In the West Bank, Israeli settlers set up a tent on Palestinian-owned land in Qusra. Israeli settlers also razed 15 dunams (3.7 acres) of agricultural land planted with wheat in Jalud. Israeli forces seized 1 tent and 1 electric generator in Masafer Yatta. Israeli forces also demolished 1 house near Bethlehem. Elsewhere, Israeli forces delivered a stop-work order for a house in Susiya. 24 Palestinians were arrested during raids in and around Tuqu‘, Bayt Umar, Dayr Jarir, Ramallah, Jenin, and Qabatiya; among the arrested were at least 4 prominent members of Palestinian political parties, including at least 1 who was running in the upcoming Palestinian elections. In a joint statement by a number of PLO parties, the members said that “[t]here will be no elections without Jerusalem, and Israel possesses no veto to this.” (WAFA 4/12; TOI 4/13)

Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The decree still needs the approval of the defense minister, prime minister, and president before it becomes valid. (AJ, AP, HA, REU 4/12; REU 4/13; REU 4/15)

The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. Iran denies that the death toll was that high. The UN said at least 304 people were killed. The EU is in the process of mediating between the U.S. and Iran to get the U.S. to rejoin the Joint Comprehensive Plan of Action. (AJ, ALM, HA, REU 4/12; ALM 4/13)

Along Gaza’s border, IDF troops shoot and injure a Palestinian minor approaching the border fence near Khan Yunis. They also open fire on Palestinian farmers and shepherds near Dayr al-Balah and al-Bureij refugee camp, causing no reported injuries. In the West Bank, Israeli settlers assault and lightly injure a number of Palestinian farmers working near Hebron. Israeli forces demolish a number of structures on Palestinian farmland near Bethlehem and seize a tractor from a farm near Tubas. IDF troops arrest 7 Palestinians during late-night raids near Tulkarm, Ramallah, Nablus, and Jenin; and patrol near Qalqilya, Hebron, and Ramallah. An unexploded piece of Israeli ordnance detonates in the northern Jordan Valley, killing 4 Palestinian-owned cows. In East Jerusalem, Israeli MK Yehuda Glick (Likud) leads a group of right-wing Jewish activists on a tour of Haram al-Sharif. Separately, Israeli forces arrest 3 Palestinians during a raid in Hizma. Palestinian ambassador to the UN Riyad Mansour says that the effort to submit the State of Palestine for full membership at the UN is on hold until “obstacles” are no longer in the way, alluding to the U.S. veto at the UN Security Council. Earlier this month, PA foreign minister Riyad al-Maliki said he intended to file the paperwork for another full membership bid before the end of 1/2019. (AP, TOI 1/29)

Israeli prime minister Benjamin Netanyahu announces that his government does not intend to renew the mandate of the Temporary International Presence in Hebron (TIPH), an international civilian group that has been monitoring “efforts to maintain normal life” in Hebron since it was established as part of the Hebron Protocol in 1997. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31. A PA spokesperson calls the move “unacceptable.” “We call on the countries sponsoring this agreement to take a clear stance from this grave Israeli position and to immediately act to pressure the Israeli government to continue implementation of the agreement as agreed and not to treat Israel as a state above the law.” (HA, JP, TOI, WAFA, WAFA 1/28; MNA, TOI 1/29; FMEP 2/1)

In the West Bank, IDF troops shoot and injure 1 Palestinian during clashes sparked by a raid near Jenin; arrest 5 Palestinians during further raids near Bethlehem, Hebron, and Jenin; and patrol near Nablus and Hebron. Israeli settlers bulldoze 30 dunams (approximately 7.5 acres) of Palestinian land south of Nablus. In East Jerusalem, Israeli forces assault and injure a Palestinian and arrest a 2d during a raid in Jabal Mukabir. They arrest 3 more Palestinians during raids in Qalandia refugee camp and Qatanna. At a formal ceremony in New York City, PA president Mahmoud Abbas assumes chairmanship of the UN’s Group of 77 and China, pledging to “pursue the path paved by previous chairs” and to “strive to carry forth the legacy and traditions of our group in addressing the challenges before us for achieving progress and prosperity for our peoples and states.” The group comprises 134 member states, making it the UN’s largest bloc. Meanwhile, PA foreign minister Riyad al-Maliki says that the Palestinians still intend to move forward with their bid for full membership at the UN this month, despite a likely U.S. veto. Bosnia, a rotating UNSC mbr., announces that it will abstain from the vote on the Palestinian membership in the UN, making it impossible for the Palestinians to secure the 9 votes needed to approve the application, making a U.S. veto unnecessary. The lack of 9 supporting votes also means the Palestinians cannot ask the UNGA to consider the measure under the Uniting for Peace res. (res. 377). (NYT 11/1)

UNESCO’s general conference votes (107-14, with 52 abstentions and 20 not present) to approve Palestine’s full membership. The U.S., Israel, and Canada immediately announce they are cutting off funding to the organization. (CNN, HA 10/31; NYT, WT 11/1)

Unidentified Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries. Israel prepares to launch a major attack on Gaza in response, but Egypt intervenes, saying intelligence indicates it was a small Salafist group that fired the rockets, not Hamas or Islamic Jihad, and asking Israel to wait 24 hrs. before responding to see if the cease-fire will take hold. The IDF demolishes 3 Palestinian homes in al-Khan al-Ahmar in East Jerusalem; patrols in Tulkarm, 1 nearby village, and 1 village nr. State Department says chief criterion for deciding to procede with negotiations is "whether it would help promote direct Arab-Israeli negotiations" [WP 7/19]. East Jerusalem newspaper al-Quds publishes list of 7 names for proposed joint delegation: Khaled al-Hasan, head of the PNC's foreign affairs committee; Fayez Abu Rahmeh, ex-head of Gaza Bar Association; Hatim al-Husseini, professor at Shaw University, Raleigh, N.C.; Salah al-Ta'amari, member of the PLO's Supreme Military Council; Nabil Sha'th, PNC member; Hanna Siniora, editor of al-Fajr newspaper; and Muhammad Subayh, PNC member. Other Countries: Bomb explodes, wrecking house and car of the PLO's acting chief representative in Cyprus, Malath 'Abdu; no injuries reported [WP 7/18]. The Guardian reports 2 Palestinians were arrested by police in Madrid last week while allegedly planning to blow up Syrian embassy and assassinate ambassador. Suspects allegedly belong to Fateh's Force 17; police discovered TNT, arms, ammunition, a detonator, and a time fuse when they raided a flat in connection with the arrests [MG 7/19].
