In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. In the West Bank, Israel settlers with military escort raided Madama, leading to confrontations with Palestinians; no injuries were reported. Israeli forces violently dispersed anti-settlement protests in Bayt Dajan and Kafr Qaddum; tear-gas related injuries were reported. 7 Palestinians were arrested, including 7 during late-night raids in Yatta, Halhul, and al-Arub refugee camp, and 1 was arrested at a checkpoint near Bethlehem. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya, injuring 2 who were treated at a hospital. In Gaza, Israeli forces opened fire at agricultural lands east of Juhur al-Dik; no injuries were reported. In Israel, thousands of Palestinian-Israelis in Umm al-Fahm protested Israeli police brutality directed at the Palestinian community in Israel; the mayor of Umm al-Fahm was threatened by Israeli police before the protest, saying that he would be held responsible for any disorder during the protest. Israeli forces delivered demolition notices against 4 residential structures, 1 water tank, and 2 sheds near Nablus, 3 houses in al-Khadir, and 1 agricultural structure in Halhul. 19 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-‘Arub refugee camp, Dayr Nidham, Jenin, Tubas, and al-Khadir; during the raid in Bayt Umar, Israeli forces also confiscated 1 vehicle and during a late-night raid in Ramallah, clashes erupted, leading to tear-gas related injuries. In East Jerusalem, 1 Palestinian from the West Bank was arrested in al-Tur for not having an East Jerusalem ID. In Israel, 1 Palestinian from the West Bank was arrested at his workplace. PA civil affairs commission chairman Hussein al-Sheikh met with Marwan Barghouti in the Hadarim prison in Israel to discuss whether Barghouti will be running in the upcoming Palestinian elections. Barghouti is serving 5 life sentences and 40 years in Israeli prison. The Palestinian Central Elections Commission said that 2.4 million Palestinians, around 85 percent of eligible votes, have registered to vote in the West Bank and Gaza. (HA, WAFA, WAFA 2/11)

Israel’s Walla news reported that the Jewish National Fund (JNF) is expected to announce that it will start buying land in the West Bank to expand Israeli settlements. It is already operating in the West Bank but using a subsidiary. According to the proposal, which will be discussed at the JNF’s highest level on 2/14, the JNF will focus on expanding settlements around East Jerusalem such as the Gush Etzion settlement bloc between Jerusalem and Bethlehem. Spokesperson of the U.S. state department Ned Price responded to questions about the plan by saying that neither party should engage in unilateral steps to undercut negotiations for a 2-state solution. Israeli soccer club Beitar Jerusalem, notorious for its racist fans, announced that it will no longer move forward with selling half of the ownership of the club to UAE royal Sheikh Hamad bin Khalifa Al Nahyan. Al Nahyan had started acquiring ownership of the club shortly after the UAE-Israeli-U.S. normalization deal in August. According to the club, the Israeli football association had been questioning Al Nahyan’s integrity and actual financial assets. (HA 2/11; AJ 2/12)

Israeli forces were said to have attacked 2 locations in Syria, including in the Quneitra province and near the border of Syria and Iraq. There were no reports of damage or casualties. (HA 2/12)

Oman’s foreign minister Badr al-Busaidi said his country is “content so far with the level of our current relations and dialogue” with Israel. (HA 2/11)

China donated protective equipment for health workers in UNRWA medical facilities that deal with COVID-19 patients in Gaza, the West Bank, Jordan, Lebanon, and Syria. UNRWA also said it needed $1.5 billion in contributions for its 2021 budget. (WAFA, WAFA 2/11)

In the West Bank, Israeli forces razed land planted with olive trees and demolished 1 retaining wall west of Bethlehem; Israeli soldiers assaulted 1 Palestinian during the demolition. Israeli forces also raided Silwad, leading to confrontations with Palestinians; tear-gas related injuries were reported. Elsewhere, Israeli forces seized a container used as a grocery store in Zeita, leading to clashes; 1 Palestinian was shot and injured by live ammunition. Israeli forces also seized 2 residential structures and 3 agricultural structures in al-Wad al-Ahmar; the Israeli forces detained 4 Palestinian journalists covering the seizure as it unfolded. 15 Palestinians were arrested during raids in Hizma, Jalazun refugee camp, Jenin, ‘Azun, Dheisheh refugee camp, and Halhul; clashes erupted during the raids in Jalazun refugee camp, leading to tear-gas related injuries. 1 Palestinian 13-year-old from Issawiyya said he was tased, beaten, and forced into stress positions while detained by Israeli forces in East Jerusalem. Israeli police said he and his brother were suspected of throwing fireworks at Israeli officers, an allegation he denied. (HA 1/29)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Halhul. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, Bayt Jarir, and Bayt Dajan; tear-gas related injuries were reported and 1 Palestinian was hit with a rubber-coated bullet in Kafr Qaddum. 1 Palestinian was arrested during a late-night raid in Hebron. In East Jerusalem, 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli forces opened fire at Palestinian famers near al-Fukhari; no injuries were reported. In Israel, 1 Palestinian-Israeli man was shot and killed by an unknown assailant after attending a prayer service in Umm al-Fahm protesting gun violence in parts of the Palestinian-Israeli community. 1 Palestinian from the South Hebron Hills who called the Israeli Civil Administration—the Israeli authority charged with controlling Palestinians in the West Bank—to complain about settler incursions on his property was told that the Civil Administration would declare his property a closed military zone if he contacted journalists or activists about his complaint. In the West Bank, 1 Palestinian teen was severely injured by an unexploded ordinance left behind by Israeli forces in the Masafer Yatta area near Yatta. Israeli forces violently dispersed Palestinian protesters in the Masafer Yatta area; 1 Palestinian was run over by an Israeli military vehicle and others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters during the weekly anti-settlement protest in Kafr Qaddum, injuring 2 Palestinians who were hit by tear gas canisters. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan and Dayr Jarir, leading to tear-gas related injuries. Israeli forces also clashed with Palestinians in Kafr Malik; 1 Palestinian was shot and injured by a rubber-coated bullet and others suffered tear-gas related injuries. Meanwhile, Israeli forces clashed with Palestinians in Bayt Umar and east of al-Bireh, leading to tear-gas related injuries. Israeli forces also confiscated a Palestinian-owned tractor in Sinjil and a tractor and bulldozer in Bayt Dajan. 5 Palestinians were arrested during raids in and around Jenin refugee camp, Halhul, and Dayr Jarir; clashes broke out during the raids in Jenin refugee camp, leading to tear-gas related injuries. In East Jerusalem, Israeli forces assaulted Palestinian minors and their older relatives, claiming that the minors had thrown stones at them in the Old City. 1 Palestinian family demolished part of their house in Ras al-Amud to avoid exorbitant Israeli demolition fees. 2 Palestinians were arrested during late-night raids in al-Tur. In Gaza, Israeli forces opened fire at agricultural lands east of Juhur al-Dik and al-Bureij refugee camp; no injuries were reported. Israeli forces shot and killed 1 Palestinian near Bethlehem, claiming that he threw a knife at an Israeli soldier; Israeli forces later raided his hometown Bayt Umar, leading to clashes; tear-gas related injuries were reported. Israeli forces also demolished 1 agricultural structure in al-Khadir, delivered a stop-work notice for an agricultural road east of Tubas, demolished and uprooted 3,400 olive and grape trees in Dayr Balut, and delivered demolition notices for 13 commercial structures near Jenin. At a Gulf Cooperation Council summit in Saudi Arabia, Egypt, the UAE, Bahrain, and Saudi Arabia reconciled with Qatar after a 3.5-year dispute where the quartet of countries claimed that Qatar is sponsoring terrorism, an allegation Qatar has denied. A newly elected republican congresswoman Kat Cammack (R-FL) said that she would fly an Israeli flag outside her office because Palestinian American Rashida Tlaib (D-MI) has an office next to hers. A court in Israel rejected a lawsuit brought by 1 Palestinian-Israeli on behalf of his nephew and niece who have to travel outside the city of Carmiel to go to school as there are no Arabic-speaking schools in their city. The suit asked for the city to pay their expenses for traveling to the Arabic-speaking school, but the Israeli court dismissed the suit, citing the Jewish Nation-State Law saying the city’s Jewish character had to be preserved. The judge wrote in his ruling, “Carmiel, a Jewish city, was meant to establish Jewish settlement in the Galilee . . . Establishing an Arabic-language school . . . [and] funding school rides for Arab students . . . could change the demographic balance and damage the city’s character.” (Adalah, HA, HA 11/30)

Saudi Arabia allowed Israeli airlines to fly over their airspace for commercial flights 1 day before the 1st commercial flight between Israel and the UAE was set to happen. The flight was said to be at risk of being canceled; however, according to a U.S. official, U.S. special advisor to the president Jared Kushner and Saudi officials were able to “reconcile the issue.” Special Advisor Kushner is scheduled to visit Saudi Arabia, Kuwait, and Qatar this week. In the West Bank, Israeli settlers used clubs to vandalize Palestinian-owned cars traveling near the Yitzhar settlement on the Nablus-Qalqilya road. Israeli forces demolished 1 house under construction in Halhul. 4 Palestinians were arrested during a raid near Ramallah; during the raid, Israeli forces clashed with Palestinians, leading to 1 injury and 1 Palestinian-owned vehicle was seized by the Israeli forces. In East Jerusalem, Israeli forces harassed several Palestinians in al-Tur, leading to clashes; tear-gas related injuries were reported and 2 Palestinians were arrested. 4 Palestinians were also arrested during raids in Issawiyya and the Old City. The PA announced new lockdown measures against the spread of the COVID-19 virus, including a lockdown from 6 p.m.-7 a.m. every day and a general all-day lockdown on Fridays and Saturdays. The lockdown will be in effect for 2 weeks. The West Bank had 5 new deaths and 869 new cases on 11/23. (WAFA, WAFA 11/23)

The Jerusalem District Court rejected the appeal of a Palestinian family against their eviction from their home in Silwan. The court said the family of 26 had to leave the house they have occupied since 1967 to allow Israeli settlers to move in. (PCN 11/24; HA 11/26)

PA prime minister Muhammad Shtayyeh said that the PA will start repaying its dues to public servants and retirees who have not been receiving full payments since February, when the PA starts receiving the money owed to it by Israel later this week. Prime Minister Shtayyeh said payment of dues for salaries remained the priority but recognized that the PA also will pay back all of its other unpaid bills to various sectors and contractors. According to the deputy leader of Fatah Mahmoud Alalul, the PA and president-elect Joe Biden’s team have made several understandings on how to proceed with the U.S.-PA relations after President-elect Biden is sworn in come January. Among the issues are definition of settlement products and the U.S. recognition of people born in East Jerusalem as Israelis. (HA 11/24)

An Israeli court forced the Israeli ministry of interior to publish guidelines for a scheme that would allow some 20,000 Palestinians from East Jerusalem to obtain Israeli citizenship faster than the normal process, which is extremely strenuous for Palestinians. (HA 11/24)

Without formally conceding the election, U.S. president Donald Trump said in a tweet that he had allowed the General Services Administration to prepare for President-elect Biden’s transition to the presidency. President Trump continues to maintain that he really won the election because Biden’s victory was based on voter fraud, an assertion he has not backed with any evidence. (HA 11/23)

The secretary-general of the PLO Saeb Erakat succumbed to the COVID-19 virus after battling the infection since 10/8. Palestinians accessing their land on the other side of the separation barrier from where they live found some 60 olive trees were vandalized and olive crops were stolen. Israel and the PA ended its trade dispute, allowing Palestinian goods to exit the West Bank and Israeli agricultural products to enter the West Bank market. In the West Bank, Israeli settlers attacked Palestinian shepherds in Aqraba. Israeli settlers also threw stones at Palestinian vehicles near Za’atra, causing damage. In Israel, the Knesset was dissolved by its members as Israeli citizens are set to vote in a 3d general election in under 1 year on 2 March 2020. Neither Benjamin Netanyahu nor Benny Gantz were able to secure a majority government since the last Israeli elections on 17 September. Netanyahu’s Likud party also agreed to hold primaries on 26 December. U.S. president Donald Trump signed an executive order titled “Combatting Anti-Semitism” at a White House Hanukkah party. The order, which folds anti-Semitism under Title VI of the Civil Rights Act of 1964, is officially aimed at combatting anti-Semitism in the U.S. education system. However, the order explicitly mentions the highly controversial International Holocaust Remembrance Alliance’s working definition of anti-Semitism which conflates criticism of Israel with anti-Semitism. Many thus fear that the new executive order is intended to stifle criticism of Israel rather than protecting Jewish people against anti-Semitism. U.S. secretary of state Mike Pompeo announced that the U.S. no longer considers Israeli settlements illegal under international law. Secretary Pompeo explained that the Trump administration called the notion that settlements are illegal under international law a distraction and said the issue should be addressed in Israeli courts. Pompeo’s announcement received sharp criticism and condemnation from several countries and international organizations. In the West Bank, 1 Palestinian man was killed by Israeli forces using live ammunition during clashes as Palestinians commemorated the 15th anniversary of the death of Yasir Arafat in al-‘Arub refugee camp. A video showed that the man, unarmed, slowly approached the Israeli soldiers with 1 hand on a towel and the other in the air before being shot. UN special coordinator for Middle East peace Nickolay Mladenov called the video of the incident shocking, calling for a probe. During other commemoration events in al-Fawar refugee camp, 1 Palestinian was injured by Israeli forces using live ammunition; in Dura, 1 Palestinian was injured by live ammunition; in Bayt Umar, several Palestinians suffered tear-gas related injuries. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. 1 Palestinian demolished his store in Silwan after receiving a demolition order by Israeli authorities. After more than 340 Palestinians had been arrested in Issawiyya in East Jerusalem during the summer, it was reported that the Israeli police, the Jerusalem Municipality, and residents of Issawiyya had come to an agreement on limiting Israeli operations in Issawiyya. The agreement includes that residents of Issawiyya cancel a school strike on 9/2, the 1st day of the school year. (HA 9/1)

According to the Palestinian Energy Authority, Qatar will be cutting the amount of fuel it funds for Gaza by 50 percent, causing the hours of electricity available in Gaza to drop from 8 hours per day to 5 or 6. (HA 9/1)

At a visit to the Israeli settlement of Elkana, Israeli prime minister Benjamin Netanyahu announced that that he aspires to apply Israeli sovereignty to all Jewish settlements in the West Bank. Netanyahu’s announcement comes 2 weeks before the Israeli general election. (AJ, HA, WAFA, WAFA 9/1)

The al-Kasom Regional Council in the Negev, which presides over a large Bedouin community, announced that 17,000 students would not start the school year as planned on 9/2 as the Israeli education ministry had not given it enough money to begin the school year as planned. (HA 9/1)

Israeli forces and Hezbollah operatives exchanged missiles near the border of Israel and Lebanon. According to Hezbollah, it fired anti-tank missiles at Israeli military vehicles. In protest over the possibility that Israeli police would allow Israeli Jews to commemorate Tisha B’Av on the Haram al-Sharif compound on the same day as Eid al-Adha, the Islamic Waqf called on Muslims to attend a mass service on the compound on 8/11—the day of Eid al-Adha—and announced that all mosques in the Old City would be closed except Al-Aqsa Mosque. In the West Bank, clashes between Palestinians and Israeli forces erupted in Halhul and Hebron during protests against the Bahrain workshop scheduled to start on 6/25. Trump tweeted that, “If Iran wants to fight, that will be the official end of Iran. Never threaten the United States again!” Iranian foreign minister Javad Zarif called Trump’s tweet a genocidal taunt in a separate tweet. (HA 5/20)

In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. He was stopped before boarding his plane in Tel Aviv and was told that the American consulate had ordered that he could not board the plane. (NYT 4/11)

In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. Russian president Vladimir Putin said weeks after U.S. president Donald Trump’s recognition of Israeli sovereignty of the Golan Heights that the U.S. change of policy is “a violation of the United Nations Security Council Resolutions.” (MNA 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu.
