In the West Bank, PA forces arrested 9 Palestinian protesters during a general strike in Hebron over rising food prices. Food prices have been rising throughout the world due to Russia’s blockade of Ukrainian wheat and global supply chain issues. In Palestine, prices on flour, sugar, and cooking oil have risen up to 30% in the last quarter. 1 Israeli settler opened fire at Palestinians, claiming they had thrown stones at him; no injuries were reported. Israeli forces delivered a demolition notice for part of a Palestinian home in al-Rakiz in the Masafer Yatta area. Israeli forces also raided Nabi Salih, firing tear gas at Palestinians protesting the incursion; no injuries were reported. Elsewhere, Israeli forces violently dispersed a Palestinian protest in Tubas, causing tear-gas related injuries. Israeli forces also delivered notices to Palestinians in Tarqumiyah informing them that 600 dunams (148 acres) of agricultural land will be seized by Israel to expand the settlements of Telem and Adora. In East Jerusalem, Israeli forces raided Silwan, firing tear gas at Palestinians and causing injuries. In Jerusalem, Israeli right-wing activists raided the Greek Garden and the Church of Holy Trinity on Mount Zion, damaging property of the Greek Orthodox church. The Israeli Knesset failed to pass the 1st vote on extending the Emergency Regulations – Judea and Samaria, Jurisdiction and Legal Aid, extending Israeli law to Israeli settlers living in the West Bank. 58 voted against and 52 voted for, as the Israeli right-wing opposition voted against the measure to trigger the dissolution of the coalition government. The emergency regulation expires at the end of June. 2 party members in the Israeli coalition, Mazen Ghanaim from the United Arab List and Ghaida Rinawie Zoabi from Meretz, voted against the bill, as did the members of the Joint Arab List. The Palestinian Prisoner Society reported that 1 Palestinian prisoner who has been hunger-striking for 96 days in protest over his administrative detention was in critical condition. (WAFA 6/6)

Amnesty International (AI) called on Israel to “immediately release” Salah Hammouri, a Palestinian-French human rights lawyer who works for Addameer and who has been held in administrative detention since 3/7. AI also demanded that Israel ensure that Hammouri’s East Jerusalem residency status will not be revoked. (AI 6/6)

A survey conducted by the Israeli Democracy Institute found that 60% of Israeli Jews favored segregation from the country’s Palestinian community, up from 45% in last year’s survey. In comparison, about 20% of Palestinian citizens of Israel favored segregation. (HA 6/6)

In Syria, Syrian media reported that the Syrian military had intercepted Israeli missiles targeting Damascus. (HA, REU 6/6; JP, TOI 6/7)

U.S. senators Mitt Romney (R-UT) and Jon Ossoff (D-GA) sent a letter to U.S. secretary of state Antony Blinken, urging the Biden administration to ensure a “full and transparent investigation” into the killing of Palestinian American journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp. Haaretz reported on recently released documents at the Israeli State Archive, which details conversations between Israeli and U.S. officials during the 1st Israeli Invasion of Lebanon. In the trove of released documents are conversations between then Israeli prime minister Menachem Begin and U.S. president Ronald Reagan, where President Reagan suggests that Palestinian refugees in Lebanon become Lebanese citizens. Prime Minister Begin responds by suggesting that Palestinians in Lebanon be deported to Libya, Iraq, Syria, or Saudi Arabia. (HA 6/6)

In the West Bank, Israeli settlers chopped down 40 olive trees in al-Sawiya. 1 Palestinian was arrested at a checkpoint near Ramallah. In East Jerusalem, Israeli forces raided Issawiyya; during the raid, clashes erupted between Palestinians and Israeli forces. 1 Palestinian was arrested during a late-night raid in Issawiyya. In Gaza, Israeli forces opened fire on agricultural lands east of al-Maghazi and Dayr al-Balah; no injuries were reported. (WAFA 4/27; WAFA 4/28; PCHR 4/30)

Israel conducted air strikes on Syria in a Damascus suburb from Lebanese air space. Sources differed on the number of people killed, ranging from 3-7 and at least another 4 injured. (AJ, HA, TOI 4/27; JP 4/28)

A U.S. state department spokesperson said that “we are prepared to recognize Israeli actions to extend Israeli sovereignty and the application of Israeli law to areas of the West Bank that the vision foresees as part of the State of Israel.” (AJ, WAFA 4/28)

Israeli authorities arrest more than 300 Hamas and Islamic Jihad mbrs. in o.t. in crackdown ordered by PM Rabin. Rabin says govt. will fight terrorism "with all the means available to us." (MM 4/19; CSM, NYT, WP, WT 4/20)

6 Fateh mbrs., fugitives fr. Gaza Strip, allowed to return fr. Egypt. Among those returned is "Black Panther" leader Salim Shurafa, 28. PM Rabin pledges to allow return of 20-30,000 Palestinians, mostly relatives of Palestinian police, after agreement with PLO reached. (WP, WT 4/20)

Israeli AG Michael Ben-Yair tells Jerusalem Bar Assoc. that Israeli law does not apply in o.t. "unless the Knesset expressly states this," and that settlers are as subject to military law as Palestinians. Ben-Yair says that in criminal cases "parallel" authority applies to settlers, so they are tried by Israeli law in Israeli courts, not military courts. Hamas Damascus political office head Musa Abu Marzuq, in interview with Jordanian Islamist weekly al-Sabil, says Hamas would make peace with Israel in return for complete Israeli withdrawal fr. o.t., dismantlement of all settlements. Social/Economic/Political

Occupied Palestine/Israel: P. M. Shimon Peres denounces Arafat's offer of "land for peace," characterizes the PLO as "talking peace in Jordan [while] killing people in Israel" [JP 9/9]. Soldiers fire rubber bullets and tear gas on a group called An End to Occupation as they demonstrate in Ramallah to protest Israeli deportation and administrative detention practices; 21 protesters are detained. Army declares the area a closed military zone [GU 9/18]. Ariel Sharon begins suit against Time magazine in a Tel Aviv court. Under Israeli law, Sharon need not prove malice to substantiate his claim [JP 9/9]. Charges have been filed against Israeli joumalist Amnon Kapeliouk for visiting Jordan in March and April. Under the 1948 Emergency Defense Regulations, Kapeliouk could receive up to a year in prison for entering acountry in a state of war with Israel [JP 9/8].

Other Countries: New York Times reports the Soviet Union has begun a new campaign to encourage Palestinians to reject American-sponsored efforts at Arab-Israeli peace talks. In recent weeks George Habash, Nayef Hawatmeh, Khaled al-Fahoum, and close Arafat aide Salah Khalaf (Abu lyad) have visited Moscow. Soviet leaders have expressed "total opposition" to the 11 February accord between Arafat and King Hussein [NYT 9/8].

Military Action

Arab World: Fighting continues for the 6th straight day between 2,500 Palestinian fighters inside Burj al-Barajinah refugee camp and Amal militiamen outside [NYT 9/9]. Lebanese officials meet with Syrian Vice Pres. 'Abd al-Halim Khaddam in Damascus to ask for Syrian military intervention to stop the fighting [LT 9/9].
