In the West Bank, Israeli settlers stole some 100 Palestinian-owned hay bales in Burin. Israeli forces shot and injured 3 Palestinians while traveling in the same car near al-Bireh. 12 Palestinians were arrested during late-night raids in Kafr Na‘im, al-Bireh, Askar refugee camp, and Sa‘ir; 2 Palestinian children were injured by rubber-coated bullets during a confrontation with soldiers in Askar refugee camp. In East Jerusalem, 10 Palestinians were arrested during raids in Jabal al-Mukabir and al-Tur. In Gaza, 1 Palestinian injured in Israeli air strikes in al-Bureij on 5/17 succumbed to his injuries, raising the comprehensive death toll since 5/10 from 259 to 260, including 67 children and 3 pregnant women. In Israel, 1 Palestinian guard at a construction site was severally beaten by 10 Jewish-Israelis in Binyamina. 1 firebomb was thrown at a house occupied by Jewish-Israelis in Lydda; no injuries were reported. According to Middle East Eye, the PA has been arresting at least 14 critics of the government in the West Bank since 5/1, with the largest arrest campaign on 5/22. (MEE 5/27; AJ 5/28)

At a meeting in the Knesset, it was revealed that 1,892 Israelis had been arrested in protests and in confrontations and clashes between Palestinian-Israelis and Jewish-Israelis, and that only 183 of them are Jewish-Israelis. Israeli police dubbed its arrest campaign “Operation Law and Order.” Palestinian-Israeli lawmakers called the operation racist, saying it only targets Palestinian-Israelis. 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, was charged with incitement to terrorism and identification of a terrorist organization. Shaykh Khatib was arrested on 5/16. Khatib’s lawyer called the charges a political persecution. (HA, MEE 5/27)

An Egyptian official said that Egypt had invited Israeli, Hamas, and PA officials to Egypt for separate talks about reinforcing the ceasefire and accelerating the rebuilding of Gaza. A Hamas official said that Hamas leader Ismail Haniyeh would visit Cairo next week and that Hamas is ready to talk about a prisoner swap. The Israeli foreign minister Gabi Ashkenazi is expected to meet the Egyptian foreign minister Sameh Shoukry as part of the talks. (ALM, AP, HA, HA 5/27)

Israel summoned the French ambassador to Israel after the French foreign minister Jean-Yves Le Drian on 5/23 said, about Israel’s occupation of Palestinian territory, that the “risk of apartheid is strong if we continue to follow a logic of one state, or of status quo.” (HA, MEMO 5/26; ALM, HA, HA 5/27)

A public opinion poll released by the Arab American Institute said that 51% of Americans are for restricting U.S. military aid to Israel. 62% of Democrats supported restricting U.S. military aid to Israel. The poll was conducted on 5/20, the day the ceasefire agreement between Israel and Hamas was announced. (MEE 5/27)

The UN Human Rights Council passed a resolution to investigate the latest escalation of violence between Israel and Hamas and Israeli attacks on Palestinians in East Jerusalem. 9 countries voted against the resolution, including Austria, Bulgaria, Cameroon, Czech Republic, Germany, Malawi, the Marshall Islands, U.K., and Uruguay. 14 countries abstained. Israel said it would not cooperate with the investigation. Hamas said its actions during the 11 days of violence were “legitimate resistance.” The U.S. said it opposed the investigation. The UN high commissioner for human rights Michelle Bachelet stated that Israeli attacks on Gaza may be war crimes and that rockets fired from Gaza were a violation of international law. Separately, the UN appealed countries to raise $95 million in aid to Gaza, the West Bank, and East Jerusalem. For a 2d day in a row, Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them in al-Bireh, Hebron, Qalqilya, Bethlehem, Ramallah and nearby Nabi Salih, Nablus, Tulkarm, across East Jerusalem (Issawiyya, al-Tur, and the Old City), and along Gaza’s border near Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, Rafah, and Gaza City; 2 Palestinians are killed, approximately 100 are injured (including 4 journalists), and at least 20 are arrested. Meanwhile, IDF troops shoot, injure, and arrest a Palestinian at the entrance to al-Bireh near Ramallah. Israeli soldiers also arrest 1 Palestinian, assault a 2d, and issue an arrest summons to a 3d during a late-night raid near Hebron; and patrol near Hebron throughout the day. Unidentified parties fire 3 rockets from Gaza toward Israel: 1 falls short of the border fence; 1 is intercepted by the Iron Dome missile defense system; and 1 lands in Sderot, damaging a number of cars. The IAF launches air strikes on 4 Hamas and PIJ sites in Khan Yunis, southern Gaza City, and Jabaliya refugee camp, killing 2 Hamas fighters and injuring at least 20 Palestinians, including a 6-month-old child. PLO secy.-gen. Saeb Erakat says that the Palestinians have decided not to engage in any talks with the U.S. until Pres. Trump reverses his 12/6 recognition of Jerusalem as Israel’s capital. He also says that they are still evaluating what other steps to take in response. (AJ, TOI 12/8)

The UNSC convenes a special session to discuss Trump’s 12/6 recognition of Jerusalem as Israel’s capital. UNSC members England, France, Italy, Bolivia, Uruguay, Senegal, China, Ethiopia, Kazakhstan, and Russia jointly reject the new U.S. policy on Jerusalem. Later, PA pres. Abbas welcomes “the international consensus condemning Trump’s announcement, as was apparent at the [UNSC] session this evening.” (HA, WAFA 12/8)

The Czech Foreign Ministry denies rumors that Pres. Zeman intends to move the Czech embassy to Jerusalem and reaffirms Czech commitment to European Union (EU) policy regarding the Palestinian-Israeli conflict, including the issue of Jerusalem. Later, EU foreign policy chief Federica Mogherini confirms that the Czech Republic intends to conform to the EU’s position on Jerusalem. (HA, WAFA 12/8)

Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. Argentina and Uruguay recognize Palestine as “a free and independent state” within the 1967 borders. The Israeli FMin. calls the moves “disappointing” and “regrettable.” (JAZ, YA 12/7)

To mark the anniversary of the founding of their movement, Popular Front for the Liberation of Palestine (PFLP) mbrs. fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. The IDF fires warning shots at an unidentified Palestinian nr. the Qarni crossing into Gaza, causing no reported injures; restricts animal fodder and wheat imports through the crossing for the rest of the week as punishment. The IDF makes an incursion into s. Gaza to level lands along the border fence e. of Khan Yunis, firing on surrounding areas, causing no injuries. In the West Bank, the IDF demolishes 10 residential structures belonging to 15 Palestinian families (101 persons, including 42 children), a school, and 2 other small classroom structures, and at least 17 animal shelters in Khirbat Tana nr. Nablus. The IDF also conducts daytime patrols in 1 village nr. Qalqilya and 2 e. of Tulkarm; conducts late-night patrols in Bayt Liqya, firing live ammunition, tear gas, and stun grenades on stone-throwing youths who confront them, causing no injuries; conducts late-night arrest raids, house searches in Hebron. Occupied Palestine/Israel: Six Palestinian lawyers from the West Bank petition the High Court for permission to establish a local bar association. (In 1979 a bar association was set up in Gaza for the lawyers working there) [JP 5/6]. Israeli military court in Lod sentences 2 Palestinians from inside the Green Line to 21 years imprisonment for planting bombs in Israeli neighborhoods, finds them guilty of membership in the PFLP [JP 5/6]. Nablus military court sentences another Palestinian to 21 years imprisonment for stabbing an Israeli soldier in the chest on 12/14/85 [JP 5/6]. Presidents of Uruguay and Israel issue joint statement affirming the friendship between their countries and support for the M.E. peace process [JTA 5/6].

Arab World: Syrian Pres. Hafiz al-Asad arrives in Amman for talks with King Hussein, his first visit to Jordan in 6 years [NYT, WP 5/6].

Other Countries: The leaders of the 7 largest industrial democracies, meeting at the Tokyo summit, adopt a joint statement condemning terrorism as an international scourge that "must be fought relentlessly and without compromise"; Libya is specifically mentioned as a source of terrorism [NYT, WP 5/6].
