The IDF fatally shoots a Palestinian outside Tulkarm, saying the man fired on their post, causing no injuries; fires on residential areas of Khan Yunis, wounding an 8-yr.-old Palestinian among others; conducts arrest raids in Jenin, Nablus. In Nazareth, Israeli bulldozers tear down the foundation of a mosque on a site adjacent to the Church of the Annunciation over the tomb of a Muslim saint. Muslims, Christians have disputed the construction of the mosque for 6 yrs. In 4/99, PM Ehud Barak gave formal permission for the project, sparking riots and bringing formal protests fr. the Vatican. Netzarim settlement; fires at stone-throwing Palestinians in Jenin, Kafr ‘Ayn, Qarawat Bani Zaid, injuring a total of 7 (including 1 who is arrested, severely beaten, dumped outside a nearby village); conducts arrest raids targeting Hamas in Hebron. A Jerusalem court sentences an East Jerusalem Palestinian to 19 yrs. in prison for organizing a “terror cell” comprising mbrs. of the Bethlehem PSF; the alleged cell never staged any attacks. A Nazareth magistrate court tosses out the 2001 indictment against Israeli Arab MK Azmi Bishara for organizing trips for Israeli Arabs to visit family in Syria, ruling the visits were of a humanitarian nature, did not amount to treason for contact with a hostile government, and took place before Bishara was stripped of parliamentary immunity in 11/01, but says it will pursue charges against his aides. With Vatican support, Roman Catholic and Orthodox churches across Israel, the Israeli-controlled occupied territories close for 2 days to protest Israel's approval of plans for a mosque nr. In the Gaza Strip, Palestinian taxi drivers go on 3-day strike to protest increase in taxes imposed by the PA. Some Palestinians stage a sit-in outside the PC to protest increased fuel prices. Some Palestinians are also refusing to pay phone bills, since rates have been lowered in Israel but not in the territories. (al-Quds 11/24 in WNC 11/29)

Iran rejects a U.S. request to send a consular team to Tehran to promote travel btwn. the 2 countries. State Dept. says it is "high time" Iran allowed such visits since Iranian officials are routinely allowed into the U.S. (NYT, WT 11/24; WJW 12/2; NYT 12/3)

Israeli Roman Catholic, Orthodox Christian leaders say they will close their churches in Israel 11/22-23 to protest the government's approval of plans to construct a mosque nr. the Church of the Annunciation in Nazareth. At the weekly cabinet mtg., PM Barak says that although he still has not found a suitable person to lead the final status team, comprehensive staff work has been done to formulate Israel's position in the political-security sphere and on the subject of economic separation. Arab Human Rights Organization calls on Jordan to immediately release the 20 Hamas political leaders, activists it has detained since 8/31. Israeli Interior M Sharansky rescinds the regulation allowing the residency rights of East Jerusalem Palestinians to be revoked on the grounds that their tax, water, electricity, rental, school or enrollment records suggest they may have lived outside the city for some time during the past 7 yrs.; does not say whether Palestinians who had their residency revoked under this law will have their rights restored. In Nazareth, a group Muslim Palestinians angry over the city's plans to construct a large plaza next to the Church of the Annunciation on a site that was slated for construction of a mosque attack, slightly injure the town's Christian mayor, Ramiz Jaraisi. A new press and publication law goes into effect in Jordan, replacing the controversial 1998 press law. While the new version lifts the ban on nearly 1,000 books, reduces the amounts that journalists can be fined for violations, and lowers the minimum capital a newspaper must hold to be licensed, the Jordan Press Association cautions that it does not ban the arrest of journalists for political reasons. PC holds special session to discuss Palestinian statehood issue; recommends ending the interim period on 5/4, working toward creation of a Palestinian state. PC speaker Ahmad Qurai` says that after 5/4, the PC, existing PA institutions will continue to function until new elections are held, alternative institutions are formed. Christian leaders in Nazareth accept Israeli government compromise on mosque, plaza construction. Muslim leaders reject it, preferring the case to be settled in court. In al-Am'ari refugee camp in the West Bank, PA Military Intelligence Service (MIS) mbrs. shoot, wound a Palestinian during an arrest.
