Stabbing and other small-scale violent incidents continue in the occupied Palestinian territories (oPt) and Israel. In Tel Aviv, 2 Palestinians armed with knives attack a group of Israelis at an office building, killing 2 and injuring 2. Israeli police arrest 1 of the attackers and the other flees. Later, IDF troops raid the Hebron-area home of 1 of the suspects, delivering punitive demolition orders and arresting 3. Nr. Bethlehem, a Palestinian driver opens fire in the Gush Etzion settlement bloc, injuring 10 settlers and killing 3 others, including a U.S. citizen. Israeli forces shoot at the driver, causing him to crash his car and killing 1 Palestinian bystander in the crossfire; they arrest the driver at the scene. In c. Hebron, Israeli forces fire tear gas and skunk water, blocking a number of Palestinian children from accessing their school, after a Palestinian allegedly throws a tear gas canister at an Israeli checkpoint and injures a soldier. Elsewhere, a number of Palestinian municipalities in Israel, including Nazareth, Rahat, and Sakhnin, go on strike in protest of the 11/16 outlawing of the Northern Branch of the Islamic Movement. In the West Bank, IDF troops and stone-throwers clash during raids in Dahaysha r.c. and patrols nr. Jenin, injuring 4 Palestinians and arresting 1, respectively. Israeli forces continue their string of late-night house searches and raids in the Hebron, Ramallah, Jalazun r.c., and Dahaysha r.c. areas, arresting 12 Palestinians and issuing arrest summons to 4; patrol during the day nr. Jenin, Tulkarm, Salfit, Hebron, and Qalqilya. Israeli settlers leave racist graffiti and throw stones at Palestinian homes in a village nr. Ramallah late at night, causing minor damage. Israeli forces begin demolishing a synagogue in the Givat Ze’ev settlement nr. Jerusalem, pursuant to the Israeli govt.’s 11/16 compromise with settler leaders (the demolition will be completed by 12/10). In East Jerusalem, Israeli forces clash with and violently disperse Palestinians at a checkpoint in Abu Dis, seriously injuring 1 Palestinian; arrest 4 Palestinians on raids in Issawiyya and Jabal Mukabir; assault a Palestinian youth in Ras al-Amud. Israel’s Coordinator of Govt. Activities in the Territories (COGAT) Unit cmdr. Yoav Mordechai signs an agreement with the PA Minister of Civil Affairs Hassan al-Shaykh to grant Palestinian mobile phone users in the West Bank access to 3G high-speed data services. The new services are expected to be in place by mid-2016. (AP, HA 11/19)

The IDF launches Operation Days of Penitence, sending 3 brigades (ca. 2,000 troops) with 100 tanks, armored personnel carriers (APCs), armored bulldozers to cordon off the n. Gaza Strip, killing 8 Palestinians (including at least 3 Hamas mbrs., 3 other armed Palestinians, 2 bystanders), wounding 17 in clashes during the day (some casualties, according to hospital workers, were hit by internationally banned flechettes); 2 Palestinians (including 1 militant) die of injuries received in n. Gaza on 9/29, 9/30; the IDF also drops a bomb on a factory in Jabaliya r.c. Armed Palestinians build sand berms to block streets, lay booby-traps along roads in Jabaliya, wounding 2 IDF soldiers with a roadside bomb. The IDF fatally shoots 1 Palestinian, captures 7 attempting to cross the Israel-Gaza border nr. the Erez crossing; the AMB, Hamas say the 8 (who are wearing PA police uniforms, carrying 88 lbs of explosives) are their mbrs. The IDF also fires on residential areas of Rafah; fires missiles at a workshop in Gaza City, causing serious damage, no injuries. In Sakhnin, Israel, 3,000 Israeli Palestinians hold a demonstration to commemorate the 4th anniversary of the 10/00 riots, during which 18 Israeli Palestinians died (13 killed by Israeli police, 5 by Israeli civilians). In Ramallah, IDF soldiers shoot, seriously wound a Hamas mbr. at a checkpoint, bar an ambulance fr. reaching him for 45 mins., allowing him to bleed to death. The PA terms the incident an assassination. In the West Bank, Palestinian gunmen fatally shoot a Jewish settler driving in the West Bank. Some 2,000 Palestinians in Ramallah, 1,000s of Palestinians in Bethlehem rally against Israel's continued confinement of Arafat, vowing to continue the intifada despite his cease-fire appeals. Israeli-Palestinian clashes enter their 50th day, with the internal closure on Palestinian towns in the West Bank still in place. Israeli PM Ehud Barak tells Israelis to prepare for a protracted conflict, threatens to escalate actions against Palestinians. To pressure the Palestinian Authority (PA), Barak suspends plans to transfer $64 m. in taxes and customs duties owed the PA to cover salaries and regular expenses. Overnight, the Israeli Defense Force (IDF) shells Fatah offices in Hebron, Jinin. During the day, IDF troops fatally shoot 4 Palestinians, fire on a Palestinian police station. 1 of the 4 Palestinians dies while the IDF blocks an ambulance crew fr. reaching him for 2 hrs. Inside Israel, Israeli Arabs clash with Israeli police officers nr. Sakhnin, leaving 1 demonstrator slightly injured. IDF West Bank cmdr. Brig. Gen. Benjamin Gantz warns that he "could probably wipe out Bayt Jala in a matter of hrs." Jewish settlers uproot a Palestinian olive grove nr. Ramallah, fire on Palestinian cars nr. In Gaza, U.S. special envoy Dennis Ross meets with PA head Yasir Arafat to discuss ways of halting the ongoing violence, resuming peace talks. (HA, WP, WT 11/17; MEI 11/24)

Israeli Arabs observe their annual 1-day strike commemorating the 1976 incident in which 6 Palestinians protesting Israeli land confiscations were shot dead by Israeli police. For the 1st time, 3 Druze communities observe the strike. Land Day demonstrators storm an IDF base being built on land expropriated fr. the Arab village of Sakhnin. In Gaza, 500 Palestinians marking Land Day block the entrance to the Jewish settlement of Gush Katif. PA police keep the protesters contained to prevent IDF intervention. (MM 3/30)
