In the West Bank, Israeli settlers injured 5 Palestinians in Yasuf, including 3 with live ammunition and 2 with stones. Israeli settlers also assaulted Palestinians harvesting olives in Deir Istiya and al-Khader. A Palestinian family of 16 fled their home in Khirbet ar-Ratheem, south of Hebron, after Israeli settlers raided the area, causing destruction to their property and threatening them with guns. Israeli forces shot and killed a Palestinian minor during a raid in Jericho. Israeli forces also shot and injured 10 Palestinians with live ammunition during raids in Askar refugee camp, Beita, and Deir as-Sudan. Elsewhere, Israeli forces punitively demolished the home of a Palestinian man in Aqabat Jaber refugee camp using explosives. Israeli forces also seized Hamas political bureau deputy leader Salah al-Arouri’s home in Bani Zeid al-Sharqiya, turning it in to a Shin Bet facility. Meanwhile, Israeli forces prevented Palestinians from harvesting olives in Duma, Burin, Zabbuba, and Sebastia. More than 120 Palestinians were arrested during late-night raids in Aroura, Rantis, Bethlehem, Hebron, Deir Sammit, and Nablus. The Palestinian Prisoners Club said at least 1,070 Palestinians have been arrested in the West Bank since 10/7. In Gaza, around 250 Palestinians were killed in Israeli airstrikes. Rockets were fired at Israel; no new fatalities were reported. In Lebanon, anti-tank missiles fired at Israel wounded an Israeli soldier and Israel attacked Hezbollah-linked sites. Hezbollah said 19 of its members have been killed by Israel since 10/7, including 6 today. In Cyprus, a small homemade bomb exploded near the Israeli embassy in Nicosia with no damage or injuries reported; 4 Syrians were arrested. The Gaza Ministry of Health said as of 5 p.m. at least 4,385 Palestinians had been killed, including at least 1,524 children, and 13,561 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. The UN said that about 70% of Palestinians killed in Gaza are children and women. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 84 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 26 children. More than 1,653 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,629 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 26,756 housing units have been destroyed and 139,000 have been damaged in Israeli airstrikes since 10/7. At least 42% of all housing units have been either destroyed or damaged in Israeli airstrikes. 43 unidentified Palestinians were buried in a mass grave in Gaza City. It was the second time Palestinians in Gaza were buried in mass graves this week. The Palestinian Health Ministry said 37 medical personnel have been killed since 10/7 and 7 hospitals no longer are operational. The first trucks carrying aid to Gaza arrived through the Rafah crossing. About 35 trucks carrying aid entered Gaza. Israeli military spokesperson Daniel Hagari said fuel will not enter Gaza via the Rafah crossing. UNRWA said 17 of its staff members have been killed and 35 of its buildings damaged in Israeli airstrikes since 10/7. A PA official told Haaretz that Israel only allowed the aid that arrived in Gaza today to enter because of the release of 2 captives on 10/20 and that future aid will depend on the release of more captives. Leaders from the PA, Egypt, Jordan, Bahrain, Qatar, Italy, Spain, Greece, Cyprus, South Africa, the UAE, UN, and EU, and senior government officials from Kuwait, Germany, France, Japan, Norway, Russia, and China met at the Cairo Peace Summit on Israel’s war on Gaza. Jordanian king Abdullah II said “[t]oday Israel is literally starving civilians in Gaza but for decades Palestinians have been starved of hope, of freedom and of future,” complaining that Israel is never held accountable and calling its actions in Gaza a war crime. UN secretary-general Antonio Guterres said Hamas’ attack does not justify “collective punishment of the Palestinian people.” PA president Mahmoud Abbas called on Hamas and Israel to release all captives and prisoners. The summit ended without agreement on a joint statement. U.S. forces shot down 2 drones flying near Ain al-Asad air base in Iraq. AP said, based on videos, its experts have determined that it was likely an errant rocket that caused the explosion at al-Ahli Arab Hospital on 10/17. French and Canadian intelligence also suggested that an errant rocket fired by Palestinian militants caused the explosion. Investigations by UK Channel 4, Al Jazeera, and Forensic Architecture have concluded that it was likely an Israeli airstrike or artillery fire that caused the explosion. In the West Bank, masked gunmen fired 12 shots at Hebron deputy mayor Asmaa Hatem Nasser al-Shurbati’s car parked in front of her house and later fired shots at her husband’s clinic in Hebron, causing damage. Israeli settlers set up tents and sheep pens on Palestinian land in Shaab al-Butum in the Masafer Yatta area. Israeli forces shot and killed 1 Palestinian during a raid in Aqabat Jaber refugee camp, 2 were arrested. Israeli forces also raided Jalbun, leading to tear-gas related injuries. Elsewhere, Israeli forces issued 23 stop-work orders for homes in Qarawat Bani Hassan. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli settlers from the Im Tirtzu organization harassed and threatened a delegation of foreign diplomats touring Palestinian communities experiencing settler violence with members of B’Tselem near Ramallah. 1 settler were arrested by PA forces in Taibeh in Area B and transferred to Israel after PA forces fired warning shots at the settlers when they entered Taibeh. 1 of the settlers waived a gun at the PA forces when they arrived. EU high representative for foreign affairs Josep Borrel spoke to Israel foreign minister Eli Cohen about the incident. U.S. president Joe Biden met Israeli prime minister Benjamin Netanyahu on the sidelines of the annual UN General Assembly meeting in New York. According to a White House statement, Biden cautioned Netanyahu about further advancing his judicial overhaul without gaining a broad consensus and invited Netanyahu to the White House later in 2023. Israeli officials said the Biden-Netanyahu conversation mostly concerned the Israeli-Saudi normalization deal. U.S. national security council coordinator for the Middle East and North Africa Brett McGurk and presidential envoy on energy security Amos Hochstein, who have been leading the U.S. negotiations with Saudi Arabia on normalization, also attended the meeting. It was the first time Biden and Netanyahu met since Netanyahu took office in December 2022. According to an Israeli official, Netanyahu told Biden that there can be a Palestinian component to the deal but the Palestinians cannot have veto power. Israeli government ministers Bezalel Smotrich and Itamar Ben-Gvir, along with 11 members of the Likud Party, sent Prime Minister Netanyahu a letter demanding that Israeli-Saudi normalization not be tied to improvements for the Palestinian people. (HA 9/21; HA 9/22)

Saudi Arabian crown prince Mohammed bin Salman told Fox News in an interview that normalization with Israel is moving closer every day. Bin Salman said “[f]or us, the Palestinian issue is very important. We need to solve that part,” later saying “[w]e hope that it [the normalization talks] will reach a place that will ease the life of Palestinians and get Israel as a player in the Middle East.” Lastly, bin Salman said that if Iran gets a nuclear weapon, then Saudi Arabia will “have to get one.” One of the Saudi demands for normalization is that the U.S. aids the country in creating a nuclear program. UN envoy for the Middle East Tor Wennesland issued a report warning that the economic crisis in the West Bank and Gaza could threaten regional stability. The report called for investment in health, education, social support, employment opportunities for youth and women, and infrastructure. The report was issued ahead of a donor conference for Palestine which will take place on the sidelines of the annual UN General Assembly meeting. (HA 9/20)

Khader Adnan, a popular member of Islamic Jihad, died in his cell in the Magen-Nitzan prison in Ramle after an 86-day hunger strike in protest over his administrative detention. Adnan was the first Palestinian prisoner to die while on hunger strike since 1992 and several organizations had for weeks warned about his condition. In response to the death of the 45-year-old Adnan, Hamas and Islamic Jihad fired rockets at Israel, injuring 3 Chinese nationals working at a construction site in Sderot. Israeli forces conducted airstrikes and fired artillery shells at Gaza, killing 1 Palestinian man, injuring 5 in Beit Hanun, and causing damage in Gaza City, Khan Yunis, and Jabalia refugee camp. A ceasefire, brokered by the UN, Egypt, and Qatar took effect on 5/3 at 4 a.m. In the West Bank, PA forces violently dispersed a march in support of Adnan in Jenin using tear gas and stun grenades, arresting 3, including activist Ghassan al-Saadi. 1 Israeli settler was injured when unidentified assailants opened fire at vehicles near the Avnei Hefetz settlement north of Shufa. Israeli settlers threw stones at a Palestinian home in Kisan. Israeli forces violently dispersed Palestinians protesting the death of Adnan in Beit Umar, al-Khader, Ramallah, Hebron, al-Ram, Nabi Salih, Kafr al-Labad, and Qalqilya, leading to tear-gas related injuries. Islamic Jihad spokesperson Daoud Shihab said that Israel had ignored attempts by Islamic Jihad, through Egyptian mediators, to secure Khader Adnan’s release. PA prime minister Mohammad Shtayyeh called Adnan’s death a “premeditated assassination” and the PA called for an international investigation. Amnesty International released the report “Automated Apartheid,” saying that Israel is using a new advanced facial recognition technology called Red Wolf to collect biometric data on Palestinians in the West Bank. The facial recognition cameras are installed at checkpoints in Hebron and are linked to the Blue Wolf and Wolf Pack database systems. EU high representative for foreign affairs Josep Borrell met with Israeli foreign minister Eli Cohen in Brussels more than a month after Cohen signaled that Borrell would not be allowed to visit Israel and the West Bank due to his criticism of the Israeli occupation. The U.S. granted Israeli finance minister Bezalel Smotrich a diplomatic visa for his trip to Washington D.C. where he will address the Israel Bonds summit. It had been reported that the State Department had been discussing if the U.S. should deny Smotrich entry to the country over his remarks in support of the settler attacks in Huwwara on 2/26, which the U.S. called “irresponsible, disgusting, and repugnant.” (ALM, AX, HA, MEE 3/9; MDW 3/10; MDW 3/11)

U.S. secretary of defense Lloyd Austin met with Defense Minister Gallant in Tel Aviv. Austin told reporters that diplomacy is the best option to prevent Iran from obtaining nuclear weapons. More than 90 Democratic members of the U.S. Congress signed a letter to U.S. president Joe Biden urging him to pressure the Israeli government not to undermine its judicial branch, to scale-down Israeli raids in the West Bank, and not to annex the West Bank. (HA 3/9)

EU high representative for foreign affairs Josep Borrell wrote an op-ed in Project Syndicate, saying that European and Arab states must start being more engaged in pursuing peace between Israel and Palestine as U.S. efforts have not brought peace any closer. Borrell wrote that he and other EU representatives have already taken an initiative to start talks with Saudi Arabia and the Arab League. Borrell also criticized Israel for allowing settler violence against Palestinians, not protecting civilians during military operations, expanding settlements, and eroding the status quo at the holy sites. In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 7 others during a raid in Nablus; 6 were arrested. An Israeli soldier was filmed assaulting the Palestinian human rights activist Issa Amro in Hebron. A video of the incident was circulated by New Yorker journalist Lawrence Wright, who was given a tour of Hebron by Amro at the time of the assault. The Israeli soldier was later sentenced to 10 days in military jail, despite receiving support from Israeli national security minister Itamar Ben-Gvir. 7 Palestinians were arrested during late-night raids in Silwad, al-Mazra‘a al-Gharibiya, Jaba’, Dura, Ein as-Sultan, and Dheisheh refugee camp. In East Jerusalem, a Palestinian 13-year-old allegedly stabbed and killed 1 Israeli soldier at a checkpoint in Shu’fat refugee camp before being shot and injured by a settler. 1 Israeli minor was also stabbed and injured in the Old City; Israeli police later arrested a 14-year-old Palestinian who was said to be a suspect. UNRWA said it needs $1.6 billion in funding to be able to continue its basic services. In a statement the agency said “[c]ompounding challenges over the last year including underfunding, competing global crises, inflation, disruption in the supply chain, geopolitical dynamics and skyrocketing levels of poverty and unemployment among Palestine refugees have put immense strain on UNRWA.” UNRWA workers in the West Bank began a general strike on 1/23 demanding higher wages.
