened to run the Gaza blockade (see 7/11) has diverted toward the Egyptian port of al-Arish, defusing a potential crisis; the Egyptian Red Crescent Society will take the goods to Gaza through the Rafah terminal. (Israel had been urging Egypt and Italy to intervene with Libya to encourage it to divert the boat.) Meanwhile, IDF troops on the c. Gaza border shell residential areas of Gaza Valley village after spotting “suspicious figures” in the area, hitting 1 home, killing 1 Palestinian woman and wounding 3 civilians in and around the house. Israel announces that, in a deal brokered by the UN, it will remove its air and naval blockade on Lebanon as of 6:00 P.M. local time on 9/7 as British, French, German, Greek, Italian forces take over naval patrols and assist the Lebanese army in border patrol, but says it will reserve the right to attack any smugglers it detects crossing the Syrian border. The IDF escalates its attacks on Lebanon, completing the naval blockade of the coast; making air strikes on Hizballah offices, homes of Hizballah leaders and a senior Hamas official; hitting scores of civilian infrastructure targets, particularly in pro-Hizballah neighborhoods in s. Beirut and s. Lebanon, and roads and bridges in e. and n.
