The IDF continues to shell n. Gaza, wounding at least 1 Palestinian civilian. In the West Bank, the IDF conducts arrest raids, house searches nr. Bethlehem. A Palestinian militant wounded during the 7/19–20 IDF raid on al-Maghazi r.c. dies of his injuries. (PCHR 7/27)

The IDF continues its troop build-up on the n. Israel border, artillery strikes and heavy air raids across Lebanon, incursions by small special forces units into the south. In its 1st major ground operation, the IDF sends some 2,000 soldiers, a tank brigade, armor into Maroun al-Ras (a Hizballah stronghold, reportedly largely depopulated since fighting began) on the central s. Lebanese border, stating later that after heavy, close combat, it has taken control of the town and several surrounding villages; at least 3 Hizballah mbrs., as many as 7 IDF soldiers may have been killed, several tanks disabled. Meanwhile, the IDF continues to warn s. Lebanon residents to move northward; Sidon reports some 35,000 displaced Lebanese arriving in the city today; Tyre, the largest s. Lebanese town, reports that only around 5,000 of its 175,000 residents remain. Among the targets hit in IDF air strikes are TV and cell phone transmission towers n. of Beirut (killing at least 1 Lebanese); 2 ICRC ambulances nr. Qana, killing 1 patient and injuring 6 medics, 2 patients; Hizballah targets in Baalbek, s. Beirut, Hermel, Sidon, Tyre. At least 8 Lebanese are killed during the day. Hizballah fires some 130 rockets into n. Israel, wounding 10–20 Israelis (3 seriously); targets include Carmiel, Haifa, Kiryat Shimona, Nahariya, Safad. IDF artillery fired at Syrian positions in Bekaa after Syrian tractor fortifying positions reportedly crosses cease-fire line.

IDF releases Jibsheet's Sheikh Rageb Harb, whose arrest on March 18 prompted strikes and demonstrations; ICRC tells IDF that Lebanese in Sidon are threatening Palestinian refugees in camps and villages; Austrian special envoy leaves Damascus to report to Chancellor Kreisky on status of negotiations for PLO-Israel prisoner exchange.

UN: UNIFIL spokesman says the number of persons in the UNIFIL area has doubled with the influx of refugees fleeing fighting in the north, many with no roof over their heads.

IDF shelling and blockade maintained for fifth day as negotiations deadlocked; water and electricity are partially restored; IDF artillery and gunboats blast Palestinian neighborhoods, setting fires, with high casualties (other non-Palestinian areas hit); evening gunner duels mark IDF attempts to advance; IDF officers say IDF broke fifth cease-fire in retaliation for deaths of 5 IDF soldiers the night before; shells fall on US Ambassador's residence in Yarze; IDF shell hits nylon factory, igniting long fire and explosions; Israeli jets zoom over Beirut.

PLO displays to reporters extensive IDF anti-personnel weapons, most with US markings, including cluster bombs, canisters of hydrogen cyanide used against Syrians and in Burj al-Barajneh camp and neighborhood (other weapons used in Sabra and Shatila camps and Shia suburb of Ouzai); displayed also is slab of nougat with Hebrew markings, part of car bomb found in Beirut port area.

Israeli Cabinet spokesman Meridor says 331 Lebanese civilians killed, says IDF told him 1200 PLO "terrorists" and civilians killed in fighting in refugee camps (claims not much international aid needed, that international bodies agree with Israeli government figures, that Israeli ambulances sent to help wounded have come back to Israel as not needed); detention camps set up by IDF in southern Lebanon (fences, guard towers, earth embankments at Ansar, west of Nabatiyeh); Meridor says detainees will be treated as criminals, not POWs.

UN High Commission for Refugees, in Vienna, says IDF invasion has set back work in Lebanon by 32 years, destroying schools, camps, warehouses, clinics, leaving 175,000 of 237,000 registered refugees in urgent need of aid.
