In the West Bank, Israeli settlers uprooted 15 olive and 10 almond trees in Husan. Israeli forces shot and injured 1 Palestinian man during a raid in Nablus; 2 were arrested. Israeli forces also assaulted 2 Palestinians at the Deir Sharaf checkpoint, leading to the hospitalization of 1 of them. Elsewhere, Israeli forces forced Palestinian businesses to close and removed Palestinian flags from buildings in Huwwara. Israeli forces also notified Palestinians in Khirbet Humsa that they will be temporarily evicted from 5/16 to the morning of 5/17 for Israeli military drills. 6 Palestinians were arrested during raids in Qatanna, Jenin, and Jericho. In East Jerusalem, Israeli authorities forced 1 Palestinian family to demolish part of their own home in Jabel Mukaber. 4 Palestinians were arrested during raids in Isawiya and Jabel Mukaber. In Gaza, 1 rocket was fired at Israel around 24 hours after the ceasefire was announced in what was claimed to be a misfire. Israel conducted an airstrike on Beit Lahiya, causing damage. Israel reopened the Erez and Kerem Shalom crossings to Gaza for the first time since Israel began its attacks on Gaza on 5/9. The reopening of the crossings followed a ceasefire agreement which was reached on 5/13. (HA 5/13; REU 5/14)

Hamas political bureau head Ismail Haniyeh spoke to Islamic Jihad secretary-general Ziyad al-Nakhalah, offering his condolences for the Islamic Jihad members killed by Israel in the latest assault on Gaza. Haniyeh also said in a press statement that Hamas and Islamic Jihad had managed the response to Israel through the Joint Operations Room. Israeli officials had said that Hamas did not actively partake in the firing of rockets. (QDS, QDS 5/14)

The Knesset Ministerial Committee on Legislation discussed a bill that would stop Israeli government funding to East Jerusalem schools that use the Palestinian curriculum. (HA 5/14)  

Otzma Yehudit leader Itamar Ben-Gvir said that he opposed the Israeli budget because of a lack of funds “to Judaize the Negev and the Galilee.” (TOI 5/14)

In response to the cross-border exchange on 2/23, Palestinians fire 3 manufactured Grad rockets fr. Gaza into Israel, striking Beersheba for the 1st time since Operation Cast Lead (OCL; 12/27/08–1/18/09), damaging a house but causing no injuries. The IDF retaliates with multiple air strikes on Hamas and Islamic Jihad targets, killing 2 Hamas mbrs. in Rafah and wounding 3 Islamic Jihad mbrs. elsewhere. In the West Bank, the IDF patrols in Qalqilya and 4 nearby villages, in Jericho and 1 nearby village, as well as in 2 villages nr. Salfit and Tulkarm. In Ramallah, up to 1,500 Palestinians rally in support of national unity and an end to the Hamas-Fatah divide, which they say “opens the door for the occupiers to do whatever they want”; though representing Fatah, Hamas, and leftist factions, they show only the Palestinian flag—a rare gesture in recent years. As OCL enters day 6, Israel announces that it will allow 443 foreign passportholders living in Gaza (mostly the spouses and children of Gazan Palestinians, including U.S., Russian, Moldovan, Ukrainian, Turkish, and Norwegian passport-holders) to leave on 1/2, raising concerns that a major ground incursion into Gaza is imminent.

Israeli actions: The IDF continues air strikes and naval bombardment of Gaza, hitting at least 70 targets and carrying out at least 40 air strikes. Primary targets include the PA parliament building, Justice Min., Education Min., the headquarters of the PA presidency in Gaza City, homes of several other Hamas and PRC cmdrs., tunnels on the Rafah border, suspected weapons depots, 2 mosques in Jabaliya r.c., a fishing harbor w. of Khan Yunis, a water reservoir in Bayt Hanun. Target areas include Abasan, Bani Suhayla, Bayt Hanun, al-Bureij r.c., Gaza City, Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat, al-Qarara, Rafah, Tal al-Za‘atar. By day’s end, the Palestinian toll is at least 412 dead.

Palestinian actions: Palestinians fire 59 rockets (at least 10 of them fired by Islamic Jihad) and 1 mortar into Israel, with 1 longrange rocket hitting an apartment building in Ashdod (causing heavy damage but no major injuries) and 3 in open areas outside Beersheba (causing no damage or injuries). Beersheba municipal official Shimon Krief says that city emergency workers received only 18 calls from concerned citizens during incoming rocket warnings today, stating “People are relaxed.” Beersheba hospital reports that since the city first came under rocket fire on 12/30, it has treated 10 Israelis for moderate physical injuries and 154 for stress, adding that “with each attack, we’ve gotten significantly fewer patients.”

Humanitarian notes: Israel allows 60 trucks of humanitarian aid into Gaza. The International Comm. of the Red Cross (ICRC) warns that humanitarian needs are growing sharply despite the limited entry of aid, noting severe shortages of water, cooking gas, electricity. Israeli human rights groups issue an appeal to DM Barak to restore fuel shipments to Gaza to allow proper functioning of hospitals, water services, and so on.

Of note: Air strikes today include an attack on the home of Hamas’s Nizar Rayyan, a cleric and chief liaison btwn. Hamas’s political and military wings, in a densely populated residential area inside Jabaliya r.c., assassinating him and killing his 4 wives and 11 of his 12 children, causing heavy damage to surrounding buildings; Rayyan is the most senior Hamas official to be killed since Israel assassinated Abd al-‘Aziz Rantisi in 2004 and one of the only Hamas figures who has not gone into hiding since OCL began. The IDF seals the West Bank through 1/3, citing unspecified security concerns. IDF troops at Ni‘lin checkpoint fire rubbercoated steel bullets, percussion grenades, tear gas at mbrs. of a funeral procession that refuses to lower a Palestinian flag while going through the crossing, injuring 2 Palestinians; 1 tear gas canister lands inside a nearby Palestinian home, sparking a fire that guts the 1st floor. The IDF sends undercover units into Ramallah’s central shopping district, where they arrest Islamic Jihad’s Qalqilya military leader Muhammad Shubaki; when the unit is confronted by armed militants and stone-throwing protesters, the IDF sends in uniformed reinforcements that clash with the Palestinians, leaving 1 PA General Intelligence officer, 3 bystanders dead, at least 35 Palestinians and 1 IDF soldier wounded. The IDF also sends bulldozers, tanks, jeeps 200 m inside the Gaza border nr. Bureij r.c. to level land for ongoing construction of a cement wall along the n. Gaza border; raids the municipal offices in Maithalun nr. Jenin, removes the Palestinian flag fr. the building, fires tear gas; patrols in Farkha nr. Nablus (firing on residential areas), Kafr Dan; conducts arrest raids, house searches in and around Nablus, in Bethlehem, and nr. Hebron, Jenin. In central Gaza, PSF chief for central Gaza Nabil Hudud dies when a bomb rigged to his car explodes; no group claims responsibility; Fatah and Hamas gunmen, however, exchange fire outside Gaza’s Shifa Hospital after Hudud’s body is brought in. In Khan Yunis, unidentified gunmen kidnap, shoot 3 Hamas mbrs., killing 1; no group claims responsibility; Hamas accuses the PA security forces. The IDF fires on Palestinians waiting to cross the Abu Huli crossing, killing a 15-yr.-old Palestinian boy; raids a student center in Ramallah run by an Islamic Jihad mbr., confiscating 3 computers, several cell phones, arresting 6 Palestinians; conducts arrest raids, house searches in al-Bireh and nr. Qalqilya, Tulkarm; patrols in Aida r.c., Dura (firing on stone-throwing children who confront them, injuring 2); fires on residential areas of Jayyus nr. Qalqilya. A 9-yr.-old Palestinian girl is killed in a mysterious explosion in Gaza. Palestinians fire 10s of mortars at Jewish settlements in Gaza, lightly injuring 3 Thai workers, 1 Jewish settler. The Democratic Front for the Liberation of Palestine’s (DFLP) National Resistance Brigades fire 4 mortars at the Erez crossing, causing no damage or injuries. More than 20,000 Israeli protesters demonstrate in s. Israel against disengagement. In light of recent clashes with Hamas, the PA bans the display of, begins removing all factional flags fr. public spaces in Gaza, saying “only the Palestinian flag will remain.” The PA also bans PA employees fr. criticizing the PA.
