Israeli forces also tased and injured 1 Palestinian woman near Huwwara, claiming that she had tried to stab an Israeli soldier. Elsewhere, Israeli forces violently dispersed a funeral procession in Beit Umar, injuring 2 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with baton rounds and others with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 15 with tear gas. 8 Palestinians were arrested during late-night raids in Nabi Salih, Beita, and Zweidin. The Higher Follow-Up Committee for Arab Citizens of Israel called for a general strike on 6/9 and 6/10 over the continuing rise in homicide rates among Palestinian citizens of Israel, blaming Israeli police inaction. (QDS, WAFA 6/9)

Axios reported that the Israeli government had decided to postpone discussions on settlement construction in the E1 area of the West Bank. Discussions were scheduled to take place next week. In South Lebanon, Israeli forces violently dispersed Lebanese protesters demonstrating against Israeli constructing of a barrier near the border between the Israeli-occupied Golan Heights and Lebanon south of Kfar Chouba. Israel claimed the 3 attempted to ram Israeli soldiers with a car, but this was disputed by Palestinians present at the scene. Israeli forces also fired tear gas near a high school in Tell during a raid, causing tear-gas related injuries among students and staff. Elsewhere, Israeli forces demolished 1 house and 2 storage facilities in al-Rifaya in the Masafer Yatta area, 1 house in Beit Einun, displacing 11, and 1 house near Jabal Johar, displacing 8. PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The UK political parties Labour, Scottish National Party, and Liberal Democrats told Middle East Eye that they oppose moving the UK embassy to Jerusalem. The EU-Israel association council convened for the 1st time since 2012. Addressing the EU representatives, Israeli prime minister Yair Lapid said that “Palestinians need to put an end to terrorism and incitement” in order for a 2-state solution to happen. After the meeting, EU ministers published a paper hailing cooperation with Israel, condemning Hamas, and criticizing Israel for its settlement policies, mentioning settlements in East Jerusalem and plans for E1. In the West Bank, Israeli settlers raided Burqa but were chased away by Palestinian residents; no injuries were reported. Israeli settlers also uprooted some 200 olive tree saplings in Khallet Hassan and stole 4 sheep in Kafr Malik. Israeli forces shot and killed 1 Palestinian man and injured 6 others with live ammunition during a raid in Qalandia refugee camp. Israeli forces also shot and killed 1 Palestinian minor and injured 3 others with live ammunition and a concussion bomb during a raid in Balata refugee camp. In the Naqab, Israeli undercover forces shot and killed 1 Palestinian man during an arrest raid in Rahat; an autopsy later contradicted the Israeli forces’ explanation that the man was pointing a gun at them when he was killed, as it revealed that he was shot twice in the back. The security coordinator at the Gilad settlement outpost was arrested by Israeli forces on suspicion of having aided settler vandalism in Fara‘ata in the West Bank on 3/14. Another security guard at the settlement was also arrested for partaking in the vandalism. (HA 3/17)

The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. Furthermore, the 3 supreme court justices ruled that the families must pay $9,100 in court fees. (HA 3/15; HA 3/18)

The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. PA foreign minister Riyad al-Maliki has told the Hungarian delegate that the PA will not accept the demand. (HA 3/15; WAFA 3/16)

U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. Lastly, Nides rejected the idea that the Palestinians can be bought off by economic incentives as they do not see this as a trade-off for political negotiations. (JP 3/16; MEMO, WAFA 3/17)

More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. The Google employee said the company was attempting to force her out of her job by giving her 17 days to agree to relocate to São Paulo. (LAT 3/15; JP, MEMO, TOI, WAFA 3/17)

In the West Bank, Israeli settlers threw stones at Palestinian houses and vehicles in ‘Urif, causing damage. Israeli settlers also threw stones at vehicles traveling near Silat ad-Dhahr. Israeli forces arrested the wife of a Palestinian man who shot and killed 1 Israeli settler in East Jerusalem on 11/21 as she was entering the West Bank via the Allenby Bridge from Jordan. Israeli forces also blocked off the entrances to Deir Abu Mash’al. Elsewhere, Israeli forces handed a stop-work order for a water well in Atuf. 17 Palestinians were arrested during raids in Tulkarm, Wadi al-Far‘a, and Qalandia refugee camp. In East Jerusalem, Israeli forces raided the home of PA Jerusalem governor Adnan Ghaith in Silwan, injuring 4 by physical assault and temporarily detaining 3. 2 Palestinians were arrested in Silwan. Israel said it had arrested 50 alleged operatives of Hamas in the West Bank, claiming that they were plotting to commit attacks against Israelis. It was unclear when Israeli forces had apprehended the alleged plotters. (HA 11/22)

2 Palestinian prisoners held on administrative detention suspended their hunger strikes as their lawyers made deals with Israel to release them within a few months. 1 of the prisoners had been hunger-striking for 131 days when he suspended his protest; the other for 51 days. Israel and Jordan signed an agreement of intent to build a solar power plant in Jordan to supply 600 megawatts of electricity to Israel in exchange for Israel to send 200 million cubic meters of desalinated water to Jordan. The agreement was signed in the UAE in the presence of U.S. climate envoy John Kerry. Jordanians protested against the agreement in Amman on 11/23. In the West Bank, Israeli forces delivered demolition orders for 4 water collection wells in Khelet al-Dabe‘a, near Yatta. 10 Palestinians were arrested, including 8 during late-night raids in al-‘Aruj, Hindaza, ‘Askar refugee camp, Nablus, Dura, al-Dawha, Yatta, and Ramallah; 1 was arrested during a raid in ‘Anata, and 1 at a checkpoint near Nablus. In East Jerusalem, 1 Palestinian family demolished their own home in Sur Baher. 5 Palestinians were arrested during a late-night raid in Isawiya. Israel effectively prevented Palestinians without Internet access from objecting to construction plans in the E1 area, as Israel’s civil administration told the Palestinians they could attend the meeting only hours before it started, rendering them unable to reach the meeting in person in the Beit El settlement. Adalah sent a letter to the Israeli government, calling a decision to include the Shin Bet and the Israeli military to combat violence in Palestinian towns in Israel racist and illegal. Adalah said it would create 2 separate law enforcement systems in Israel: 1 for Palestinians and 1 for Jewish Israelis. (WAFA 10/4)

Media outlets reported that, in a secret effort to locate Israeli soldier Ron Arad, who went missing in 1986, Israel had abducted an Iranian general in Syria and took him to an unnamed country in Africa, where he was interrogated before he was released. (MEMO, TOI 10/5)

The energy ministers of Lebanon and Egypt said that Egypt is finalizing arrangements to ship gas to Lebanon in an effort to help the country as it faces a severe energy crisis. Egypt will supply Lebanon with gas through a pipeline that runs through Syria and Jordan. (HA 10/5; REU 10/7)

In the West Bank, 9 Palestinians were arrested during late-night raids in and around Nablus, Qalqilya, Bethlehem, and Hebron. In the East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; the Jordanian ministry of foreign affairs denounced the violation of the Status Quo agreement. 6 Palestinians were arrested as the Israeli settlers toured the compound. In Israel, Palestinian activists and members of the Israeli Knesset demonstrated outside the Israeli magistrate court in support of the PA governor of Jerusalem Adnan Gheith who has been detained by Israel since 7/19. In Gaza, Israeli forces opened fire on agricultural lands east of Dayr al-Balah; no injuries were reported. Outside of Israeli prime minister Benjamin Netanyahu’s residence, more than 1,000 protesters demanded Netanyahu’s resignation; pro-Netanyahu counter-protesters attacked 1 Palestinian bus driver and 2 photojournalists. Israeli forces raze Palestinian agricultural land in Bayt Jala nr. Bethlehem and begin expanding the separation wall in the area, cutting residents off from their land and laying the groundwork for annexation. Around Jerusalem, Israeli forces demolish 22 bedouin huts and animal pens in the E1 area and 4 residential structures in bedouin villages nr. East Jerusalem. In Gaza, unknown gunmen attempt to assassinate a Fatah official in Gaza City, injuring 2 of his bodyguards. In the West Bank, Israeli forces conduct raids and searches in the “Gate of Jerusalem” protest tent camp in Abu Dis, sparking clashes with Palestinian and international activists who were building concrete rooms; 4 Palestinians and 1 international are detained; several activists are lightly injured with rubber-coated metal bullets, tear gas, and stun grenades. That night, Israel Defense Forces (IDF) troops return to the camp to demolish and evacuate it, but activists begin rebuilding as soon as the soldiers leave. Israeli authorities approve the construction of a solid waste landfill on 520 dunams (1 acre equals about 4 dunams) of primarily Palestinian-owned land in East Jerusalem; around 120 Palestinian bedouins would be evicted from their homes. Jordan holds parliamentary elections, which are boycotted by the Muslim Brotherhood–affiliated Islamic Action Front. The boycott is based on claims that the electoral system is biased in favor of rural tribal areas where pro-regime sentiment is highest, in contrast to large, more densely populated urban areas, where pro-Brotherhood views are strong among poor Palestinians. In the election, 1,425 candidates compete for 150 seats, up from 120, in the lower house. King Abdallah has agreed to cede some powers to the new legislature, such as choosing the PM and running day-to-day affairs. There are numerous reports of vote-buying and small-scale clashes in Karak governorate and some districts of Amman. The results see pro-government candidates maintain their dominance of the parliament, though 37 Islamist and other government critics win seats in the legislature. The EU criticizes Israel’s settlement expansion plans in a statement released at a meeting of foreign ministers in Brussels. Sweden’s FM Carl Bildt says European governments are increasingly frustrated by the settlement policy. The ministers also emphasize that the EU’s agreements with Israel only apply to the pre-1967 territory, which a diplomatic source tells the Israeli media could be a sign of future action related to settlement products. Israeli PM Benjamin Netanyahu says that construction plans for the E1 area e. of Jerusalem do not prevent the eventual emergence of a Palestinian state, and repeats the offer of direct talks with Mahmud Abbas ‘‘without preconditions.’’ Meanwhile, Palestinian cheif negotiator Saeb Erakat outlines 3 conditions for a return to talks: (1) agreement that the goal of the peace process is a withdrawal to the 1967 borders; (2) restarting negotiations from the point they were halted; and (3) setting a 6-mo. timetable for agreement on all final-status issues. In Berlin, Israeli PM Benjamin Netanyahu meets German chancellor Angela Merkel, who expresses dismay at settlement expansion. Israeli media reports say that Merkel’s message is that Netanyahu must choose between the peace process and establishing a Palestinian state on the one hand, and continued settlement growth and international isolation on the other. Meanwhile, the E.U. summons Israel’s amb. for a meeting, following similar moves by Britain, Denmark, France, Spain, and Sweden on 12/3. Palestinian pres. Abbas says he is determined to block the proposed settlement construction E1 with all legal and diplomatic means. Armed clashes take place in Tripoli as Syria’s civil war continues to spill over into Lebanon, with gunmen loyal to opposing sides in the Syrian fighting clashing in the city. The fighting has killed 6 people and wounded around 60 since the beginning of the week, sparked by the deaths on 11/30 of over a dozen Lebanese fighting with the rebels. (AP 12/5)

Britain, Denmark, France, Spain, and Sweden summon the Israeli ambassadors to their countries to protest Israel’s settlement construction plans. An anonymous senior European diplomat tells the Israeli newspaper Ha’Aretz that Britain and France see E1 development as a ‘‘red line’’ and feel Israel is acting ungratefully after the support it received during Operation Pillar of Defense. Former U.S. amb. to Israel Dan Kurtzer tells Ha’Aretz that the Obama admin. is angry over an Israeli official’s suggestion in a recent briefing that Israel generated the E1 plan in anticipation that Obama would refuse to reaffirm Bush’s 2004 letter to Sharon (which Israel views as U.S. approval of Israeli settlement expansion in areas it intends to keep under final status; see the Quarterly Update in JPS 132), when he entered office in 1/2009, as indeed occurred. The dep. mayor of Jerusalem reveals that the municipality is expected to give final approval to a new settlement in occupied East Jerusalem called Givat Hamatos, the 1st of its kind since Har Homa in 1997. Located between Talpiot and Bayt Safafa, the new settlement will be on the agenda of the planning comm. on 12/19. The Israeli governmentt announces it will confiscate the VAT tax revenues it has collected for the PA during 11/2012, and use the NIS 460 m. of funds to offset the PA’s debt to Israel’s Electric Corporation. The Israeli newspaper Ha’Aretz reports that 5 senior European ambassadors—from Britain, France, the EU, Germany, and Holland—have communicated strong opposition to Israel’s 11/30 plan to expand settlements and develop the E1 area outside of East Jerusalem. An anonymous British diplomat tells the paper that ‘‘London is furious with the decision over the E1 corridor.’’ UN secy.-gen. Ban Ki-moon describes Israel’s plan as an ‘‘almost fatal blow’’ to prospects for peace. IDF spokesman Maj. Guy Inbar acknowledges that Israel plans to relocate some 2,000 Bedouin fr. 20 encampments in the hills e. of Jerusalem (in area C) to clear the way for the expansion of Ma’ale Adumim settlement into the E1 zone to link it with Jerusalem. Officially, the government says the relocation plans are part of its broader initiative to “provide the bedouin across the West Bank with sites where they can build legally with access to water, electricity, and government services.” Construction in the E1 zone and settlers’ preparations for expansion of Ma’ale Adumim into the area have been planned since 2009, but this marks the 1st admission that the government has started logistical planning to remove the Bedouin population fr. the area. Meanwhile, Israeli DM Ehud Barak approves establishment of a new 40-unit settlement neighborhood and farm nr. Efrat settlement to expand the Gush Etzion settlement block s. of Bethlehem; the new settlement, to be called Givat Hadagan, was approved for development in the 1990s, with plans to build 500 housing units. Israel closes the old wooden Mughrabi footbridge (deemed unsafe) used by non-Muslims to reach the Haram al-Sharif/Temple Mount; the PA and Waqf officials protest, saying Israel plans to build a larger permanent structure to assert its control over the site, which is holy to both Muslims and Jews. Jerusalem, in the E1 area marked for expansion of Ma’ale Adumim settlement, displacing 42 Palestinians. Late in the evening, the IDF conducts synchronized late-night incursions into Hebron, Nablus, Ramallah, and Zatara village nr. Bethlehem to raid and search the homes of 8 senior figures affiliated with Hamas (fmr. PA Dep. PM and Education M Nasser al-Din al-Sha‘ir in Nablus; Reform and Change Palestinian Council legislators Nizar ‘Abd al-‘Aziz Ramadan and ‘Assam Nu‘man Salhab in Hebron; Ayman Husayn Darghma in Ramallah; Khalid Tafish Thwayb in Zatara; Reform and Change office director for Ramallah and al-Bireh Mazin al-Rimawi in Ramallah; senior Hamas leader Adnan Ahed Asfur and al-Najah University prof.
