IDF troops shoot and critically injure a Palestinian in Hawara village nr. Nablus after he allegedly attempts to stab a soldier with a screwdriver. Late at night in the West Bank, Israeli forces use concrete to seal the entrance to the Hebron-area home of a Palestinian accused of assisting in the killing of 4 Israelis in Tel Aviv on 6/8. They also confiscate a tractor from Ras al-Amud village in the n. Jordan Valley and reopen the entrance to Aqraba village nr. Nablus, which was closed on 9/20 as collective punishment for reported stonethrowing in the area. The IDF arrests 14 Palestinian during late-night raids nr. Jenin, Bethlehem, and Hebron; and patrols nr. Hebron and Nablus during the day. In East Jerusalem, Israeli forces demolish a car wash in Bayt Hanina overnight. They also conduct raids in Abu Dis, sparking clashes with stone-throwing Palestinian youths; there are no serious injuries. Around 100 right-wing Jewish activists tour Haram al-Sharif in the morning. An errant mortar shell fired from Syria lands in an uninhabited area of the Israeli-occupied Golan Heights, causing no damage or injuries. The IDF responds later in the day, firing artillery at Syrian army targets. There are no reported injuries. (JP, TOI 10/9)

In the West Bank, the IDF conducts house searches and arrest raids in Nablus, Bethlehem, 3 villages and al-‘Arub r.c. nr. Hebron, and 2 villages nr. Ramallah; patrols in Hebron and 1 village nr. Hebron at night. Jewish settlers attack Palestinians and their property in the Hawara area nr. Nablus, and also in a separate incident s. of Hebron. (WAFA 7/6; PCHR 7/11)

In Egypt, violent clashes continue between supporters of ousted pres. Mohamed Morsi and his opponents and security forces. According to the Egyptian Health Ministry’s statistics, the recent clashes have left over 30 dead and more than 1,000 injured across the country. In the Sinai, unidentified assailants set off an explosion on a pipeline taking gas to Jordan. Meanwhile, the Rafah crossing on the Gaza border remains closed. U.S. Defense Secy. Chuck Hagel continues telephone conversations with the Egyptian military leadership, holding a 2-hour long discussion with Egyptian armed forces chief al-Sisi. Few details are revealed about the contents of the talk, though Pentagon spokesperson George Little says in a statement that Hagel emphasized the need for a peaceful civilian transition. The Syrian National Coalition chooses Ahmad Jarba as its new president after a runoff vote that saw the triumph of a tribal leader from the e. province of Syria with Saudi connections. (REU 7/6)

Israeli PM Benjamin Netanyahu signs a coalition agreement with Tzipi Livni’s Hatnua party, under which Livni will become Justice Minister as well as heading the government’s negotiations team with the Palestinians. (HA, ToI 2/20)

Palestinians hold demonstrations in the West Bank, as an estimated 800 Palestinian prisoners declare a one-day fast in solidarity with long-term hunger striking prisoners being held as administrative detainees. Some 200 protesters clash with Israeli soldiers in the northern West Bank city, Hawara, causing no serious injuries. Meanwhile, UN Secy.- Gen. Ban Ki-moon expresses concern at the ongoing Palestinian hunger strike, saying that ‘‘those detained should be charged and face trial with judicial guarantees in accordance with international standards, or be promptly released. In the West Bank, the IDF patrols in 1 village each nr. Jenin and nr. Tulkarm in the morning, and in 1 village nr. Hebron in the afternoon; conducts house searches and arrest raids in Tulkarm, al-‘Arub r.c. nr. Hebron, 1 village nr. Hebron, Aida r.c. and al-Dheisha r.c. in Bethlehem at night. The Israeli navy arrests 2 Palestinian fishermen off the coast of the Gaza Strip, nr. Bayt Lahiya. The IDF also conducts 2 incursions into the Gaza Strip, nr. Jabaliya and nr. Head of the PA’s borders and crossing department Nathmi Muhanna announces that the European Union will fund expansion of the Kerem Shalom crossing into Gaza in order to increase its capacity to 500 truckloads per day (up from its current 300). Muhanna also says that Israel has informed his department of their intention to allow entry of new empty domestic gas cylinders into the Gaza Strip, as well as new fuel trucks, and the installation of a new phone and Internet line from Israel to the Gaza Strip. Meanwhile, Yousef Rizka, adviser to Hamas PM Ismail Haniyeh, says that the Egyptian authorities are flooding smuggling tunnels on the Rafah border with sewage water. (MNA 2/19)

Israeli security officials visit Cairo for the second time in a week to discuss the Gaza cease-fire with their Egyptian counterparts. An unnamed Hamas official says that the talks are focused on ‘‘humanitarian issues,’’ not politics. (MNA 2/19)

U.S. special envoy George Mitchell sends a letter to Pres. Obama stating his intention to resign. The letter is not reported publicly until 5/13. (WP 5/14)

Israel closes the Kerem Shalom crossing, citing specific security threats; carries out 4 air strikes on 1 “infiltration tunnel” on the n. Gaza border and 3 smuggling tunnels on the Rafah border, causing no reported injuries. In the West Bank, the IDF makes a late-night incursion into Awarta, raiding and searching homes, and detaining at least 70 men and women who are taken to Hawara military post to have DNA samples taken in connection with the 3/11 Itamar murders. Israeli officials announce that PM Benjamin Netanyahu, in consultation with DM Ehud Barak and Israel’s atty. gen. Yehuda Weinstein, have asked Israel’s High Court to respond to 15 petitions filed by Peace Now demanding the immediate removal of Israel’s unauthorized settlement outposts by ordering the dismantling of outposts built on privately owned Palestinian land before the end of 2011 (with the exception of a house owned by a fallen IDF officer) but authorizing the legalization of those built on state land. This would mean that 6 outposts would be removed, of which 5 are inhabited (47 homes), while more than 100 others would be legalized. In the West Bank, the IDF demolishes 3 structures at the Havat Gilad unauthorized settlement outpost; Jewish settlers stone Israeli border police overseeing the demolition, who respond with tear gas and rubber bullets, leaving 15 persons lightly injured and 17 settlers under arrest. Afterward, Jewish settlers fr. Yitzhar settlement nr. Nablus exact their “price-tag doctrine” attack in nearby Hawara village, fire-bombing a house, injuring 2 children, and damaging other property. Separately, Jewish settlers fr. Halmish nr. Ramallah block a road leading to Nabi Salih and stone passing Palestinian vehicles; the IDF observes but does not intervene. Later, Jewish settlers fr. Gilad occupy a plot of Palestinian land nr. Qalqilya, setting up tents and mobile homes, but are evacuated by the IDF later in the day. The IDF also patrols in 4 villages nr. Hebron, Jenin, and Qalqilya; enters Kafr Laqif village nr. Qalqilya and fires stun grenades, claiming local youths stoned passing Jewish settler vehicles; no injuries are reported. In Gaza, the IDF shells the abandoned Dahaniyya airport site in s. Gaza, wounding 1 Hamas mbr. and destroying a nearby vacant home. IDF troops on the n. Hamas authorities arrest 4 of 20 Palestinians responding to an online call by Palestinian student groups to rally in Gaza City for national unity. Israel deports to the Gaza Strip 2 Gazans found living illegally in Beersheba; the IDF sends them through the Israeli side of the Erez crossing but the men refuse to move through to the 150-m transit area to the Palestinian side, demanding they be allowed to return to Israel; IDF troops fire warning shots at them for more than 2 hrs. before forcing them to enter Gaza. Israeli naval vessels fire on Palestinian fishing boats off the Bayt Lahiya coast, forcing them to return to shore. The UN reports that since 4/28, 1 Palestinian has been killed in a tunnel collapse and 4 Palestinians have been killed and 9 injured when they were overcome by gas fumes while smuggling fuel through a tunnel. In the West Bank, the IDF demolishes 1 Palestinian home nr. the separation wall southwest of Bethlehem, leaving 8 Palestinians homeless; conducts late-night arrest raids, house searches nr. Nablus. Jewish settlers set a fire destroying a mosque in Luban al-Sharqiyya nr. Nablus, an act Abbas says may jeopardize proximity talks. Jewish settlers also set fire to a Palestinian olive grove outside Hawara. The attacks are thought to be in response to the IDF demolition of structures in Shavei Shomron settlement on 5/2—part of the settlers price-tag doctrine to retaliate against Palestinians (and occasionally the IDF) in reaction to any attempt to curb settlement activity. The Popular Front for the Liberation of Palestine fires a mortar fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian students protesting the fatal hit-andrun of a Palestinian by a settler on 4/1 (no injuries, 1 arrested); also fires rubber-coated steel bullets, stun grenades, tear gas at Palestinians fr. Iraq Burin staging a nonviolent protest against settlement expansion (10s suffer tear gas inhalation); conducts latenight arrest raids, house searches in Hawara (see 4/2) and nr. Hebron. In response to recent escalating rocket and mortar fire, IDF warplanes and helicopters carry out 7 early morning air strikes on 2 caravans nr. Khan Yunis (no injuries), a cheese factory in Gaza City (injuring 3 Palestinian children nearby), and a metal foundry in Nussayrat r.c. (no injuries) that Israel claims were weapons factories and arms depots, warning of broader retaliation if rocket attacks continue. The U.S. urges both sides to display restraint. Hrs. later, Hamas issues a statement saying it is working with Gaza factions to reimpose the cease-fire with Israel before it escalates out of control, but also condemns the Israeli air strikes for aggravating the situation and calls on the international community to press Israel to keep retaliation in check. (Salafist groups opposed to Hamas refuse to participate in the ceasefire.) In the West Bank, Palestinians stone a settler vehicle outside Hawara village nr. Nablus, causing it to crash (no word on injuries); the IDF sends troops into Hawara in pursuit of the stone throwers, arresting 1 Palestinian. The IDF also fires rubbercoated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists taking part in nonviolent weekly demonstrations against the separation wall and settlement expansion in Bil‘in (10s suffer tear gas inhalation; 1 Israeli is arrested), Dayr Nizam/al-Nabi Salih (3 Palestinians injured), al-Ma‘sara (where only Palestinians demonstrated; 4 injured), and Ni‘lin (10s suffer tear gas inhalation); conducts latenight arrest raids, house searches nr. In the West Bank, the IDF demolishes 1 Palestinian home and an addition to a 2d home in East Jerusalem, displacing 15 Palestinians (including 8 children), with 1 family fined $3,000 for unlicensed construction; conducts late-night arrest raids, house searches in Hebron, Nablus and neighboring ‘Ayn Bayt al-Ma’, and Hizma village northeast of Jerusalem (arresting 3 12-yr.-old Palestinians and a 14-yr.-old), and nr. Jenin. The UN reports that in the previous wk., the IDF vacated 3 checkpoints around Qalqilya (including completely dismantling 1: Izbat Jalud) and increased the operating hours of 4 main checkpoints around Nablus (Asira al-Shamaliyya, Bayt Iba, Hawara, Shavei Shomron) to 24 hrs./ day 7 days/wk., significantly easing Palestinian travel btwn. Qalqilya and Nablus. The UN also reports that since the 5/31 and 6/4 Fatah-Hamas clashes in Qalqilya, Hamas police have arrested 73 Fatah-affiliated Palestinians on charges of “seeking to undermine internal security in Gaza.” Meanwhile, the PASF has arrested at least 74 Palestinians in the West Bank, making this the 2d wk. that the PASF has arrested more Palestinians than the IDF. U.S. special envoy Mitchell begins a 2-day visit to Israel and Ramallah (his 4th trip to the region) to follow up with Israeli and PA leaders regarding Obama’s 6/4 speech. (IFM 6/9; NYT, WT 6/10; NYT, WJW, WT 9/11) 

With the 1/16 MOU in hand, along with a letter from European heads of state pledging to support the U.S.-led efforts outlined therein and a private message from Mubarak to the Israeli security cabinet received today, Olmert formally declares a unilateral cease-fire in Gaza effective 2:00 A.M. local time on 1/18 (7:00 P.M. 1/17 EST). Stressing that Hamas was not party to any of the pledges secured by Israel, Olmert states: “If [the Palestinians] stop firing, we will consider leaving Gaza at a time that is suitable to us,” but if they continue rocket fire (NYT 1/17), “the Israeli army will regard itself as free to respond with force.” Hamas denounces Israel for ignoring Egyptian efforts to broker an agreed upon truce.

Combat notes: Olmert’s announcement comes at the end of a day of “sporadic and intensive” fighting in Gaza. The IDF reports hitting more than 120 targets, mostly comprising a final massive bombardment of more than 100 tunnels along the Rafah border that lasts 10 hrs., but also including strikes on at least 10 rocket-launching sites, 5 groups of armed Palestinians, 3 Hamas outposts. In addition to Rafah, air strike target areas include Bayt Hanun, Gaza City (city center), Jabaliya, Khan Yunis. Heavy artillery and tank fire are reported in: Bayt Lahiya, Jabaliya, al-Nasser (n. of Rafah). In Bayt Lahiya, IDF shells (possibly including white phosphorous) hit an UNRWA school sheltering 1,600 Gazans, killing 2 Palestinian brothers (ages 4, 5) and wounding 36 Palestinians (including the boys’ mother, who loses both legs. Naval bombardments center on Khan Yunis. Ground engagements are reported in al-Bureij r.c., al-Mughraqa, Nussayrat r.c., al-Zahra’. Late in the evening, IDF troops pull out of al-Shuka (where troops seized positions on 1/14), with residents reporting many houses demolished and damaged, wide areas of agricultural land razed, and significant damage to the village infrastructure (water systems, etc.).

Palestinians fire 19 rockets and 5 mortars into Israel, lightly injuring 5 Israelis (possibly all shock). The IDF reports 4 IDF soldiers seriously wounded in a friendly fire incident involving Israeli mortar fire, plus another 13 soldiers injured (3 seriously, 3 moderately, 7 lightly) in clashes with Palestinian gunmen over the previous 24 hrs., including 5 soldiers wounded by a Palestinian antitank round today.

With the truce ordered, the IDF put Israel’s comprehensive casualty toll for OCL at 3 (perhaps 4; see casualties chart in special document section for details) civilians and 10 soldiers dead, more than 100 soldiers and an unstated number of civilians injured. (This marks the 1st time the IDF has given estimates for comprehensive IDF casualties inside Gaza.) Gazan health officials estimate the Palestinian toll to be at least 1,200 killed and more than 5,000 wounded, though numbers are expected to change as rescue workers gain access to damaged areas.

Humanitarian notes: The IDF allows 62 truckloads of humanitarian aid into Gaza. Israel gives no indication whether or how quickly it will ease restrictions on imports once the cease-fire goes into effect. The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip. Hebron (injuring 2), Hawara s. of Nablus, Hebron (injuring 4), Issawiyya, Ras al-Amud in East Jerusalem; also fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists attending weekly nonviolent demonstrations against the separation wall in Bil‘in (injuring 3 Palestinians, arresting 5), Jayyus (injuring 9, including 2 wounded by live ammunition, which is not used at the other rallies), Ni‘lin (injuring 5 Palestinians); conducts late-night house searches in Azmut nr. International diplomacy to end OCL clicks into gear with France proposing that Israel and Hamas impose a 48-hr. humanitarian truce to try to defuse the violence and restore the Gaza cease-fire, with humanitarian groups, Egypt, the EU, the Quartet, and the U.S. opening mediation channels (see Quarterly Update). Israel’s security cabinet meets to discuss the French proposal but does not formally respond.

Israeli actions: The IDF conducts 70 air strikes on Gaza, while the Israeli navy continues shelling from the sea, killing at least 10 Palestinians and wounding 40, bringing the death toll to about 370. The IDF reports hitting 110 individual sites, with primary targets being tunnels on the Rafah border, suspected weapons factories and rocket-launching sites, civil and naval police stations, and groups of resistance mbrs. In Gaza City, at least 20 air strikes hit Haniyeh’s offices, PA Interior Min., and main PA government complex in Gaza City, all of which had been targeted previously; 1 air strike hits an ambulance, killing 1 paramedic, seriously wounding a doctor and the driver. Part of Gaza’s main power grid is also hit, cutting all power to Gaza City. A fuel depot in Rafah is destroyed. In al-Bureij r.c., a mosque and health clinic are hit. In Khan Yunis, a money exchange is destroyed. At least 7 homes across the Strip are targeted. Target locations include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City, Jabaliya town and r.c., Khan Yunis, al-Maghazi (c. Gaza), al-Mughraqa, al-Qarara, Rafah. The IDF launches a YouTube channel to broadcast declassified videos of its operations in Gaza, “other footage of interest to the international community” (JPI 1/8) and begins regular briefings for Internet bloggers worldwide.

Palestinian actions: Palestinians fire 41 rockets, 10 mortars into Israel, damaging 1 home in Sederot and causing several light injuries (excluding shock); 1 rocket lands in Beersheba, 25 mi. fr. the Gaza border, marking the farthest strike to date; 2 other long-range rockets land in Ashdod. Humanitarian notes: Israel allows 93 trucks into Gaza (50 carrying medical supplies and food donated by aid groups; 43 carrying commercial goods), but Gaza City’s Shifa Hospital says it is out of 150 kinds of medicine and 230 other medical supplies, including gloves, scissors, sterilization equipment, nitrogen for anesthesia. Fuel shipments are still cut off; Gaza’s power plant shuts down for lack of fuel. The IDF fires live ammunition, rubber-coated steel bullets, percussion grenades, tear gas at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, wounding 3 (including teenagers ages 13, 14); makes simultaneous afternoon incursions into Beita and Hawara villages nr. Nablus, imposing curfews through 12/31; conducts simultaneous late-night raids, house searches on 4 villages nr. Khuza, killing 3 Hamas mbrs. An explosion destroys Hamas field cmdr. Also in Jabaliya r.c., 2 Hamas mbrs. are seriously injured, 1 Palestinian teenager is killed when explosives they are handling detonate prematurely. In the West Bank, the IDF imposes a curfew on, patrols in Hawara nr. Nablus, withdrawing in the evening but not lifting the curfew. During the curfew, local Jewish settlers enter the village and vandalize Palestinian homes. The IDF also raids, searches the Hebron home of PC mbr. Nayif al-Rajub (among those Hamas-affiliated PC mbrs. detained by Israel as well as the religious affairs minister in Haniyeh’s original cabinet); conducts late-night arrest raids, house searches in and around Jenin town and r.c., and in Tulkarm. Israel announces plans to build 750 new houses in East Jerusalem’s Pisgat Ze’ev settlement and 350 homes in Givat Ze’ev settlement just n. of Jerusalem, stating that the construction “is consistent with our long-standing position that building within the large settlement blocs, which will stay part of Israel in any final status agreement.” Israel’s Jerusalem Municipality approves construction of a new settlement neighborhood of 400 housing units in the Nabi Yaqub neighborhood n. of East Jerusalem. The 4-day 34th World Zionist Congress opens in Jerusalem. The 750-seat congress convenes every 4-5 years to negotiate the policy of the World Zionist Organization, which makes up half the decision-making power of the Jewish Agency. The Jewish Agency controls a $350 m. annual budget, which is used for immigration and absorption, as well as worldwide religious, political, education programs. (HA, JTA 6/18)

Israel intensifies its offensive across the West Bank and Gaza, leaving more than 40 Palestinian dead (including 3 paramedics), 200 injured--the highest single-day toll since the al-Aqsa intifada began. 1 IDF soldier is also killed. Early this morning, the IDF sends troops into Khuza' village nr. Khan Yunis, killing 16 Palestinians, including PSF regional cmdr. Maj. Gen. Ahmad Mifraj. In Bayt Hanina, the IDF are photographed executing an AMB mbr. hand-cuffed, in custody. The IDF continues house-to-house searches in Aida and Dahaysha, leaving 6 Palestinians dead. Another 6 Palestinians are killed in IDF raids in the Tulkarm area, 5 in a helicopter attack on a PSF office in Gaza City, 1 in Jenin r.c.
